5. INTRODUCTION
In preparation for the transition of the Ichthys LNG project from
construction to the operation phase and the start-up of Shell’s Prelude
FLNG (Floating Liquid Natural Gas) project, the Department of Business
has lead a body of work that has undertaken an analysis of potential
maintenance, supply and service opportunities arising from these major
new operations in Northern Australia.
The result, this report, is intended to inform and guide the efforts of government and
industry. It is also a living document which will be progressively updated.
Profiles or dossiers of companies identified in the report will be progressively developed
by the department, expanded and updated overtime, to support industry development
and investment attraction.
ConocoPhillips has a well-established world class LNG facility based in Darwin Harbour
operating since 2006. This has already provided significant opportunity through the
construction and now operational phase of the project.
By the end of 2016 Darwin, Australia’s northern capital, the next oil and gas hub will
service 4 trains of LNG and their associated offshore gas supply developments with the
promise of more to come, both offshore (including floating LNG) and onshore.

10 mtpa subject to availability of feed gas)
• INPEX’s expansion of Ichthys LNG (currently 2x4.2mtpa trains under construction)
with potential to add up to 4 additional trains subject to availability of feed gas
• Sunrise FLNG (Woodside / Shell / ConocoPhillips)
• INPEX and Shell’s Abadi FLNG (located in Indonesian waters)

The Ichthys Project is typical of a large onshore LNG development fed by an offshore
gas field and consists of the following major components:
Key offshore facilities include:

In addition to emerging as a major LNG hub, Darwin already supports a number of other

With three additional LNG trains soon to be operational, adding to the existing Darwin
LNG liquefaction plant, support of offshore operations such as, Bayu-Undan, Montara
and Northern Endeavour, and active offshore and onshore exploration, Darwin is rapidly
developing critical mass as north Australia’s premier oil and gas maintenance and
operations hub.
The challenge now is to capture these opportunities in the through life support within the
Territory. Turning the growth of the sector into new business and employment outcomes,
that will continue to drive the Territory’s economy for many years to come.

10. PURPOSE / OBJECTIVES
The purpose of this stage of the project is to identify gaps in the capability and capacity
of the local supply, service and maintenance sector. These gaps represent market
opportunities for which enterprising companies can take advantage. The methodology of
the study is briefly outlined in Appendix A.
The Territory Government sees the energy sector as an area of potential economic
growth where Darwin companies can play a more prominent role, value adding to the
resource earnings and expanding its workforce capabilities.
This report is designed to inform and support economic development programs across
government, providing an increased focus for investment attraction and facilitation
activities. It aims to help promote Darwin as Northern Australia’s oil and gas maintenance
and operations hub.

11. BACKGROUND
DEMAND
Demand is the key. Activity levels in the petroleum sector offshore are a dynamic driver
for the attraction of investment, with FLNG a further driver. While componentry will largely
be the same as standard onshore LNG production, FLNG facilities are likely to have a
higher, more intensive scheduled maintenance cycle.
FLNG plant design incorporates the ability to isolate critical components and continue
operating, allowing techniques such as ‘hot-swapping’ to be implemented. This is
expected to result in a regular flow of critical items for maintenance such as pumps,
valves, compressors and electric motors. There will also be differences in some key
equipment specifications to facilitate or improve the ease of servicing in the restricted
confines of the floating facility.
Looking beyond onshore and offshore oil and gas demand, attention should be given to
the potential for additional demand from other sectors that use this type of equipment.
For example, a critical mass may be achieved in (aero-derived) turbines if opportunities in
power generation (grid, remote and mine site), aviation (civilian and military) and marine
propulsion are aggregated. There are, however, barriers to such aggregation, including
Original Equipment Manufacturers (OEM) warranty conditions, service licencing and
through-life maintenance agreements.
CAPACITY & CAPABILITY
Darwin’s ability to capture an increased share of the offshore and allied activity depends
upon the capacity and capabilities of the supply, service and maintenance sector.
Capacity assumes that the firm has the resources - the knowledge, experience and
infrastructure/equipment for the activity.
Capability is a measure of whether the firm’s knowledge, experience and technology
meet the client’s requirements.

12. HOW ARE GAPS IN CAPABILITY AND
CAPACITY ADDRESSED?
Capacity gaps may be addressed through:
• Improvements to system or process efficiency (e.g. debottlenecking) to liberate capacity
(This is typically a low cost option, often securing an efficient operation through
incremental improvements)
• Investing in staff/equipment/premises through equity or debt
• Co-operation between local firms (clustering) to maximise equipment and staff access.
• New entrants enter the location either in joint venture (a lower risk entry mode) or
establish in their own right.
Capability gaps may be addressed by:
• Company investment in acquiring knowledge through:
-- Recruitment/training of personnel and investment in appropriate equipment
or
-- Joint venture with a firm that has the required knowledge and experience
• Entry by new firms that possess the knowledge, experience and scale to capitalise on
the opportunity - either through direct investment in a new operation or buy-out of an
existing firm with complementary capabilities
ROLE OF GOVERNMENT
The role of the Northern Territory Government is to foster economic growth through the:
• Provision of robust information to inform business decision making
• Facilitation of investment – both in existing businesses (reinvestment) and
new businesses
• Promotion of local capabilities
-- Encourage the use of local businesses by project proponents as part of the
project’s social obligation
-- Encourage and support local business preparedness to meet industry
standards and pre-qualification requirements
• Encouragement of collaboration and joint ventures (including service agreements)
• Provision of a robust policy / regulatory framework that supports business confidence
• Promotion of opportunities for new investment.
• Providing a business environment conducive to supporting the growth of
new opportunities
Specifically, the Department of Business provides business and investment facilitation
support via industry development professionals dedicated to individual projects including,
market intelligence, supplier identification and facilitation of customer contacts and quick
landing services to help plan and execute local start up.
The Department of the Chief Minister provides investment attraction and trade support
services via a range of marketing and event programs, experienced business and trade
development executives offer a range of services including site selection assistance, inward
visit facilitation, whole-of-government coordination and international trade delegations.

17. IDENTIFYING
OPPORTUNITIES
Maintenance and servicing of equipment, along with the supply of consumables, is a
significant industry development opportunity for Darwin, and key to growing its capability
and capacity as an operations and maintenance hub. Specifically rotating equipment
represents a major service and maintenance opportunity. Key target areas for capability
development / investment attraction are: turbines, compressors, expanders, re-compressors,
valves and pumps, along with electronics and instrumentation.
For example, traditional onshore LNG plants use large centrifugal compressors with
horizontally split cases, requiring a clear vertical space that opens for maintenance.
In offshore FLNG facilities this is undesirable as it would increase the height of the
barge, impacting piping loop and design parameters. The solution adopted for the
Prelude FLNG project is a barrel compressor for ease of installation and maintenance.
Additionally, direct drive (steam-turbine) was chosen, eliminating the gearbox, saving
weight and deck space, (Source: Optimised to Float – the development of turbo-compressors
for FLNG applications, by Antonio Pelagotti, Gabriele Mariotti and Carlo
Cortese, GE Oil & Gas, Italy).
The report ‘The Age of Gas & the Power of Networks’ (2013), by Peter C. Evans and
Michael F. Farina of GE, notes that “floating LNG systems are likely to be one of the
fastest growing parts of the gas network over the next decade”. Furthermore, the report
also notes the increasing impact of the ‘Industrial Internet’ on natural gas mega-projects
through the continued customisation of digital and automation technologies for upstream
oil and gas use being increasingly incorporated into future mega-projects.
“Advanced sensors are allowing real-time monitoring of operations for safety and
efficiency. The combination of software embedded with hardware allows unprecedented
performance monitoring, as well as field and asset-level optimization. The new
approaches are moving the industry from a “when it breaks—fix it” mentality to more
asset life-cycle optimization with integrated hardware and software approaches.
Furthermore, remote monitoring and control tools are becoming more advanced,
allowing for improved predictive analytics. Critical data feeds can be processed and
routed to operators with timeliness and precision, allowing key personnel more time to
make critical decisions and adapt to events. Increasing safety and reducing down-time
will likely shape investment decisions in these technologies, but the solutions can be
leveraged for other benefits like asset optimization around supply chains or to provide
data transparency for regulatory needs or other reporting purposes.”

18. This ability to closely monitor and predict maintenance needs prior to failure will result
in better planning and scheduling of ‘planned maintenance’, reducing unplanned
maintenance due to failure, and increasing the up-time or productivity of the plant.
The ‘industrial internet’ is expected to optimise the intensity and frequency of planned
maintenance to ensure smooth operation and maximum output is sustained.
There are a range of work packages covering the priority areas. Awarded vendors are
potential capability development targets, and require further research to cover packages

The Japanese vendors of compressors, valves and pumps are ideal for targeting
during ministerial, trade and investment delegations to that country, which already
occur regularly.
European and United Kingdom vendors of turbine and major compressor packages,
along with pump and valve vendors will require the development of a highly targeted
approach. Targeting these vendors, may be done in conjunction with UK Trade and
Investment, European Union and Scottish Development International organisations
where a strong relationship with the Northern Territory Government counterparts
already exists.

20. PRIORITY CAPABILITY
DEVELOPMENT TARGETS
Key priority targets are the complex high value packages with the likelihood of an
ongoing maintenance requirement throughout the operational phase of the project.
Target packages identified by vendor or Original Equipment Manufacturer (OEM) country
of origin are:
• Japan: compressors; pumps and valves
• Italy: turbines (power generation / compressor drives); compressors; pumps / valves
• France: compressors and valves
• Netherlands: valves and CCPP fuel system
Further analysis reveals that the vendors (or OEM) of large compressor and turbine
equipment packages from Italy and France are units of the global GE Energy (Oil &
Gas) Group - Italy: Nuovo Pignone S.P.A; France: Thermodyn S.A.S. and GE Dresser.
Therefore it is recommended a coordinated approach to both the Australian branch of
GE Oil & Gas, (based in Perth), and the OEM business units in Italy and France be
developed and executed as a priority.

22. CONCLUSION –
THE OPPORTUNITY
This research has gathered and analysed an extensive range of procurement data
primarily from within the Department and the Industry Capability Network (NT) to identify
major OEM suppliers with a view to identifying where supply and service gaps can be
filled by Northern Territory manufacturers or where new investment can be attracted to
the region to provide the required support.
The focus of this study is on rotating equipment such as, turbines, turbo expanders,
compressors and pumps; and control systems, particularly valves.
By 2017 there will be four LNG trains supported from Darwin, three onshore LNG trains
operating in Darwin and the Prelude FLNG offshore facility in the Browse Basin. They will
create significant market scale, particularly when demand can be aggregated. Together
they represent a valuable opportunity for the growth of Darwin as Northern Australia’s
maintenance and operations hub.
The emergence of the Industrial Internet over the next decade will see dynamic changes
in the way maintenance and services of capital equipment such as turbines and
compressors is carried out. Operators and OEMs will have access to increasing levels
of data to optimise not only the operational performance but the servicing of equipment,
extending its life while also extending service intervals.
The OEM vendors identified in this report represent an opportunity for local companies to
form strategic links, such as joint ventures, agency or service agreements, or investment
attraction for government / industry efforts to grow local capability.

As the new projects (Ichthys and Prelude) move from construction to start-up, and
subsequently transition to operations, it will be essential to identify and monitor the award
by the operators of framework agreements to major suppliers, as these may impact
access to the targeted opportunities identified in this report.

i. presence the region (location, capability), including associated companies

iii. involvement other projects regionally
3 Department of the Chief Minister Asian Engagement, Trade & Investment unit to
incorporate identified vendors for Japan (and Korea) into existing program of trade
missions and visits to leverage additional benefit from the programs
4 Department of Business in conjunction with Department of the Chief Minister to
develop a specific targeted GE Energy investment attraction program
5 Department of Business (Industry Development & Innovation) to undertake further
research and analysis in related sectors to develop complementary products and
services. For example unconventional oil & gas and the subsea sector
6 Based on findings of the detailed vendor research, develop a targeted program
of business matching, investment attraction and facilitation initiatives, with a
whole-of-government approach for Italy, France, UK, The Netherlands, and
potentially USA, Spain and Norway. This may be done in conjunction with
relevant national agencies in the target market such as Scottish Development
International and UK Trade & Investment.
