negotiation of lease renewals and final disposalof obsolete and out-dated assets.

 Managed the maintenance and continued credibility of the MS Access/NETMAN IT asset database ofover 40,000 records,

 Managed LTV Steel IT projects at the LAN/WAN level through a switch ATM/routed network over frame relay, voice
and video infrastructure, e-commerce portal development and satellite communications.
 Successfully developed and delivered cost models, taskdescriptions,project proposals,project plans and schedules,
budgets analysis,contract negotiations/administration/coordination and management of third party vendors for Business
Process Reengineering activities.
 Managed a team of 7 project engineers who performed needs clarification, requirement definition, scope develop ment,
project plan development, proposal development and project plan execution to completion.
 Designed and managed the installation of a 5000 usernetwork in line with the State of Illinois requirements for the
SACWIS contract specification to include site build-out, desktop deployment network design and deployment inline with

 Managed delivery of the Army’s Sustaining Base Information Systems contract mechanism by developing onsite
installation processes and procedures to manage 11 installation specialists and third party vendors during installation
activities to meet contract deliverables.
 Managed all phases ofinstallation and post installation activities to include on-site site readiness reviews, network and
network equipment installation, acceptance-testing,delivery of plant in place drawings, inventory updates/modifications to
the Army’s inventory management system,post installation resolution of onsite costing (up-scope negotiations)and final
project closeout of the contract.

Senior Systems Engineer 03/1994 – 01/1995
 Assigned to the Integration Support Contract (IS/C), provided support to the systemtransition of the Criminal Justice
Information Services (CJIS) Division of the Federal Bureau of Investigation (FBI).
 Identified, developed,and implemented a client/server based data management systemriding on a NOVELL LAN

identification and pattern matching system.

 Assigned to the Proto-Planetary Nebula (PPN) Snapshot taskproviding hardware, software and network configuration
support for a Sun UNIX based data reduction and image analysis/reconstruction systemresiding on a SUN SPARC work
station.
 Responsible for digital image reduction/de-convolution and analysis of over four hundred (400) Hubble Space Telescope
(HST) provided images to include the development and maintenance of the databas e to track the status and delivery of
image data and the steps performed with each image during the reduction and de-convolution process.
 Assigned to the Test and Verification (TAV) Task at Goddard Space Flight Center (GSFC) providing software upgrade
support for Hubble Space telescope command load generation systemdeveloping and implementing test plans and
procedures for systemrequirement testing and the identification of Discrepancy Reports (DR’s) and Configuration Change
Requests from the test results.
