Sr. Army Military Science Chairman and Chief Instructor, Junior ROTC
Design and teach Junior ROTC curriculum to over 100 students. Coordinate with administration to establish standard operating
procedures relating to the administration, education and training of cadets according to state education standards and US Army
policies. Conduct public affairs and outreach efforts to area elementary and middle schools, school and community officials, civic
groups, parent-teacher organizations and others to further the understanding of JROTC, the school and the US Army.
DELAWARE ARMY NATIONAL GUARD 1999 - 2013
Director of Recruiting (January – August 2013)
Directed broad recruitment direction and strategy designed to achieve goals. Developed and managed strategies, policies, budgets
and processes as well a staff of 30 including 14 field recruiters. With staff, developed performance standards and measures against
metrics. Collaborated with, influenced, and served as single point of contact with senior level stakeholders. Leveraged knowledge
of labor market, recruitment trends and competitive insight to keep strategies current. Trained and communicated this knowledge
to recruitment staff. Collaborated with internal departments and senior managers to effectively support the organization’s n eeds
while supporting and maintaining overall staffing of 1,600 personnel. Managed the attrition rate by coordinating with units and
following up on re-issuing of new enlistment contracts.

 Annual Delaware Army and Air National Guard Senior Leaders Conference that included over 400 attendees.
 Army Communities of Excellence program via Malcolm Baldrige organizational assessment tools and criteria.
 Lean Six Sigma Programs for both Delaware Army and Air National Guard spearheading state active duty payroll

 Delaware National Guard Emergency Management Plans: prepared and managed initial and emergency response plans in
response to potential Federal or State emergency; conducted emergency management training seminars with Delaware
Army and Air National Guard personnel.
Created and managed Delaware Army National Guard Strategic Plan:
 Conducted and facilitated training among senior leaders including identification and development of vision, priorities,
goals and SMART objectives.
 Developed performance metrics and conducted and facilitated quarterly strategic planning meetings.
 Drove and facilitated monthly joint staff meetings and managed responsibilities of each Joint Staff member to ensure

Other activities included:
 Served as Master of Ceremonies for first female General Officer appointment; over 1,000 people in attendance including
Gov. Markell and state-wide political leaders.
 Earned a 98 percent satisfaction rating among the 400+ surveyed attendees of the annual Senior Leaders Conference.
 Awarded “Army Commendation Medal” for Senior Leader Conference’s overall planning and execution.
 Finished among top seven out of 38 (receiving honorable mention award) Army Guard programs who participated in the
Nationwide Baldrige Performance Excellence Program competition in 2013.
 Baldrige Performance Excellence program honorable mention award, led to Grant of $40,000 for agency to use toward
process improvement programs.
Director, Counter-Drug Operations Department (1999 - 2009)
Directed a team of 25 employees responsible for counter-drug operations. Activities included administration, operations,human
resources,logistics and financial management. Developed and administered random drug testing program among work force of
over 2,500 people. Provided guidance to field personnel assigned to Federal, State and Local law enforcement for administrative
support. Financial Management of operating budget of over 1.2 million dollars. Partnered, supported and collaborated with state
Attorney General’s Office, District of Delaware US Attorney’s Office, the FBI, Drug Enforcement Administration and non-profit
organizations on community anti-drug coalitions. Partnered with the U.S. Attorney’s Office District of Delaware each year to
implement programs through the federal government Weed and Seed program in the City of Wilmington designed to strengthen at-
risk communities. Each year drug tested over 90 percent of the 2,500 assigned personnelofthe Delaware Army and Air National
Guard.
 Established over 50 community-based partnerships via Dept. of Education to tackle drug awareness programs in schools
throughout the state.
 Appointed Co-Chair of National Counterdrug Legislative Committee.
 Each year scanned over $1 million in U.S. currency seized during narcotics investigations for federal, state and local
police agencies.
 Each year met drug testing quota assigned by National Guard Bureau Washington DC by random testing of over 90% of
assigned National Guard Personnel of 2500 personnel.
NEW CASTLE COUNTY POLICE OFFICER 1989 - 1999
 1995 Awarded Kiwanis Club of Wilmington Police Officer of the Quarter for work with youth programs.
 Responded to calls for service and conducted community policing, interacting with the public and networking with
business owners and county officials.
 First responder,trained in First-Aid, CPR, and AED.
 Performed routine traffic and crowd control, and conducted evidence gathering for criminal and traffic accident
investigations.
 Interviewed suspects and witnesses,gave court testimony, and wrote crime and incident reports.
