Rotarians and partners often focus on the initial investment in providing water, sanitation, and hygiene (WASH) services. But sustainability depends on generating a perpetual stream of money to fund operations, maintenance, and rehabilitation. A panel of Rotarians will discuss options such as earning revenue from water or sanitation supply chain management, contractual fee-for-service models, water kiosks, renting or selling filters, microfinancing, revolving funds, co-ops, and subsidies.

3. Operations & Maintenance
Operation and maintenance (O&M) of rural and
urban water facilities is one of the key challenges of
Rotary Projects
While investment in new infrastructure continues,
greater attention must be paid to the sustainability
of those facilities.
In many rural areas, the O&M of WASH facilities is
largely a community responsibility as provided by the
Community Based Maintenance System (CBMS).
4. Funding Options
• A midst such challenging
factors, stakeholders agree
that O&M of WASH facilities
largely boils down to financial
resources.
• Almost all activities around
O&M require financial and
human resources.
• The design of a user payment
strategy can promote O&M
system that uses resources
more efficiently
5. Undermining Factors
• Lack of / inconsistent government
policies;
• Dysfunctional Water User
Committees (WUC);
• Inadequate numbers of Hand Pump
Mechanics and lack of tools for
them;
• Shortage of hand pump spare parts
as well as dealers in the spare parts;
• Vandalism
• Unclear ownership of facilities;
• Inappropriate technology choices;
• Inadequate community
mobilization and training and
• Gender-related challenges that put
women and girls not full involved

9. Funding Strategy
• The problem – the unnerved or the poorly served.
• Why do anything?
Rights, justice, public good, sound business.
• Who? Only the poor, only the rich, all?
• What? Who decides - professionals and donors, or
users / consumers?
• How? To achieve inclusive and sustainable services.
• When? The question of targets.
11. Water Tariffs /User fees
• A water tariff /fee .A price
assigned to water supplied by
a water facility to its
customers.
• A volumetric tariff, where
water metering is applied
• A flat rate, where no
water metering is applied.
• Changes in water use in
response to tariff increases
need to be consider
12. Cooperatives / Revolving Funds
• Registered a community
cooperative , with all required
committees (by-laws)
• Include Water User committee
• See user fees at house hold
level
• Involve the District / Sub-
county Water Officer
• Use a micro finance /
commercial bank to safely
keep the money
• Monthly meeting for
collections/ expenditure
