Purpose and format:
The workshop is the third in a series of events organized by SIGMA in cooperation with
Procurement Review Bodies (PRB) in order to promote exchange of information and
experiences among independent procurement review bodies related to functioning of
measures and procedures concerning review of appeals of economic operators. The
purpose of this workshop is to present to participants and discuss selected issues which
could have impact on efficient and effective functioning of public procurement review
systems. EU experts will make, first, short presentations concerning rules and practices of
their countries as regards oral hearings, support provided to review bodies by technical
experts and efficient cooperation between central procurement institutions and PRBs.
Following that, representatives of PRBs will be invited to briefly present their views and
opinions on issues of hearings and technical expertise. Finally, there will be a presentation
on the latest study conducted by SIGMA on rules and practices concerning appeals fees,
during which initial conclusions and observations will be presented.
