Importance of the Monitoring and Evaluation system of the PFM Strategy

In the frame of the first Sector Budget Support for PFM given by EU, the Ministry of
Finance will have to report and demonstrate among others that there has been
satisfactory progress in the implementation of the PFM strategy 2014-2020. Also, the
satisfactory progress in implementing the PFM strategy will pave the road to other
sectorial supports to be granted by EU.
Evaluation and monitoring systems can be an effective way to:
• Provide constant feedback on the extent to which the Strategy is achieving its
objectives.
• Identify potential problems at an early stage and propose possible solutions.
• Monitor the efficiency with which the different pillars of the Strategy are being
implemented and suggest improvements.
Therefore, building a sustainable Monitoring and Evaluation system is of a paramount
importance for the Ministry of Finance as the coordinator of the PFM reform.
Monitoring and Evaluation System of the Strategy

To properly support the Monitoring and Evaluation of the implementation of the PFM
Strategy, the Ministry of Finance has established a new directorate, one plus four, under
the direct supervision of the General Secretary. The focus of work of the new
directorate will be to:
• Provide logistical support to pillar managers to deliver on their assigned tasks,
• Create a forum for technical discussion and resolution of implementation and
sequencing issues,
• Facilitate budgetary and financial support,
• Prepare the instructions and templates for quarterly and annual reporting from the
responsible unit; and
• Consolidate the quarterly and annual information and submit them in a unified
report for review to PFM management bodies

Some important steps in developing the Monitoring and Evaluation framework of the
PFM Strategy are taken by the Ministry of Finance in order to:
• Ensure that the Action plan of the Strategy have clearly defined its objectives,
outputs and indicators;
• Establish coordinated and standard reporting tools;
• Develop the passport indicators by (a) determining methods for obtaining
information on indicators; (b) assigning responsibilities for information gathering, (c)
defining time frame and frequency of data collection, and (d) allocating the required
resources;
• Establish mechanisms for reporting.
SIGMA will assist the MoF in developing the Passport indicators and we are working on
establishing the rest. In this contest, we would like to draw your attention on the
necessity to cooperate and to timely respond to all the requests in order to establish the
M&E system as soon as possible.
Monitoring and Evaluation System of the Strategy
In order to ensure quality and useful Monitoring and Reporting, The Ministry of
Finance is working to establish the following:
Clear monitoring and reporting Process with defined
responsibilities and calendar
Templates and tools to be used in monitoring and
reporting
Enhance the institutions capacities to produce quality
in. formation
Report structure in order to help the users in the
decision-making process.

Erjon Luci, Importance of the Monitoring and Evaluation System of the PFM Strategy

  • 1. Monitoring and Evaluation of the Implementation of the Strategy of Public Finance Management 2014- 2020 Ministry of Finance May 2016
  • 2. Importance of the Monitoring and Evaluation system of the PFM Strategy 2 In the frame of the first Sector Budget Support for PFM given by EU, the Ministry of Finance will have to report and demonstrate among others that there has been satisfactory progress in the implementation of the PFM strategy 2014-2020. Also, the satisfactory progress in implementing the PFM strategy will pave the road to other sectorial supports to be granted by EU. Evaluation and monitoring systems can be an effective way to: • Provide constant feedback on the extent to which the Strategy is achieving its objectives. • Identify potential problems at an early stage and propose possible solutions. • Monitor the efficiency with which the different pillars of the Strategy are being implemented and suggest improvements. Therefore, building a sustainable Monitoring and Evaluation system is of a paramount importance for the Ministry of Finance as the coordinator of the PFM reform.
  • 3. Monitoring and Evaluation System of the Strategy 3 To properly support the Monitoring and Evaluation of the implementation of the PFM Strategy, the Ministry of Finance has established a new directorate, one plus four, under the direct supervision of the General Secretary. The focus of work of the new directorate will be to: • Provide logistical support to pillar managers to deliver on their assigned tasks, • Create a forum for technical discussion and resolution of implementation and sequencing issues, • Facilitate budgetary and financial support, • Prepare the instructions and templates for quarterly and annual reporting from the responsible unit; and • Consolidate the quarterly and annual information and submit them in a unified report for review to PFM management bodies
  • 4. Monitoring and Evaluation System of the Strategy 4 Some important steps in developing the Monitoring and Evaluation framework of the PFM Strategy are taken by the Ministry of Finance in order to: • Ensure that the Action plan of the Strategy have clearly defined its objectives, outputs and indicators; • Establish coordinated and standard reporting tools; • Develop the passport indicators by (a) determining methods for obtaining information on indicators; (b) assigning responsibilities for information gathering, (c) defining time frame and frequency of data collection, and (d) allocating the required resources; • Establish mechanisms for reporting. SIGMA will assist the MoF in developing the Passport indicators and we are working on establishing the rest. In this contest, we would like to draw your attention on the necessity to cooperate and to timely respond to all the requests in order to establish the M&E system as soon as possible.
  • 5. Monitoring and Evaluation System of the Strategy In order to ensure quality and useful Monitoring and Reporting, The Ministry of Finance is working to establish the following: Clear monitoring and reporting Process with defined responsibilities and calendar Templates and tools to be used in monitoring and reporting Enhance the institutions capacities to produce quality in. formation Report structure in order to help the users in the decision-making process. 5
