 FP7 is short for: Seventh
Framework Programme for
Research and Technological
Development.
 EU's main instrument for
funding research in Europe
(2007-2013).
 It is a great opportunity to fund
your research activities!


 'Framework programmes' (FPs) have been the main financial
tools through which the European Union supports research and
development activities covering almost all scientific disciplines.

 FPs have been implemented since 1984 and normally cover a
period of five years with the last year of one FP and the first year
of the following FP overlapping.

 FP7, however, runs for seven years, since 2007 to 2013

Selecting the best
call and instrument


 Different calls are published for each of the 10
themes. Each call specifies the exact sub-topics and the
instrument to be applied.

 Our project idea must perfectly fit into one of
the sub-topics of the call
 In a collaborative project, all the partners are
at the same level, no distinction between large
enterprises, SMEs, Universities, Research
Centres… The IPR is negotiated among all the
members with total freedom.
 CP can have a big proportion of basic
research, as well as demonstration activities


Part A of the proposal


FP7 Proposals must be submitted electronically, using
the Commission’s Electronic Proposal Submission
System (EPSS).


In Part A you will be asked for certain administrative
details that will be used in the evaluation and further
processing of your proposal.

Part A forms an integral part of your proposal.

•Section A1 gives a snapshot of your proposal,

•Section A3 deals with money matters: the budget

Important:

• The coordinator fills in sections A1 and A3.

• The participants already identified at the time of proposal submission
(including the coordinator) each fill in their respective section A2. Many
times, coordinator ask data and fills everything.

• Subcontractors shall not fill in section A2 and should not be listed
separately in section A3.

• The estimated budget planned for any future participants (not yet identified
at the time of the proposal, this happens in Stage 1 proposals) is not shown
separately in form A3 but should be added to the coordinator’s budget.Their
role, profile and tasks are described in Part B of the proposal.


Concerning the budget (A3):

• Numbers are always rounded to the nearest whole number

• All costs are given in Euros. Do not express your costs in
thousands of Euros ("KEUROS") etc.This can affect decisions on
the eligibility of your proposal !!!

• You have inserted zeros ("0") if there are no costs, or if no
funding is requested. Do not leave blanks !!!!

• Costs do not include value added tax.

1. Scientific and technical quality, relevant to the
topics addressed by the call (1/2)
 Justify that our idea meets the corresponding Work Programme
(WP), indicating particularly in which subtopic.
 Explain why the project needs to be done: which problem
needs a solution?
 Always quantify objectives. These can be classified in three
types: scientific, technological and operational.
 The description of the SoA has to be technical, professional
and unbiased. Make reference whenever possible to articles,
patents and finished projects.
 The comparison between our idea and the SoA previously
explained has to be well argued. It is recommended to include
a table of strengths/weaknesses of each technology.


1. Scientific and technical quality, relevant to the
topics addressed by the call (2/2)
 Before describing the different work packages (WP),it is
necessary to establish a general strategy. For example,
describe the general phases of the project, state that each
WP will have a responsible technician and tasks will be
divided following certain criterias, explain how information is
transferred from one WP to another.
 Diagrams relating to each different WP are essential. It is
important to be clear.
 It is necessary to do realistic WP relating to the duration of
the project. Each WP should have deliverables and
milestones clearly identified.
 Be sure to explain the contingency plans. What happens if an
intermediate target is not met? Mention alternatives, quantify
the level of risk.


2. Implementation (1/3)
 An experienced coordinator is always important, but not
essential.
 Even in large projects, a complex management structure is not
recommended (do not create unnecessary committees that
are not credible). Even though, the decisions shouldn’t only fall
on the coordinator.
 It is worth to mention previous agreements that partners could
already have; for example, who is responsible of each task:
administrative leader (the coordinator), the technical leader,
the responsible for the intellectual property, etc.
 It is necessary to describe correctly the communications and
its frequency (meeting, call-conferences, report interns, etc).


 In the description of each applicant we still do not talk about
synergies, but we describe “who is who”. The motivation of this
entity to participate in the project has to be described clearly.
 The CV’s are important, select minimum two per participant, with 5
lines each. If the profiles are more scientific, mention
publications/patents.
 While talking about the consortium, make sure that there are no
direct competitors and no repeated roles between members.
Highlight the synergies. Mention if partners have worked together
before.
 Depending on the call and sector, highlight the name of SMEs or
partner of a particular region that are inscribed.
 The consortium has to be able to manage the project as well to
exploit the results. Don’t forget the business!


 Resources is one of the most difficult part and has to be
done when the budget is finished.
1. Justify the overall costs of the budget.
2. Justify all cost details, by categories. Provide realistic
data.
3. Explain the way of financing of the funding that is not
covered by public resources (partners’ own efforts,
national programmes and complementary regional,
etc.)


3. Impact (1/2)
 As the objectives, all impacts have to be quantified.
Saying “this project will have a positive effect on the
environment” is not enough at all.
 While giving data, justify them making references to
studies and publications. It is important that impacts are
credible.
 Is important to mention R+D projects at National or
European level in the same technological line, or that
cope with the same need applying another technology.


3. Impact (2/2)
 Depending on the type of project, the exploitation and
dissemination of results could be a critical section.
 Is important to include a good intellectual protection plan,
including technological monitoring tasks.
 Define clearly the exploitation in the proposal, although it
could be sometimes far away. Imagination is necessary!
 The dissemination, if required in this call, has to be very
quantified.


Final tips (1/2):

 Validate the concept with the European Commission.
 The wording should follow a common thread.
 Needs
 Limits of current technology. (state of the art)
 Proposed innovation.
 Potential impact.
 Always pay attention to the evaluation criteria.
The Evaluators will always look for the missing information!!!!!


Final tips (2/2):
 Proposals have always a similar structure
Look for proposals already approved!
 Check maximum lengths per section
Note: a MAXIMUM is not an OBLIGATION!!!!
 General suggestions about format:
• Font type and size easy to read
• Check margins
• Respect spaces between paragraph
• Indicate clearly the start of a new section or sub-section
• Clarity on graphics and tables
• Highlight key points in bold.

• Suggestion: make a submission before the

7. Validate the proposal: the system will detect mistakes or
empty fields.

8. Submit the proposal: you can submit as many times as
you want before deadline, uploading different versions of
part B, just the last one will be valid.

Eligible consortia

In most cases EU research funding through FP7 is to
be sought by building a consortium in order to submit a
project proposal in response to a call. The eligibility of
these consortia also varies according to different
conditions related to the type of action of instrument.
These instruments are set out in Annex III ‘Funding
Schemes’ of the Rules for Participation, while the
minimum conditions for eligibility are detailed in Articles
5 to 10 and summarised as follows:


• COLLABORATIVE PROJECTS (COOPERATION)

At least three legal entities (defined as organizations or individual
researchers as above) must participate, each of which is
established in a Member State or Associated country, and no two
of which are established in the same Member State or Associated
country. All three legal entities must be independent of each other
in accordance with Article 6 of the RFP, meaning they are not
subsidiaries of the same organization or of each other.

• INCO (CAPACITIES)

Special conditions apply for collaborative projects addressing the
participation of international cooperation partner countries in parity
with Member States or Associated countries (INCO).
(a) at least four legal entities must participate;
(b) at least two of the legal entities referred to in point (a) must be
established in Member States or Associated countries, but no two may be
established in the same Member State or Associated country;
(c) at least two of the legal entities referred to in point (a) must be
established in international cooperation partner countries, but no two may
be established in the same international cooperation partner country;
(d) All four legal entities referred to in point (a) must be independent of
each other


• COORDINATION AND SUPPORT ACTIONS, AND TRAINING
AND CARREER DEVELOPMENT OF RESEARCHERS
(CSA all blocks and PEOPLE)
For coordination and support actions, and actions in favour of
training and career development of researchers, the minimum
condition shall be the participation of one legal entity.

• INVESTIGATOR-DRIVEN ‘’FRONTIER’’ RESEARCH
PROJECTS (IDEAS)
For indirect actions to support investigator-driven ‘frontier’
research projects funded in the framework of the European
Research Council, the minimum condition shall be the
participation of one legal entity established in a Member State or
in an Associated country.


• SOLE PARTICIPANTS
Where the minimum conditions for an indirect action are satisfied
by a number of legal entities, which together form one legal entity,
the latter may be the sole participant in an indirect action, provided
that it is established in a Member State or Associated country. The
participation of natural persons will ensure that the creation and
development of scientific excellence and ability are not limited to
Community funding of projects involving only legal persons,
ensuring also the participation of SMEs that are not legal persons.


But remember…
 Jordan can participate as partner in any project of the
COOPERATION block Their participation does not account for
the minimum eligible consortium

 Jordan can participate as partner in any project of the
CAPACITIES block. Their participation does not account for the
minimum eligible consortium except in INCO calls.

 They can participate in some of the projects of the IDEAS block
(not alone)

 They can participate in some of the projects of PEOPLE block.

 Sometimes the Europeans don’t know it! Sell yourself!

 If you want to be coordinators, check every call to be sure.

Rules for verifying existence and legal status of a
partner

Principle
In compliance with the FP7 rules, a grant can only be awarded
to an existing legal entity who has submitted an eligible proposal
using the procedure defined by the Commission

At proposal stage
In the Proposal Submission Form (PSF), any legal entity shall
provide its administrative and legal data (such as organisation's
legal name, legal address, legal registration number, VAT number,
etc), except those who already have provided them previously for
another proposal and provided their data have not been modified..
At this stage no supporting documents will be requested and
no verification of the data by the Commission will be carried out,
other than for eligibility of the proposal purposes.

Rules for verifying existence and legal status of a
partner

At negotiation stage
The information given in the A2 form in the proposal will be
automatically uploaded into the Grant agreement Preparation Form
(GPF). At this stage, the authorised representative of the legal entity
must:
a. Verify that the basic administrative and legal data provided in the
GPF for its organisation are correct; and, if not, to correct them
accordingly;
b. Declare on his/her honour that all the information provided in the
GPF regarding his/her organisation is correct,

A signature certifying the above will be requested in the GPF from
the person authorised to sign the grant agreement or to commit the
organisation.

In addition, applicants, depending on their legal type, shall provide
to the Commission services the following documents (except if
previously provided and no changes have since taken place)

For public bodies:
- A copy of the resolution, law, decree or decision establishing the
entity in question; or, failing that, any other official document
attesting to the establishment of the entity as a public body;
- If applicable, an official VAT document.

For other legal entities:
- A copy of any official document (e.g. official gazette, register of
companies, etc) showing the participant's legal name and address
and the registration number given to it by the national authorities;
- A copy of the VAT registration document, if any, and only if the
VAT number does not appear on the official document referred to
above.
