Brief understanding of OTCP and DSC
 OTCP:- Online Transfer Claim Portal
 Purpose of OTCP is to ease the various PF related process and make the system less
employer dependent allowing faster and smooth process and services to PF
members.
 OTCP is used for :-
1. Linkage of previous employment/UAN/First time employment
2. Verification of member details as previous employer
3. Manage KYC
4. Attestation of online transfer claim.
 What is a Digital Signature?
A digital signature is an electronic form of a signature that can be used to authenticate
the identity of the sender of a message or the signer of a document, and also ensure
that the original content of the message or document that has been sent is unchanged.
Digital signatures are easily transportable and cannot be imitated by someone else.
The ability to ensure that the original signed message arrived means that the sender
cannot easily disclaim it later.
 What is a Digital Signature Certificate (DSC)?
Digital Signature Certificates (DSC) is the electronic format of physical or paper
certificate like a driving License, passport etc. Certificates serve as proof of identity of
an individual for a certain purpose; for example, a Passport identifies someone as a
citizen of that country; who can legally travel to any country. Likewise, a Digital
Signature Certificate can be presented electronically to prove your identity, to access
information or services on the Internet or to sign certain documents digitally.

Its employers responsibility to process PF forms at below stages.
Forms required when employee join the Organisation.
 Form 2 – Nomination & Declaration Form
 Form 11 – Declaration Form
Form 2 :- Every member has to give the details of himself & details of the nominee for
Employees’ Provident Fund & Employees’ Deposit Linked Insurance Schemes and details of
family for Employees Pension Scheme, 1995 in form no. 2. For the purpose of Employees
Pension Scheme,1995 the member has to furnish the details, such as name, relationship & age
of all the family members in the form no. 2.
Employer’s Responsibility :- Employer should submit the filled and stamped Form 2 to
the EPFO office where employer has registered, also acknowledged copy of the form has to
file in the employee records.

 Form 11 :- It is the duty of employer to complete Form-11 in respect of
those member ids, which have not been allotted UAN or linked to UAN in
terms of linkage of previous employment/UAN/First Time Employment of
new members and manage KYC. It is the responsibility of employers to
collect the declaration form (Form-11) for each new member and declare the
same for allotment/linkage to UAN.
Employer’s Responsibility :- Employer must keep the form with him & it
should be filled completely and stamped by the employer.

How does UAN function works with OTCP
A list containing member ids without
UAN would be generated at OTCP to
identify members without UAN against
member ids.
Employer can declare such member ids
(new member ids in the latest ECR file)
against Previous member id/UAN/First
time membership & approve the same.
Such declared member ids
would flow from OTCP to
EPFO NDC on daily basis.
At EPFO NDC, this
information would be
processed to generate new
UANs/link member-ids
accordingly.
The processed information
would be pushed daily to the
OTCP.
Confirm Previous Employment of New Members
Employers can either provide previous member id or UAN id to confirm
previous employment of members and click Display.
Details of member against the Member ID/ UAN provided by employer
shall be displayed along with Confirmed/ Not Confirmed radio button in
Verification Column.
In case the system finds out that there is a difference in name or DoB
after confirmed radio button is pressed by the employer, the system
warns the employer to verify the details of that particular member.
If employer verifies it, then he/she can select and submit the case by
pressing Submit/Change Radio Button on top.
Otherwise, if employer is not satisfied with the details provided, he/she
can choose the radio button ‘Not Confirmed’.
After feeding the details, of new joinees, employer has to press Form11 Filled…
Radio Button to verify the details and generate PDF of the same. If he/she is not
satisfied with the case, he can simply reject it.
Once employer press the radio button ‘Generate PDF’, following screen will come
giving the option of approving or rejecting the PDF. Employer can view this PDF file
by pressing on the link and if satisfied, can approve it else he/she can reject it.
On pressing the Download UAN List, the following screen will appear. Here
employer can view the list as well as press the radio button given on top to
download PDF of UAN List. Within 3 days UAN List will be available.

Error List
How to create bulk KYC text file
 Employer has to create new file in excel and make the columns as per the
structure mentioned in EPFO website. Employer can also enter the multiple
KYC of members. UAN_CorrectMethod_TxtFile
 Sample Excel File:-

 Now to create the text file use the same process as used while creating the ECR
file for PF.
Upload Bulk KYC Text File :- select the text file by choosing a radio button
‘Browse’ and press submit.
After submitting the case and upload, following screen will appear. Just check
the pdf by clicking on the link given to open/save the PDF, whether all records
have come or not. If satisfied, approve it by pressing ‘Approve’ Radio Button,
otherwise reject it by pressing radio button ‘Reject’.
An Error List generated while uploading the files containing errors can be viewed in
option ‘Error List’ on the KYC Menu. It shows only last 10 error files. Each error file
shall show the first 20 errors, after which file validation is stopped
 Records incomplete in terms of DOB, DOJ and Father’s/Husband’s Name
Rest of the records i.e. incomplete in terms of DOB, DOJ and Father’s/Husband’s
Name will be available in the option ‘Update Incomplete Member’s Details’ wherein
you have to complete the missing details by selecting an option ‘Add Missing
Information’ from the sub-menu of ‘Updating Incomplete Member’s Details’. And
afterwards, user will have to generate PDF for the completed entries by selecting an
option ‘Generate PDF for Approval/Rejection’ from the sub-menu of ‘Updating
Incomplete Member’s Details’.
ATTESTATION OF ONLINE TRANSFER CLAIMS
 To forward the online claims submitted by members, the employer should attest the
claims submitted by the member on Online Transfer Claim Portal (OTCP) using his
Digital Signature Certificate (DSC). For the purpose, please click on the “Online
Transfer Claim Portal (OTCP)” under the Heading “FOR EMPLOYERS” on
the homepage of EPFO website.
 Username and password for this portal is same as is already being used in ECR portal by the
establishments.
 After the login the screen shows as:
 On the menu bar, place cursor on tab “Individual Claims”. Four options would be
displayed:
1) Claims pending for Digital Attestation
2) Claims pending for Verification
3) Non-actionable claims
4) History of Approved/Rejected claims
 Click on “Claims pending for Digital Attestation” to view claims submitted by
members through online mode. The following screen would appear:
 The claim can be searched by entering Tracking ID and or Member Name. To
view/attest/reject the details of the claim, click on “View details”.
 The following screen would appear:
 Depending on the employee opted to apply the claim through, the member details
would be available for verification and accordingly the claim can be attested or
rejected. The indicator shows the details chosen (pertaining to previous or present
account) for verification of details. The small arrows indicate the flow of the
approval/ rejection process.
 The employer can verify or edit only the details entered by the member (available
in the box). The details populated from EPFO database cannot by edited by the
employer. After verification, the employer has an option to reject or approve the
claim. In case of rejection, the “Select Rejection Reason” would get enabled and
the employer has to select one of the reasons for the rejection of the claim as shown
in the screen below.
 For rejection of the claim, the authorized signatory has to reject the claim using his
digital signature. The process for the rejection of the claim thereafter, is same as
that of approval of claim which has been explained
 To approve the claim, the approve button is to be selected. Further the check button
is to be clicked to certify that physical copy of the claim has been received and
verified. The same has been kept for office record.
 On clicking the “Select Signatory”, the list of all authorized signatories of the
establishment would be available and the authorized signatory has to select his
name. Thereafter Digital Signature Certificate registered with EPFO in respect of
the authorized signatory should be selected.
 Following screen would appear:
 Click on the “Run” Button. Following screen would appear:
 Thereafter click on the “Select your USB Token certificate”. The following screen
would appear:
 Select the certificate and click on “Select this certificate”. The system would
ask for the PIN as follows:
 On entering PIN click “OK” button hence the submit button would be enabled &
the following screen would appear:
 Please download the PDF of claim file generated, verify the details and click on
“Approve PDF” to complete the process of digital attestation of the claim.
 Following screen would appear:
 The claim would not be there in the list of claims pending for digital attestation.
The employer can see the attested/rejected claim details in the “History of
Approved/Rejected Claims” options under the tab “Individual Claims”.
 Employer has two important tasks in transfer claim process, which is done using
OTCP portal.
Verify employee details and approve

Brief understanding of OTCP and DSC  OTCP:- Online Transfer Claim Portal  Purpose of OTCP is to ease the various PF related process and make the system less employer dependent allowing faster and smooth process and services to PF members.  OTCP is used for :- 1. Linkage of previous employment/UAN/First time employment 2. Verification of member details as previous employer 3. Manage KYC 4. Attestation of online transfer claim.
  • 4.  What is a Digital Signature? A digital signature is an electronic form of a signature that can be used to authenticate the identity of the sender of a message or the signer of a document, and also ensure that the original content of the message or document that has been sent is unchanged. Digital signatures are easily transportable and cannot be imitated by someone else. The ability to ensure that the original signed message arrived means that the sender cannot easily disclaim it later.  What is a Digital Signature Certificate (DSC)? Digital Signature Certificates (DSC) is the electronic format of physical or paper certificate like a driving License, passport etc. Certificates serve as proof of identity of an individual for a certain purpose; for example, a Passport identifies someone as a citizen of that country; who can legally travel to any country. Likewise, a Digital Signature Certificate can be presented electronically to prove your identity, to access information or services on the Internet or to sign certain documents digitally.
  • 5. When employee joins the organization. When employee leaves the organization. For PF withdrawal For PF transfer Its employers responsibility to process PF forms at below stages.
  • 6. Forms required when employee join the Organisation.  Form 2 – Nomination & Declaration Form  Form 11 – Declaration Form Form 2 :- Every member has to give the details of himself & details of the nominee for Employees’ Provident Fund & Employees’ Deposit Linked Insurance Schemes and details of family for Employees Pension Scheme, 1995 in form no. 2. For the purpose of Employees Pension Scheme,1995 the member has to furnish the details, such as name, relationship & age of all the family members in the form no. 2. Employer’s Responsibility :- Employer should submit the filled and stamped Form 2 to the EPFO office where employer has registered, also acknowledged copy of the form has to file in the employee records.   • 7.  Form 11 :- It is the duty of employer to complete Form-11 in respect of those member ids, which have not been allotted UAN or linked to UAN in terms of linkage of previous employment/UAN/First Time Employment of new members and manage KYC. It is the responsibility of employers to collect the declaration form (Form-11) for each new member and declare the same for allotment/linkage to UAN.   • 8. Forms required for Transfer of PF Account Form 13 while processing online transfer claim manual submission to PF office not required. When establishment is a trust manual submission to PF office is necessary. When previous organization does not have online registration manual submission to PF office is necessary. If online transfer claim is received by employer then the signed printout of the submitted online claim application should be verified and kept for office record.

  • 11. How does UAN function works with OTCP A list containing member ids without UAN would be generated at OTCP to identify members without UAN against member ids. Employer can declare such member ids (new member ids in the latest ECR file) against Previous member id/UAN/First time membership & approve the same. Such declared member ids would flow from OTCP to EPFO NDC on daily basis. At EPFO NDC, this information would be processed to generate new UANs/link member-ids accordingly. The processed information would be pushed daily to the OTCP.
  • 12. Confirm Previous Employment of New Members Employers can either provide previous member id or UAN id to confirm previous employment of members and click Display. Details of member against the Member ID/ UAN provided by employer shall be displayed along with Confirmed/ Not Confirmed radio button in Verification Column. In case the system finds out that there is a difference in name or DoB after confirmed radio button is pressed by the employer, the system warns the employer to verify the details of that particular member. If employer verifies it, then he/she can select and submit the case by pressing Submit/Change Radio Button on top. Otherwise, if employer is not satisfied with the details provided, he/she can choose the radio button ‘Not Confirmed’.

  • 14. After feeding the details, of new joinees, employer has to press Form11 Filled… Radio Button to verify the details and generate PDF of the same. If he/she is not satisfied with the case, he can simply reject it.
  • 15. Once employer press the radio button ‘Generate PDF’, following screen will come giving the option of approving or rejecting the PDF. Employer can view this PDF file by pressing on the link and if satisfied, can approve it else he/she can reject it.
  • 16. On pressing the Download UAN List, the following screen will appear. Here employer can view the list as well as press the radio button given on top to download PDF of UAN List. Within 3 days UAN List will be available.

  • 19. How to create bulk KYC text file  Employer has to create new file in excel and make the columns as per the structure mentioned in EPFO website. Employer can also enter the multiple KYC of members. UAN_CorrectMethod_TxtFile  Sample Excel File:- The screenshot of Excel File containing all the specified 13 columns is as under:-  Now to create the text file use the same process as used while creating the ECR file for PF.
  • 20. Upload Bulk KYC Text File :- select the text file by choosing a radio button ‘Browse’ and press submit.
  • 21. After submitting the case and upload, following screen will appear. Just check the pdf by clicking on the link given to open/save the PDF, whether all records have come or not. If satisfied, approve it by pressing ‘Approve’ Radio Button, otherwise reject it by pressing radio button ‘Reject’.
  • 22. An Error List generated while uploading the files containing errors can be viewed in option ‘Error List’ on the KYC Menu. It shows only last 10 error files. Each error file shall show the first 20 errors, after which file validation is stopped
  • 23.  Records incomplete in terms of DOB, DOJ and Father’s/Husband’s Name Rest of the records i.e. incomplete in terms of DOB, DOJ and Father’s/Husband’s Name will be available in the option ‘Update Incomplete Member’s Details’ wherein you have to complete the missing details by selecting an option ‘Add Missing Information’ from the sub-menu of ‘Updating Incomplete Member’s Details’. And afterwards, user will have to generate PDF for the completed entries by selecting an option ‘Generate PDF for Approval/Rejection’ from the sub-menu of ‘Updating Incomplete Member’s Details’.
  • 24. ATTESTATION OF ONLINE TRANSFER CLAIMS  To forward the online claims submitted by members, the employer should attest the claims submitted by the member on Online Transfer Claim Portal (OTCP) using his Digital Signature Certificate (DSC). For the purpose, please click on the “Online Transfer Claim Portal (OTCP)” under the Heading “FOR EMPLOYERS” on the homepage of EPFO website.  Username and password for this portal is same as is already being used in ECR portal by the establishments.
  • 25.  After the login the screen shows as:  On the menu bar, place cursor on tab “Individual Claims”. Four options would be displayed: 1) Claims pending for Digital Attestation 2) Claims pending for Verification 3) Non-actionable claims 4) History of Approved/Rejected claims
  • 26.  Click on “Claims pending for Digital Attestation” to view claims submitted by members through online mode. The following screen would appear:  The claim can be searched by entering Tracking ID and or Member Name. To view/attest/reject the details of the claim, click on “View details”.
  • 27.  The following screen would appear:  Depending on the employee opted to apply the claim through, the member details would be available for verification and accordingly the claim can be attested or rejected. The indicator shows the details chosen (pertaining to previous or present account) for verification of details. The small arrows indicate the flow of the approval/ rejection process.
  • 28.  The employer can verify or edit only the details entered by the member (available in the box). The details populated from EPFO database cannot by edited by the employer. After verification, the employer has an option to reject or approve the claim. In case of rejection, the “Select Rejection Reason” would get enabled and the employer has to select one of the reasons for the rejection of the claim as shown in the screen below.
  • 29.  For rejection of the claim, the authorized signatory has to reject the claim using his digital signature. The process for the rejection of the claim thereafter, is same as that of approval of claim which has been explained  To approve the claim, the approve button is to be selected. Further the check button is to be clicked to certify that physical copy of the claim has been received and verified. The same has been kept for office record.  On clicking the “Select Signatory”, the list of all authorized signatories of the establishment would be available and the authorized signatory has to select his name. Thereafter Digital Signature Certificate registered with EPFO in respect of the authorized signatory should be selected.
  • 30.  Following screen would appear:  Click on the “Run” Button. Following screen would appear:
  • 31.  Thereafter click on the “Select your USB Token certificate”. The following screen would appear:  Select the certificate and click on “Select this certificate”. The system would ask for the PIN as follows:
  • 32.  On entering PIN click “OK” button hence the submit button would be enabled & the following screen would appear:  Please download the PDF of claim file generated, verify the details and click on “Approve PDF” to complete the process of digital attestation of the claim.
  • 33.  Following screen would appear:  The claim would not be there in the list of claims pending for digital attestation. The employer can see the attested/rejected claim details in the “History of Approved/Rejected Claims” options under the tab “Individual Claims”.
  • 34.  Employer has two important tasks in transfer claim process, which is done using OTCP portal. Verify employee details and approve the same. Process transfer claim.
