Matthew 9:35-36 ESV
35 And Jesus went throughout all the cities and villages, teaching in their
synagogues and proclaiming the gospel of the kingdom and healing every
disease and every affliction. 36 When he saw the crowds, he had compassion for
them, because they were harassed and helpless, like sheep without a shepherd.

• Compassion – to have mercy, to have sympathy for, or to have pity.
• The desire to free someone from their suffering.
• Matthew 22:37-39
37 And he said to him, "You shall love the Lord your God with all your heart
and with all your soul and with all your mind. 38 This is the great and first
commandment. 39 And a second is like it: You shall love your neighbor as
yourself.
What do people without Jesus look like?
• Jesus could see their spiritual condition (spiritual eyes).
• We can only see the behavior, speech, or countenance.
• What do others see when they look at us?
…because they were harassed and helpless, …
• Harassed – Bullied by Satan.
• Uses power to harm or intimidate those who are weaker; to
persecute; to torment.
• Helpless – unable to defend yourself; defenseless.
• NKJV – “weary and scattered”.
…like sheep without a shepherd.
• Sheep without a shepherd – no leader, no protector, no provider.
• The Jewish leaders had failed in their responsibility.
• Ezekiel 34:4-5
4 The weak you have not strengthened, the sick you have not healed, the
injured you have not bound up, the strayed you have not brought back,
the lost you have not sought, and with force and harshness you have ruled
them. 5 So they were scattered, because there was no shepherd, and they
became food for all the wild beasts.
Matthew 9:37-38 ESV
37 Then he said to his disciples, "The harvest is plentiful, but the laborers are few;
38 therefore pray earnestly to the Lord of the harvest to send out laborers into his
harvest."
• There are a lot of lost people in the world!
Why must we pray earnestly for laborers to be sent?
• The seeking of God in prayer releases the blessings of God.
• “Asking is the rule of the Kingdom.” - Charles Spurgeon

• The world’s future hinges on how three religious questions are answered:
1. Can Islam modernize peacefully?
2. Which faith or ideology will ultimately replace communism in
China?
3. Will Western civilization return to its roots?
“Religious freedom is absolutely pivotal to each of the answers if they’re to
come out constructively.”
Matthew 10:1 ESV
1 And he called to him his twelve disciples and gave them authority over
unclean spirits, to cast them out, and to heal every disease and every affliction.
• Jesus called the disciples to him as an initial answer to the prayer for Lord
to send workers.
• Authority = specific power from God (healing & casting out demons).
Matthew 10:2-4 ESV
2 The names of the twelve apostles are these: first, Simon, who is called Peter,
and Andrew his brother; James the son of Zebedee, and John his brother; 3 Philip
and Bartholomew; Thomas and Matthew the tax collector; James the son of
Alphaeus, and Thaddaeus; 4 Simon the Zealot, and Judas Iscariot, who betrayed
him.
Disciple vs. Apostle
• Called disciples in Matthew 10:1
• Used broadly to refer to anyone who believed in Jesus and was a
follower (student).
• Called apostles in Matthew 10:2
• Those commissioned (qualified) to be Jesus’ special
representatives.
Why give the apostles this authority/power?
1. To clearly show that He and His kingdom were sovereign over the physical
and spiritual realms, the effects of sin and the efforts of Satan.
2. To announce the Messiah’s arrival.
3. To authenticate Jesus and His apostles who preached His gospel.
The listing of the 12 Apostles
• The 12 are always listed in a similar order.
• Peter is always named first; Judas Iscariot always last.
• The list contains 3 groups of 4:
• Peter, Andrew, James & John
• Philip, Bartholomew, Thomas & Matthew
• James, Thaddaeus, Simon & Judas.
Qualifications of the 12 chosen apostles?
• Fisherman – at least 4, maybe 7.
• Zealot – a radical trying to overthrow the government.
• Tax collector – a traitor to his fellow Jews and a friend of the Roman
government.
• Tradesmen or craftsmen.
• 1 Samuel 16:7b
7b "For the Lord sees not as man sees: man looks on the outward
appearance, but the Lord looks on the heart."
Qualifications of the 12 Apostles
• 1 Corinthians 1:20-21
20 Where is the one who is wise? Where is the scribe? Where is the debater
of this age? Has not God made foolish the wisdom of the world? 21 For
since, in the wisdom of God, the world did not know God through wisdom,
it pleased God through the folly of what we preach to save those who
believe.
• 1 Corinthians 1:27
27 But God chose what is foolish in the world to shame the wise; God chose
what is weak in the world to shame the strong;
The phases of the apostles’ calling
1. A calling to CONVERSION – embrace Him by faith.
2. A calling to MINISTRY – followed Him.
3. A calling to APOSTLESHIP – Matt 10:1 He called His twelve disciples to Him
and gave them the authority (became apostles).
4. A calling to MARTYRDOM – 10 were killed for their testimony (Judas suicide
& John natural causes).
The significance of only 12 apostles
• There were 12 tribes in Israel.
• Jesus was appointing new leadership for the new covenant.
• The apostles represented the new leadership of the true Israel of God-
believers of the gospel and following in faith.
• 12 apostles symbolized judgment against the 12 tribes.
The Training of the 12 Apostles
• Short time with only 18 months for training.
• Apostles lacked spiritual understanding.
• Apostles lacked humility – Who is greatest?
• Apostles lacked faith – Why could we not ….
• Apostles lacked commitment- Deserted Jesus.
• Apostles lacked power until Holy Spirit at Pentecost.
The Task for the Apostles
• Role of the Shaliah – Official representative for the Sanhedrin, the ruling
council of Israel.
• Spoke for the Sanhedrin with their authority, but not with his own
opinion, but the Sanhedrin’s opinion.
• The apostles were Jesus’ “Shaliah”.
• They were His delegates.
• They spoke with His authority, delivered His message, exercised His
authority (power).
What about Paul the Apostle?
• Jesus called Paul after His ascension (Acts 9).
• Paul was called to preach to the non-Jews (Gentiles).
• Paul spent 3 years in Arabia after his conversion where Jesus prepared
him for the ministry.
• Galatians 1:11-12
11 For I would have you know, brothers, that the gospel that was preached
by me is not man's gospel. 12 For I did not receive it from any man, nor was
I taught it, but I received it through a revelation of Jesus Christ.
Paul defended his apostleship in his writings
• 1 Timothy 2:7
7 For this I was appointed a preacher and an apostle (I am telling the truth,
I am not lying), a teacher of the Gentiles in faith and truth.
• Romans 11:13
13 Now I am speaking to you Gentiles. Inasmuch then as I am an apostle
to the Gentiles,
Matthew 10:5-7 ESV
5 These twelve Jesus sent out, instructing them, "Go nowhere among the Gentiles
and enter no town of the Samaritans, 6 but go rather to the lost sheep of the
house of Israel. 7 And proclaim as you go, saying, 'The kingdom of heaven is at
hand.'
…go to the lost sheep of the house of Israel.
• Initial mission was restricted to Israel.
• The ministry was only to the Jewish people with this first assignment.
• Romans 1:16
16 For I am not ashamed of the gospel, for it is the power of God for
salvation to everyone who believes, to the Jew first and also to the Greek.
“…saying, ‘The kingdom of heaven ….”
• Matthew is the only writer who uses this term.
• Matthew 3:1-2
1 In those days John the Baptist came preaching in the wilderness of
Judea, 2 "Repent, for the kingdom of heaven is at hand."
• The other apostle writers use the phrase "kingdom of God"
(interchangeable phrases).
• Matthew 4:17
17 From that time Jesus began to preach, saying, "Repent, for the kingdom
of heaven is at hand."
“…is at hand.”
• The kingdom of heaven has come near to people in the person of Jesus
(the Messiah).
• The Messiah is here.
Matthew 10:8 ESV
8 Heal the sick, raise the dead, cleanse lepers, cast out demons. You received
without paying; give without pay.
• Power over disease, death, demons.
• Leprosy considered disease that was a sin (unclean) that only God could
heal (Jewish law).
“…you received without paying; give without pay.”
• The apostles had been chosen by Jesus, and they were to share the
gospel freely.
• They were not to use their powers of healing or raising the dead for
personal gain.
…sheep without a shepherd.
• Ministry of Pastor
1. Biblical Preaching, Discipleship, Evangelism and Corporate Prayer
(Acts 6:1-6)
2. Shepherd, Pastoral Care, Spiritual Leader (Ephesians 4:11-13)
3. God-guided Leadership/Vision, Servant-leader (2 Timothy 4:1-5)
Jeremiah 3:15
15 “‘And I will give you shepherds after my own heart, who will feed you with
knowledge and understanding.
The Plan of Hope & Salvation
John 3:16 NKJV
16 “For God so loved the world that He gave His only begotten Son, that whoever
believes in Him should not perish but have everlasting life.”

6 Jesus said to him, “I am the way, the truth, and the life. No one comes to the
Father except through Me.”
Romans 3:23 NKJV
23 for all have sinned and fall short of the glory of God,
Romans 6:23a NKJV
23a For the wages of sin is death,
 Death in this life (the first death) is 100%.
 Even Jesus, the one who doesn’t deserve death, died in this life to pay the
penalty for our sins.
 The death referred to in Romans 6:23a is the second death explained in
Revelation 21:8.
Revelation 21:8 NKJV
8 “But the cowardly, unbelieving, abominable, murderers, sexually immoral,
sorcerers, idolaters, and all liars shall have their part in the lake which burns with
fire and brimstone, which is the second death.”
Romans 5:8 NKJV
8 But God demonstrates His own love toward us, in that while we were still sinners,
Christ died for us.
Romans 6:23b NKJV
23b but the gift of God is eternal life in Christ Jesus our Lord.
Revelation 21:7 NKJV
7 “He who overcomes shall inherit all things, and I will be his God and he shall be
My son.”
 Romans 10:9-10 explains to us how to be an overcomer.

9 that if you confess with your mouth the Lord Jesus and believe in your heart that
God has raised Him from the dead, you will be saved. 10 For with the heart one
believes unto righteousness, and with the mouth confession is made unto
salvation.

13 For “whoever calls on the name of the LORD shall be saved.”

Why must we pray earnestly for laborers to be sent? • The seeking of God in prayer releases the blessings of God. • “Asking is the rule of the Kingdom.” - Charles Spurgeon • James 4:2c 2c You do not have, because you do not ask. Which faith or ideology will ultimately replace communism in China? 3. Will Western civilization return to its roots? “Religious freedom is absolutely pivotal to each of the answers if they’re to come out constructively.” Matthew 10:1 ESV 1 And he called to him his twelve disciples and gave them authority over unclean spirits, to cast them out, and to heal every disease and every affliction. • Jesus called the disciples to him as an initial answer to the prayer for Lord to send workers. • Authority = specific power from God (healing & casting out demons). Matthew 10:2-4 ESV 2 The names of the twelve apostles are these: first, Simon, who is called Peter, and Andrew his brother; James the son of Zebedee, and John his brother; 3 Philip and Bartholomew; Thomas and Matthew the tax collector; James the son of Alphaeus, and Thaddaeus; 4 Simon the Zealot, and Judas Iscariot, who betrayed him. Disciple vs. Apostle • Called disciples in Matthew 10:1 • Used broadly to refer to anyone who believed in Jesus and was a follower (student). • Called apostles in Matthew 10:2 • Those commissioned (qualified) to be Jesus’ special representatives.
  • 6. Why give the apostles this authority/power? 1. To clearly show that He and His kingdom were sovereign over the physical and spiritual realms, the effects of sin and the efforts of Satan. 2. To announce the Messiah’s arrival. 3. To authenticate Jesus and His apostles who preached His gospel. The listing of the 12 Apostles • The 12 are always listed in a similar order. • Peter is always named first; Judas Iscariot always last. • The list contains 3 groups of 4: • Peter, Andrew, James & John • Philip, Bartholomew, Thomas & Matthew • James, Thaddaeus, Simon & Judas. Qualifications of the 12 chosen apostles? • Fisherman – at least 4, maybe 7. • Zealot – a radical trying to overthrow the government. • Tax collector – a traitor to his fellow Jews and a friend of the Roman government. • Tradesmen or craftsmen. • 1 Samuel 16:7b 7b "For the Lord sees not as man sees: man looks on the outward appearance, but the Lord looks on the heart." Qualifications of the 12 Apostles • 1 Corinthians 1:20-21 20 Where is the one who is wise? Where is the scribe? Where is the debater of this age? Has not God made foolish the wisdom of the world? 21 For since, in the wisdom of God, the world did not know God through wisdom, it pleased God through the folly of what we preach to save those who believe. • 1 Corinthians 1:27 27 But God chose what is foolish in the world to shame the wise; God chose what is weak in the world to shame the strong; The phases of the apostles’ calling 1. A calling to CONVERSION – embrace Him by faith. 2. A calling to MINISTRY – followed Him. 3. A calling to APOSTLESHIP – Matt 10:1 He called His twelve disciples to Him and gave them the authority (became apostles). 4. A calling to MARTYRDOM – 10 were killed for their testimony (Judas suicide & John natural causes).

The significance of only 12 apostles • There were 12 tribes in Israel. • Jesus was appointing new leadership for the new covenant. • The apostles represented the new leadership of the true Israel of God- believers of the gospel and following in faith. • 12 apostles symbolized judgment against the 12 tribes. The Training of the 12 Apostles • Short time with only 18 months for training. • Apostles lacked spiritual understanding. • Apostles lacked humility – Who is greatest? • Apostles lacked faith – Why could we not …. • Apostles lacked commitment- Deserted Jesus. • Apostles lacked power until Holy Spirit at Pentecost. The Task for the Apostles • Role of the Shaliah – Official representative for the Sanhedrin, the ruling council of Israel. • Spoke for the Sanhedrin with their authority, but not with his own opinion, but the Sanhedrin’s opinion. • The apostles were Jesus’ “Shaliah”. • They were His delegates. • They spoke with His authority, delivered His message, exercised His authority (power). What about Paul the Apostle? • Jesus called Paul after His ascension (Acts 9). • Paul was called to preach to the non-Jews (Gentiles). • Paul spent 3 years in Arabia after his conversion where Jesus prepared him for the ministry. • Galatians 1:11-12 11 For I would have you know, brothers, that the gospel that was preached by me is not man's gospel. 12 For I did not receive it from any man, nor was I taught it, but I received it through a revelation of Jesus Christ. Paul defended his apostleship in his writings • 1 Timothy 2:7 7 For this I was appointed a preacher and an apostle (I am telling the truth, I am not lying), a teacher of the Gentiles in faith and truth. • Romans 11:13 13 Now I am speaking to you Gentiles. Inasmuch then as I am an apostle to the Gentiles,

Matthew 10:5-7 ESV 5 These twelve Jesus sent out, instructing them, "Go nowhere among the Gentiles and enter no town of the Samaritans, 6 but go rather to the lost sheep of the house of Israel. 7 And proclaim as you go, saying, 'The kingdom of heaven is at hand.' …go to the lost sheep of the house of Israel. • Initial mission was restricted to Israel. • The ministry was only to the Jewish people with this first assignment. • Romans 1:16 16 For I am not ashamed of the gospel, for it is the power of God for salvation to everyone who believes, to the Jew first and also to the Greek. “…saying, ‘The kingdom of heaven ….” • Matthew is the only writer who uses this term. • Matthew 3:1-2 1 In those days John the Baptist came preaching in the wilderness of Judea, 2 "Repent, for the kingdom of heaven is at hand." • The other apostle writers use the phrase "kingdom of God" (interchangeable phrases). • Matthew 4:17 17 From that time Jesus began to preach, saying, "Repent, for the kingdom of heaven is at hand." “…is at hand.” • The kingdom of heaven has come near to people in the person of Jesus (the Messiah). • The Messiah is here. Matthew 10:8 ESV 8 Heal the sick, raise the dead, cleanse lepers, cast out demons. You received without paying; give without pay. • Power over disease, death, demons. • Leprosy considered disease that was a sin (unclean) that only God could heal (Jewish law). “…you received without paying; give without pay.” • The apostles had been chosen by Jesus, and they were to share the gospel freely. • They were not to use their powers of healing or raising the dead for personal gain.

The Plan of Hope & Salvation John 3:16 NKJV 16 “For God so loved the world that He gave His only begotten Son, that whoever believes in Him should not perish but have everlasting life.” John 14:6 NKJV 6 Jesus said to him, “I am the way, the truth, and the life. No one comes to the Father except through Me.” Romans 3:23 NKJV 23 for all have sinned and fall short of the glory of God, Romans 6:23a NKJV 23a For the wages of sin is death,  Death in this life (the first death) is 100%.  Even Jesus, the one who doesn’t deserve death, died in this life to pay the penalty for our sins.  The death referred to in Romans 6:23a is the second death explained in Revelation 21:8.

Revelation 21:8 NKJV 8 “But the cowardly, unbelieving, abominable, murderers, sexually immoral, sorcerers, idolaters, and all liars shall have their part in the lake which burns with fire and brimstone, which is the second death.” Romans 5:8 NKJV 8 But God demonstrates His own love toward us, in that while we were still sinners, Christ died for us. Romans 6:23b NKJV 23b but the gift of God is eternal life in Christ Jesus our Lord. Revelation 21:7 NKJV 7 “He who overcomes shall inherit all things, and I will be his God and he shall be My son.”  Romans 10:9-10 explains to us how to be an overcomer. Romans 10:9-10 NKJV 9 that if you confess with your mouth the Lord Jesus and believe in your heart that God has raised Him from the dead, you will be saved. 10 For with the heart one believes unto righteousness, and with the mouth confession is made unto salvation.
