INTRODUCTION
1.1 PURPOSE
The Milestone Initiative project charter documents and tracks the necessary
information required by decision maker(s) to approve the project for funding. The
project charter should include the needs, scope, justification for decision to proceed
or not to proceed with the project. It is created during the Initiating Phase of the
project.
The intended audience of the Milestone Initiative project charter is the judge panel
from Unilever in association with the Hult Impact Challenge 2015.
2 PROJECT AND PRODUCT OVERVIEW
The Milestone Initiative is designed to tackle youth unemployment initially in South
Africa, specifically Johannesburg, Gauteng. The project suggests to acquire a
central building in Johannesburg; the facilities will function as a walk-in center for
youth who wishes a consultation with careers advisors.
Furthermore the center will also have computers, online resources and a library for
the participants of our project.
Additionally, the center will host guest-speakers, lectures and specific skill classes
depending on the labor demand in the local area. The project will moreover have
mobile library buses with the capacity to reach areas outside of Johannesburg; the
scope of the project includes 10 of these buses. The mobile libraries will be acquired
as second-hand buses and then refurbished.
The locations are chosen based on the unemployment rate, population density and
ease with which we can reach rural surrounding areas. The project will need an
initial investment of $265.500. This includes the acquisition of the headquarters,
buses, technological equipment, such as computers, and the compensation of the
supervisors and security.
3 JUSTIFICATION
3.1 LOCATION
Leveraging existing infrastructure to set up and run our programs, we have chosen
Johannesburg, Gauteng, South Africa for our pilot project; the decision was based
on the density of the population. Furthermore, Unilever already has a strong
presence in the area and have ten brands grossing more than a billion dollars
annually in their portfolio which eases the possibility to scale the program in, once
the pilot is proven to be a success. Since South Africa is a strong economy for
growth, we can see our enterprise as a viable venture in this region. Additionally,
the Farming Project focuses on growing and harvesting Fonio Seeds, which will be
easy to set up and maintain in this region. The seeds naturally grow in the South
African habitat and are highly nutritious. Lastly, the European market uses this seed
as a superfood ingredient in cereals and muesli bars, which makes the seed a
profitable product to focus on.

3.2 SOCIAL IMPACT
The Milestone initiative and the farming project aims to alleviate famine along the
southern African continent and ease the issue of youth unemployment through
matching the skills gap between current youth and local employers. Additionally, by
selling a portion of the Fonio seeds to the western market at a significant mark-up,
running costs will be covered in part through the farm project. Unilever will have first
refusal rights to this portion of the crops before the seeds are released to the general
market. The second portion of the fonio seeds will be sold and distributed to
impoverished African regions troubled with famine. This way the milestone initiative
helps sustain itself through helping its environment.
4 SCOPE
4.1 OBJECTIVES
Empowering unemployed youth, in the age group 16-29, to acquire the necessary
skills to get a job. We are targeting a country with high inequalities while being a
developing economy. The economic activity in the area can be leveraged to set up
this enterprise.
The objectives of the Milestone Initiative are as follows:
Set up tangible, easily accessible youth centers in the highly dense South
African areas. Furthermore, where this is hard/impossible to achieve, a mobile
service will be available offering similar benefits as the stationary HQ.
Refurbish ten large second-hand buses and transform them into mobile
libraries with educational resources aimed at teaching unemployed youth the
necessary skills for the job market.
Set up Fonio Seed farms, generating crops for sale to the local economies as
well as transatlantic companies. This will be a large part of our revenue stream.
Engage with existing NGO’s such as the Peace Corp who are already doing a
lot of work in the area; leverage existing NGO involvement to acquire human
capital.
Get currently unemployed youth in jobs matched to their skill level; ease black
market activities.
Create an infrastructure that can be replicated other places in the world to
tackle similar problems.
Hire candidates at a ratio of 1:10 to volunteers in order to cope with
administrational tasks and to delegate work and information effectively.

6 BUDGET ESTIMATE
6.1 FUNDING SOURCE
Government grants, revenues from farming project, product donations in
association with Unilever (i.e. a 2 pence donation for every Axe sold in the UK
between May ’15- December ’15), donations from philanthropists and beneficiaries.
6.2 ESTIMATE
This section provides a summary of estimated spending to meet the objectives of
the Milestone Initiative project as described in this project charter. This summary of
spending is preliminary, and should reflect costs for the entire investment lifecycle.
