ABOUT PARTICIPATION
 Participation- people are closely involved in
economic, social and political process that affects
their lives.
 Participation is a process by which the beneficiaries
influence the development programmes to enhance
prosperity in terms of income, personal growth, self
reliance or other values they cherish.
CONSTITUTION PROVISIONS FOR
DEVELOPMENT
 DPSP has two goals
Inc the national income equitable distribution of National

among members.
 73rd Amendment- have same goals
To prepare plans for economic development Implement schemes of

DEVELOPMENT STATUS WITHOUT PEOPLE’S

 Non participatory bureaucratic approach
and non- involvement of people in the state
makes- people will be in depending
situation.
 There will be no development unless the
people are involved in planning and
controlling the development process.
 Solution: Only decentralisation can give
direct participation of people.
 Local Planning can make centralised to
decentralised.
HOW WE CAN ENSURE PEOPLE’S
PARTICIPATION
 By Involving NGO’s, local government
leaders, Administrative officers to mobilise
people in the village. Ex: Mumbai Metro
Plan, Hubli-Dharwad renovation
 By giving them sole authority to design their
own plans to solve problems which are
major concern.
 A workshop can be conducted for making
people aware of planning process and
empower them to be ready in development
planning..

3. Plan Preparation

WHAT DOES DEVELOPMENT PLAN ACHIEVE
THROUGH PP
 Achieves higher level of Transparency and
Accountability.
 Project Implementation will be Rapid or Effectively.
 There will be quality in the Implementation.
 People’s sense of belongingness towards the
project will be achieved.
 It can eradicate the malpractices
 The beneficiaries will become vigilant about the
quality of work.
HOW WE CAN MAKE SUSTAINABLE
 Project structures need to change to allow for flexible,
long-term engagement. Patience is a virtue.
 Project designs and impact evaluations need to be
informed by political and social analyses, in addition to
economic analysis.
 Monitoring and evaluation needs to be taken far more
seriously. The use of new, more cost-effective
information and communications technology (ICT)-
based tools, could help enormously.
 Clear systems of facilitator feedback as well as
participatory monitoring and redress systems need to be
created.
 Most important, there needs to be room for honest
feedback to facilitate learning, instead of a tendency to
rush to judgment coupled with a fear of failure.
SOME EXAMPLES WHERE PEOPLE’S PARTICIPATION
IN DEVELOPMENT PLANNING
 Himachal Pradesh initiative in Local District
planning 1984-85 i.e “Vikas Mein Jan Sahyog”.
 Project planning with people’s participation initiative
by Norway Government Katuwana Assisted
Government Agency, Sri lanka.
 People’s participation in Kerala, 1996 made full
fledged attempt in making of development planning,
plan formulation, and implementation to
maintenance in Local Governments. Kerala govt
has proposed to transfer 35-40percent of their
budget outlay to these bodies.
