Parking and Transportation
Question 1.

Do I need to provide parking places for conventional vehicles or only electric vehicles and
bicycles are permitted on the site? Are gas-powered vehicles to be limited just beyond the
"periphery" of the territory? Should there be a possibility provided for an electric vehicle or an
ordinary car to have direct access to an entrance of a building or a private house? Should there be
parking area designed for residents to transfer from their regular cars to electric vehicles?

Answer 1.

The parking lot is outside of the competition territory. There will be no conventional vehicles at
territory D2.



Question 2.

Island No. 6 - "townhouses"

The specified number of parking spaces is 90, while the number of housing units (apartments) is
264, i.e. about 1 electric vehicle for 3 apartments.


What are these parking spaces for, and how will the electric vehicles be used - whether they will
be the property of their owners (if so, then it would be logical to have a ratio of 1 electric car per 1
apartment) or will shared vehicles be located here, used just to reach the intercept parking lots and
moving within the Center?


Answer 2.

Electric cars will not be in private ownership, the residents will use public transportation. The
percentage of parking lots for car owners is very low. The main thing is to provide driveways to
buildings and boarding and exiting points for passengers, as well as places for temporary parking
that will not impede the circulation of public transport and electric cars.

How strict are the requirements for the UNDERGROUND parking lot and its location at the
central square - or can parking be arranged in above ground covered parking lots, for example
along the buildings?

Answer 3.

There will be no underground parking lots.

Question 4.

Can we, in the design of housing, offer our own ideas (corresponding to our architectural concept)
for the road/street network? Or should we only do a volumetric-architectural proposal, a
refinement of the road/street network designed by an architect - district curator?

Answer 4.

You can offer your own

Question 5.

In the "Competition Program 2", the housing development examples do not include turn around
areas for fire engines. Accordingly, are we required to consider this in our proposal, as these do
take up a lot of space?

Answer 5.

The turn-around areas may be located outside the circle.

Orientation of buildings, with examples

Question 1.

We would also like to know what types of changes are allowed to the housing development plans.

- Do we need to preserve the horizontal housing development plan?

- If yes, is it permitted to alter these "lines", can they be, for example, wavy?

- How far can the buildings be moved, relative to each other?

Answer 1.

You do not necessarily have to observe these lines; the project is given only as an example, so you
can offer your own arrangement.




Question 2.

From the completion program it is not clear to us how strictly we must comply with the
requirements of the urban planning concepts within Islands 1, 2 and 3. Only two requirements
were clearly stated: compliance with the radius of the circle and compliance with the orientation
of buildings, coordinated with the Technopark.

All other requirements are in the form of quantitative indicators.

Does this mean that the residential blocks in our architectural concept should also be oriented with
long facades on the east and west?

Answer 2.

In this case, orienting the long facades to the east and west allows us to minimize the number of
apartments that face directly to the north and have low insolation.

Question 3.

On the town-planning grid, the districts are shown a certain distance between the axes, such as 18
and 20 meters for the residential multi-apartment buildings concept. May we change this town-
planning grid, or do we have to fit our architectural concept into this grid?

Answer 3.

It is possible to change the layout; the main thing is not to go beyond the curators’ general idea,
and to achieve comfortable living conditions.




Question 4.

Do we have to abide by the linear layout of the streets (buildings) within the circle, as shown in
the examples?

Answer 4.

It is not mandatory.




Question 5.

Are the conditions of the competition provided in these examples, such as the distance between
the buildings, position and shape of buildings, widths of lanes, mandatory? Or, with the exception
of the boulevard, is only the orientation of the objects along the North-South of the Technopark
mandatory?

Answer 5.

Question 6.

Does a draft design of the main streets in the Islands exist?

Answer 6.

The main street is proposed by the curator, but you have the opportunity to offer your own
configuration and profile.




Question 7.

What are acceptable deviations for the areas?

Answer 7.

You should adhere to the specified parameters. The deviation from the average areas and types
correlation is possible, but within 5%.

Question 8.

Can we propose a different arrangement for the public square in a residential district?

Answer 8.

Yes, you may.

Question 9.

Can we change the direction of the pedestrian walkway?

Answer 9.

Yes, you may.

Question 10.

Can we change the place of entry and exit into the residential district?

Answer 10.

Yes, you may, if it does not impede the road traffic outside the district.

Question 11.

If we wish to offer our solution that contains only low-rise buildings (cottages), do we need to
submit one or two versions of cottages? Or is this at our discretion?

From the conditions of the competition, in particular the text of Chapter 9.2 of the Design
Competition is not entirely clear.

Answer 11.

The participant submits one tablet for a typology. If the participant decides to submit two versions
of one and the same typology (e.g. a cottage), they are submitted as two different competitive
projects under different code numbers.

Question 12.

There is also uncertainty as to requirements for the premises of the designed cottages. Will there
be any instructions forthcoming on this subject?

Answer 12.

The structure of the basic premises is standard for all cottages: living room, kitchen, dining room,
master bedroom, children’s room, guest bathroom, master bathroom. One needs to proportionally
add children's rooms/studies and additional bathrooms where it is possible in medium and large
size cottages.

Question 13.

Do we need to submit our original solution for the district development plan and the general site
plan design? These items are indicated in the Design Competition, but at the same time, in the
Competition Program, there is included an example of a residential district development plan.

Answer 13.

Original solutions are welcome! The example is given only for reference.

Question 14.

Terms of Reference of the competition for the 1st stage (see page 3) listing these requirements:

Why are some points in bold font (the first two points) and others in regular font (the remaining
7)?

Is it possible to make small changes to the requirements indicated by the regular font?

Answer 14.

All these criteria are equally important.

Question 15.

Page 7 of the Terms of Reference in Stage 1 (the TEP-table on the right)

What is meant by minimum and maximum total area?

1.      The area of a land lot?

2.      Area of an individual House? Then the Question: how can the average area of a house be
less than the minimum total area (in the table)

3.      Or is otherwise? Please indicate what it means.

Answer 15.

Sorry, page 7 is translated incorrectly. 150 sq. m. – it is the minimum area of an individual
residential house, 180 sq. m. – is its maximum area.

Question 16.

Do I need to keep within the Russian Federation’s SNiP standards for the widths of fire truck
access driveways, access to people with limited mobility, quantity of playgrounds, etc.?

Answer 16.

You should adhere to standards for the access of fire trucks and people with limited mobility.
Social facilities we have designed ourselves and we have set a task to make them even better than
the Russian standards.

Question 17.

Amount of possible floor and maximum heights is to be taken from the examples?

Answer 17.

Restrictions on the number of stories are stated in the terms of reference. It is not fully mandatory
to follow the example.

Question 18.

Tell me please, in the "Competition Program 1", the area for daycares and retail premises is
specified. Is this the land area to be reserved on the general plan for these, based on the location of
the playgrounds (in the case of daycares), or is this the area just under the buildings, or a common
area of the buildings?

Answer 18.

Social facilities are not subject to the Stage 1 design.

Question 19.

From the conditions of the competition, it is not clear to what extent one can work on the design of
the construction block.

Question 20.

Island No. 6 - "townhouses"

What does the 600 m2 of daycares and 400 m2 of retail indicate – is this 1000 m2 area included in
the total area of the building - which is 29,040 m2? Or is this an addition amount, if so, then by
our calculations, this does not conform to the other indicators.

Answer 20.

1000 sq. m. of social facilities are not included in the 29,040 sq. m. figure for residential areas.

Organizational issues
Question 1.

In the "composition of the design competition" section, it is written that the composition of the
materials submitted for the 1st stage of the Competition, must include at least one tablet A0. Do I
understand correctly that one version of the development plan (one of the three "circles") may
contain multiple tablets A0?

Answer 1.

The typology (development option) is submitted on one A0 tablet.

Question 2.

In the "composition of the design competition" section, it is written that in the development of
several sites, it is necessary to provide each project on a separate tablet A0. In this case, the tablets
are given different numbers - codes?

Answer 2.

The participant may develop one, two or three typologies (development options) within the design
competition. Each typology is submitted on a separate tablet within a single competition
submission. These tablets are under the same code number.

If the participant develops two options of a typology, then they are submitted under different code-
numbers. And they are treated as separate competitive projects.




Question 3.

Should a few concepts win (for different types of development), filed by one designer – then is the
contract concluded for each concept separately, or a contract with the declared value of 20,000 for
all concepts?

Answer 3.

The Competition Client, in cooperation with the Fund and the Jury, meet within 2 working days
after the day when the results of Stage I have been announced. They will distribute City Squares
among the Stage 1 winners who will develop architectural concepts of their Squares during the
second stage.

If the participant has developed several typologies within a competitive project and has won in
some of the typologies, then the appropriate number of contracts will be concluded.

Question 4.

Album A4 contains only a note, or a major design decision also?

Answer 4.

Only the explanatory note outlining the main design solutions.

Question 5.

And a question about provided documentation, which is submitted in an A4 envelope. Is it is
possible to obtain examples, samples, documents? If not, can a foreign party prepare these
documents in conformance with the standards of their own country?

Answer 5.

Documentation is submitted in a free form according to the list specified in the Competition
Conditions. See page 19 of the Competition Conditions. You should not present graphic materials
on the completed projects, just the information on the completed projects (if any). The document
certifying that the submitted design concept is developed by the Competition Participant will be
sent to you by e-mail.

Questions in connection with the answers to the questions in Part 1

Question 1.

In Answer 4.4. it is indicated that the version for the development of quarter may be submitted
only on one tablet.

Do I understand that if we submit one version for each quarter, that is, submit solutions for three
quarters, we may submit only 3 tablets? Or for 3 quarters we may submit of 6 tablets?

If for one version of one quarter we may submit only one tablet A0, the question remains, how can
we "cram" all the necessary composition into it?

Answer 1.

If the Participant submits three different typologies, they should be presented on three tablets
within a single competitive project - each typology on a separate tablet. The scale is determined by
the Participant.
