4. What is Small Business Innovation Research?
• A global innovative pre-commercial procurement initiative
• Drives innovation across Public sector via robust engagement with technology
rich companies
• Helps the Public Sector address challenges
-Using Innovation to achieve step function improvement
-Sourcing external solutions to address ‘unmet needs’
• Accelerates technology commercialisation
• Supports the development of innovative companies
-Providing a lead customer/R&D customer
5. SBIR: Ireland & Globally
• Established in UK, US & Netherlands – Strong adoption
• Embedded in the National Action Plan for Jobs – Section Innovation
• Tasked to identify a pipeline of potential Small Business Innovation
Research projects
• €2m SBIR Ireland Fund
• Thematic areas – Data Analytics, ICT & the Digital Economy, Smart
Cities, Regional Collaboration
6. SBIR Key Features
• Development contracts
• 100% funded R&D – not grant!
• SBIR Ireland operates under EU Pre-Commercial Procurement rules
rather than state aid rules
• Deliverable based rather than hours worked/costs incurred
• Two phased process – feasibility study & prototype development
• IP rests with Supplier
• Co.'s own IP
• Certain usage rights with Public Sector
• Co.'s encouraged to exploit IP
• Reporting
• ‘Light touch’
7. Through SBIR, SMEs can:
• Compete for each demand driven project in a transparent manner
• Demonstrate a route to market for their solution (SBIR is particularly suited to
small and medium-sized business, as contracts are of relatively low value and
operate in short timescales).
• Focus on specific identified needs, increasing the chance of exploitation as
developments are 100% funded – it is not a government grant.
• Retain the intellectual property generated from the project (with certain rights
of use retained by the contracting department)
• Use the reference site to provide credibility for fund raising

So what is Smart Dublin?
In Dublin we have four local authorities or councils and approximately 3 years ago, they all agreed to create a team that would work across the four authorities with a focus on smart city technology.
This was a way of trying to get them to work together towards one common goal.
Our aim within Smart Dublin is to create efficiency and improve how Dublin city functions by engaging with technology providers, research centres and citizens.

BIKELOOK JOINS 30 PROMISING STARTUPS AT ZURICH ACCELERATOR
Businesses in FinTech, Food, Smart Cities and Robotics & Intelligent Systems will be part of Kickstart Accelerator - one of Europe’s largest multi-corporate, zero-equity technology accelerators. 1500 startups from all over the world applied and BikeLook was one of the 30 that made it after a pitch bootcamp in Zurich. The 11-week programme takes place from 4 September to 17 November 2017.
Startups from a total of 15 countries, including South Korea, South Africa, Finland, Ukraine and Singapore will work in a unique collaboration and innovation space in the heart of Zurich.
BikeLook will work alongside Swisscom, AXA Winturther Insurance and the City of Bern to roll out a proof of concept of the tracking technology. Swisscom are exploring novel ways to use the internet of things network they have deployed (LoRa) while AXA Winturther are interested in how systems such as BikeLook can reduce bike theft. The City of Bern has ambitions to be a leading cycling city and sees BikeLook as a means to interact with important user groups and to provide an evidence base for policy and investment decisions.
Further details on the Kickstart Accelerator can be found here (https://kickstart-accelerator.com/) and in their press release here (https://kickstart-accelerator.com/wp-content/uploads/2017/02/170719_Press-Release_Kickstart-Accelerator-chooses-30-promising-startups-for-its-2017-programme.pdf)
Mobility-as-a-Service (MaaS), describes a shift away from personally-owned vehicles towards mobility solutions that are consumed as a service.
In the case of the Smart Mobility Hub we hope to take this a step further by developing a mobility solutions within Dublin City Council’s staff car park.
We believe that the public sector can encourage behavioural change towards cleaner, greener modes of transport…
We want to support employees moving away from bringing their private car to work for work purposes.
This time last year I was working as a Development Management Planner (I had to drive my car to work to carry out site visits)… we want to create a reliable, easy to use solution that allows city employees to book and use a mobility service instead of bringing their cars to work.
Aligning to broader public policy goals, such as;
reducing the need to drive to work,
the incidents of congestion and,
traffic accidents.
We want to take the risk,
Lead by example.
And develop a product, a procedure and a service that can be utilised by different employers/employees across Dublin.
Metrics of success:
There are approximately 1,500 staff members that work at the Dublin City Council (DCC) Civic Offices.
Of this population;
8% walk,
15.5% cycle,
38% take public transport,
2% motorcycle,
3.5% ride-share / car-pooling and
33% drive
(Smarter Travel Workplace Survey, 2016).
Currently there are 280 parking spaces in the staff car park in Wood Quay.
We’re asking the market to develop a mobility solution utilising:
BIKE & E-BIKES
E-VEHICLES (CARS & VANS)
RIDE-SHARING OPTIONS?
AN APP
Companies and individuals can work on this separately or come together to answer the challenge!
ALSO WE NEED TO DEVELOP AND CATALOGUE OUR STEPS AND OUR MISTAKES IN ORDER TO HELP OTHERS LEARN AND CHOOSE WHETHER THE SOLUTION WILL WORK FOR THEM?
So this is our beautiful infographic describing our SMH Challenge!
Ultimmately we want to:
Improve overall mobility (especially in the last mile linkage between destinations),
Reduce costs:
Monetary,
Environmental,
Wasted Time.
We hope to support other solutions across Dublin from our learnings.
