FACILITATION PROCESS & FINDINGS REPORT
WHAT WE VALUE
After several meetings with Parish leaders in 2019, the facilitator, Michael Prince, led the Parish
Council in a one-day workshop in February 2020. This was followed up late in June 2020 with a half-
day workshop open to all parishioners. The purpose was twofold. Firstly, identification of what we, the
community, most valued about St Paul's and secondly, what we see as opportunities and challenges in
looking toward the future.
Both groups valued the creativity given to the traditional service, focussing particularly on spirituality,
music, and giving a special place to children. This was alongside the sacred space given to
contemplation, meditation and nurturing spirituality. The opportunity to seek the divine in our own
way within the community is seen as special.
The community itself was valued as being inclusive and encouraging a sense of belonging. The
community is seen as welcoming and accepting, supportive, tolerant, generous, authentic and
practical. The outreach to wider communities was valued as an acknowledgement that we in the
community of St Paul's belong and contribute to something larger.
CHALLENGES
The need to find a process to better manage the transition for a new rector was paramount for both
groups. The ability to maintain continuity while accepting change as the whole community is engaged
in moving forward is important. Constructive reflection on our past behaviours and being respectful
and kind in our communication and responsibilities. The unique situation of having a residential
precinct attached to the St Paul's community comes with advantages and disadvantages and requires
open communication.
Also an important challenge is to create an intergenerational bridge with young people and families
while witnessing to an authentic expression of Christianity. The ongoing involvement of the next
generation in church activities is critical as is the care of the ageing community.
LOOKING FORWARD
Primarily, we need to continue to perform and participate in the great aspects that make St Paul's
what it is today. As a group we can define our core values and identity. This can include a clear vision
to establish a foundational intention and aspirations of an evolving future in many ways, eg art,
values, service, leadership. We should intentionally consolidate the life-giving aspects we utilise at
present, such as contemplative spirituality and being a welcoming community.
We can continue to be open with the parishioners of the St Paul's community on all levels. We can
develop the strength to listen to all shades of an issue with respect. We need to develop a common
idea of roles and responsibilities of leadership and service. Periodically, we need to engage in self-
reflection individually and as a community. An agreed conflict resolution process available to the
whole community could be formalised in addition to the Diocesan policy.
In conclusion, I see that St Paul's values a strong spiritual and practical foundation from which to
tackle the challenges and take practical steps to become the best that we want St Paul's to be.

DEACON’S REPORT – REV MICHAEL JESSUP
I write this report with a level of sadness, as in accordance with Diocesan policy I am required to retire
when I turn seventy. As such my formal Deaconate ministry at St Pauls will conclude at the end of
August, 2020. It has been a great privilege and pleasure to server as Deacon to the St Paul’s and wider
community for over 5 years.
My ministry has included the following:
PARISH MINISTRY:
• Initial years working in ordained team ministry within the parish.
• Supporting the locum clergy as we awaited the arrival of a permanent priest.
• Diaconal Liturgical role in worship.
• Conducted funeral services for both parishioners and members of the wider community on
request.
• Many and various practical jobs around the church and precinct, including providing
administrative support in the parish office when Ronnie was un-well.
• Visiting parishioners at home and in hospital and administering Holy Communion as required.
• During the COVID -19 pandemic, pastoral conversations were conducted via telephone.
COMMUNITY MINISTRY:
• Provide a much-needed weekly chaplaincy service at Foundation House.
• Established and coordinated a weekly “No-Cost Op Shop” at Foundation House.
• Support for clients in the “Street to Home” programme and Homeless Healthcare client as
required.
• Provide practical and pastoral support to Just Manna clients as required.
• Co-facilitator of a community men’s group.
My gift to St Paul’s and the wider community as a non-stipendiary Deacon has been both personally
rewarding and fulfilling. Whilst my formal ministry at St Paul’s concludes my ministry to the broader
community will continue. It is also my desire to remain an active member of the St Paul’s community.

THE WARDENS’ REPORT
The fifteen months from our June 2019 Annual General Meeting (AGM) until September 2020 have
certainly been world-changing. On the parochial front, we emerged raw from our priest’s unexpected
leaving and underwent a soul-searching and Spirit-seeking time of Facilitation. Through troubled times
we have held the Light. In some ways, as a community, we have been in a holding pattern; due to our
lack of our own full-time incumbent priest and COVID 19 restrictions. However we have not been idle!
Bishop Kate Wilmot consulted with the Parish Council three weeks ago to ascertain our strengths and
weaknesses and our readiness to seek and discover our future priest. The diocese and the parish had
employed facilitator Michael Prince, to open up reflection and dialogue on issues of concern and for
clarification of our values. This work was continued by Carol Eaton, Toni McAllen, Pauline O’Hara and
Sylvia Grevel, who conducted a full day‘s workshop with the whole congregation towards defining our
parish core values.
Chris Williams also encouraged thought and reflection through his Conversations initiative. After
fruitful discussions and a fallow period, the process of searching will begin.
For the past nine months we have been, and are being blessed, by the presence of our half-time
Locum priest, Reverend Sebastiana Pienaar. After a period of no one person as pastor, we have
benefitted by her stable, thoughtful and inspiring presence.

Reverend Michael Jessup has ably assisted Sebastiana in liturgical and pastoral matters. Michael,
without stipend, and together with his wife, Joan Jessup, are most active in pastoral concerns. Their
dedication to the service of others is admirable. Michael has just celebrated his Seventieth Birthday
and therefore must retire from his formal attachment to St Paul’s.
Congratulations and thank you, Michael.
Joan Jessup’s medical and administrative skills proved valuable in helping up keep safe and healthy.
She has registered our defibrillator and together with Michael organised the spacing and hygiene
protocols for each of our venues.
Thankfully, Michael and Joan are willing to continue the pastoral work that needs to be done in and
around Fremantle. For comprehensive information please read Michael’s Deacon’s Report and Joan’s
Just Manna Report.
Martin McAllen leapt into the Warden’s role of supervising sluggish sewers, font-fixing, de-damming
drains, tree-topiary etc. Ronny Cockram’s legacy meant that we could afford to have the north face of
the Church refurbished. Martin engaged Piero, an experienced stonemason, to repair and restore it.
All these tasks were done with enthusiasm and good humour. It was with great sadness that we
accepted his resignation early this year due to ill health.
Well wishes and thank you, Martin.
From mid-March Glenn Swift has generously filled the breach. He has energetically taken on Martin’s
former role and we are currently exploring ways to preserve our crumbling heritage-listed 140 year-
old limestone Hall. During the hiatus, when public gatherings were forbidden in our buildings, the
broken jarrah floorboards were mended and restored. They now gleam with fresh oil. Our Zen Group
and Dance Groups appreciate a splinter-free experience.
Currently repairs are underway to prevent water ingress into the church. When gutters and flashings
are fixed then the limestone walls shall dry and further restoration of the west face can proceed. We
are now examining funding possibilities for replacement of the existing driveway. While the office was
unmanned, it was repainted and re-carpeted; making it ‘priest-ready’.
All our facilities are now kept in clean and sparkling order by KareeB orland. Welcome Karee.

We are fortunate that Job-Keeper payments meant that we could welcome back Zara. She currently
works on Wednesdays and Fridays. During the Covid19 Shutdown, all our Facility hirings ceased. Zara
is now cheerfully re-establishing contacts and sending out new hiring agreements.
Sadly, Val Pearson, a former Office Secretary, and life-long vital member of St Paul’s, died in October
2019. We held her funeral and celebrated her life in the church, which she had loved. We also
mourned the loss and celebrated the life of Roma Pead, mother of Gordon and Russell, in July 2019.
Another great loss for St Paul’s was the passing of Angela Wilson. Angela was instrumental in forming
St Paul’s Outreach Service, Just Manna. She had been a bright and inclusive person, living the Christian
the life, within our community. Due to Covid19 restrictions, in March, only ten mourners were able to
attend her funeral.
On a brighter note four large weddings were conducted in the church from last August until the
Covid19 suspension. More weddings are on the horizon and our church and Hall are being booked.
We’ve also celebrated Baptisms and welcomed Toni McAllen, as a confirmed member of the Church.
Light-bearing Worship has continued throughout the interregnum. Before Sebastiana’s Locum
appointment here, Sunday Community Services were held monthly. Thanks go to the Liturgical Team,
for organising these.
Christabel Chamarette and Laurel Ellis, faithfully conduct Morning and Evening Prayer, via Zoom
during the quarantine period, and in the Chapel, from Monday, 24th August.
Peter Smith also conducts weekly meditations in the chapel.
Liz Meredith and Toni McAllen instil and keep the Light alive with our young folk. They put thought,
understanding and creative ideas into each Sunday’s meeting. We like hearing about their activities
during Sunday Morning Teas.
Beth O’Neil has begun Taizé-style Heart Song evenings at 7:30 each first Sunday in the month. And
parishioners, Sylvia Grevel and Professor Chris Wortham are regular presenters at the monthly
spiritual gatherings at St George’s Cathedral.
Throughout these times of distance-keeping, we have maintained the Light through Zoom. Thank you,
Richard Browne and Chris Williams for facilitating these Services.
Gabby Dean produces our weekly service-sheet. These are presented with care and flair. She also
maintains our inspiring St Paul’s Facebook page.
Janice Miller-Eves and Cherie Allsopp give their time and musical talent to our worshipping. Janice has
revived the choir and we explore new harmonies. Please read Janice’s Music Ministry Report.

During Advent, Professor Chris Wortham presented a series of evenings on T.S. Eliot’s The Wasteland.
Professor Peter Newman arranged and presented a series of talks, Hope In A Time of Apocalypse. He
invited a number of authoritative speakers to discuss future possibilities. Sustainability of the
environment is a major concern. These were intended to be discussion evenings in the Hall, but
undeterred, Peter and his guests valiantly switched to Zooming.
Thanks to Chris and Peter for sharing their expertise with us.
The Gardening Group, headed by Debbie Gwynne, meet on Wednesday mornings. Bob Matthews’
voluntary care for the exteriors of our buildings has saved us a fortune in maintenance. The
commitment to nurturing, maintaining and loving our grounds, provide us all with a beautiful and
serene church precinct.

Lucivero and our Secretary, Carol Eaton. We thank all members for their attendance at Council
meetings and for their shared wisdom during the Facilitation Process and in all our decision making.
We acknowledge the valuable ‘behind the scenes’ help freely given by many, many others. Please
forgive any omissions that we may have made in compiling this Report. We, at Saint Paul’s are team
and thanks go to each one who contributes to the life of our parish. I had mentioned to Ruth Shelley
that she is ‘a backbone’ of the church. To some extent we are each vertebra.

ST PAUL’S AGM 2020: KIDS
INTRODUCTION
We currently have five families who regularly bring children to church. The age range stretches from
sixteen down to zero

These are the titles you will read in this report: What we did this year; What I have learned; What we

WHAT WE DID THIS YEAR
This year:
• We have regularly served the church as cross bearers
• We filmed interviews with each other and lots of people from the congregation to find out what
they would like church to look like in the future we
• We created a video sermon including lego animations and the edited interviews
• We led a Community Service on the theme “On this rock I will build my Church” with a little bit
of help from Howard Eaton
• We invited elders from our congregation to join us up in the hall during church for
Intergenerational Advent: our new friends helped us to make Christmas cards and decorations
and we thanked them with a bring a plate Christmas lunch
• We celebrated Christmas together at the beach
• All schools in Australia closed due to Covid and we had to do home schooling for nearly a month
• We had our own dedicated zoom meetings while church was closed
• On Zoom, we learnt about Cool Churches around the world that Toni and Liz have been to
• Toni introduced us to her brother, who is a Pastor in America, over Zoom and he showed us the
church he built and explained that they are also building houses on the church site with low
rents for homeless people to live in
• We are currently exploring who Jesus is, for example:
o We learnt that Jesus is the most famous person ever on Earth, he is the only person
famous enough to be a swear word!
o We learnt that when he was a toddler Jesus was a refugee and Joan Jessup talked to us
about the work of Just Manna with refugees in our community; we donated some T-shirts
to Just Manna to help toddlers in need in WA.
o We learnt that when Jesus was a young boy he was a carpenter like his Earth dad; we
made a wooden manger with my dad.
o Our adult leaders have got involved in the diocesan Children’s and Youth Ministry
networks
WHAT I HAVE LEARNED
From our activities at church this year, I have learned:
• Jesus was a refugee as a young child
• Jesus and his earth Father were carpenters
• We learned about Just Mana and how they help people
• I learned that being a reader is a very good experience
• I learned that some people are very dedicated and love to help the community

WHAT WE WILL DO NEXT YEAR
Next year, we will:
• Continue to experiment with new offerings for our teenagers and young adults – starting with a
series on a Biblical Response to Racism with Christabel Charmarette
• Invite new families from our wider community to join us for another Intergenerational Advent
with Robin and Bethan Coopes-Williams
• Plan more social activities for families beyond church
• Offer confirmation for our young adults
• Look for support with youth (High School and up) ministry from our new rector and from the
diocesan youth ministry team

MUSIC MINISTRY REPORT
St Paul’s Music Ministry at present is comprised of three keyboard players, Cherie, Janice and Robert
Graham (our back up when necessary) and the small group of eager singers who lead the
congregational hymns and provide incidental music.Due to Covid 19 our presence has been severely
restricted but fortunately the Ministry has been able resume some of its functions with the
continuation of health precautions.
It remains a joy and a privilege to lead our community in prayer, praise and worship through the gift of
music that we, in the Ministry, all share and we look forward to returning to normal activities in the
not-too-distant future.

ELDERS’ MORNING TEA
Elders’ Morning teas have resumed after our Covid 19 isolation. We returned in July with “Bastille
Day” as our theme, with berets worn and Eiffel Tower shaped biscuits consumed. August saw our
numbers increase and a “Mad Hatters” theme. Many weird and wonderful hats were worn. It's great
to see how our elders enjoy the food and the company, sharing stories and friendship. Some of the
highlights over the last year include the Beaconsfields Primary School choir singing for us at our
Christmas morning tea. The children served the food to the elders and chatted with them between
songs. It was lovely to see the animated communication going on.On another occasion, Robert
Graham played the piano for us while we enjoyed our cuppas. This was a quite a treat for the elders
and the helpers.
The effective running of the morning teas relies on a wonderful group effort from many of our
parishioners. Some members have happily joined our roster to provide the food on these special
occasions. Cathcart creates beautiful invitations for us and Ruth Shelley accepts the RSVPs and
organises lifts. Gabby Dean and Carol Eaton help on the day keeping cups filled and conversation
flowing.
This help is greatly appreciated by all.

JUST MANNA INCORPORATED AGM REPORT
BACKGROUND:
Just Manna Inc. is a charitable body and outreach service of St Paul’s Anglican Church,
Beaconsfield.
It is a not-for-profit incorporate organisation which has been in operation since 2006. Originally, it was
set up to serve refugees newly arrived in Australia and has expanded to serve all those in need in the
broader community.
All donations over $2.00 are tax deductable. Just Manna Inc. is managed by volunteers and as such all
funds are used to benefit our clients.
AIM:
Just Manna aims to provide direct relief of poverty, sickness, suffering, distress, disability or
helplessness including financial and non-financial assistance to people in Australia.
Wisdom in Times of Crisis
“As we experience discomfort in this time, let us begin to dream of a new normal, a new normal that
addresses the weaknesses and problems that were going unaddressed in the old normal. If we are
wise, we won’t go back; we’ll go forward”.

Just Manna continues to have a strong presence within our community. We work with other agencies
to ensure we are not duplicating services, instead focusing on unmet community needs. Much of this
work involves being an advocate for our clients as they negotiate complex situations. Just Manna is
pleased to continue working with:

• RUAH Community Services
• Health In Kind
• A Woman’s Shelter
• St Pat’s Fremantle
• Syrian Refugees

HIGHLIGHTS 2019/2020:
2020 has presented unforeseen challenges with the outbreak of the COVID -19 pandemic. These
challenges have included an increase in the number of people sleeping rough due to restricted
numbers of beds available in sheltered accommodation whilst others have experienced financial
difficulty trying to secure accommodation during these difficult times.
Just Manna is very grateful for the generous donation from Order of St Lazarus of Jerusalem which is
dedicated to assisting those experiencing hardship associated with the COVID-19 pandemic
Syrian Refugees:
Just Manna has an ongoing relationship with the Syrian refugee community and has been delighted to
provide white goods and other household goods as well as providing financial assistance as required.

In addition, Just Manna provides ongoing support for two disabled children from within this
community who have need for continence aids.
Pastoral and Advocacy Support:
A Just Manna Committee member provides a chaplaincy service for those on the “Street to Home”
programme at Ocean View Lodge (OVL) as well as other Just Manna clients. Just Manna also provides
a valuable support by representing clients in complex situations with various agencies/ authorities
including, housing, social security, legal counsel, court appearances and healthcare providers.
Swags & Sleeping Bags Tents:
Just Manna has purchased “Back Beds” and sleeping bags for distribution to those sleeping “rough”.
These light weight, portable swags provide a water proof and fire retardant shelter at night and can be
worn as a back pack during the day to enable secure storage of belongings. Each pack comes fitted
with a thermal blanket and mattress. In addition Just Manna has provided several tents and camping
gear to those requiring more substantial shelter.
No-Cost OP-Shop:
In conjunction with Ocean View Lodge, Just Manna continues to manage a “No-Cost Op Shop” on their
premises. This service provides “welcome packs” for all new residents consisting of personal hygiene
products as well as everyday kitchen utensils. Many of these clients come to OVL from the “street”,
recently released from incarceration or have fled from a domestic violence situation and arrive at OVL
with only the clothes they are wearing. In addition to the “welcome pack”, Just Manna provides a
large selection of good quality pre-loved clothes as well as new socks and underwear & other items for
all OVL residents. As the name suggest, all items are a gift to the clients.
During shop open hours, clients join members of the Just Manna team for a “cuppa” and a chat. These
informal gatherings often provide an opening for a more in depth pastoral conversation.
Educational Support/ Personal Development:
A Just Manna committee member has provided a primary aged student with after school tutoring.
Two primary school children have also been provided with a computer to assist them with on-line
learning. Their improved confidence and interest in learning has resulted in an improved school
attendance and grades.
Just Manna has been delighted to respond to numerous requests for assistance in filling school book
lists. The support has extended from our local schools students to include supporting women living in
sheltered accommodation to ensure their children commenced school with the necessary stationary
requirements.
Just Manna has continued to fund extra curriculum activities such as dance and swimming lessons for
children who would otherwise not be able to attend these activities. In addition Just Manna has
provided financial assistance to pay government school fees.
Just Manna has provided four computers to those seeking employment and personal development.
One client has been successful in obtaining fulltime work during the COVID -19 crisis and the others
continue with their studies. Assistance in developing resumes and job applications has also been
provided.
Sport and Recreation Activities:
Just Manna has had the privilege to pay the enrolment fee and necessary sporting gear for a young girl
participating in gymnastics. Just Manna members also provide transport for this young student as well
as a budding football player to ensure they attend training and games. The discipline associated with
attending training and participating in a team event has greatly contributed to their development,
behaviour and social skills.

Housing:
Just Manna has continued to assist numerous clients to set up home. These clients had previously
been homeless and were provided with household furniture, bedding, floor rugs, white goods and
moving expenses.
White Goods:
Just Manna is pleased to respond to the steady request for the provision of washing machines,
microwaves and refrigerators as well as other household goods. Just Manna has provided a washing
machine for Homeless Healthcare Services. This has been particularly important to ensure health and
hygiene standards are maintained during COVID -19.
Meals:
Approximately 700 nutritious meals have been distributed throughout the year to those in need. This
has been particularly important due to financial hardship associated with COVID-19. Just Manna is
most appreciative of those who have assisted with meal preparation and for financial donations for
ingredients. In addition Just Manna has continued to provide emergency food vouchers.
Medical Expenses:
This year Just Manna has provided funds to cover health care costs such as essential dental and
ophthalmic care, counselling services as well as covering pharmaceutical costs. Just Manna has
assisted in funding of essential medical equipment needed by Health in Kind, a voluntary group of
health professionals providing a free service to students from refugee backgrounds at the North Lake
College.
Transport Costs:
The provision of “Smart Rider” transport cards and taxi vouchers has enabled clients to attend medical
and other appointments as required.
Indigenous Communities:
Just Manna was pleased to be able to respond to a call for assistance from the remote indigenous
communities of Fitzroy Crossing, Balgo and Halls Creek in the Kimberley. The request was in response
to an extreme shortage of clothing for children and adults. The shortage had been made worse by the
COVID-19 “lockdown” of these communities. A truck load of winter coats, “hoodies”, jeans, shoes,
back packs and childrens’ clothing was warmly received. Thank you to those who provided donations
and to those who made skirts for the women.
MOVING FORWARD 2019/2020
Just Manna looks forward to working with our existing network of clients and agencies and the
expansion of our ministry to include new horizons.Much of our work is likely to involve the impact of
the COVID -19 Pandemic.
This is however only possible through the generosity of others giving to Just Manna Inc.
Special Acknowledgement
A special acknowledgement to, Angela Wilson, who for many years, faithfully served those within our
community as a founding Just Manna committee member, chairperson and later deputy chairperson.
Angela is lovingly remembered for her ability to see good in everyone, for her cheeky, fun loving
nature and above all her kindness and gentle spirit. Angela was a gift to us all and the world is a better
place because of her presence amongst us.
The Just Manna Committee is also saddened to learn of the death of Susan Anderson in Tasmania
.Susan and her husband, Jim provided vital funds as well as emotional support to various Sudanese

clients of Just Manna. One such client, Mayom Agau wrote of Susan; “It is like losing one of the three
cooking stones that shore up a pot of boiling water of hope.” Mayom is grateful for Susan and Jim’s
support and for that given to his sister Rebecca for whom they so generously funded her education in
Kenya.

REPORT TO ST PAUL’S AGM 2020
GOOD NEWS: Very soon SPBI will receive the title of Alan Albany’s unit and fulfil his wishes.
BAD NEWS: It has taken over 8 years since Alan’s death to finally arrive at this point.
St Paul’s Beyond Inc. is a not for profit charity established in 2011 for the purposes of providing long
term funds to support and encourage outreach by the St. Paul’s community by way of bequests and
donations. Founding members were Alan Albany, Rodger Philpot, Peter Humphris and Christabel
Chamarette. When we first planned it in 2002 we were full of enthusiasm at the vision of a community
building resource to share and extend the work of St Paul’s beyond and outside the parish. Much has
been achieved of that vision including the development and use of the Community precinct to enrich
the life of St Paul’s. However It has been disappointing and humbling to see how slowly Alan’s bequest
has progressed since his death.
Update on Alan Albany’s bequest: Alan was part of the originating discussions to establish the
foundation and one of the first to leave property to the organisation in his will. Unfortunately after his
death in 2012 his desire to leave his estate to many beneficiaries has been thwarted by delayed
probate and Superannuation technicalities and legal fees so that we are still awaiting the legal
outcome of Alan’s estate. Now, 8 years later, the terms of Alan’s will are only just about to be finalised
and it is anticipated that the title of Alan’s unit will be transferred to St Paul’s Beyond Inc.
RENEWED VISION: It is appropriate and opportune for the Board and members of St Pauls Beyond to
engage in a re-visioning process to see how our current position and the life of the Parish influence
the direction and future work. There is another property which is likely to come to SPBI and it is
important to learn from the lessons. It now becomes a priority to manage the property and to develop
an income stream which will support the causes such as IGWR, Just Manna and other work.

A CAUTIONARY TALE
Alan was good man, kind, helpful, generous, helping others financially,
supporting his extended family, supporting overseas aid programs
and very much a part of his local community....
But
like most of us he had accumulated more than he needed
and so when he died there was a lot left over.
Like many, Alan had made provision (just in case) in his will.
However
It has taken eight years, with solicitors involved
to settle his estate (his intentions are not necessarily what others choose to see)
It will take a further five years to realise any financial benefit from his bequest
And so after solicitors’ fees and superannuation technicalities
Over 1million dollars of Alan’s leftovers never realised what Alan intended.... Is there a lesson here?
