SEWN is the most successful, cost-effective layoff aversion program in U.S . In 2009-2010, the overall cost per job retained was $747 , and in the last 5 years, that cost averaged $1023 per job annually. Over 5 years, SEWN saved the Commonwealth $ 19 million in PA. UI comp benefits, and $75 million if jobs/payroll multipliers are included in calculation. SEWN’s ROI and Cost-Effectiveness= Number of Jobs Saved/Cost Per Job Saved
