2. • Increasing trends in tank (mobile & stationary) overfill occurrences.
• 2014: One Incident
• 325 BBL Vac Trailer balled out. Both employees (two (2) person transfer) left rear
doghouse during a mineral oil fluid transfer.
• Impact# 12816 Corrective Action “New Tankers coming into field this year will be equipped
with overfill protection gauges that will shut loading valve. Fleet will be retro-fit based on the
performance of these units”.
• 2015: Two Incidents:
• 100 BBL Fuel Truck overfilled with diesel releasing it into spilldam and rear doghouse of
the tanker (by design).
• 238 BBL Diesel Transport overfilled releasing 30 gallons of diesel out of rear mounted
trailer vent. Trailer was not level, nose high, loosing 25 BBL of displacement.
• 2016: One Incident:
• 325 BBL Crude Hauler overfilled releasing 5 gallons of crude oil

3. • New infrastructure regulations established in International Fire
Code 3406.5.1.10-3406.5.1.10.1
• 3406.5.1.10 Bottom Loading:
• When bottom loading a tank vehicle or tank car with or without vapor control, a
positive means shall be provided for loading with an automatic secondary shutoff
control to prevent overfill. The connecting components between transfer equipment
and the tank vehicle or tank car required to operate the secondary control shall be
functionally compatible.
Spillage is prevented when filling a bottom-loading tank vehicle by using a loading
system that loads a predetermined quantity of flammable or combustible liquid. An
automatic secondary shutoff control valve is required for a bottom-loading tank
vehicle.
• 3406.5.1.10.1 Dry Disconnect Coupling:
• When bottom loading a tank vehicle, the coupling between the liquid loading hose or
pipe and the truck piping shall be a dry disconnect coupling.
To prevent spillage when disconnecting the dispensing system from the bottom-loading
vehicle, the system is to use a dry connection.

4. 300 BBL 4 Compartment Chemical Tanker
• Initially tanker overfill protection was introduced in Alpine in 2010 with
our 4 compartment, 300BBL chemical tanker.
• Each 75 barrel compartment is equipped with an independent Titan
Logix® TD80™ system.
• Audible and visual overfill warning system.
• Alarm are set to activate 90% capacity (Per CPAI SOP# S-001).

• Each chemical compartment has a dedicated pump/hose cabinet.
• 3” Roper® series 9622 stainless steel bi-direction pumps (Chemical Rated).
• Flow diagram supplied inside each cabinet.
• Pump is rated for pressures up to 100PSI and flows up to 165GPM.
• 75’ hose reels with Gates® Chem Master™ Xtreme™ FEP (formerly Gates®
Stallion®) PTFE line hose.
• -40°F to 300°F temperature range.
• Alpine’s change to Gates® Chem Master™ Xtrem™ FEP has increased chemical hose life
substantially since testing began in 2008.

• Each tank compartment is monitored on a Titan Logix®
TD80™/Finch II Monitor Display, selected by the operator.
• Tank selector located to left of monitor.
• At 90% volume for the selected tank, the monitor activates an
audible alarm.

• Street side mid-line mounted orange beacon activated at 90% capacity.
• All new and existing overfill beacons are being retro-fit to Federal Signal FB2PST-I
Fireball® warning strobes with red domes for fleet standardization.
• Alpine uses 3 colors of beacons on rolling stock for different conditions:
• Orange = Normal operating conditions/reverse indicator.
• Blue (if equipped) = Phase 2 or Phase 3 conditions (convoy conditions).
• Red (if equipped) = Tank overfill visual warning (exceeded 90% capacity).
8. 2017 150 BBL Chemical Truck
• New build, 150BBL, 4 compartment chemical truck arriving 2016-2017 ice road season.
• Side mount pump and hose cabinets (2 cabinets each side) allow for better ergonomics to both the
operator and mechanics.
• Four (4) Titan Logix® TD80™ Liquid Level Gauges.
• Two (2) Finch II monitors (1 mounted each side).
• One (1) monitors compartments 1 & 3, the other monitors compartments 2 & 4.
• Designed to interact with CD5 chemical dock.
• Rochester float gauges for visual fill verification
• Redundancy to the electronic monitoring.

• Alpine’s 2006 build, 100BBL chemical truck is unable to support CD5 Chemical
Tank Farm.
• Individual Rochester float gauges located in each tank compartment.
• No electronic monitoring installed.
• This unit is as a DOT code 406 vessel.
• Upgrading the tank to support to CD5 is cost prohibitive due to requiring:
• Four (4) tank penetrations.
• Four tank Titan Logix® systems with installation.
• Overfill protection system installed.
• Multiple State inspections and recertification to DOT 406 Code.
• Current estimated cost of $150K-$200K.

• Standard rear doghouse unit designed for equipment, not ergonomics.
• When designed hoses used were Goodyear Arctic Flexwing these were upgraded in
2008 to Gates® Chem Master™ Xtrem™ FEP.
• Pumps are a non-chemical rated Blackmer® TX2 sliding vane pumps.
• Alpine Operations will relocate this unit to CD3 (Remote Drillsite) to support
chemical operations and as seasonal backup truck during ice road season.
• Tank shows no corrosion.
• Chassis repowered in 2013
11. Permissive Ground (Standard Operations)
• Permissive grounds provide piece of mind that a ground is established and
shuts down filling operations in the event a ground is lost.
• No overfill protection.
• Permissive grounds are easily overridden and do not meet new international
fire code, however are “legacy” installations across the slope.

• New construction at CD5 introduced new International Fire Code(s) to
Alpine.
• Alpine and CPAI Construction decided to design/engineer a pared down truck
racking system.
• International Fire Code compliance was met through communication between
truck and facility (communication is accomplished though SetSim).
• XV Valve automatically closes if the bulk tank or tanker hit 90% capacity.
• The paired down truck racking system utilizes the existing Titan Logix® TD80™ level
gauge on tankers.

• Truck racking system is a stand alone unit.
• Utilizing “hazardous location connections and enclosures”.
• Facility/tanker communication is accomplished via 4-pin Turck Inc. receptacle and
cord set.
• Remote point “pilot light” become illuminated when point to point
communication are established.

• The remote point station and plant communication comply with International
Fire Code 3406.5.1.10 Bottom Loading. The existing level gauge and Finch II
Monitor were was wired into the Turck Inc male receptacle.
• Tanker pumps cannot be activated until plant communication is established.
• A new travel mode is integrated into the switching to compensate for fluid
movement during transport.
16. Finch II Overfill Communication Wiring Diagram
• Both the Titan Logix®/Finch II and SeeLevel® TD80™ are designed to
accommodate integration into truck racking systems at minimal costs
• Overfill communication systems can easily be retro-fit into existing
infrastructure.
• This system has been proven to be reliable and can only be overridden on the
COPA Operator side in the event of a malfunction.

18. • 2014 Conoco Phillips – corrective action requiring all new tankers be
equipped with overfill protection.
• Two (2) in the construction phase had a mid-build request to add
overfill protection that would shutdown the pony motor.
• Fluid movement was not taken into account.
• During transport the pony motors would shutdown. Fleet services would dispatch
a mechanic for heat & start.
• The shutdown systems were left intact by Conoco Phillips request.
• The field solution has been fills the two units with less fluid.
• 2015-2016 two (2) different systems were evaluated in Alpine.
• One Titan Logix® on the new 238BBL Diesel Transport
• One See-Level™ on the Refurbished 325BBL Rig Water Vac Trailer.
• Both audible and visual only.
• The Audible/Visual System has created true operator accountability.

Audible/Visual over fill warning system.
• Wired to SeeLevel™ Float Gauge with alarm and warning strobe activating at 90% of
tank capacity.
• This unit is used to provide clean water support to Doyon Rig 19.
• Alpine will receive two (2) new Wells Support 325BBL Vac Trailers equipped
with overfill warning systems 2016-2017 ice road season.
• Alpine’s first test of the SeeLevel™ overfill warning system in an dirty service tanker.

• Retro-fit of existing Alpine 325BBL Vac Trailers expected to be
completed by end of summer 2017 (Per Corrective Action).
• Systems testing causing protracted delivery schedule.

24. In Closing – New Technology Opportunities
• With new technology comes the opportunity for continuous business
improvements. We must keep this in mind during all stages of design
for our infrastructure and core equipment.
• Learn from perceived failures and seize the opportunities to learn and
adapt. Some times the answer is right in front of us.
• Alpine introduced Over-Fill Warning Systems to the field in 2010, but failed to
research the technology for all Tankers/100BBL Trucks.
• By 2014 personal changes allowed this system to be forgotten and research had
to be repeated.

25. In Closing – Learn and Adapt
• The Titan Logix® system has proven to be a more reliable system.
• The SeeLevel™ Gauge has limitations due to design as a float gauge.
• Fluid movement in tank allows float to active Overfill Warning during transport.
• Dependent on the cleanliness of the 325BBL Vac Trailer Alpine has experienced
floats sticking and not measuring fluid levels correctly.
