The webinar will outline how SEAI can help and support committed public bodies now and in the long term to achieve 2030 targets. SEAI are delighted to have Jan Rosenow, Director of European Programmes at the Regulatory Assistance Project, addressing the current drivers for climate action and why it is an imperative strategic concern for all businesses, public and private. Peter Smyth, Assistant National director in the HSE Capital and Estates Department will cover their journey from ad hoc once-off projects dependent on annual budgets, to a strategic HSE Infrastructure Decarbonisation Roadmap.

4 Energy Officers on Contract – Embed/integrate into existing delivery system ( Estates offices for HSE - Energy Lead)
Gathered data ( Huge blocker) – Identified top SEU’s – Target SEU’s - 15/20 sites per Energy Officer
Gave Feedback Behavioural change – 7.85% measured benefit
Regional Energy Bureau co-ordinate and manage Energy Officers and interaction with Partners – Meet quarterly
Energy Officers and Energy Leads meet each 6 weeks (consistency and standardisation)
Started in 2018 4 People / €200k
Now 4 years later 23 in Unit – 11 Energy Officers
3 Regional Energy Bureaus
€18.5 Million 2022
€32.0 Million 2023
You have to start somewhere ….Draw on existing structure, supports and knowledge
Engaged with Service Managers ( Use Existing contacts – Estates Managers for HSE) – Outlined benefits AND bring Capital

Integrated water conservation &
waste reduction programmes
into Energy Team works
Developed Enhanced Guidance in the areas of Energy Efficiency, Carbon
Reduction, Waste Prevention and Water Conservation, through the HSE’s Green
Healthcare Programme including an online Healthcare Sustainability
Assessment tool which has been developed for use by all medium and smaller
users (outside of the top 170 SEU).
Independent assessment of
compliance with legal energy
audit obligations set out in SI
426
Completed a compliance assessment under Part 3 of the Statutory Instrument
SI426 of 2014 (European Union (Energy Efficiency) Regulations 2014).
This independent assessment was completed in 2021 and confirmed that the
energy activities, audits and energy performance improvement activities carried
out by the HSE, satisfy the requirements of Annex VI of Directive 2012/27/EU on
energy efficiency.
Engaged an approved external
provider as an Obligated Party
for HSE to avail of EEOS scheme
Places an obligation on Energy Providers to provide services to end users to assist
in reducing the amount of energy that are being provided to them.
The approved external provider are assisting the HSE in developing a culture of
energy efficiency through behavioural change, implementing best practice
principles on an on-going basis and identification of energy savings opportunities.
Other Actions 2021
Nationally 60m tonnes CO2 to 30m tonnes
Public sector 2m tonnes CO2 to 1m tonnes. Whilst public sector target is not legally binding, its progress will be monitored by asst sect in each dept and dept Taoiseach annually
There are other targets (50% energy efficiency etc, but reduction in absolute emissions is key

Reduce your Use campaign in public sector:
- collaboration between SEAI and OPW
- consists of three streams
- Optimising Power @ Work – building level energy management and behaviour change programme, working with 330 mostly central government buildings
- a "mass market" campaign of monthly themed behaviour change activities run jointly by SEAI and OPW. If not signed up already, sign up via the Reduce your Use web page
- Advance engaging people accelerator - an intensive programme to support organisations to build their own customised energy behaviour change programme. Entry to programme by application only (expect up to 10-15 participants)
MUST address your fossil fuel use
1) Use less
Prioritise your Large energy users with most potential
2) Use clean energy
3) Design for zero energy, minimum zero carbon use
Consider technology lifetimes.

Leadership is crucial. That will lead the programme at the right level for the next 3-5 years minimum – begin to analyse your data, GtT good for this
Resources – nothing can happen without people and some investment – focus on the biggest emitters with the best potential
Strategy – prioritise major projects on a few sites – get momenteum and success
Investment – start the process of investing continuous, long term, targeted, substantive sums
Begin the process in reverse – take on your biggest emitters – optimise the approach and your energy management
Scale it all up
All public bodies should now have had a letter from their departments about climate action mandate
Most public bodies need to produce climate action roadmaps by end of year
Local Authorities, NewERA Semistates and schools have different requirements.
Guidance for roadmaps to be published soon
Partner support will be customised according to how much partners have already done re GTT, analysing key emitters/energy users/ identifying projects etc
To issue this week
Focusing on what you saved during the Winter 2022
What concrete actions specifically you will undertake in the next 2-3 years, what resources and projects you are committed to achieving
