development initiative with the punjab small industries
corporation (psic)

11. key success factors
• first of all, success is relative and might be subjective, so it’s a
good idea to define what success is at the very beginning !
• a transparent and practical monitoring system is indispensable
“if you don’t know where you are and where you are heading
to, then it doesn’t really matter how you try to get there”
• a sound cluster governance mechanism and cluster
development agent (cda) are the key elements
• training, capacitating and empowering cda to lead and manage
the cluster is vital
• unleashing creativity is the only way where people can use
their talent, and we need talented people!!!
• concentrating on key areas where it is possible to deliver real
value
• each project has its own psychology, understand it well

the most critical factor in cluster development is always
people
