strategic and integrated approach to harness the potential of smart growth and the
knowledge economy in all the regions”

“Regulation laying down common provision on the CSF Funds”
Smart specialisation has been proposed as an ex-ante conditionality
This conditionality applies specifically for two of the 11 thematic objectives of the CSF Funds
• strengthening research, technological development and innovation (R&I target),
• enhancing access to and use of quality of ICT (ICT target).

5. The starting point
Piedmont’s overall RIS strategy started in 2006 with the approval of the
regional law n 4/2006
which established “The regional system of research and innovation”
The law set up a governance acting through specific bodies:
regional committee
scientific commission
evaluation team
and planning documents:
- General guidelines for R&I
- Three-year research plan

8. A new setting for the regional clusters and policies
Narrow down the number of clusters
- Sectorial clusters – referred to a specific existing technological domain
- Cross sectorial clusters – new domain emerging from mixing traditional ones
- KET - horizontal clusters
- The Energy’s clusters – establishment of a clean-tech cluster (including Green
Chemistry)
Policies tailored to the local context
- rejuvenating traditional sectors through higher value-added activities and new
market niches;
- modernizing by adopting and disseminating new technologies;
- diversifying technologically from existing specializations into related fields;
- developing new economic activities through radical technological changes and
breakthrough innovations;
- exploiting new forms of innovation such as open and user-driven innovation, social
innovation and innovation services.
