Greetings,
In celebration of National County Government Month’s theme, Counties
Moving Forward: Transportation and Infrastructure, DeKalb County
honors and thanks our dedicated employees who have answered the call
of public service by devoting each day to moving this county forward and
remain prepared to ensure DeKalb County’s continued growth and
prosperity.
The Excellence in Customer Service Employee Recognition Program gives us an
opportunity to simply say “thank you” for providing exceptional customer service while
protecting our communities, processing our service requests, picking up our trash, and
beautifying our parks. It takes a special person to dedicate their life to public service, and today
we honor those who have answered that call and gone above and beyond their daily duties.
With a workforce of nearly 7,000 employees, each and every one who serves embodies the
spirit of public service and commitment to getting the job done. You are not told enough that
the county appreciates you for showing up and serving. We recognize that our combined
efforts will help move the county forward.
I especially want to acknowledge the 62 employees identified by their supervisors and
managers to receive a customer service award. You are the reason DeKalb County is a model
of 21st
century governance and excellence, and I salute your service to the 700,000 residents
that call DeKalb County home.

Honorees,
It gives me great pleasure to recognize you at DeKalb County’s fourth annual Excellence in
Customer Service program. We hold this program in conjunction with National County
Government Month and celebrate with this year’s theme, Counties Moving America Forward:
The Keys are Transportation and Infrastructure. Today we honor, with much enthusiasm, 62
amazing employees whose noteworthy performance continues to move DeKalb County
forward.
As we strive to brand DeKalb County as a leader in providing quality government services, it is
imperative that we honor you for your contribution in meeting the needs of our customers.
Without your outstanding efforts, it would be a challenge to achieve this goal. Your continued
dedication and work ethic embody the County’s customer service standards.

Buck Lanford
Anchor, Good Day Atlanta
Buck Lanford joined FOX 5 Atlanta in 1998, after working as the
weekend sports anchor at WTOC-TV in Savannah.
Prior to tackling anchor duties on Good Day Atlanta, Buck was FOX 5's
weekend sports anchor and lived FOX 5's sports slogan: "Get in the
Game!" He's covered the Super Bowl, World Series, The Masters, PGA
Championship, Daytona 500, Final Four, heavyweight fights and even the
American Bowl in Tokyo. He continues to be active in FOX 5's High 5
Sports and High 5 Field Trip events and pep rallies.
Covering a story is just the beginning for Buck. He once reported live while driving a race car
and served as the "runnercam" reporter for the Peachtree Road Race. Manning the "runnercam"
involved delivering live reports and interviews while running the 10K with 50,000 other people.
While Buck has covered it all, he is most proud of his four part series on the sport of wheelchair
racing. His commitment to the story was so strong, Buck actually competed in the 5K
wheelchair race.
Buck's unique style and willingness to get in the game has earned him three Emmy awards
including Best Sportscaster. Also, the Leukemia & Lymphoma society recognized him with
their Michael Schoenbrun National Media award.
Heavily involved in the community, Buck speaks at various civic events and emcees the annual
Wendy's High School Heisman Awards banquet.
Buck's happy to be living in his hometown of Atlanta. A graduate of South Gwinnett High
School, he went on to earn degrees in Journalism and Business Management from Georgia State
University. In fact, he interned at FOX 5 Atlanta during college!
Buck enjoys traveling, playing "bad golf" and surfing not so big waves all over the world. Buck
is married to Traci and they have two children.

Rev. Darryl D. Roberts
Senior Pastor
Reverend Darryl D. Roberts, J.D., serves as the Senior Pastor of Mount
Welcome Missionary Baptist Church in Decatur, Georgia, where he was
called in October of 2011. His philosophy of ministry is to equip God's
people with the tools "to live, to grow, and love to serve" while carrying out
the mission of Jesus.
As the only son of James T. Roberts and Linda Conner of Cleveland, Ohio,
Rev. Roberts was a serious child who felt the irresistible urge to serve
God's people early in life. At the tender age of 13, Rev. Roberts heard and
answered the call to ministry at Glenville Presbyterian Church, under the leadership of Pastors
Rick and Toby Gillespie-Mobley. A son of Olivet Institutional Baptist Church, Rev. Roberts
was licensed to preach the Gospel in 1997 and ordained in 2005 by Rev. Dr. Otis Moss, Jr.
Rev. Roberts earned a Bachelor of Arts Degree in English from Grinnell College in Grinnell,
Iowa. He furthered his academic studies and preparation for ministry at the University of
Chicago, where he obtained a Master of Divinity Degree. Rev. Roberts also holds a Juris
Doctor Degree from Boston College Law School, where he pursued his interests in the
intersection of religion and the law. Rev. Roberts recently satisfied the requirements for a
Doctor of Philosophy in Christian Ethics from the Ethics & Society Program at Emory
University. He has conducted extensive graduate work in the areas of law, Christian ethics and
Black Religion with a particular focus on the role of Black Churches in expanding religious
freedom and civil rights during the Civil Rights Movement. From 2007 to 2011, Rev. Roberts
served as Associate Minister and Assistant Pastor of the Historic Ebenezer Baptist Church in
Atlanta, Georgia, preceded by appointments as Intern and Associate Pastor at Olivet
Institutional Baptist Church (Cleveland, OH), Calvary Baptist Church (Haverhill, MA), Salem
Baptist Church (Chicago, IL), and Brentwood Baptist Church (Houston, TX).
He is the thankful husband of Dr. Laura Morgan Roberts and they are the proud parents of two
children.

Candy Moore
Senior Vice President Southeast Community Development Manager
Wells Fargo & Company
Candy Moore is the Senior Vice President and Community Development
Manager in Atlanta, responsible for the company’s community lending,
service and investment strategies and goals for Georgia, Alabama,
Mississippi and Tennessee.
Candy joined Wachovia in 1993 and has applied her eye for excellence to
several roles, including Financial Center Manager, National Director of
Marketing for Wachovia Mortgage Corporation and Director of Market
Share Growth for Retail Mortgage and Internet Sales.
To say that Candy is active in the community is an understatement. She currently serves on the
board of the United Way of Greater Atlanta and is the Strategic Implementation Chair Elect for
2014-2015. She also serves on the board of the Atlanta Business League and on Morehouse
School of Medicine’s Women with Heart Steering Committee.
For ten years, she served on Converse College’s alumnae board and was the first African-
American to serve as chair of the college’s Board of Visitors. Candy was also given the honor
of delivering the commencement address for Converse College’s graduation in the Spring of
2011, making her the college’s first-ever African-American commencement speaker.
Candy’s community involvement continues as a member of the Atlanta Chapter of The Links
Inc., where she was among 50 women nationally selected as a member of the Scott Hawkins
Leadership Institute (2010 – 2012), appointed by the 15th
National President to serve on the
National Fund Development Committee, and appointed by the 16th
National President to Co-
chair the Financial Education Committee for 2014-2016.
Her presence in the community has been evident and effective through her membership with the
Junior League of Atlanta Political Affairs Committee, her efforts on United Way Campaigns,
her work on UNCF’s Corporate Campaign Leadership Council and Annual Mayor’s Masked
Ball; and her appointment by Atlanta’s Mayor Kasim Reed to serve on the Mayoral Board of
Service.
Candy is among Who’s Who in Black Atlanta, and has been named one of Atlanta’s 100 Most
Influential African-American Women and one of Atlanta’s 100 Top Black Women of Influence.
She is the proud recipient of the Concerned Black Clergy's 2010 Corporate Award, a graduate
of Leadership Atlanta’s Class of 2012, and an honoree at the 21st
Annual Trumpet Awards in
2013 for the High Tea with High Heels.
Candy earned her Bachelor of Arts degree in Business Administration and Marketing,
graduating cum laude, from Converse College, an all-women’s college in Spartanburg, S.C.
Candy is also a graduate of the yearlong Retail Consumer Bank Associate Management
Program.
Excellence in Customer Service Program
This is the fourth annual Excellence in Customer Service Recognition Program.
The purpose of the event is to acknowledge employees who consistently exceed
customer expectations, and work with determination to create an organizational
culture of superior service resulting in customer satisfaction.
The recipients of the awards are selected by their respective departments for
having demonstrated one or more of the following:
 Performed an extraordinary customer service deed
 Solved a significant customer service problem
 Followed through with a customer request that was outside the normal
scope of work
 Consistently exceeded customer expectations or resolved customer issues

Administrative Group
Finance
Janice Summerour
Janice Summerour has loyally served DeKalb County for almost 26 years. For the
last nine years she has been an asset to the Finance Department as a Payment
Processor where she is responsible for processing all DeKalb County accounts
payable checks. Each year, Janice processes over 42,000 checks and 85,000
invoices, additionally she manually distributes payments to hundreds of internal
customers. Given her robust workload, Janice is currently serving as the main
contact and service provider for three new initiatives. During the County’s
conversion to a new banker, she led the way in testing and helping to develop the AP Positive Payment
transition. Janice also helped test and put into production the payment processing changes when the
county converted to new financial software; and, has taken the lead role in making direct deposit
payments to vendors. Her dedication, hard work, resilience and commitment to customer service
excellence is deserving of a 2015 Customer Service Award.
Human Resources
Janet Essix
Janet Essix is an HR Generalist Principal in the Human Resources (HR)
Department, and has been with the County for more than two years. With a law
degree, an extensive employee relations background, and national certification as a
Senior Professional in Human Resources, Janet quickly established herself as a
strong contributing member of the HR team. Janet has a calm, quiet demeanor, yet
offers her advice and guidance in a confident, compelling manner. The HR
Department has a goal of having 100% of the professional level staff attain
national certification through the Human Resources Certification Institute. In 2014, when a number of
HR employees and other departmental personnel began to prepare, Janet stepped up and volunteered her
time, energy and advanced HR knowledge to help the group prepare for the exam. Throughout the fall
of 2014, Janet spent countless evenings and weekends guiding the group through the study materials,
spending additional personal time preparing for the sessions. She took on this challenge despite a heavy
daily workload and many late evenings required by the job. Janet’s dedication to the field of HR and
helping her co-workers become stronger HR practitioners has earned her the sincere appreciation from
her department and the honor of a 2015 Customer Service Award.

Information Systems
Cynthia Moran
Cynthia Moran is a Program Analyst III in the Information Technology
Department and began her career with the county in 1999. As a veteran, she
understands the expectations of customers and continually delivers exceptional
customer service to both internal and external customers. Her primary duties entail
supporting the Voter Registration and Elections Office and the iasWorld
application, which is the county’s Tax Billing and Collection/CAMA system used
by the Property Appraisal Department, Tax Commissioner’s Office, GIS, and the
Board of Equalization. Serving as the main contact for these departments, she consistently provides
timely and precise information when requested. Ms. Moran recently provided service to Fire Rescue
when the mandated Electronic Patient Care Report (ePCR) application stopped working. With only the
original Patient Care Report from the ePCR, she diligently worked to recreate the report in Access and
create a graphical user interface front-end that the Fire Rescue team could use to enter patient
information. Fire Rescue was very pleased with the results and Captain David Galbraith exuberantly
exclaimed, “I call this GREAT news and GREAT work by Cynthia!!! WOW, this is incredible!” Cynthia
Moran’s impressive work ethic, caring attitude and resonant character make her more than deserving of
a 2015 Customer Service Award.
Purchasing and Contracting
Judi Moore
Judi Moore is a Procurement Technician in Purchasing and Contracting
Department. Having been with the County for just a short time, she has shown her
willingness to go the extra mile to get the job done. Despite her heavy workload,
Judi regularly takes on extra responsibilities that are outside of her normal scope of
work. She provides excellent service to her customers and co-workers, assisting
them with all their needs, never failing to lend a helping hand. She demonstrates a
passion for what she does with a distinct eagerness to learn. Her extraordinary
service and team spirit are valuable assets to the department. Judi Moore’s strong work ethic, caring
attitude, and ability to tackle any job put in front of her makes her more than deserving of a 2015
Customer Service Award.

Court System
Clerk of Superior Court
Durelle Gunn
Durelle Gunn is a Court Records Technician III for the Clerk of Superior Court.
He has proudly served DeKalb County and the Clerk for almost seven years. His
responsibilities are very demanding and require great attention to detail. His
proficiency and accuracy have a significantly had a positive impact on the cases he
manages. Durelle works to ensure that Court operations flow smoothly and
orderly, helping to reduce wait time for customers, and assisting his fellow co-
workers maintain their workload. Durelle naturally assists patrons who visit the
courthouse, whether they are seeking assistance in the Clerk’s office or elsewhere. Judge Seeliger is so
impressed with Mr. Gunn’s work that he has specifically asked that Durelle not be removed from his
position, as Judge Seeliger says it would leave a “void” in his courtroom. Due to his noteworthy
commendations from Judge Seeliger and others, Durelle Gunn is a deserving recipient of a 2015
Customer Service Award.
District Attorney
Lola Hall
Lola Hall is a Senior Legal Secretary in the Office of the District Attorney. She is
soft spoken, but her dedication to her job speaks volumes. Lola’s daily duties
include managing several court calendars, scheduling cases and ensuring notices
are mailed to defendants, defense attorneys and victims in a timely manner. In
addition to her full-time job, she is also attending Atlanta Technical College
studying to receive a degree in Paralegal Studies. Her attendance record and
strong work ethic are known throughout the courthouse. On two occasions,
tragedy struck in her family, Lola would go in to work early to ensure that her
work was not behind and that mistakes were not made during her absence. Lola is assigned to Superior
Court Judge Gail C. Flake and Assistant District Attorneys Shelly Faulk and Shannon Hodder, but still
finds time to fill in when there is a need on the Trial Assistant Team. Lola Hall’s constant drive, strong
work ethic and comforting attitude make her more than deserving to be a 2015 Customer Service
Award recipient.

Juvenile Court
Righteous Chester, Jr.
Righteous Chester began his career at the DeKalb Juvenile Court as a Records
Technician in March 2008. A former military veteran, Righteous is diligent,
hardworking and consistently goes beyond the call of duty to serve the citizens of
DeKalb County. When Judge Vincent Crawford’s office was short-staffed, Mr.
Chester volunteered to assist Judge Crawford’s court division in addition to
performing his regular job duties. Righteous always works without complaint, and
greets his colleagues and customers with a smile and willingness to assist.
Currently holding the position of Senior Calendar Clerk, Mr. Chester also performs the duties of a
Tribunal Clerk as needed, in addition to stepping up to assist a co-worker who was out on leave.
Despite his challenging work day, he performs his tasks with accuracy, enthusiasm and superb customer
service. Righteous Chester is a dedicated and passionate employee whose work ethic and positive
attitude and motivating spirit earn him the distinction of receiving a 2015 Customer Service Award.
Recorders Court
Kimberly Phelps
Kimberly Phelps is an Administrative Coordinator in Recorder’s Court and has
served the County for more than three years. Since she began with the Traffic
Division just a short while ago, she has distinguished herself as an outstanding
employee exhibiting competency and in-depth knowledge of her job duties.
Kimberly is always prepared for the day ahead, demonstrating a clear
understanding of how the Court should function and what needs to be done to
accomplish tasks. Always professional in her demeanor and appearance, she greets
everyone with a friendly smile. She is exhibits excellent customer skills and is always helpful with
phone and walk-in court customers . It is stressful for customers to appear at court and Kimberly is
always able to calm a situation down and work thru customer issues and provide a resolution that is
satisfactory to everyone involved. It gives the department great pleasure to honor Kimberly Phelps with
a 2015 Customer Service Award.

Solicitor General
Cassandra Mouzon
Cassandra Mouzon is the Legal Office Coordinator for the Office of the Solicitor-
General. She has been with DeKalb County for more than 10 years. For eight of
those ten years, she has proudly served in the Solicitor-General’s office. Since her
transition to the office, she has exhibited the epitome of customer service. Her
tireless efforts and assistance to the support staff allows the office to effectively
serve the citizens of DeKalb County. Ms. Mouzon works diligently to ensure that
all eighty members of the staff have what they need to perform their job functions
and provide the best customer service possible. She goes above and beyond to make certain that all
new employees are prepared with everything they will need to be successful in their careers. Cassandra
takes great pride in her work and is an invaluable asset to Solicitor’s office and the entire county.
Cassandra Mouzon’s dedication to the job and willingness to volunteer is commendable and deserves
the distinction of a 2015 Customer Service Award.

Development Group
Cooperative Extension Service
Lynwood Blackmon, II
Lynwood Blackmon is the Agriculture and Natural Resources County Extension
Agent for Cooperative Extension. Over the course of one year, Lynwood has
come into contact with over 2,000 DeKalb County citizens. Being a subject
matter expert in Plant and Social Sciences, Weeds, Lawn Care and Vegetable
Gardening provides him with the unique ability to simplify very technical
information in terms that customers can easily understand. The passion Lynwood
feels for people and plants is evident as he goes beyond simply providing answers
and gives mini-lessons on gardening. An example of his passion was demonstrated when a citizen
came in to the office with a tomato plant that was not growing properly. Instead of providing her with
a quick answer, Lynwood spent more than an hour providing her with a detailed explanation and a
microscopic view of the diseased plant. In addition to providing the citizen with great detail, he also
made various recommendations of what she could do to grow healthy tomato plants. As a result of this
encounter, Lynwood was invited to speak at the citizen’s Homeowner’s Association during their
“Spring Fling” kickoff meeting. Lynwood Blackmon represents excellence in customer service and
all County Extension programs, and is deserving of a 2015 Customer Service Award.
Human and Community Development
Paula Andrews
Paula Andrews is an Administrative Coordinator in the Human and Community
Development Department and has served the county for more than 18 years.
Ms. Andrews serves as the department liaison to Human Resources and the
primary back-up for the Financial Officer Principal regarding departmental fiscal
matters. Paula demonstrates exceptional organizational skills and is very
meticulous when preparing necessary documents for personnel matters and
keeping financial processes working. During a transitional period in the
department, she agreed to take on additional work, enabling them to meet
aggressive deadlines. Ms. Andrews was also instrumental in creating and developing an
intradepartmental orientation manual for new employees and providing training for new administrative
staff. In her interactions with the public, county departments and fellow co-workers, she conducts
herself in a professional and courteous manner and is always willing to go out of her way to assist
everyone. Several citizens, stakeholders and county employees have rendered positive comments

Sandra Weaver
Sandra Weaver is a Building and Fire Plans Examiner in the Planning and
Sustainability Department. She has been with DeKalb County for only 15 months
and in that short time, she has proven to be an outstanding employee, performing
exceptionally well with a high degree of professionalism and competency. Due to
her high level of knowledge, Sandra is considered to be the departments “go-to”
person. She has recommended and implemented process enhancements that have
significantly improved overall customer service. Ms. Weaver represents the
department at various meetings because of her ability to effectively and clearly explain regulations and
processes. Her approachable demeanor and friendly presence earn her countless compliments from
staff, applicants and other members of the public. Sandra Weaver is a clear definition of customer
service excellence and is deserving of recognition.
Voter Registration and Elections
LaTasha Howard
LaTasha Howard is an Election Coordinator in the Voter Registration and Elections
Department. For more than five years, she has provided a high level of quality
service, displaying that she is truly a people person. She has been recognized
repeatedly for her ability to adapt and be flexible, contributing to positive
experiences for poll workers and DeKalb County citizens. LaTasha often receives
compliments from many of the area managers because her outstanding customer
service attitude and knack for making difficult jobs much easier. Exercising a
teamwork approach, she consulted with area managers to develop a balanced curriculum for training
poll workers, often working extra hours on her own time. LaTasha was able to accomplish this through
the implementation of on-line training that lessened the amount of time the poll officials had to
physically attend mandated training. She revamped the area manager roles to make them more active in
the selection, management and evaluation of the poll workers, resulting in poll staffs that are better
equipped for the job. She has also instituted “meet and greet” sessions for potential poll workers as a
way to introduce the requirements of the position to screen workers before hiring. LaTasha Howard is a
model example of delivering extraordinary customer service and is more than deserving of a 2015
Customer Service Award.

Diontrise Blake
Diontrise Blake has faithfully served as an Employment Training Analyst in
Workforce Development for three years. She willingly goes above and beyond the
scope of her responsibilities to engage employers, community partners and
Workforce Investment Act participants by developing, cultivating and maintaining
professional working relationships. A bright, shining example of her tenacity and
effectiveness were seen through her efforts to build a relationship with DeKalb
Medical Center’s (DMC)-Main Campus. Diontrise worked tirelessly to strengthen
the relationship; presenting corporate initiatives to key stakeholders of DMC. She recognized the
critical factors and characteristics that ideal candidates should possess and successfully identified
credible candidates that exceeded the expectations of DeKalb Medical recruiting team. Diontrise was
largely successful because she kept the lines of communication open with DMC throughout the process.
The experience was such an overwhelming success that DeKalb Medical decided to continue the
program and explore other Workforce Development initiatives. She has proven herself to be the subject
matter expert and continues to develop an active and growing partnership with DeKalb Medical Center.
Diontrise Blake is indeed worthy of the excellence in customer service recognition.

Eddie Green, III
Eddie Green is a Senior Custodian at the DeKalb Peachtree Airport and has more
than three years of dedicated service. During his time with the county, Eddie has
provided outstanding customer service to his fellow co-workers, airport tenants,
and visitors. He has made significant contributions to assist the airport in meeting
mission requirements. Mr. Green is very meticulous and pays close attention to
detail when focusing on ensuring the safety of co-workers and patrons, all while
impeccably maintaining the airport facilities. His efforts directly contribute to
visitors receiving a perfect first impression. Eddie’s knowledge to get the job done right and in a timely
manner makes him the automatic go-to person for critical tasks. He is known to greet everyone with a
friendly smile and his cheerful personality brightens everyone’s day. Mr. Green epitomizes the caliber
of employee needed to improve the overall quality of service provided by DeKalb County and the
DeKalb Peachtree Airport, and he is deserving of a 2015 Customer Service Award.
Facilities Management
Todd Smith
Todd Smith is a Facilities Management Coordinator in the Department of Facilities Management. He
joined the County in 2002 as an Electrical Inspector and began working with
Facilities Management in September 2014. In his short time with Facilities
Management, Todd has exhibited great leadership skills and an exemplary work
ethic. During the recent anticipated snow storm, Todd drove his usual 55 miles to
work, just to make sure that the parking lots and decks were salted and safe for
employees when they returned to work, even though offices were closed. During a
departmental reorganization, Todd eagerly took over the HVAC group without
hesitation. Under his leadership, he kept the team enthusiastic about completing their work to
satisfaction and trained and encouraged employees, therefore increasing productivity. Todd is an
exceptional employee who is dependable and provides great service to all. It is with great pleasure the
department honors Todd Smith with a 2015 Customer Service Award.

Fleet Maintenance
Shondra N. Turner
Shondra Turner is an Accounting Supervisor in Fleet Maintenance and has dedicated
her service to the County for more than seven years. She is an exemplary employee
who continually goes out of her way to assist both internal and external customers.
Shondra oversees the operation of Fleet’s Accounting team, which also includes the
administration of fuel operations, new vehicle check-ins, securing tags and titles for
all county vehicles and being the point of contact for our FASTER system technical
support. She is always available to lend a helping hand to assist her team members.
She has had a great impact on the department in roles where she has served as the lead on projects. One of
her most noteworthy acts was when she volunteered to take the lead on organizing and setting up the
DeKalb County 2014 Auction. As the lead, Shondra established a credible relationship with suppliers and
auctioneers and coordinated with various participating departments to ensure the auction went smoothly.
Due to her efforts, the October 2014 auction was a success, yielding over $1.1 million in revenue.
Shondra Turner is an outstanding employee who is passionate about work and demonstrates the highest
level of customer service both internally and externally.
Geographical Information Systems
Doronda Owens
Doronda Owens is an Administrative Assistant II in the Geographical Information
Systems (GIS) Department. She has worked in GIS since 2009 and brings with her
over 20 years of local government experience. Doronda is responsible for all
administrative functions within the department including quality customer service,
payroll coordination, procurement, benefits and budget preparation. Of her many
notable accomplishments, Doronda is the architect behind the remarkably informative
and well-designed newsletters distributed by GIS, along with a host of other
department initiatives. The management team affectionately refers to her as the department psychologist
because of her ability to listen and communicate calmly with co-workers. Doronda demonstrates daily
that she is a exceptional public servant. She is always punctual and stays late to complete tasks without
hesitation. She consistently maintains a high level of professionalism and courtesy when engaging both
internal and external customers. Doronda Owens is an all-around outstanding employee who provides
exceptional customer service with a smile, making her an ideal recipient of a 2015 Customer Service

Frances Dotson
Frances Dotson is a Librarian in the DeKalb County Library System and has
served the citizens of DeKalb for more than nine years. During her tenure, she
quickly worked her way from Library Technician to Librarian. She has faithfully
served in several library branches and developed a wealth of knowledge that is an
asset to both her colleagues and library patrons. Ms. Dotson has proven that she
can handle any task at any location. She has successfully implemented several
programs at each branch she has worked and always gives 110%. Most notably,
she provided creative, quality programming for youth patrons at the Hairston Crossing branch, which
led to an increase in participation for the Vacation Reading Program by more than 70% in 2014. In
addition to being creative, she is very eloquent, professional and friendly when speaking with patrons.
Ms. Dotson exhibits enthusiasm and unwavering cheerfulness in all she does. Her co-workers note,
“Fran Dotson is the kind of staff person that any branch would want, but we’re glad we got her!” As
the 2014 Library Employee of the Year, it is only fitting that she receive a 2015 Customer Service
Award.
Public Works
Amber G. Weaver
Amber Weaver is a Project Manager II in the Public Works Department. She has
been an outstanding employee since she started with the county in 2005. Over the
last several years, she has been at the forefront of DeKalb County’s environmental
sustainability efforts managing the Energy & Environmental Management Plan, as
well as the Atlanta Regional Commission Green Communities certification
program. Through her management, the county has created policies in energy
efficiency and conservation, sustainable landscaping, alternative work schedules
and air quality; providing a pathway towards a sustainable future. Ms. Weaver’s environmental efforts
include educating both employees and the public on DeKalb’s sustainability goals and
accomplishments. She also provides county citizens an opportunity to take part in positive change
initiatives through learning opportunities in sustainability on DeKalb’s Green Focus website,
environmental segments on DCTV, hosting Earth Day events, teaching DeKalb Boy Scouts about
sustainability, and training employees on idling and vanpooling. Amber Weaver’s success can largely
be attributed to her excellent customer service skills.

Portia J. Perry
Portia Perry is a Recreation Center Leader at the Tobie Grant Recreation Center in
Recreation, Parks and Cultural Affairs. She has worked in several Recreation
Centers and has consistently provided excellent customer service to all citizens
and visitors. She is always willing to go the extra mile to accommodate her team
members and was elected by her peers to represent the front-line employees as a
member of the Department’s Leadership Team. Ms. Perry has an outstanding
working relationship with external and internal customers of DeKalb County. She
clearly receives enjoyment from performing her duties; and her extensive
knowledge of the department makes her a great asset to the organization, as she constantly demonstrates
outstanding leadership. She has proven to be very caring, having an excellent rapport with people of all
ages. Her pleasant and professional demeanor has prompted customers to consistently express their
gratitude for her creativity, enthusiasm and responsiveness to their needs. Portia gives new meaning to
the term "multitasking”, all while displaying admirable patience and people skills. Her dedication to

Roads and Drainage
Rodney Cammon
Rodney Cammon is a Crew Supervisor in Roads and Drainage. He has dedicated
more than 26 years to serving the citizens of DeKalb County. Throughout his
career he has always exemplified the epitome of outstanding customer service.
One such incident occurred in December 2014. Rodney and his co-worker
witnessed a pedestrian accident and came to the aid of the two accident victims, a
mother and son. When Rodney realized that there had been an accident, he
immediately stopped his vehicle and turned on his emergency flashing lights to
block oncoming traffic. Rodney, with the assistance of another witness, rendered aid and comfort to the
mother and child and stayed with the victims until emergency personnel arrived. Unfortunately, the
mother passed away on the scene but Mr. Cammon remained until the accident scene had been cleared.
This kind of selfless act is one that cannot be taught but one that comes from within a kind-hearted
individual. It is with great pleasure that Roads and Drainage honors such an outstanding employee.

Harvey Carter
Harvey Carter is a General Foreman in Roads and Drainage. He has dedicated
more than 27 years of service to DeKalb County. Throughout his career, Mr.
Carter has continuously delivered exceptional customer service to everyone he
encounters. He is always willing to step in and assist anyone when needed,
whether it is a co-worker or the public. On more than one occasion, Mr. Carter has
helped individuals who were victims of traffic violations. During these incidents,
Mr. Carter waited patiently with the victims ensuring they were safe and stayed
calm until first responders arrived on-scene. Viewed by many of his peers as kind-hearted and
motivational, Harvey provides excellent leadership and is an inspiration to many in his department.
Harvey Carter’s effortless acts of kindness and ability to put others before himself is the epitome of a
true public servant and an ideal employee.
Sanitation
Sonji Davis
Sonji Davis is an Accountant in Sanitation, and has been with the DeKalb County
for almost seven years. She has consistently delivered extraordinary customer
service and excellent work products to the division’s executive management team
and others throughout the county. Her extensive knowledge in all areas frees up
the Associate Director and other internal members of the leadership to focus on
managing the division. Ms. Davis possesses excellent communication, listening,
interpersonal, problem solving and project coordination skills. She often has to be
the “jack of all trades”, juggling many tasks simultaneously. Ms. Davis is a trusted employee who is
heavily relied upon by the executive staff to complete critical aspects of deliverables during their
absence. She is always willing to go beyond the extra mile to ensure that all work is complete,
providing the executive floor with the highest standard of excellence service. Sonji Davis is an
outstanding and dedicated member to the administrative division and is well deserving of this

Cecil Harris, Jr.
Cecil Harris is a Crew Worker Senior in the Processing Division of Sanitation. He
has been with the county for a little over one year and in that short time he has
proven to be a valuable asset to the operation. Mr. Harris goes above and beyond
to ensure his job duties are carried out correctly and in a timely manner. He
continues to impress management by demonstrating an exceptional work ethic.
Mr. Harris shows up for work an hour before he is scheduled “just in case” he is
needed. He possesses an eagerness to learn and takes on additional duties outside
of his scope of work. He has learned how to operate equipment for many different processes within the
operation. In addition to his remarkable work habits, he exhibits exceptional customer service skills
when engaging with the citizens of DeKalb County. Mr. Harris has a “can do, will do” attitude and
regularly helps to resolve issues. Cecil Harris does what it takes to get the job done and is a team

James Latner
James Latner is a Sanitation Inspector in the Keep DeKalb Beautiful division of
Sanitation and has been an inspector for six years. In his 12 years of service with
the County, he has consistently demonstrated a commitment to protecting citizens
from code violations and environmental hazards. Last year, Mr. Latner worked
tirelessly to uncover a dumpsite which contained over 25,000 illegally dumped
tires. He worked diligently to ensure the site was completely cleared and the tires
were disposed of in an environmentally safe manner. Mr. Latner takes pride in his
work and has received numerous commendations for his thoroughness and attention to detail. He is
dedicated to the Keep DeKalb Beautiful Program and because of his steadfast commitment, James
Latner is a worthy recipient of a 2015 Customer Service Award.

Syntorious Ross
Syntorious Ross began working in the Sanitation Collections Division as a Refuse
Collector in March 2014. Since he started just over one year ago, many of the
citizens he serves have given favorable reports about his polite, courteous and
professional interaction with the public. Syntorious goes above and beyond the
call of duty and never complains. He is always ready to assist others when needed
and is a perfect role model to fellow co-workers. Syntorious delivers extraordinary
customer service and works hard to improve himself. In only a year’s time, he
obtained a commercial drivers license and is now capable of driving commercial vehicles. Syntorious
consistently demonstrates an outstanding work ethic, professional and courteous demeanor and overall

Dexter Safford
Dexter Safford is a Sanitation Field Supervisor assigned to the Commercial
Service Division in Sanitation. He has been with the department for more than 11
years. As the supervisor for the North District, he has a team player mentality,
provides strong leadership and always displays a positive attitude. His energetic
spirit resonates with his employees resulting in high morale, even during
challenging times. Mr. Safford can be counted upon to get the job done and is
often called on to complete tasks after hours, responding without complaint. His
ability to resolve escalated customer care concerns in a timely manner is a
reflection of his superior customer service skills. He enjoys his job and his efforts to help make

Anthony Shannon
Anthony Shannon is Field Supervisor in the residential division of Sanitation. He
began his career with DeKalb County more than 25 years ago as a Refuse
Collector. With hard work and determination, he was promoted to Driver Crew
Leader and later elevated to Sanitation Field Supervisor. Throughout his career, he
has always shown great initiative, determination, and dedication to the job. Mr.
Shannon is a demonstrated team player who does not hesitate to do what is
necessary to ensure residents are serviced on schedule, even if that means
performing additional duties such as driving a collection vehicle or collecting refuse. He consistently
proves that he is not afraid to be in the trenches with his team and always leads by example. Anthony
Shannon is a consummate team player and is well-deserving of recognition. Sanitation is proud to
honor him for his dedicated service, leadership and teamwork.
Sanitation
Greg E. Smith, Jr.
Greg Smith is a Landfill Equipment Operator in the Processing Division of
Sanitation. He has served the citizens of DeKalb County for more than 14 years.
Mr. Smith has risen through the ranks from Crew Worker to Landfill Equipment
Operator, earning a commercial drivers license and learning to operate and
maintain all of the heavy equipment used at the East Transfer Station. Mr. Smith
excels in his position because of his commitment to continual learning and
dedication to personal and professional growth as demonstrated by his eager
participation in the Sanitation Career Development Program. Greg is always ready to spot for the
county operators, collection personnel, roll-off drivers and commercial collection drivers allowing them
to get in and out of the transfer station as quickly as possible. He has also taken on the responsibility of
operating the Deceased Animal Crematory, one of the more unpleasant jobs in the Sanitation
Department. Greg handles every aspect of the job in a very professional and compassionate manner.
He is always sympathetic to the families who bring in their beloved pets for cremation. Greg Smith
continuously sets the standard for Excellence in Customer Service and is deserving of a 2015 Customer
Service Award.

Curtis Watkins
Curtis Watkins is a Design Specialist in Transportation. He has been with the
County for more than 22 years, working in Transportation for 16 of those years.
During his career with DeKalb County, he has worked in various departments,
affording him institutional knowledge that he willingly shares with his peers.
Mr. Watkins exhibits detailed knowledge of many design standards and historic
records from roadways to water system designs. In addition to his wealth of
knowledge, he also presents himself as a people person who is willing to lend a
helping hand at any time. When citizens arrive at the office, Mr. Watkins always assists them with their
fact-finding needs, no matter how long it takes to find what can seem like a “needle in a haystack”.
Curtis Watkins demonstrates patience, understanding, and excellent customer service with a smile, all

Watershed Management
Jamilya Briggs
Jamilya Briggs is a Chemist in the Department of Watershed Management. She
has served the county for more than four years working at the Scott Candler Water
Treatment Plant. Her primary responsibilities include overseeing lab operations
that test the quality of drinking water and ensuring that the water treatment plant
meets federal and state regulatory guidelines. Ms. Briggs consistently goes out of
her way to help others within the department improve both personally and
professionally. A consummate event planner, Jamilya initiates social gatherings
such as birthdays, retirement and holiday luncheons. She also takes the lead in
championing county philanthropic efforts and garnering support from her colleagues for events like the
March of Dimes and encouraging and inspiring team members to lose weight and eat healthier.
Jamilya’s efforts boost employee morale and are an inspiration to the entire department. She maintains
a positive attitude, delivers an outstanding work product, all while working on a Master’s degree.
Watershed Management recognizes Jamilya Briggs for her strong work ethic, caring and positive

Dennise Edwards
Dennise Edwards is a Geographical Information (GIS) Specialist in Watershed
Management. She has been with DeKalb County for more than 16 years. As a GIS
Specialist, she plays a critical role in assisting the Engineering and Asset
Management Division of Watershed Management. In her role, she develops and
maintains the petition sewer process which helps citizens connect to the county
sewer service. Whenever citizens experience difficulties with their connections, they
often contact Ms. Edwards directly because she is always patient and friendly. She
delivers individualized care to each customer and provides clear and concise responses to their inquiries.
Her attention to detail and organizational skills are highly impressive. Her ability to provide excellent
customer service to internal and external customers while de-escalating and resolving issues makes her an
undeniable asset to the department. Watershed Management salutes Dennise Edwards for her proficient
demonstration of excellence in customer service.
Watershed Management
Fredrick B. Jones
Fredrick B. Jones is a Water Quality Control (WQC) Foreman in Watershed
Management. In the 23 years he has worked in the department, he has gained a
wealth of knowledge. Mr. Jones has an eagerness to learn and does what it takes to
increase the success of the Pole Bridge Water Process Control Facility. He is
currently the only WQC Foreman at the facility to maintain a Wastewater Operator
Class I License, which is above the Class II License required for this position. His
enthusiasm for the job has made him instrumental in the efficient operations at the
plant. Most recently, the plant experienced phosphorus levels that were of concern
in relation to the Environmental Protection Agency (EPA) and Environmental Protection Division (EPD)
parameters. To fix this problem, Mr. Jones made necessary adjustments to the Aluminum Sulfate. He
went above and beyond standard operating procedures of noting the changes in the required log book and
contacted the foreman for all other shifts, informing them of the changes. Being governed by the EPA
and EPD permit regulations, it is critical that the facility remain within specified standards to avoid
violations and pollution to the county’s water supply. His efforts in identifying and rectifying a potential
problem, as well as communicating the course of action with other staff were impressive. It is with great
pleasure that the Department of Watershed Management honor Fredrick B. Jones as a 2015 Customer
Service Award recipient.

Susan Kelley
Susan Kelley is an Administrative Assistant II in Watershed Management and has
worked for DeKalb County for almost five years. Beginning her career with the
county as an Office Assistant in October of 2010, her hard work and outstanding
customer service allowed her to quickly excel through the ranks to her current
position. Ms. Kelley often demonstrates a kind and dedicated nature to help others
by working through her lunch hour or coming in early. She consistently goes
above and beyond, and has received numerous commendations for outstanding
customer service from her grateful customers. Susan provides service with a smile and patiently assists
customers until their inquiries are completely satisfied. Regardless of the nature of the inquiry or the
media over which it was submitted, Susan is always able to provide an effective answer or specific
reference to questions. She does her job diligently and follows up to make sure customers are being
helped satisfactorily. Susan Kelley is a great example of excellent customer service for all DeKalb
County employees and is deserving of recognition.
Watershed Management
Roque Magpoc
Roque Magpoc is a Water Quality Control Electrical Specialist in Watershed
Management and has served the department for more than 10 years. His expertise
and knowledge has helped to reduce the spill rate and ensure equipment is
working properly and processes are followed. Roque has led many successful
projects including repairing the Snapfinger Plant’s electronic system which
controls the press system. Mr. Magpoc single-handedly wired the Programmable
Logic Controller pumps and motors, repaired the Lower Crooked Creek station
controls, installed Variable Frequency Drives and Flow meters, and provided expert feedback on
problem schematics to a manufacturer. These actions resulted in revised drawings to correct problems
with equipment. His in-depth knowledge of the job and willingness to share enables him to serve as
the on-the-job trainer for all his wastewater co-workers. Roque Magpoc has a “jump in and fix it”
attitude that is contagious and deserving of a 2015 Customer Service Award.

Costantino York
Costantino York is a Stockworker in the Department of Watershed
Management. Affectionately referred to as “Tino”, he has been employed
with the department for a little more than one year. In this short period of
time, he has proven to be a great asset to the warehouse team. Tino has
distinguished himself as a fast learner with a strong work ethic and has
taken the initiative to learn every facet of the Construction and
Maintenance Warehouse. Mr. York demonstrates his true team spirit by
often filling in for his co-workers when necessary. He is an outstanding employee who
consistently receives commendations for his excellent customer service skills and going above
and beyond to get the job done. Tino is a dependable and conscientious employee who makes a
concerted effort to deliver extraordinary customer service to our warehouse customers with an

Child Advocacy
Ericka McClam
Ericka McClam is a Chief Investigator with the Child Advocacy Center. Since
2003, she has proven to be a core part of the department and the fight against child
maltreatment in Georgia. Ericka is responsible for overseeing the investigation of
more than 1,500 cases involving abused and neglected children each year. She
uses her extensive and varied experience to prepare case investigations, ensuring
the department’s attorneys have the necessary information to protect the legal
interests of their clients. Ms. McClam’s knowledge of resources and her strong
professional relationships make her the go-to person when the staff needs to evaluate the needs of child
clients and identify appropriate resources. As a member of the DeKalb Taskforce Against Sexually
Exploited Children, Ericka has worked tirelessly to end the sexual exploitation of DeKalb’s children.
She leads through collaboration and service, always striving for excellence. Whether serving internal or
external customers, Ericka seeks to resolve issues and to empower those she serves. No matter the
client, she always seeks to educate, empower and engage. It gives the department great pleasure to
honor Ericka McClam as with a 2015 Customer Service Award.

Bennett Bryan
Bennett Bryan is an Assistant County Attorney in the Law Department and a
relative newcomer to the county. He is assigned to the Law Department’s
Development Team where he advises the Planning & Sustainability Department,
Animal Control, and Elections. He also works on special research projects for the
County Attorney that involve issues of concern to the Chief Executive Officer and
the Board of Commissioners. Although he has only been with department for one
year, he has already made a great impact. Mr. Bryan has distinguished himself by
becoming the “go-to” guy for Temporary Restraining Orders, meaning that he must be ready to appear
in court with short notice and argue cases that he has had less than 24 hours for which to prepare.
Bennett is always eager to volunteer for assignments and tackles each one with gusto. In spite of his
heavy work load, he also serves on the Department’s Information Technology and Social Committees.
He is currently taking the lead in developing the department’s new web page and planning social
functions where in-house and outside attorneys can get to know each other. Bennett’s positive energy is
truly enjoyed by both his colleagues and clients. He impresses management by accepting every tough
assignment with joy and gratitude. Bennett Bryan’s dedication to the job and positive attitude are

Mekel J. Blackwell
Mekel Blackwell is an Audiovisual Production Coordinator for DeKalb County
Television (DCTV), Channel 23. He takes pride in his work, remains dedicated to
the progress and quality of DCTV’s programming, and more importantly, strives to
demonstrate what being a team player truly means. The skills he utilizes on the job
are often part of career training; however, his ability and commitment to uplift and
motivate one’s colleagues are traits that come naturally to this staunch
professional. Mekel volunteers to work the early morning and late night events,
encourages colleagues on chaotic days, and is the epitome of what leadership looks like in an office
setting. It is not unusual to see him at the office on a Sunday or at midnight repairing technical issues.
In fact, although he is in a managerial position, Mr. Blackwell takes it upon himself to work the less
desirable shifts and volunteers to be on call 24 hours a day to alleviate the need for his colleagues to
come to the office during non-standard hours. Mekel Blackwell’s commitment to DCTV and DeKalb
County is a shining example of extraordinary customer service and is deserving of 2015 Customer

Ernestine Carmack
Ernestine Carmack, affectionately called “Tina”, is an Administrative Assistant II
in the Chief of Staff Office of Fire Rescue. Tina has humbly served DeKalb
County for almost 11 years. In 2014, she left the Fire Rescue Academy to take on
the task of supporting the newly implemented Chief of Staff Office, created by the
Fire Chief. Tina embraced the concept and brought forth ideas of how the office
should be managed. The successful development of the conceptual framework is a
model for other departments. Tina instituted new procedures for employee
corrective actions and streamlined the flow of purchase order requests, along with a host of other
initiatives. When DeKalb Fire Rescue experienced an increase in workload as a result of hiring 100
recruits in late summer 2014, Tina continued to assist with all of the necessary paperwork to satisfy
departmental, county and state needs. Her role in the Chief of Staff Office enables her to work in
conjunction with internal and external customers and through her impeccable customer service skills,
has built many strategic partnerships. Ernestine Carmack is not only a true asset to Fire Rescue, but
also to DeKalb County and the citizens we serve.

Jesse Cole
Jesse Cole is a Firefighter I who has been with Fire Rescue for 18 months. In this
short period of time, he has become an essential part of the Fire Rescue team. He
performs his duties with excellence and goes above and beyond to deliver
extraordinary customer service to both internal and external customers. Firefighter
Cole joined DeKalb County Fire Rescue in 2013 and hit the ground running. He
consistently demonstrates a willingness to assist his colleagues and residents in the
Bouldercrest Community. Most notably he along with other members of Fire
Station 10, helped needy families in the community enjoy the 2014 holiday season.
The efforts of Firefighter Cole directly contribute to creating an organizational culture of superior
service. Fire Rescue commends him on his service and giving spirit and is pleased to honor Jesse Cole

Darryl Nichols
Daryl Nichols is a 13 year veteran in the Fire Rescue Department who works as a
Fire Apparatus Operator (FAO). He is a staunch advocate of providing the very
best customer service. He clearly demonstrates that he cares about the community
in which he works by his actions, giving selflessly to support many causes such as
the Muscular Dystrophy Association and volunteering as a DeKalb County Fire
Rescue Explorer Advisor. FAO Nichols’ positive attitude and commitment to the
department and the county earned him recognition as the 2014 Third Quarter Star
Employee Honoree for Fire Rescue. He has also been celebrated for his
professional achievements, including being a recipient of the 2014 Medical Save Award. FAO Darryl
Nichols is a dependable, committed and compassionate person who embodies the customer service

Lester Reese
Lester Reese is a Fire Medic II (FMII) who is a 17 year veteran in the Fire Rescue
Department. During his career, he has received numerous awards and
commendations, including the 2014 Cardiac Save Award. As a highly trained
medic, FMII Reese is often called upon for his vast medical expertise and training
acumen. He is always willing to assist others and has been an invaluable asset to
many of his co-workers, helping them to progress through the ranks of DeKalb
County Fire Rescue. FMII Reese can often be found going above and beyond to
help the homeless in the community. He, along with his colleagues, assisted needy
families during the holidays, buying food and contributing financially to help the less fortunate. Fire
Medic II Lester Reese consistently exceeds customer expectations and his willingness to share his time
and talent make him a worthy recipient of a 2015 Customer Service Award.

Darryl Singleton, Jr.
Darryl Singleton is a Firefighter II in Fire Rescue with more than nine years of
service to the county. During his career, he has continuously gone above and
beyond the call of duty to protect and serve the residents of DeKalb County.
Although Darryl’s primary job is to ensure the safety of the citizens, he is often
known for exceeding expectations and extending friendly gestures to the
community. Last November, Mr. Singleton and members of his crew at Fire
House 10, took the initiative to provide meals and support for needy families in the
Bouldercrest Community. Darryl is a dedicated member of the community and recognizes that
volunteer efforts are an important part of public service. He exemplifies excellence in customer service
in everything he does. It gives the department great pleasure to honor Darryl Singleton with a 2015

Fire Rescue
Kenneth Smarr
Kenneth Smarr is a Fire Captain with DeKalb County Fire Rescue. He has been
with the department for more than 17 years. As a seasoned veteran, he brings a
wealth of knowledge to his role as Volunteer Coordinator for the Fire Service
Explorer Program. This program allows the youth of DeKalb County to work
hands on with on-duty firefighters during the weekends, taking an active role in
making their community safer and better prepared for emergency situations. This
program is instrumental in developing future DeKalb County Firefighters. Captain
Smarr’s exceptional work ethic and outstanding customer service skills are influential in translating the
department’s vision to the parents of youth who also participate in the program. In addition to his
volunteer efforts, Captain Smarr frequently makes trips outside of his normal work hours to represent
the department and the citizens of the county at conferences in Tennessee and Alabama. Captain
Kenneth Smarr unceasingly demonstrates his dedication to the department and the citizens of DeKalb

Callistus Dike
Callistus Dike is a Custodian Senior in the Medical Examiner’s (ME) Office. He
has worked for the ME’s Office for just over one year as the only custodian. As
the facility’s condition began to deteriorate after more than 20 years of occupancy,
Mr. Dike single-handedly cleaned and restored the floors, carpets, walls, rooms,
vents and sidewalks among other things, to a like-new appearance. Due to his
initiative and passion for his work, the complex is now bright, clean and a source
of pride for the employees who work there. Mr. Dike’s pleasant and professional
attitude and impressive work performance regularly garners compliments from office personnel. He
has an outstanding work ethic, often coming in early and staying late, or working weekends so as not to
disrupt the flow of work in the office during the week. In his brief tenure with the ME’s Office, he has
become a truly indispensable team player. He is an exemplary employee and an overall asset to the
ME’s Office and the county. Callistus Dike’s dedication and professionalism are more than deserving

Darrell Bohannon
Darrell Bohannon is a Master Police Officer who has been with DeKalb County
for over 16 years. Throughout his tenure with the county, he has maintained a kind
and courteous demeanor. Officer Bohannon dedicates several hours during his day
to check on businesses, their owners, employees and service workers who manage
24-hour business operations in his East Precinct territory. This type of community
-oriented policing effort has greatly enhanced the department’s ability to maintain
excellent communications with citizens in the area, thus reducing crime. His
commitment to serving and protecting the community helps citizens and local businesses feel confident
and connected to their community and police force. Officer Bohannon is a consummate professional
who takes pride in his ability to effectively convey and support the intent of the Precinct’s Commander
in reducing crime. The supervisors and managers of the East Precinct Morning Watch say that Officer
Bohannon is an outstanding employee and it is a pleasure to work with him. His “community first”
attitude is indicative of a model officer and is deserving of recognition.

Dyke Brown
Dyke Brown is a Master Police Officer in the Police Department who has been
with DeKalb County for more than 20 years. As a nine-year veteran of the Motor
Unit, he has not forgotten the importance of maintaining an excellent relationship
with the citizens and business owners of DeKalb County. Officer Brown
consistently demonstrates that he genuinely has the citizens best interests at heart.
He listens to citizens concerns and takes an active approach in responding to their
appeals for a better quality of life within their neighborhoods. Every day he
combats pestilent issues, such as loud music, loitering, and littering; never
forgetting the importance of clean and safe communities. He regularly participates in school events
such as the parade Fairington Elementary School and “Career Day” at Brown’s Mill Elementary
School. He has received numerous letters of appreciation from students for participation and support.
His interpersonal skills help him diffuse volatile confrontations and to his credit, he has never received
any complaints for traffic stops. He epitomizes what it means to serve the community and the citizens

Lauren Bryant
Lauren Bryant is an Emergency 911 (E-911) Operator who joined Police Services
in 2013. In this short time, she has impressed the E-911 Communications Office
by providing exceptional service and scoring 100% on all Customer Service
surveys. She has also maintained a perfect attendance record, garnering her the
Exceptional Attendance Award for 2014. In addition to her excellent customer
service skills, Lauren has proven that she is a quick learner by completing training
early and working independently, as a call taker, in her first year. She made
further advancements during her second year by completing police dispatch
training; she now works independently as a dispatcher. Lauren has received several accolades and
commendations for her exemplary teamwork during highly stressful situations. One instance where she
demonstrated this was when field units attempted to stop a moving vehicle in which the occupants were
involved in a domestic dispute, and one of the subjects was known to be armed and dangerous. Lauren
remained composed and professional while providing the police units with updated locations of the
vehicle. Her calm demeanor allowed the subject to be apprehended without harm to the parties
involved. This is just one of the many shining examples of Lauren’s excellent customer service and
dedication to the job and to the department. The customer service skills Lauren Bryant displays when
interacting with the public should be a blueprint for other operators to follow.

Police Services
Chaka Freelon
Chaka Freelon is an Emergency 911 (E-911) Operator Senior with more than 13
years of service to the Communications Division. During her career, she
committed to providing exceptional customer service to the citizens of DeKalb
County as well as the field units. She has received several commendations
throughout her career as an E-911 Operator/Dispatcher. Last December, Chaka
answered a call from a citizen reporting suspicious persons in her neighborhood.
Chaka obtained all necessary information and dispatched units to the area. The
subjects were still in the neighborhood when the police arrived and a 30-minute
foot chase ensued. Operator Freelon was able to keep the citizen on the phone and continue to provide
updates to field units. With her guidance, police were able to apprehend five subjects who had
burglarized a nearby residence. This is one of many examples of her excellent customer service skills
and dedication to her profession as an E-911 Operator. She continues to provide remarkable service
every day, sharing her knowledge with new trainees, assisting citizens on 911 calls, and gathering
information for field units. Chaka Freelon’s passion for her job and “get it done” attitude make her
deserving of a 2015 Customer Service Award.

Adam Harlow
Adam Harlow is a Master Police Officer in the DeKalb County Police Department
Uniform Division who has been with the county for six years. Initially employed
with the county as an Emergency Medical Technician (EMT), Officer Harlow
pursued his true passion and joined the police department. During his tenure, he
has received several awards such as Officer of the Month, and myriad precinct
commendations. He consistently shows a steadfast dedication to duty, and his
professionalism is a paragon for new and veteran officers alike. Officer Harlow’s
law enforcement and EMT acumen were clearly illustrated on November 26, 2014
when he responded to a “shots fired” call. After meticulously searching the area for a victim, he located
a blood trail outside an apartment. He knocked on the door and heard someone inside faintly say,
“Help me.” Officer Harlow took immediate action by kicking in the front door. Once he gained entry
into the apartment, he noticed the victim lying on the floor with several gunshot wounds to his body.
The victim was in grave danger and needed immediate medical attention. Officer Harlow retrieved his
trauma bag and treated the victim for his injuries until Emergency Medical Services arrived. According
to the medics on the scene, Officer Harlow’s actions saved the victim’s life. Officer Adam Harlow’s
strong work ethic, caring attitude and impeccable character make him more than deserving to be a 2015
Customer Service Award recipient.

Kevin Hearst
Kevin Hearst is an Animal Control Supervisor who began his career with DeKalb
County more than 20 years ago. His willingness to assist co-workers and his
commitment to the Animal Services Division of Police has earned him recognition
as the “go-to” person for information or directions on gathering evidence for
prosecution cases. He is a nationally certified cruelty investigator and is also
nationally recognized as an animal control/welfare/cruelty/hoarding/dangerous
dog case instructor and case manager. During his tenure, Mr. Hearst has amassed
a wealth of knowledge, affording him the opportunity to serve as a subject matter
expert at conferences and workshops throughout the country. Kevin is committed, compassionate and
devoted to his job, team and works relentlessly to be a voice for animal welfare and public safety. He
regularly volunteers to handle the majority of after-hours emergency calls, which allows his team
members to spend more time with their families. In a recent case, Kevin captured two dogs that were
classified as dangerous and was successful in having the owner arrested for being non-compliant with a
court order. Kevin Hearst is conscientious, compassionate and dedicated to delivering extraordinary
customer service, and is honored today as a 2015 Customer Service Award recipient.

Sholly Hill
Sholly Hill is a Central Records Clerk Senior in the Central Records section of
Police Services. She has maintained a positive attitude and cooperative spirit
throughout her 16-year tenure with the County. Over the past few years, Central
Records has been short staffed. Recognizing the importance of doing what is
needed to get the job done, Sholly regularly steps in and volunteers to take on
additional duties despite her heavy workload. Her diligence, passion and
commitment to the job have enabled Central Records to meet critical deadlines.
Her excellent customer service skills with both internal and external customers has
gained her several commendations. Ms. Hill is an exemplary employee and a valued contributor to the

Melanie Knight
Melanie Knight is a Police Lieutenant (Lt.), currently assigned as the commander
of the Tucker Precinct Field Investigative Unit. Lt. Knight has served the citizens
of DeKalb County for more than 27 years. Even though she wears many hats and
faces various challenges daily, she always takes the time out of her busy schedule
to help others. Her efforts have made a positive impact on the community and
reflect favorably on the Police Department and DeKalb County. Lt. Knight has
worked tirelessly to reinvigorate the DeKalb County Police Explorer Program,
which has been highly successful and led many program participants to continue
their education and pursue degrees. Lt. Knight supports various community programs and events such
as Beat the Badge Road Race, Coffee with a Cop, Tucker Town Talk Community Forum, and a host of
others. She and her team also assisted a single mother with four children during the holidays by
securing generous donations of toys, bikes and food for Christmas dinner. She lends her support
without reservation and always has a smile on her face. Lt. Knight brings a good sense of balance to
get things done in an exceptional way and maintains a willingness to assist in any way. It is with great
pleasure the DeKalb County Police Department recognizes Lieutenant Melanie Knight with a 2015

Keith L. Lee
Keith L. Lee is a Master Police Officer/Detective who began with the DeKalb
County Police Department in April 2002. He is an outstanding employee who
continuously gives of himself to help others. In addition to having a very heavy
workload, Detective Lee devotes time to participating in recruiting events and job
fairs after his normal work day, completing background interviews, conducting
investigations and administering a record number of computerized voice stress
analyzer (CVSA) interviews, commonly referred to as polygraph/lie detector tests.
His high level of proficiency makes him the division’s “go-to-guy”. Detective Lee
undertakes all his responsibilities with the utmost professionalism and has proven to be a team player.
His dedication to the department and overall mission of the Background and Recruiting Unit is a
contributing factor in recruiting outstanding candidates. His efforts produced solid results and helped
the department reach the goal of recruiting 160 new employees. For the last ten years, his “can-do
spirit” has also been visible in the community. Det. Lee organizes the annual Gifts for the Elderly
Christmas Program for Grace Healthcare of Tucker, providing residents with gifts such as socks, shirts,
slippers, blankets and other personal accessories. Detective Keith L. Lee has an outstanding work ethic
and his efforts reflect highly on the unit and department as a whole. Police Services takes great pride in

Kevin McCarthy
Kevin McCarthy is a Master Police Officer/Detective assigned to the East
Investigative Unit within the Police Department. Detective McCarthy has
faithfully served the residents of DeKalb County for over 26 years, 11 of which he
spent in the East Precinct Investigative Unit. He is one of five detectives assigned
to work burglaries within the precinct and the senior detective of the unit.
Detective McCarthy is a team player and a valued member of the East
Investigative Unit. He not only manages his caseload, but also assists with training
new detectives and works as the “officer-in-charge” in the absence of the supervisor. Detective
McCarthy is always willing to assist his supervisors, fellow detectives and citizens without hesitation.
In his work with victims, he makes every attempt to solve their cases expeditiously to prevent further
hardships. He is a dependable and exemplary employee who consistently makes valuable contributions
to the department and DeKalb County. The department is honored to salute Detective Kevin McCarthy

Michael B. Pinson
Michael Pinson is a Master Police officer and a 20-year veteran of the DeKalb
County Police Department. He possesses the ability to relate to everyone he
meets. Very attentive and always polite, he repeatedly exhibits that he is a master
at diffusing volatile situations. Officer Pinson serves as a role model to both new
and veteran officers, possessing an innate ability to positively influence others.
He demonstrated his ability to influence when he persuaded an angry citizen to
change his negative opinion of DeKalb Police to one of praise. He spends quality
time talking with citizens on the proper procedures of how to retrieve their personal property. He also
takes the time to listen intently to victims and offer guidance that puts them at ease. He takes great
pride in his work and it is evident in his interactions with both internal and external customers. Officer
Michael Pinson is recognized for his excellence in customer service and commitment to meeting

James E. Smith
James E. Smith is a Lieutenant (Lt.) who began his career with the DeKalb
County Police Department in 1999. Last year, he successfully launched a number
of projects that have proven to be instrumental in helping the department achieve
its mission. One of his noteworthy accomplishments is the implementation of the
Reserve Officers Program. Through his efforts, retired officers have the
opportunity to volunteer for continued service to the county. In addition to this
program, Lt. Smith is an advisor for the DeKalb County Explorer Program which
gives the youth of DeKalb County an opportunity to get an insider’s view of the DeKalb Police
Department. In his role as advisor, he shares his knowledge, expertise and leadership capabilities with
young people. He is dedicated to the success of the program and willingly commits a significant
amount of his time and resources. In addition to his ancillary assignments, he continues to excel in
recruiting, soliciting and assisting with training to ensure the volunteer force is prepared for duty. Lt.
Smith was recently tasked with providing security for Headquarters, he was able to quickly mobilize the
reserve officers and saved the county time and money. His forward-thinking and civic-minded actions
make Lt. James E. Smith deserving of a 2015 Customer Service Award.

William A. Turner, Jr.
William A. Turner has served four years in the Permits, Taxi, and Wrecker Unit
of the DeKalb County Police Department as a Master Police Officer/Detective.
Detective Turner came to the Police Department by way of the United States
Army. While in the Army, he served a combat tour of duty in Iraq where he was
severely wounded and received a Purple Heart. As a detective, he is responsible
for fingerprinting nearly 5,000 applicants for firearm permits each year. Detective
Turner delivers excellent customer service to an array of applicants, and puts them
at ease in what is naturally a stressful situation. He walks the applicants through the process and helps
them understand what they should do every step of the way. He demonstrates care for his customers by
patiently interacting with each one of them. When he has down time, Detective Turner volunteers to
assist at the front window to reduce customer wait time. In further demonstration of his commitment to
the department and citizens of DeKalb County, he takes it upon himself to assist customers during the
hours that the Permit Office is normally closed for lunch. In doing so, he helps both his colleagues and
citizens by relieving the stress of long wait lines which increases customer satisfaction. Detective
William A. Turner is an exemplary employee who maintains a positive “can-do” attitude and seeks to
continuously deliver extraordinary customer service. For this and many other reasons, he is profoundly
deserving of a 2015 Customer Service Award.

Janice White
Janice White is as a Senior Investigative Aide in the Domestic Violence Unit
within the Criminal Investigation Division of the Police Department. She has
been a dedicated public servant for seven years. Janice unequivocally personifies
the best attributes of a Senior Investigative Aide. Most notably, she is consistently
known to “handle unexpected or additional responsibilities as assigned” without a
second thought. She demonstrated this by embracing the need to work the
evening shift for three months at a time and working extra hours at the customer
service 900 Desk in the Crimes Against Persons Unit. Janice always insists that her job is to aid the
county where ever she is needed. During her service in the Crimes Against Persons Unit, she quickly
and efficiently took on the responsibilities of the duties of the 900 Desk job, including mastering the
complicated task of managing the on-call schedule for the Criminal Investigation Department and
teaching other aides how to do the same. When it became a challenge to manage both the 900 Desk
responsibilities and those of her usual position, Ms. White worked overtime to complete her daily tasks
without hesitation. Janice White always rises to the occasion with a willingness-to-serve spirit that
makes her worthy of a 2015 Customer Service Award.

Tonya Young
Tonya Young is an Administrative Assistant II who began her career in the
Uniform Division of Police Services in 2008. She is an exemplary employee who
consistently exceeds customer service expectations. Her pleasant attitude and
willingness to help others are significant assets that have attributed to her success.
She always seeks ways to be of service to others as can be seen by her volunteer
participation on the PAL Plus Board of Directors. In this role, she organizes the
Summer Workforce Intern Program and coordinates a team to plan the Support
Service Holiday Luncheon. Tonya is very knowledgeable of her job and is often requested to assist
others with administrative duties. She puts her heart into every task that she is assigned including

LEE MAY INTERIM CHIEF EXECUTIVE OFFICER Greetings, In celebration of National County Government Month’s theme, Counties Moving Forward: Transportation and Infrastructure, DeKalb County honors and thanks our dedicated employees who have answered the call of public service by devoting each day to moving this county forward and remain prepared to ensure DeKalb County’s continued growth and prosperity. The Excellence in Customer Service Employee Recognition Program gives us an opportunity to simply say “thank you” for providing exceptional customer service while protecting our communities, processing our service requests, picking up our trash, and beautifying our parks. It takes a special person to dedicate their life to public service, and today we honor those who have answered that call and gone above and beyond their daily duties. With a workforce of nearly 7,000 employees, each and every one who serves embodies the spirit of public service and commitment to getting the job done. You are not told enough that the county appreciates you for showing up and serving. We recognize that our combined efforts will help move the county forward. I especially want to acknowledge the 62 employees identified by their supervisors and managers to receive a customer service award. You are the reason DeKalb County is a model of 21st century governance and excellence, and I salute your service to the 700,000 residents that call DeKalb County home.   • 4. Benita C. Ransom, Human Resources Director Honorees, It gives me great pleasure to recognize you at DeKalb County’s fourth annual Excellence in Customer Service program. We hold this program in conjunction with National County Government Month and celebrate with this year’s theme, Counties Moving America Forward: The Keys are Transportation and Infrastructure. Today we honor, with much enthusiasm, 62 amazing employees whose noteworthy performance continues to move DeKalb County forward. As we strive to brand DeKalb County as a leader in providing quality government services, it is imperative that we honor you for your contribution in meeting the needs of our customers. Without your outstanding efforts, it would be a challenge to achieve this goal. Your continued dedication and work ethic embody the County’s customer service standards.   • 5. Master of Ceremony Buck Lanford Anchor, Good Day Atlanta Buck Lanford joined FOX 5 Atlanta in 1998, after working as the weekend sports anchor at WTOC-TV in Savannah. Prior to tackling anchor duties on Good Day Atlanta, Buck was FOX 5's weekend sports anchor and lived FOX 5's sports slogan: "Get in the Game!" He's covered the Super Bowl, World Series, The Masters, PGA Championship, Daytona 500, Final Four, heavyweight fights and even the American Bowl in Tokyo. He continues to be active in FOX 5's High 5 Sports and High 5 Field Trip events and pep rallies. Covering a story is just the beginning for Buck. He once reported live while driving a race car and served as the "runnercam" reporter for the Peachtree Road Race. Manning the "runnercam" involved delivering live reports and interviews while running the 10K with 50,000 other people. While Buck has covered it all, he is most proud of his four part series on the sport of wheelchair racing. His commitment to the story was so strong, Buck actually competed in the 5K wheelchair race. Buck's unique style and willingness to get in the game has earned him three Emmy awards including Best Sportscaster. Also, the Leukemia & Lymphoma society recognized him with their Michael Schoenbrun National Media award. Heavily involved in the community, Buck speaks at various civic events and emcees the annual Wendy's High School Heisman Awards banquet. Buck's happy to be living in his hometown of Atlanta. A graduate of South Gwinnett High School, he went on to earn degrees in Journalism and Business Management from Georgia State University. In fact, he interned at FOX 5 Atlanta during college! Buck enjoys traveling, playing "bad golf" and surfing not so big waves all over the world. Buck is married to Traci and they have two children.
  • 6. Invocation Rev. Darryl D. Roberts Senior Pastor Reverend Darryl D. Roberts, J.D., serves as the Senior Pastor of Mount Welcome Missionary Baptist Church in Decatur, Georgia, where he was called in October of 2011. His philosophy of ministry is to equip God's people with the tools "to live, to grow, and love to serve" while carrying out the mission of Jesus. As the only son of James T. Roberts and Linda Conner of Cleveland, Ohio, Rev. Roberts was a serious child who felt the irresistible urge to serve God's people early in life. At the tender age of 13, Rev. Roberts heard and answered the call to ministry at Glenville Presbyterian Church, under the leadership of Pastors Rick and Toby Gillespie-Mobley. A son of Olivet Institutional Baptist Church, Rev. Roberts was licensed to preach the Gospel in 1997 and ordained in 2005 by Rev. Dr. Otis Moss, Jr. Rev. Roberts earned a Bachelor of Arts Degree in English from Grinnell College in Grinnell, Iowa. He furthered his academic studies and preparation for ministry at the University of Chicago, where he obtained a Master of Divinity Degree. Rev. Roberts also holds a Juris Doctor Degree from Boston College Law School, where he pursued his interests in the intersection of religion and the law. Rev. Roberts recently satisfied the requirements for a Doctor of Philosophy in Christian Ethics from the Ethics & Society Program at Emory University. He has conducted extensive graduate work in the areas of law, Christian ethics and Black Religion with a particular focus on the role of Black Churches in expanding religious freedom and civil rights during the Civil Rights Movement. From 2007 to 2011, Rev. Roberts served as Associate Minister and Assistant Pastor of the Historic Ebenezer Baptist Church in Atlanta, Georgia, preceded by appointments as Intern and Associate Pastor at Olivet Institutional Baptist Church (Cleveland, OH), Calvary Baptist Church (Haverhill, MA), Salem Baptist Church (Chicago, IL), and Brentwood Baptist Church (Houston, TX). He is the thankful husband of Dr. Laura Morgan Roberts and they are the proud parents of two children.

Keynote Speaker Candy Moore Senior Vice President Southeast Community Development Manager Wells Fargo & Company Candy Moore is the Senior Vice President and Community Development Manager in Atlanta, responsible for the company’s community lending, service and investment strategies and goals for Georgia, Alabama, Mississippi and Tennessee. Candy joined Wachovia in 1993 and has applied her eye for excellence to several roles, including Financial Center Manager, National Director of Marketing for Wachovia Mortgage Corporation and Director of Market Share Growth for Retail Mortgage and Internet Sales. To say that Candy is active in the community is an understatement. She currently serves on the board of the United Way of Greater Atlanta and is the Strategic Implementation Chair Elect for 2014-2015. She also serves on the board of the Atlanta Business League and on Morehouse School of Medicine’s Women with Heart Steering Committee. For ten years, she served on Converse College’s alumnae board and was the first African- American to serve as chair of the college’s Board of Visitors. Candy was also given the honor of delivering the commencement address for Converse College’s graduation in the Spring of 2011, making her the college’s first-ever African-American commencement speaker. Candy’s community involvement continues as a member of the Atlanta Chapter of The Links Inc., where she was among 50 women nationally selected as a member of the Scott Hawkins Leadership Institute (2010 – 2012), appointed by the 15th National President to serve on the National Fund Development Committee, and appointed by the 16th National President to Co- chair the Financial Education Committee for 2014-2016. Her presence in the community has been evident and effective through her membership with the Junior League of Atlanta Political Affairs Committee, her efforts on United Way Campaigns, her work on UNCF’s Corporate Campaign Leadership Council and Annual Mayor’s Masked Ball; and her appointment by Atlanta’s Mayor Kasim Reed to serve on the Mayoral Board of Service. Candy is among Who’s Who in Black Atlanta, and has been named one of Atlanta’s 100 Most Influential African-American Women and one of Atlanta’s 100 Top Black Women of Influence. She is the proud recipient of the Concerned Black Clergy's 2010 Corporate Award, a graduate of Leadership Atlanta’s Class of 2012, and an honoree at the 21st Annual Trumpet Awards in 2013 for the High Tea with High Heels. Candy earned her Bachelor of Arts degree in Business Administration and Marketing, graduating cum laude, from Converse College, an all-women’s college in Spartanburg, S.C. Candy is also a graduate of the yearlong Retail Consumer Bank Associate Management Program.
  • 8. Excellence in Customer Service Program This is the fourth annual Excellence in Customer Service Recognition Program. The purpose of the event is to acknowledge employees who consistently exceed customer expectations, and work with determination to create an organizational culture of superior service resulting in customer satisfaction. The recipients of the awards are selected by their respective departments for having demonstrated one or more of the following:  Performed an extraordinary customer service deed  Solved a significant customer service problem  Followed through with a customer request that was outside the normal scope of work  Consistently exceeded customer expectations or resolved customer issues  Recommended or implemented an enhancement which significantly pp improved customer service Their daily performance embodies the customer service standards below which are the foundation of an effective customer-focused culture.  Courtesy  Accountability  Knowledgeable workforce  Timely service  Cultural sensitivity  Empowerment  Teamwork  Clear communication

  • 16. 1 Administrative Group Finance Janice Summerour Janice Summerour has loyally served DeKalb County for almost 26 years. For the last nine years she has been an asset to the Finance Department as a Payment Processor where she is responsible for processing all DeKalb County accounts payable checks. Each year, Janice processes over 42,000 checks and 85,000 invoices, additionally she manually distributes payments to hundreds of internal customers. Given her robust workload, Janice is currently serving as the main contact and service provider for three new initiatives. During the County’s conversion to a new banker, she led the way in testing and helping to develop the AP Positive Payment transition. Janice also helped test and put into production the payment processing changes when the county converted to new financial software; and, has taken the lead role in making direct deposit payments to vendors. Her dedication, hard work, resilience and commitment to customer service excellence is deserving of a 2015 Customer Service Award. Human Resources Janet Essix Janet Essix is an HR Generalist Principal in the Human Resources (HR) Department, and has been with the County for more than two years. With a law degree, an extensive employee relations background, and national certification as a Senior Professional in Human Resources, Janet quickly established herself as a strong contributing member of the HR team. Janet has a calm, quiet demeanor, yet offers her advice and guidance in a confident, compelling manner. The HR Department has a goal of having 100% of the professional level staff attain national certification through the Human Resources Certification Institute. In 2014, when a number of HR employees and other departmental personnel began to prepare, Janet stepped up and volunteered her time, energy and advanced HR knowledge to help the group prepare for the exam. Throughout the fall of 2014, Janet spent countless evenings and weekends guiding the group through the study materials, spending additional personal time preparing for the sessions. She took on this challenge despite a heavy daily workload and many late evenings required by the job. Janet’s dedication to the field of HR and helping her co-workers become stronger HR practitioners has earned her the sincere appreciation from her department and the honor of a 2015 Customer Service Award.
  • 17. 2 Administrative Group cont’d Information Systems Cynthia Moran Cynthia Moran is a Program Analyst III in the Information Technology Department and began her career with the county in 1999. As a veteran, she understands the expectations of customers and continually delivers exceptional customer service to both internal and external customers. Her primary duties entail supporting the Voter Registration and Elections Office and the iasWorld application, which is the county’s Tax Billing and Collection/CAMA system used by the Property Appraisal Department, Tax Commissioner’s Office, GIS, and the Board of Equalization. Serving as the main contact for these departments, she consistently provides timely and precise information when requested. Ms. Moran recently provided service to Fire Rescue when the mandated Electronic Patient Care Report (ePCR) application stopped working. With only the original Patient Care Report from the ePCR, she diligently worked to recreate the report in Access and create a graphical user interface front-end that the Fire Rescue team could use to enter patient information. Fire Rescue was very pleased with the results and Captain David Galbraith exuberantly exclaimed, “I call this GREAT news and GREAT work by Cynthia!!! WOW, this is incredible!” Cynthia Moran’s impressive work ethic, caring attitude and resonant character make her more than deserving of a 2015 Customer Service Award. Purchasing and Contracting Judi Moore Judi Moore is a Procurement Technician in Purchasing and Contracting Department. Having been with the County for just a short time, she has shown her willingness to go the extra mile to get the job done. Despite her heavy workload, Judi regularly takes on extra responsibilities that are outside of her normal scope of work. She provides excellent service to her customers and co-workers, assisting them with all their needs, never failing to lend a helping hand. She demonstrates a passion for what she does with a distinct eagerness to learn. Her extraordinary service and team spirit are valuable assets to the department. Judi Moore’s strong work ethic, caring attitude, and ability to tackle any job put in front of her makes her more than deserving of a 2015 Customer Service Award.
  • 18. 3 Court System Clerk of Superior Court Durelle Gunn Durelle Gunn is a Court Records Technician III for the Clerk of Superior Court. He has proudly served DeKalb County and the Clerk for almost seven years. His responsibilities are very demanding and require great attention to detail. His proficiency and accuracy have a significantly had a positive impact on the cases he manages. Durelle works to ensure that Court operations flow smoothly and orderly, helping to reduce wait time for customers, and assisting his fellow co- workers maintain their workload. Durelle naturally assists patrons who visit the courthouse, whether they are seeking assistance in the Clerk’s office or elsewhere. Judge Seeliger is so impressed with Mr. Gunn’s work that he has specifically asked that Durelle not be removed from his position, as Judge Seeliger says it would leave a “void” in his courtroom. Due to his noteworthy commendations from Judge Seeliger and others, Durelle Gunn is a deserving recipient of a 2015 Customer Service Award. District Attorney Lola Hall Lola Hall is a Senior Legal Secretary in the Office of the District Attorney. She is soft spoken, but her dedication to her job speaks volumes. Lola’s daily duties include managing several court calendars, scheduling cases and ensuring notices are mailed to defendants, defense attorneys and victims in a timely manner. In addition to her full-time job, she is also attending Atlanta Technical College studying to receive a degree in Paralegal Studies. Her attendance record and strong work ethic are known throughout the courthouse. On two occasions, tragedy struck in her family, Lola would go in to work early to ensure that her work was not behind and that mistakes were not made during her absence. Lola is assigned to Superior Court Judge Gail C. Flake and Assistant District Attorneys Shelly Faulk and Shannon Hodder, but still finds time to fill in when there is a need on the Trial Assistant Team. Lola Hall’s constant drive, strong work ethic and comforting attitude make her more than deserving to be a 2015 Customer Service Award recipient.
  • 19. 4 Court System cont’d Juvenile Court Righteous Chester, Jr. Righteous Chester began his career at the DeKalb Juvenile Court as a Records Technician in March 2008. A former military veteran, Righteous is diligent, hardworking and consistently goes beyond the call of duty to serve the citizens of DeKalb County. When Judge Vincent Crawford’s office was short-staffed, Mr. Chester volunteered to assist Judge Crawford’s court division in addition to performing his regular job duties. Righteous always works without complaint, and greets his colleagues and customers with a smile and willingness to assist. Currently holding the position of Senior Calendar Clerk, Mr. Chester also performs the duties of a Tribunal Clerk as needed, in addition to stepping up to assist a co-worker who was out on leave. Despite his challenging work day, he performs his tasks with accuracy, enthusiasm and superb customer service. Righteous Chester is a dedicated and passionate employee whose work ethic and positive attitude and motivating spirit earn him the distinction of receiving a 2015 Customer Service Award. Recorders Court Kimberly Phelps Kimberly Phelps is an Administrative Coordinator in Recorder’s Court and has served the County for more than three years. Since she began with the Traffic Division just a short while ago, she has distinguished herself as an outstanding employee exhibiting competency and in-depth knowledge of her job duties. Kimberly is always prepared for the day ahead, demonstrating a clear understanding of how the Court should function and what needs to be done to accomplish tasks. Always professional in her demeanor and appearance, she greets everyone with a friendly smile. She is exhibits excellent customer skills and is always helpful with phone and walk-in court customers . It is stressful for customers to appear at court and Kimberly is always able to calm a situation down and work thru customer issues and provide a resolution that is satisfactory to everyone involved. It gives the department great pleasure to honor Kimberly Phelps with a 2015 Customer Service Award.
  • 20. 5 Court System cont’d Solicitor General Cassandra Mouzon Cassandra Mouzon is the Legal Office Coordinator for the Office of the Solicitor- General. She has been with DeKalb County for more than 10 years. For eight of those ten years, she has proudly served in the Solicitor-General’s office. Since her transition to the office, she has exhibited the epitome of customer service. Her tireless efforts and assistance to the support staff allows the office to effectively serve the citizens of DeKalb County. Ms. Mouzon works diligently to ensure that all eighty members of the staff have what they need to perform their job functions and provide the best customer service possible. She goes above and beyond to make certain that all new employees are prepared with everything they will need to be successful in their careers. Cassandra takes great pride in her work and is an invaluable asset to Solicitor’s office and the entire county. Cassandra Mouzon’s dedication to the job and willingness to volunteer is commendable and deserves the distinction of a 2015 Customer Service Award.
  • 21. 6 Development Group Cooperative Extension Service Lynwood Blackmon, II Lynwood Blackmon is the Agriculture and Natural Resources County Extension Agent for Cooperative Extension. Over the course of one year, Lynwood has come into contact with over 2,000 DeKalb County citizens. Being a subject matter expert in Plant and Social Sciences, Weeds, Lawn Care and Vegetable Gardening provides him with the unique ability to simplify very technical information in terms that customers can easily understand. The passion Lynwood feels for people and plants is evident as he goes beyond simply providing answers and gives mini-lessons on gardening. An example of his passion was demonstrated when a citizen came in to the office with a tomato plant that was not growing properly. Instead of providing her with a quick answer, Lynwood spent more than an hour providing her with a detailed explanation and a microscopic view of the diseased plant. In addition to providing the citizen with great detail, he also made various recommendations of what she could do to grow healthy tomato plants. As a result of this encounter, Lynwood was invited to speak at the citizen’s Homeowner’s Association during their “Spring Fling” kickoff meeting. Lynwood Blackmon represents excellence in customer service and all County Extension programs, and is deserving of a 2015 Customer Service Award. Human and Community Development Paula Andrews Paula Andrews is an Administrative Coordinator in the Human and Community Development Department and has served the county for more than 18 years. Ms. Andrews serves as the department liaison to Human Resources and the primary back-up for the Financial Officer Principal regarding departmental fiscal matters. Paula demonstrates exceptional organizational skills and is very meticulous when preparing necessary documents for personnel matters and keeping financial processes working. During a transitional period in the department, she agreed to take on additional work, enabling them to meet aggressive deadlines. Ms. Andrews was also instrumental in creating and developing an intradepartmental orientation manual for new employees and providing training for new administrative staff. In her interactions with the public, county departments and fellow co-workers, she conducts herself in a professional and courteous manner and is always willing to go out of her way to assist everyone. Several citizens, stakeholders and county employees have rendered positive comments regarding her continued excellence in customer service. Paula Andrews has truly proven to be an asset to both the County and the Department of Human and Community Development.
  • 22. 7 Development Group cont’d Planning and Sustainability Sandra Weaver Sandra Weaver is a Building and Fire Plans Examiner in the Planning and Sustainability Department. She has been with DeKalb County for only 15 months and in that short time, she has proven to be an outstanding employee, performing exceptionally well with a high degree of professionalism and competency. Due to her high level of knowledge, Sandra is considered to be the departments “go-to” person. She has recommended and implemented process enhancements that have significantly improved overall customer service. Ms. Weaver represents the department at various meetings because of her ability to effectively and clearly explain regulations and processes. Her approachable demeanor and friendly presence earn her countless compliments from staff, applicants and other members of the public. Sandra Weaver is a clear definition of customer service excellence and is deserving of recognition. Voter Registration and Elections LaTasha Howard LaTasha Howard is an Election Coordinator in the Voter Registration and Elections Department. For more than five years, she has provided a high level of quality service, displaying that she is truly a people person. She has been recognized repeatedly for her ability to adapt and be flexible, contributing to positive experiences for poll workers and DeKalb County citizens. LaTasha often receives compliments from many of the area managers because her outstanding customer service attitude and knack for making difficult jobs much easier. Exercising a teamwork approach, she consulted with area managers to develop a balanced curriculum for training poll workers, often working extra hours on her own time. LaTasha was able to accomplish this through the implementation of on-line training that lessened the amount of time the poll officials had to physically attend mandated training. She revamped the area manager roles to make them more active in the selection, management and evaluation of the poll workers, resulting in poll staffs that are better equipped for the job. She has also instituted “meet and greet” sessions for potential poll workers as a way to introduce the requirements of the position to screen workers before hiring. LaTasha Howard is a model example of delivering extraordinary customer service and is more than deserving of a 2015 Customer Service Award.
  • 23. 8 Development Group cont’d Workforce Development Diontrise Blake Diontrise Blake has faithfully served as an Employment Training Analyst in Workforce Development for three years. She willingly goes above and beyond the scope of her responsibilities to engage employers, community partners and Workforce Investment Act participants by developing, cultivating and maintaining professional working relationships. A bright, shining example of her tenacity and effectiveness were seen through her efforts to build a relationship with DeKalb Medical Center’s (DMC)-Main Campus. Diontrise worked tirelessly to strengthen the relationship; presenting corporate initiatives to key stakeholders of DMC. She recognized the critical factors and characteristics that ideal candidates should possess and successfully identified credible candidates that exceeded the expectations of DeKalb Medical recruiting team. Diontrise was largely successful because she kept the lines of communication open with DMC throughout the process. The experience was such an overwhelming success that DeKalb Medical decided to continue the program and explore other Workforce Development initiatives. She has proven herself to be the subject matter expert and continues to develop an active and growing partnership with DeKalb Medical Center. Diontrise Blake is indeed worthy of the excellence in customer service recognition.
  • 24. 9 Infrastructure Group DeKalb Peachtree Airport Eddie Green, III Eddie Green is a Senior Custodian at the DeKalb Peachtree Airport and has more than three years of dedicated service. During his time with the county, Eddie has provided outstanding customer service to his fellow co-workers, airport tenants, and visitors. He has made significant contributions to assist the airport in meeting mission requirements. Mr. Green is very meticulous and pays close attention to detail when focusing on ensuring the safety of co-workers and patrons, all while impeccably maintaining the airport facilities. His efforts directly contribute to visitors receiving a perfect first impression. Eddie’s knowledge to get the job done right and in a timely manner makes him the automatic go-to person for critical tasks. He is known to greet everyone with a friendly smile and his cheerful personality brightens everyone’s day. Mr. Green epitomizes the caliber of employee needed to improve the overall quality of service provided by DeKalb County and the DeKalb Peachtree Airport, and he is deserving of a 2015 Customer Service Award. Facilities Management Todd Smith Todd Smith is a Facilities Management Coordinator in the Department of Facilities Management. He joined the County in 2002 as an Electrical Inspector and began working with Facilities Management in September 2014. In his short time with Facilities Management, Todd has exhibited great leadership skills and an exemplary work ethic. During the recent anticipated snow storm, Todd drove his usual 55 miles to work, just to make sure that the parking lots and decks were salted and safe for employees when they returned to work, even though offices were closed. During a departmental reorganization, Todd eagerly took over the HVAC group without hesitation. Under his leadership, he kept the team enthusiastic about completing their work to satisfaction and trained and encouraged employees, therefore increasing productivity. Todd is an exceptional employee who is dependable and provides great service to all. It is with great pleasure the department honors Todd Smith with a 2015 Customer Service Award.

Turner Shondra Turner is an Accounting Supervisor in Fleet Maintenance and has dedicated her service to the County for more than seven years. She is an exemplary employee who continually goes out of her way to assist both internal and external customers. Shondra oversees the operation of Fleet’s Accounting team, which also includes the administration of fuel operations, new vehicle check-ins, securing tags and titles for all county vehicles and being the point of contact for our FASTER system technical support. She is always available to lend a helping hand to assist her team members. She has had a great impact on the department in roles where she has served as the lead on projects. One of her most noteworthy acts was when she volunteered to take the lead on organizing and setting up the DeKalb County 2014 Auction. As the lead, Shondra established a credible relationship with suppliers and auctioneers and coordinated with various participating departments to ensure the auction went smoothly. Due to her efforts, the October 2014 auction was a success, yielding over $1.1 million in revenue. Shondra Turner is an outstanding employee who is passionate about work and demonstrates the highest level of customer service both internally and externally. Geographical Information Systems Doronda Owens Doronda Owens is an Administrative Assistant II in the Geographical Information Systems (GIS) Department. She has worked in GIS since 2009 and brings with her over 20 years of local government experience. Doronda is responsible for all administrative functions within the department including quality customer service, payroll coordination, procurement, benefits and budget preparation. Of her many notable accomplishments, Doronda is the architect behind the remarkably informative and well-designed newsletters distributed by GIS, along with a host of other department initiatives. The management team affectionately refers to her as the department psychologist because of her ability to listen and communicate calmly with co-workers. Doronda demonstrates daily that she is a exceptional public servant. She is always punctual and stays late to complete tasks without hesitation. She consistently maintains a high level of professionalism and courtesy when engaging both internal and external customers. Doronda Owens is an all-around outstanding employee who provides exceptional customer service with a smile, making her an ideal recipient of a 2015 Customer Service Award.
  • 26. 11 Infrastructure Group cont’d Library Frances Dotson Frances Dotson is a Librarian in the DeKalb County Library System and has served the citizens of DeKalb for more than nine years. During her tenure, she quickly worked her way from Library Technician to Librarian. She has faithfully served in several library branches and developed a wealth of knowledge that is an asset to both her colleagues and library patrons. Ms. Dotson has proven that she can handle any task at any location. She has successfully implemented several programs at each branch she has worked and always gives 110%. Most notably, she provided creative, quality programming for youth patrons at the Hairston Crossing branch, which led to an increase in participation for the Vacation Reading Program by more than 70% in 2014. In addition to being creative, she is very eloquent, professional and friendly when speaking with patrons. Ms. Dotson exhibits enthusiasm and unwavering cheerfulness in all she does. Her co-workers note, “Fran Dotson is the kind of staff person that any branch would want, but we’re glad we got her!” As the 2014 Library Employee of the Year, it is only fitting that she receive a 2015 Customer Service Award. Public Works Amber G. Weaver Amber Weaver is a Project Manager II in the Public Works Department. She has been an outstanding employee since she started with the county in 2005. Over the last several years, she has been at the forefront of DeKalb County’s environmental sustainability efforts managing the Energy & Environmental Management Plan, as well as the Atlanta Regional Commission Green Communities certification program. Through her management, the county has created policies in energy efficiency and conservation, sustainable landscaping, alternative work schedules and air quality; providing a pathway towards a sustainable future. Ms. Weaver’s environmental efforts include educating both employees and the public on DeKalb’s sustainability goals and accomplishments. She also provides county citizens an opportunity to take part in positive change initiatives through learning opportunities in sustainability on DeKalb’s Green Focus website, environmental segments on DCTV, hosting Earth Day events, teaching DeKalb Boy Scouts about sustainability, and training employees on idling and vanpooling. Amber Weaver’s success can largely be attributed to her excellent customer service skills.

Perry Portia Perry is a Recreation Center Leader at the Tobie Grant Recreation Center in Recreation, Parks and Cultural Affairs. She has worked in several Recreation Centers and has consistently provided excellent customer service to all citizens and visitors. She is always willing to go the extra mile to accommodate her team members and was elected by her peers to represent the front-line employees as a member of the Department’s Leadership Team. Ms. Perry has an outstanding working relationship with external and internal customers of DeKalb County. She clearly receives enjoyment from performing her duties; and her extensive knowledge of the department makes her a great asset to the organization, as she constantly demonstrates outstanding leadership. She has proven to be very caring, having an excellent rapport with people of all ages. Her pleasant and professional demeanor has prompted customers to consistently express their gratitude for her creativity, enthusiasm and responsiveness to their needs. Portia gives new meaning to the term "multitasking”, all while displaying admirable patience and people skills. Her dedication to quality service is outstanding and always exceeds expectations. It gives the department great pleasure to honor Portia J. Perry as a 2015 Customer Service Award recipient . Roads and Drainage Rodney Cammon Rodney Cammon is a Crew Supervisor in Roads and Drainage. He has dedicated more than 26 years to serving the citizens of DeKalb County. Throughout his career he has always exemplified the epitome of outstanding customer service. One such incident occurred in December 2014. Rodney and his co-worker witnessed a pedestrian accident and came to the aid of the two accident victims, a mother and son. When Rodney realized that there had been an accident, he immediately stopped his vehicle and turned on his emergency flashing lights to block oncoming traffic. Rodney, with the assistance of another witness, rendered aid and comfort to the mother and child and stayed with the victims until emergency personnel arrived. Unfortunately, the mother passed away on the scene but Mr. Cammon remained until the accident scene had been cleared. This kind of selfless act is one that cannot be taught but one that comes from within a kind-hearted individual. It is with great pleasure that Roads and Drainage honors such an outstanding employee.
  • 28. 13 Infrastructure Group cont’d Roads and Drainage Harvey Carter Harvey Carter is a General Foreman in Roads and Drainage. He has dedicated more than 27 years of service to DeKalb County. Throughout his career, Mr. Carter has continuously delivered exceptional customer service to everyone he encounters. He is always willing to step in and assist anyone when needed, whether it is a co-worker or the public. On more than one occasion, Mr. Carter has helped individuals who were victims of traffic violations. During these incidents, Mr. Carter waited patiently with the victims ensuring they were safe and stayed calm until first responders arrived on-scene. Viewed by many of his peers as kind-hearted and motivational, Harvey provides excellent leadership and is an inspiration to many in his department. Harvey Carter’s effortless acts of kindness and ability to put others before himself is the epitome of a true public servant and an ideal employee. Sanitation Sonji Davis Sonji Davis is an Accountant in Sanitation, and has been with the DeKalb County for almost seven years. She has consistently delivered extraordinary customer service and excellent work products to the division’s executive management team and others throughout the county. Her extensive knowledge in all areas frees up the Associate Director and other internal members of the leadership to focus on managing the division. Ms. Davis possesses excellent communication, listening, interpersonal, problem solving and project coordination skills. She often has to be the “jack of all trades”, juggling many tasks simultaneously. Ms. Davis is a trusted employee who is heavily relied upon by the executive staff to complete critical aspects of deliverables during their absence. She is always willing to go beyond the extra mile to ensure that all work is complete, providing the executive floor with the highest standard of excellence service. Sonji Davis is an outstanding and dedicated member to the administrative division and is well deserving of this recognition.
  • 29. 14 Infrastructure Group cont’d Sanitation Cecil Harris, Jr. Cecil Harris is a Crew Worker Senior in the Processing Division of Sanitation. He has been with the county for a little over one year and in that short time he has proven to be a valuable asset to the operation. Mr. Harris goes above and beyond to ensure his job duties are carried out correctly and in a timely manner. He continues to impress management by demonstrating an exceptional work ethic. Mr. Harris shows up for work an hour before he is scheduled “just in case” he is needed. He possesses an eagerness to learn and takes on additional duties outside of his scope of work. He has learned how to operate equipment for many different processes within the operation. In addition to his remarkable work habits, he exhibits exceptional customer service skills when engaging with the citizens of DeKalb County. Mr. Harris has a “can do, will do” attitude and regularly helps to resolve issues. Cecil Harris does what it takes to get the job done and is a team player, making him invaluable to the department and deserving of a 2015 Customer Service Award. Sanitation James Latner James Latner is a Sanitation Inspector in the Keep DeKalb Beautiful division of Sanitation and has been an inspector for six years. In his 12 years of service with the County, he has consistently demonstrated a commitment to protecting citizens from code violations and environmental hazards. Last year, Mr. Latner worked tirelessly to uncover a dumpsite which contained over 25,000 illegally dumped tires. He worked diligently to ensure the site was completely cleared and the tires were disposed of in an environmentally safe manner. Mr. Latner takes pride in his work and has received numerous commendations for his thoroughness and attention to detail. He is dedicated to the Keep DeKalb Beautiful Program and because of his steadfast commitment, James Latner is a worthy recipient of a 2015 Customer Service Award.
  • 30. 15 Infrastructure Group cont’d Sanitation Syntorious Ross Syntorious Ross began working in the Sanitation Collections Division as a Refuse Collector in March 2014. Since he started just over one year ago, many of the citizens he serves have given favorable reports about his polite, courteous and professional interaction with the public. Syntorious goes above and beyond the call of duty and never complains. He is always ready to assist others when needed and is a perfect role model to fellow co-workers. Syntorious delivers extraordinary customer service and works hard to improve himself. In only a year’s time, he obtained a commercial drivers license and is now capable of driving commercial vehicles. Syntorious consistently demonstrates an outstanding work ethic, professional and courteous demeanor and overall team spirit. Sanitation is proud to recognize him as a 2015 Customer Service Award recipient. Sanitation Dexter Safford Dexter Safford is a Sanitation Field Supervisor assigned to the Commercial Service Division in Sanitation. He has been with the department for more than 11 years. As the supervisor for the North District, he has a team player mentality, provides strong leadership and always displays a positive attitude. His energetic spirit resonates with his employees resulting in high morale, even during challenging times. Mr. Safford can be counted upon to get the job done and is often called on to complete tasks after hours, responding without complaint. His ability to resolve escalated customer care concerns in a timely manner is a reflection of his superior customer service skills. He enjoys his job and his efforts to help make employee’s jobs easier is commendable. Dexter Safford exemplifies excellence in customer service in all he does and is deserving of a 2015 Customer Service Award.
  • 31. 16 Infrastructure Group cont’d Sanitation Anthony Shannon Anthony Shannon is Field Supervisor in the residential division of Sanitation. He began his career with DeKalb County more than 25 years ago as a Refuse Collector. With hard work and determination, he was promoted to Driver Crew Leader and later elevated to Sanitation Field Supervisor. Throughout his career, he has always shown great initiative, determination, and dedication to the job. Mr. Shannon is a demonstrated team player who does not hesitate to do what is necessary to ensure residents are serviced on schedule, even if that means performing additional duties such as driving a collection vehicle or collecting refuse. He consistently proves that he is not afraid to be in the trenches with his team and always leads by example. Anthony Shannon is a consummate team player and is well-deserving of recognition. Sanitation is proud to honor him for his dedicated service, leadership and teamwork. Sanitation Greg E. Smith, Jr. Greg Smith is a Landfill Equipment Operator in the Processing Division of Sanitation. He has served the citizens of DeKalb County for more than 14 years. Mr. Smith has risen through the ranks from Crew Worker to Landfill Equipment Operator, earning a commercial drivers license and learning to operate and maintain all of the heavy equipment used at the East Transfer Station. Mr. Smith excels in his position because of his commitment to continual learning and dedication to personal and professional growth as demonstrated by his eager participation in the Sanitation Career Development Program. Greg is always ready to spot for the county operators, collection personnel, roll-off drivers and commercial collection drivers allowing them to get in and out of the transfer station as quickly as possible. He has also taken on the responsibility of operating the Deceased Animal Crematory, one of the more unpleasant jobs in the Sanitation Department. Greg handles every aspect of the job in a very professional and compassionate manner. He is always sympathetic to the families who bring in their beloved pets for cremation. Greg Smith continuously sets the standard for Excellence in Customer Service and is deserving of a 2015 Customer Service Award.
  • 32. 17 Infrastructure Group cont’d Transportation Curtis Watkins Curtis Watkins is a Design Specialist in Transportation. He has been with the County for more than 22 years, working in Transportation for 16 of those years. During his career with DeKalb County, he has worked in various departments, affording him institutional knowledge that he willingly shares with his peers. Mr. Watkins exhibits detailed knowledge of many design standards and historic records from roadways to water system designs. In addition to his wealth of knowledge, he also presents himself as a people person who is willing to lend a helping hand at any time. When citizens arrive at the office, Mr. Watkins always assists them with their fact-finding needs, no matter how long it takes to find what can seem like a “needle in a haystack”. Curtis Watkins demonstrates patience, understanding, and excellent customer service with a smile, all tenets of a Customer Service Award recipient. Watershed Management Jamilya Briggs Jamilya Briggs is a Chemist in the Department of Watershed Management. She has served the county for more than four years working at the Scott Candler Water Treatment Plant. Her primary responsibilities include overseeing lab operations that test the quality of drinking water and ensuring that the water treatment plant meets federal and state regulatory guidelines. Ms. Briggs consistently goes out of her way to help others within the department improve both personally and professionally. A consummate event planner, Jamilya initiates social gatherings such as birthdays, retirement and holiday luncheons. She also takes the lead in championing county philanthropic efforts and garnering support from her colleagues for events like the March of Dimes and encouraging and inspiring team members to lose weight and eat healthier. Jamilya’s efforts boost employee morale and are an inspiration to the entire department. She maintains a positive attitude, delivers an outstanding work product, all while working on a Master’s degree. Watershed Management recognizes Jamilya Briggs for her strong work ethic, caring and positive attitude, and dedication to her job.
  • 33. 18 Infrastructure Group cont’d Watershed Management Dennise Edwards Dennise Edwards is a Geographical Information (GIS) Specialist in Watershed Management. She has been with DeKalb County for more than 16 years. As a GIS Specialist, she plays a critical role in assisting the Engineering and Asset Management Division of Watershed Management. In her role, she develops and maintains the petition sewer process which helps citizens connect to the county sewer service. Whenever citizens experience difficulties with their connections, they often contact Ms. Edwards directly because she is always patient and friendly. She delivers individualized care to each customer and provides clear and concise responses to their inquiries. Her attention to detail and organizational skills are highly impressive. Her ability to provide excellent customer service to internal and external customers while de-escalating and resolving issues makes her an undeniable asset to the department. Watershed Management salutes Dennise Edwards for her proficient demonstration of excellence in customer service. Watershed Management Fredrick B. Jones Fredrick B. Jones is a Water Quality Control (WQC) Foreman in Watershed Management. In the 23 years he has worked in the department, he has gained a wealth of knowledge. Mr. Jones has an eagerness to learn and does what it takes to increase the success of the Pole Bridge Water Process Control Facility. He is currently the only WQC Foreman at the facility to maintain a Wastewater Operator Class I License, which is above the Class II License required for this position. His enthusiasm for the job has made him instrumental in the efficient operations at the plant. Most recently, the plant experienced phosphorus levels that were of concern in relation to the Environmental Protection Agency (EPA) and Environmental Protection Division (EPD) parameters. To fix this problem, Mr. Jones made necessary adjustments to the Aluminum Sulfate. He went above and beyond standard operating procedures of noting the changes in the required log book and contacted the foreman for all other shifts, informing them of the changes. Being governed by the EPA and EPD permit regulations, it is critical that the facility remain within specified standards to avoid violations and pollution to the county’s water supply. His efforts in identifying and rectifying a potential problem, as well as communicating the course of action with other staff were impressive. It is with great pleasure that the Department of Watershed Management honor Fredrick B. Jones as a 2015 Customer Service Award recipient.
  • 34. 19 Infrastructure Group cont’d Watershed Management Susan Kelley Susan Kelley is an Administrative Assistant II in Watershed Management and has worked for DeKalb County for almost five years. Beginning her career with the county as an Office Assistant in October of 2010, her hard work and outstanding customer service allowed her to quickly excel through the ranks to her current position. Ms. Kelley often demonstrates a kind and dedicated nature to help others by working through her lunch hour or coming in early. She consistently goes above and beyond, and has received numerous commendations for outstanding customer service from her grateful customers. Susan provides service with a smile and patiently assists customers until their inquiries are completely satisfied. Regardless of the nature of the inquiry or the media over which it was submitted, Susan is always able to provide an effective answer or specific reference to questions. She does her job diligently and follows up to make sure customers are being helped satisfactorily. Susan Kelley is a great example of excellent customer service for all DeKalb County employees and is deserving of recognition. Watershed Management Roque Magpoc Roque Magpoc is a Water Quality Control Electrical Specialist in Watershed Management and has served the department for more than 10 years. His expertise and knowledge has helped to reduce the spill rate and ensure equipment is working properly and processes are followed. Roque has led many successful projects including repairing the Snapfinger Plant’s electronic system which controls the press system. Mr. Magpoc single-handedly wired the Programmable Logic Controller pumps and motors, repaired the Lower Crooked Creek station controls, installed Variable Frequency Drives and Flow meters, and provided expert feedback on problem schematics to a manufacturer. These actions resulted in revised drawings to correct problems with equipment. His in-depth knowledge of the job and willingness to share enables him to serve as the on-the-job trainer for all his wastewater co-workers. Roque Magpoc has a “jump in and fix it” attitude that is contagious and deserving of a 2015 Customer Service Award.

Affectionately referred to as “Tino”, he has been employed with the department for a little more than one year. In this short period of time, he has proven to be a great asset to the warehouse team. Tino has distinguished himself as a fast learner with a strong work ethic and has taken the initiative to learn every facet of the Construction and Maintenance Warehouse. Mr. York demonstrates his true team spirit by often filling in for his co-workers when necessary. He is an outstanding employee who consistently receives commendations for his excellent customer service skills and going above and beyond to get the job done. Tino is a dependable and conscientious employee who makes a concerted effort to deliver extraordinary customer service to our warehouse customers with an upbeat and positive attitude.   • 36. 21 Legal Group Child Advocacy Ericka McClam Ericka McClam is a Chief Investigator with the Child Advocacy Center. Since 2003, she has proven to be a core part of the department and the fight against child maltreatment in Georgia. Ericka is responsible for overseeing the investigation of more than 1,500 cases involving abused and neglected children each year. She uses her extensive and varied experience to prepare case investigations, ensuring the department’s attorneys have the necessary information to protect the legal interests of their clients. Ms. McClam’s knowledge of resources and her strong professional relationships make her the go-to person when the staff needs to evaluate the needs of child clients and identify appropriate resources. As a member of the DeKalb Taskforce Against Sexually Exploited Children, Ericka has worked tirelessly to end the sexual exploitation of DeKalb’s children. She leads through collaboration and service, always striving for excellence. Whether serving internal or external customers, Ericka seeks to resolve issues and to empower those she serves. No matter the client, she always seeks to educate, empower and engage. It gives the department great pleasure to honor Ericka McClam as with a 2015 Customer Service Award. Law Department Bennett Bryan Bennett Bryan is an Assistant County Attorney in the Law Department and a relative newcomer to the county. He is assigned to the Law Department’s Development Team where he advises the Planning & Sustainability Department, Animal Control, and Elections. He also works on special research projects for the County Attorney that involve issues of concern to the Chief Executive Officer and the Board of Commissioners. Although he has only been with department for one year, he has already made a great impact. Mr. Bryan has distinguished himself by becoming the “go-to” guy for Temporary Restraining Orders, meaning that he must be ready to appear in court with short notice and argue cases that he has had less than 24 hours for which to prepare. Bennett is always eager to volunteer for assignments and tackles each one with gusto. In spite of his heavy work load, he also serves on the Department’s Information Technology and Social Committees. He is currently taking the lead in developing the department’s new web page and planning social functions where in-house and outside attorneys can get to know each other. Bennett’s positive energy is truly enjoyed by both his colleagues and clients. He impresses management by accepting every tough assignment with joy and gratitude. Bennett Bryan’s dedication to the job and positive attitude are noteworthy and deserving of a 2015 Customer Service Award.
  • 37. 22 Office of the Chief Operating Officer DCTV Mekel J. Blackwell Mekel Blackwell is an Audiovisual Production Coordinator for DeKalb County Television (DCTV), Channel 23. He takes pride in his work, remains dedicated to the progress and quality of DCTV’s programming, and more importantly, strives to demonstrate what being a team player truly means. The skills he utilizes on the job are often part of career training; however, his ability and commitment to uplift and motivate one’s colleagues are traits that come naturally to this staunch professional. Mekel volunteers to work the early morning and late night events, encourages colleagues on chaotic days, and is the epitome of what leadership looks like in an office setting. It is not unusual to see him at the office on a Sunday or at midnight repairing technical issues. In fact, although he is in a managerial position, Mr. Blackwell takes it upon himself to work the less desirable shifts and volunteers to be on call 24 hours a day to alleviate the need for his colleagues to come to the office during non-standard hours. Mekel Blackwell’s commitment to DCTV and DeKalb County is a shining example of extraordinary customer service and is deserving of 2015 Customer Service Award.
  • 38. 23 Public Safety Group Fire Rescue Ernestine Carmack Ernestine Carmack, affectionately called “Tina”, is an Administrative Assistant II in the Chief of Staff Office of Fire Rescue. Tina has humbly served DeKalb County for almost 11 years. In 2014, she left the Fire Rescue Academy to take on the task of supporting the newly implemented Chief of Staff Office, created by the Fire Chief. Tina embraced the concept and brought forth ideas of how the office should be managed. The successful development of the conceptual framework is a model for other departments. Tina instituted new procedures for employee corrective actions and streamlined the flow of purchase order requests, along with a host of other initiatives. When DeKalb Fire Rescue experienced an increase in workload as a result of hiring 100 recruits in late summer 2014, Tina continued to assist with all of the necessary paperwork to satisfy departmental, county and state needs. Her role in the Chief of Staff Office enables her to work in conjunction with internal and external customers and through her impeccable customer service skills, has built many strategic partnerships. Ernestine Carmack is not only a true asset to Fire Rescue, but also to DeKalb County and the citizens we serve. Fire Rescue Jesse Cole Jesse Cole is a Firefighter I who has been with Fire Rescue for 18 months. In this short period of time, he has become an essential part of the Fire Rescue team. He performs his duties with excellence and goes above and beyond to deliver extraordinary customer service to both internal and external customers. Firefighter Cole joined DeKalb County Fire Rescue in 2013 and hit the ground running. He consistently demonstrates a willingness to assist his colleagues and residents in the Bouldercrest Community. Most notably he along with other members of Fire Station 10, helped needy families in the community enjoy the 2014 holiday season. The efforts of Firefighter Cole directly contribute to creating an organizational culture of superior service. Fire Rescue commends him on his service and giving spirit and is pleased to honor Jesse Cole with a 2015 Customer Service Award.
  • 39. 24 Public Safety Group cont’d Fire Rescue Darryl Nichols Daryl Nichols is a 13 year veteran in the Fire Rescue Department who works as a Fire Apparatus Operator (FAO). He is a staunch advocate of providing the very best customer service. He clearly demonstrates that he cares about the community in which he works by his actions, giving selflessly to support many causes such as the Muscular Dystrophy Association and volunteering as a DeKalb County Fire Rescue Explorer Advisor. FAO Nichols’ positive attitude and commitment to the department and the county earned him recognition as the 2014 Third Quarter Star Employee Honoree for Fire Rescue. He has also been celebrated for his professional achievements, including being a recipient of the 2014 Medical Save Award. FAO Darryl Nichols is a dependable, committed and compassionate person who embodies the customer service standards. We salute you as a recipient of a 2015 Customer Service Award. Fire Rescue Lester Reese Lester Reese is a Fire Medic II (FMII) who is a 17 year veteran in the Fire Rescue Department. During his career, he has received numerous awards and commendations, including the 2014 Cardiac Save Award. As a highly trained medic, FMII Reese is often called upon for his vast medical expertise and training acumen. He is always willing to assist others and has been an invaluable asset to many of his co-workers, helping them to progress through the ranks of DeKalb County Fire Rescue. FMII Reese can often be found going above and beyond to help the homeless in the community. He, along with his colleagues, assisted needy families during the holidays, buying food and contributing financially to help the less fortunate. Fire Medic II Lester Reese consistently exceeds customer expectations and his willingness to share his time and talent make him a worthy recipient of a 2015 Customer Service Award.
  • 40. 25 Public Safety Group cont’d Fire Rescue Darryl Singleton, Jr. Darryl Singleton is a Firefighter II in Fire Rescue with more than nine years of service to the county. During his career, he has continuously gone above and beyond the call of duty to protect and serve the residents of DeKalb County. Although Darryl’s primary job is to ensure the safety of the citizens, he is often known for exceeding expectations and extending friendly gestures to the community. Last November, Mr. Singleton and members of his crew at Fire House 10, took the initiative to provide meals and support for needy families in the Bouldercrest Community. Darryl is a dedicated member of the community and recognizes that volunteer efforts are an important part of public service. He exemplifies excellence in customer service in everything he does. It gives the department great pleasure to honor Darryl Singleton with a 2015 Customer Service Award. Fire Rescue Kenneth Smarr Kenneth Smarr is a Fire Captain with DeKalb County Fire Rescue. He has been with the department for more than 17 years. As a seasoned veteran, he brings a wealth of knowledge to his role as Volunteer Coordinator for the Fire Service Explorer Program. This program allows the youth of DeKalb County to work hands on with on-duty firefighters during the weekends, taking an active role in making their community safer and better prepared for emergency situations. This program is instrumental in developing future DeKalb County Firefighters. Captain Smarr’s exceptional work ethic and outstanding customer service skills are influential in translating the department’s vision to the parents of youth who also participate in the program. In addition to his volunteer efforts, Captain Smarr frequently makes trips outside of his normal work hours to represent the department and the citizens of the county at conferences in Tennessee and Alabama. Captain Kenneth Smarr unceasingly demonstrates his dedication to the department and the citizens of DeKalb County, making him more than deserving of a 2015 Customer Service Award.
  • 41. 26 Public Safety Group cont’d Medical Examiner Callistus Dike Callistus Dike is a Custodian Senior in the Medical Examiner’s (ME) Office. He has worked for the ME’s Office for just over one year as the only custodian. As the facility’s condition began to deteriorate after more than 20 years of occupancy, Mr. Dike single-handedly cleaned and restored the floors, carpets, walls, rooms, vents and sidewalks among other things, to a like-new appearance. Due to his initiative and passion for his work, the complex is now bright, clean and a source of pride for the employees who work there. Mr. Dike’s pleasant and professional attitude and impressive work performance regularly garners compliments from office personnel. He has an outstanding work ethic, often coming in early and staying late, or working weekends so as not to disrupt the flow of work in the office during the week. In his brief tenure with the ME’s Office, he has become a truly indispensable team player. He is an exemplary employee and an overall asset to the ME’s Office and the county. Callistus Dike’s dedication and professionalism are more than deserving of a 2015 Customer Service Award. Police Services Darrell Bohannon Darrell Bohannon is a Master Police Officer who has been with DeKalb County for over 16 years. Throughout his tenure with the county, he has maintained a kind and courteous demeanor. Officer Bohannon dedicates several hours during his day to check on businesses, their owners, employees and service workers who manage 24-hour business operations in his East Precinct territory. This type of community -oriented policing effort has greatly enhanced the department’s ability to maintain excellent communications with citizens in the area, thus reducing crime. His commitment to serving and protecting the community helps citizens and local businesses feel confident and connected to their community and police force. Officer Bohannon is a consummate professional who takes pride in his ability to effectively convey and support the intent of the Precinct’s Commander in reducing crime. The supervisors and managers of the East Precinct Morning Watch say that Officer Bohannon is an outstanding employee and it is a pleasure to work with him. His “community first” attitude is indicative of a model officer and is deserving of recognition.
  • 42. 27 Public Safety Group cont’d Police Services Dyke Brown Dyke Brown is a Master Police Officer in the Police Department who has been with DeKalb County for more than 20 years. As a nine-year veteran of the Motor Unit, he has not forgotten the importance of maintaining an excellent relationship with the citizens and business owners of DeKalb County. Officer Brown consistently demonstrates that he genuinely has the citizens best interests at heart. He listens to citizens concerns and takes an active approach in responding to their appeals for a better quality of life within their neighborhoods. Every day he combats pestilent issues, such as loud music, loitering, and littering; never forgetting the importance of clean and safe communities. He regularly participates in school events such as the parade Fairington Elementary School and “Career Day” at Brown’s Mill Elementary School. He has received numerous letters of appreciation from students for participation and support. His interpersonal skills help him diffuse volatile confrontations and to his credit, he has never received any complaints for traffic stops. He epitomizes what it means to serve the community and the citizens of DeKalb County. Officer Dyke Brown’s commitment to the job and outstanding customer service is worthy of recognition. Police Services Lauren Bryant Lauren Bryant is an Emergency 911 (E-911) Operator who joined Police Services in 2013. In this short time, she has impressed the E-911 Communications Office by providing exceptional service and scoring 100% on all Customer Service surveys. She has also maintained a perfect attendance record, garnering her the Exceptional Attendance Award for 2014. In addition to her excellent customer service skills, Lauren has proven that she is a quick learner by completing training early and working independently, as a call taker, in her first year. She made further advancements during her second year by completing police dispatch training; she now works independently as a dispatcher. Lauren has received several accolades and commendations for her exemplary teamwork during highly stressful situations. One instance where she demonstrated this was when field units attempted to stop a moving vehicle in which the occupants were involved in a domestic dispute, and one of the subjects was known to be armed and dangerous. Lauren remained composed and professional while providing the police units with updated locations of the vehicle. Her calm demeanor allowed the subject to be apprehended without harm to the parties involved. This is just one of the many shining examples of Lauren’s excellent customer service and dedication to the job and to the department. The customer service skills Lauren Bryant displays when interacting with the public should be a blueprint for other operators to follow.
  • 43. 28 Public Safety Group cont’d Police Services Chaka Freelon Chaka Freelon is an Emergency 911 (E-911) Operator Senior with more than 13 years of service to the Communications Division. During her career, she committed to providing exceptional customer service to the citizens of DeKalb County as well as the field units. She has received several commendations throughout her career as an E-911 Operator/Dispatcher. Last December, Chaka answered a call from a citizen reporting suspicious persons in her neighborhood. Chaka obtained all necessary information and dispatched units to the area. The subjects were still in the neighborhood when the police arrived and a 30-minute foot chase ensued. Operator Freelon was able to keep the citizen on the phone and continue to provide updates to field units. With her guidance, police were able to apprehend five subjects who had burglarized a nearby residence. This is one of many examples of her excellent customer service skills and dedication to her profession as an E-911 Operator. She continues to provide remarkable service every day, sharing her knowledge with new trainees, assisting citizens on 911 calls, and gathering information for field units. Chaka Freelon’s passion for her job and “get it done” attitude make her deserving of a 2015 Customer Service Award. Police Services Adam Harlow Adam Harlow is a Master Police Officer in the DeKalb County Police Department Uniform Division who has been with the county for six years. Initially employed with the county as an Emergency Medical Technician (EMT), Officer Harlow pursued his true passion and joined the police department. During his tenure, he has received several awards such as Officer of the Month, and myriad precinct commendations. He consistently shows a steadfast dedication to duty, and his professionalism is a paragon for new and veteran officers alike. Officer Harlow’s law enforcement and EMT acumen were clearly illustrated on November 26, 2014 when he responded to a “shots fired” call. After meticulously searching the area for a victim, he located a blood trail outside an apartment. He knocked on the door and heard someone inside faintly say, “Help me.” Officer Harlow took immediate action by kicking in the front door. Once he gained entry into the apartment, he noticed the victim lying on the floor with several gunshot wounds to his body. The victim was in grave danger and needed immediate medical attention. Officer Harlow retrieved his trauma bag and treated the victim for his injuries until Emergency Medical Services arrived. According to the medics on the scene, Officer Harlow’s actions saved the victim’s life. Officer Adam Harlow’s strong work ethic, caring attitude and impeccable character make him more than deserving to be a 2015 Customer Service Award recipient.
  • 44. 29 Public Safety Group cont’d Police Services Kevin Hearst Kevin Hearst is an Animal Control Supervisor who began his career with DeKalb County more than 20 years ago. His willingness to assist co-workers and his commitment to the Animal Services Division of Police has earned him recognition as the “go-to” person for information or directions on gathering evidence for prosecution cases. He is a nationally certified cruelty investigator and is also nationally recognized as an animal control/welfare/cruelty/hoarding/dangerous dog case instructor and case manager. During his tenure, Mr. Hearst has amassed a wealth of knowledge, affording him the opportunity to serve as a subject matter expert at conferences and workshops throughout the country. Kevin is committed, compassionate and devoted to his job, team and works relentlessly to be a voice for animal welfare and public safety. He regularly volunteers to handle the majority of after-hours emergency calls, which allows his team members to spend more time with their families. In a recent case, Kevin captured two dogs that were classified as dangerous and was successful in having the owner arrested for being non-compliant with a court order. Kevin Hearst is conscientious, compassionate and dedicated to delivering extraordinary customer service, and is honored today as a 2015 Customer Service Award recipient. Police Services Sholly Hill Sholly Hill is a Central Records Clerk Senior in the Central Records section of Police Services. She has maintained a positive attitude and cooperative spirit throughout her 16-year tenure with the County. Over the past few years, Central Records has been short staffed. Recognizing the importance of doing what is needed to get the job done, Sholly regularly steps in and volunteers to take on additional duties despite her heavy workload. Her diligence, passion and commitment to the job have enabled Central Records to meet critical deadlines. Her excellent customer service skills with both internal and external customers has gained her several commendations. Ms. Hill is an exemplary employee and a valued contributor to the county and Central Records. Sholly Hill has a strong work ethic and caring attitude; these attributes make her more than deserving of a 2015 Customer Service Award.
  • 45. 30 Public Safety Group cont’d Police Services Melanie Knight Melanie Knight is a Police Lieutenant (Lt.), currently assigned as the commander of the Tucker Precinct Field Investigative Unit. Lt. Knight has served the citizens of DeKalb County for more than 27 years. Even though she wears many hats and faces various challenges daily, she always takes the time out of her busy schedule to help others. Her efforts have made a positive impact on the community and reflect favorably on the Police Department and DeKalb County. Lt. Knight has worked tirelessly to reinvigorate the DeKalb County Police Explorer Program, which has been highly successful and led many program participants to continue their education and pursue degrees. Lt. Knight supports various community programs and events such as Beat the Badge Road Race, Coffee with a Cop, Tucker Town Talk Community Forum, and a host of others. She and her team also assisted a single mother with four children during the holidays by securing generous donations of toys, bikes and food for Christmas dinner. She lends her support without reservation and always has a smile on her face. Lt. Knight brings a good sense of balance to get things done in an exceptional way and maintains a willingness to assist in any way. It is with great pleasure the DeKalb County Police Department recognizes Lieutenant Melanie Knight with a 2015 Customer Service Award. Police Services Keith L. Lee Keith L. Lee is a Master Police Officer/Detective who began with the DeKalb County Police Department in April 2002. He is an outstanding employee who continuously gives of himself to help others. In addition to having a very heavy workload, Detective Lee devotes time to participating in recruiting events and job fairs after his normal work day, completing background interviews, conducting investigations and administering a record number of computerized voice stress analyzer (CVSA) interviews, commonly referred to as polygraph/lie detector tests. His high level of proficiency makes him the division’s “go-to-guy”. Detective Lee undertakes all his responsibilities with the utmost professionalism and has proven to be a team player. His dedication to the department and overall mission of the Background and Recruiting Unit is a contributing factor in recruiting outstanding candidates. His efforts produced solid results and helped the department reach the goal of recruiting 160 new employees. For the last ten years, his “can-do spirit” has also been visible in the community. Det. Lee organizes the annual Gifts for the Elderly Christmas Program for Grace Healthcare of Tucker, providing residents with gifts such as socks, shirts, slippers, blankets and other personal accessories. Detective Keith L. Lee has an outstanding work ethic and his efforts reflect highly on the unit and department as a whole. Police Services takes great pride in honoring him with a 2015 Customer Service Award.
  • 46. 31 Public Safety Group cont’d Police Services Kevin McCarthy Kevin McCarthy is a Master Police Officer/Detective assigned to the East Investigative Unit within the Police Department. Detective McCarthy has faithfully served the residents of DeKalb County for over 26 years, 11 of which he spent in the East Precinct Investigative Unit. He is one of five detectives assigned to work burglaries within the precinct and the senior detective of the unit. Detective McCarthy is a team player and a valued member of the East Investigative Unit. He not only manages his caseload, but also assists with training new detectives and works as the “officer-in-charge” in the absence of the supervisor. Detective McCarthy is always willing to assist his supervisors, fellow detectives and citizens without hesitation. In his work with victims, he makes every attempt to solve their cases expeditiously to prevent further hardships. He is a dependable and exemplary employee who consistently makes valuable contributions to the department and DeKalb County. The department is honored to salute Detective Kevin McCarthy for his strong work ethic, caring attitude and resonant character. Police Services Michael B. Pinson Michael Pinson is a Master Police officer and a 20-year veteran of the DeKalb County Police Department. He possesses the ability to relate to everyone he meets. Very attentive and always polite, he repeatedly exhibits that he is a master at diffusing volatile situations. Officer Pinson serves as a role model to both new and veteran officers, possessing an innate ability to positively influence others. He demonstrated his ability to influence when he persuaded an angry citizen to change his negative opinion of DeKalb Police to one of praise. He spends quality time talking with citizens on the proper procedures of how to retrieve their personal property. He also takes the time to listen intently to victims and offer guidance that puts them at ease. He takes great pride in his work and it is evident in his interactions with both internal and external customers. Officer Michael Pinson is recognized for his excellence in customer service and commitment to meeting customer needs.
  • 47. 32 Public Safety Group cont’d Police Services James E. Smith James E. Smith is a Lieutenant (Lt.) who began his career with the DeKalb County Police Department in 1999. Last year, he successfully launched a number of projects that have proven to be instrumental in helping the department achieve its mission. One of his noteworthy accomplishments is the implementation of the Reserve Officers Program. Through his efforts, retired officers have the opportunity to volunteer for continued service to the county. In addition to this program, Lt. Smith is an advisor for the DeKalb County Explorer Program which gives the youth of DeKalb County an opportunity to get an insider’s view of the DeKalb Police Department. In his role as advisor, he shares his knowledge, expertise and leadership capabilities with young people. He is dedicated to the success of the program and willingly commits a significant amount of his time and resources. In addition to his ancillary assignments, he continues to excel in recruiting, soliciting and assisting with training to ensure the volunteer force is prepared for duty. Lt. Smith was recently tasked with providing security for Headquarters, he was able to quickly mobilize the reserve officers and saved the county time and money. His forward-thinking and civic-minded actions make Lt. James E. Smith deserving of a 2015 Customer Service Award. Police Services William A. Turner, Jr. William A. Turner has served four years in the Permits, Taxi, and Wrecker Unit of the DeKalb County Police Department as a Master Police Officer/Detective. Detective Turner came to the Police Department by way of the United States Army. While in the Army, he served a combat tour of duty in Iraq where he was severely wounded and received a Purple Heart. As a detective, he is responsible for fingerprinting nearly 5,000 applicants for firearm permits each year. Detective Turner delivers excellent customer service to an array of applicants, and puts them at ease in what is naturally a stressful situation. He walks the applicants through the process and helps them understand what they should do every step of the way. He demonstrates care for his customers by patiently interacting with each one of them. When he has down time, Detective Turner volunteers to assist at the front window to reduce customer wait time. In further demonstration of his commitment to the department and citizens of DeKalb County, he takes it upon himself to assist customers during the hours that the Permit Office is normally closed for lunch. In doing so, he helps both his colleagues and citizens by relieving the stress of long wait lines which increases customer satisfaction. Detective William A. Turner is an exemplary employee who maintains a positive “can-do” attitude and seeks to continuously deliver extraordinary customer service. For this and many other reasons, he is profoundly deserving of a 2015 Customer Service Award.
  • 48. 33 Public Safety Group cont’d Police Services Janice White Janice White is as a Senior Investigative Aide in the Domestic Violence Unit within the Criminal Investigation Division of the Police Department. She has been a dedicated public servant for seven years. Janice unequivocally personifies the best attributes of a Senior Investigative Aide. Most notably, she is consistently known to “handle unexpected or additional responsibilities as assigned” without a second thought. She demonstrated this by embracing the need to work the evening shift for three months at a time and working extra hours at the customer service 900 Desk in the Crimes Against Persons Unit. Janice always insists that her job is to aid the county where ever she is needed. During her service in the Crimes Against Persons Unit, she quickly and efficiently took on the responsibilities of the duties of the 900 Desk job, including mastering the complicated task of managing the on-call schedule for the Criminal Investigation Department and teaching other aides how to do the same. When it became a challenge to manage both the 900 Desk responsibilities and those of her usual position, Ms. White worked overtime to complete her daily tasks without hesitation. Janice White always rises to the occasion with a willingness-to-serve spirit that makes her worthy of a 2015 Customer Service Award. Police Services Tonya Young Tonya Young is an Administrative Assistant II who began her career in the Uniform Division of Police Services in 2008. She is an exemplary employee who consistently exceeds customer service expectations. Her pleasant attitude and willingness to help others are significant assets that have attributed to her success. She always seeks ways to be of service to others as can be seen by her volunteer participation on the PAL Plus Board of Directors. In this role, she organizes the Summer Workforce Intern Program and coordinates a team to plan the Support Service Holiday Luncheon. Tonya is very knowledgeable of her job and is often requested to assist others with administrative duties. She puts her heart into every task that she is assigned including assisting Chief Horner with staff meetings and alarm appeals, preparing weekly/monthly reports and timekeeping for Support Services supervisors. Police/Support Services is honored to recognize Tonya Young for her excellence in customer service.
