Ray Lehr, PI Fellow, Nationwide Public Safety Broadband—Ray Lehr has more than
40 years of professional experience in Public Safety. He served as the Maryland
Statewide Interoperability Director from 2009 to 2014, where he directed a Program
Management Office responsible for projects to improve public safety
communications including a Statewide 700 MHz Land Mobile Radio (LMR) project.
He also served as Maryland’s State Point of Contact (SPOC) for FirstNet and initiated
the first State Initial Consultation process with FirstNet that provided a framework
for future engagements with the nation’s public safety leaders and State officials.
Prior to the creation of FirstNet, Ray served as a Board member of the Public Safety
Spectrum Trust (PSST) representing the National Governors Association.
6. Performance Institute Fellow
Alma Cole, PI Fellow, Cybersecurity—Alma Cole has over eight years of professional
experience in the cyber security field. Highly influential in the establishment of DHS-
wide information security policy, and DHS common security architecture including
Continuous Monitoring, Policy Enforcement Points, and computer network defense,
he conducts research on government cyber risk issues and policy and delivers
enterprise wide solutions. As the Chief Systems Security Officer at CBP Alma was
responsible for applying information assurance risk management strategies ensuring
consistent and secure delivery of IT systems and information supporting CBP’s
strategic goals and objectives for carrying out its critical missions. He served as
Director, DHS Security Operations Center where he led the protection,
confidentiality, availability, and integrity of DHS information and information
systems at the DHS Security Operations Center (SOC), CBP Computer Security
Incident Response Center.

The Law
FirstNet was created by the Middle Class Tax Relief and Job Creation Act of 2012 on February 22, 2012, specifically Title VI – Public Safety Communications and Electromagnetic Spectrum Auctions.
FirstNet’s mandate is to establish a nationwide public safety broadband network based on a single, national network architecture.
Governance
FirstNet is organized as an independent authority within NTIA with a 15 member Board.
FirstNet has been charged to coordinate with the 56 states and territories through the governor appointed Single Point of Contact or “SPOC”.
The Public Safety Advisory Committee is a 40-member committee that advises FirstNet on public safety matters.
Funding
FirstNet was authorized $7B to build the network.
FirstNet is funded through proceeds of spectrum auctions through FY 2022.
The network must be self-sustained over the long-term through user fees.
The Act also granted NTIA borrowing authority not to exceed $135M to implement Section 6302 – State and Local Implementation Grant Program (SLIGP).
NTIA has awarded $116.5M in grants to 54 states and territories
SLIGP is a three-year, formula-based grants program
Funding is to help recipients plan and prepare for the NPSBN
Band Class 14
The Federal Communications Commission (FCC) granted a single license to FirstNet for the use of both the 700 MHz D block and existing public safety broadband spectrum.
After we established the FirstNet organization, we set forward a strategic roadmap in March of 2014
This roadmap shows how we are executing on what we said we are going to do
This roadmap identifies the key milestones and how they relate to each other and represents how we are engaging you and gathering your input
This is about your involvement and participation in the process to build the NPSBN
Roadmap is focused on getting stakeholder feedback
Every stop/milestone is focused on engaging with you and your state
It also depicts where we are and where we want to go in the future
Highlights over the past year:

Notice of Public Comment period to get feedback on our policies and procedures going forward and getting feedback from industry and the community to achieve our goals
Next year:
Continue outreach and data collection and will continue to release Notice of Public Comments. Many states and individuals have already responded to these and we appreciate your input
Continue to leverage the PSAC to provide guidance on policies and procedures
Inputs from you and key groups such as the PSAC will ultimately lead us to the RFP
Key take away from the road map slide: it is a key element for FirstNet. We are stopping and asking your feedback, through tools such as the Notice of Public Comment, draft documents on acquisition strategy/RFP

We think it is a key aspect to our success in the future to get your input
Consultation and the acquisition process are our current focus areas at this stage of planning and designing the network.
Everything that FirstNet is working on is related to one of these two topics.
Both required by our legislation – the law requires us to consult with public safety stakeholder across the nation to develop State plans to build the network
To date, we’ve held consultation meetings in 25 states involving almost 2,000 state and local public safety personnel
The Act also requires Firstnet to issue open, transparent, and competitive requests for proposals for the purposes of building, operating, and maintaining th enetwork
Last year released a roadmap for how to make progress in these two critical areas.

FirstNet is working to build a self-sustaining network and your inputs are critical to understand where the needs are to ensure sustainment. This equation represents the primary sources of revenue and how we intend to fund the network
What We Know: Initial investment of $7B dollars, but don’t know yet how much it will cost over time as we don’t know how many bidders there will be on the excess capacity
We do know the fees need to be comparable to what you pay today so we need to get your inputs on your current plans and fee structures
While we don’t yet know how much the deployment costs will be, in order to ensure a sound financial approach and model, we have to create that balancing act between what the needs are and the funding to support those needs
We can’t build a network that public safety can’t afford to use!
Your Inputs and the Consultation Process: This is where the consultation comes into play in order to identify the desires of the public safety community and what we can achieve on the design and implementation on the network
What sort of devices, coverage objectives, and capacity needs are important to you Need to understand the unique needs of every state to inform the acquisition process
We leverage the consultation process to understand coverage, hardening requirements to put in RFP and identify partners to help FirstNet build the system
Balancing Act: Have the task of building a self sustaining network, while meeting your needs and requirements: This is a balancing Act that FirstNet needs to accomplish
Need to understand number of users, how much we can get bandwidth and excess capacity on the system, what the costs will be to deploy the network across the country that is economically feasible and gives us economies of scale
As we get your input for your consultation, we don’t know some of the answers, so we engage with the provider community on what their proposed solution would be for cost of deployment, excess capacity, hardening of the network
Once we have answers on consultation and acquisition we build and balance the network
Build and balance network to be self sustaining
Acquisition: Through the acquisition process, your inputs through the consultation process will help us to identify the right requirements and ultimately the right partners to come to the table to help us build this network

Let’s bring the discussion back to what we covered earlier this morning on the benefits of the network:
Identify the differences of FirstNet and our services and capabilities that we intend to offer compared to what they get through their current service providers.
Dedicated to Public Safety – decision factors for the NPSBN will always be based on how we continue to serve public safety’s mission (coverage, enhancements, features, etc.) different from a commercial network’s decision (consumers, shareholders, etc.). We have to be self-sustaining, not profitable.
Public Safety Applications/Services – FirstNet will integrate public safety specific services (PTT, emergency alerting, direct mode, etc.) and create a critical component for an ecosystem that will foster growth of Public Safety specific application development
QPP – the network we envision is intended to ensure service is always dedicated to public safety especially when it’s needed most
Situational Awareness – improved situational awareness (end user perspective) pushing information down to frontline personnel including video, unit tracking and sharing (as appropriate), messaging/alerting, etc.
Local Control – FirstNet will provide access for local control and management of some network functions. For example, device provisioning and access management will need to be done at an appropriate level where agencies can identify appropriate users. Additionally, like what is done with many LMR networks today, network monitoring is a benefit to monitor network operations and status (the types of things you’d typically do in a NOC – situational awareness from the network perspective)
