John D. Ragan, a Tennessee state representative, wrote a letter to Professor Russell K. Hirst at the University of Tennessee appreciating Timothy Metcalf's work on a project. Metcalf researched and drafted a paper on improving cell phone coverage in rural Tennessee for Ragan's office. The paper addressed the growing disparity in broadband access across Anderson County. Ragan stated that Metcalf exceeded expectations by presenting a polished, final product and strongly recommended him.

This letter expresses my appreciation to you for allowing Timothy Metcalf to participate in
the project benefiting my district and constituents. He did an excellent job while working
with my office. He was tasked with researching and drafting a talking points paper about
the impact of improving cell phone coverage for rural Tennessee.
The assignment looked to address the growing disparity of broadband coverage and access
to people across upper portions of Anderson County. The access to broadband continues to
be important as we use more technology in our daily lives.
In summary, Mr. Metcalf exceeded expectations with the finished product that he presented
to my office. I am thankful for his hard work in creating a polished final product and
strongly recommend him.
