Leveraging Social Media Communities
To Assist Coordination
Whom to coordinate with, Why and How

[Big] Citizen Sensing
• Do you know?
– #tweets In the first week of Hurricane Sandy?

– #tweets in the first two days of Oklahoma tornado?

Image: http://www.socialmediaexplorer.com/social-media-marketing/using-an-internal-social-network-to-solve-real-business-problems/
[Big] Ad-hoc Community
[REQUEST]

Me and @CeceVancePR are
coordinating a clothing/food
drive for families affected by
Hurricane Sandy. If you
would like to donate, DM us
[OFFER]

Does anyone know how to
donate clothes to hurricane
#Sandy victims?

HOW BEST can responders hear and engage citizens
of this community?
Image: http://www.gizmodo.com.au/2012/04/how-we-identify-single-voices-in-a-crowd/
Uncoordinated Engagement
• May lead to second disaster to be managed:
– Under-supply of required demands
– Over-supply of not required resources
• Hurricane Sandy example,
“Thanks, but no thanks”,
NPR, Jan 12 2013
• Story
link:http://www.npr.org/2013/0
1/09/168946170/thanks-butno-thanks-when-postdisaster-donationsoverwhelm
Coordinated Engagement
• Critical function of coordination
1. Identify
– Demand
– Supply

2. Match the complementary intentions
3. Engage with the important actors
– Demander & Supplier
– Community Influencer with high network reach
Identifying and Matching demandsupply is like Search!
• Query:
– Demand of food

• Results:
– Messages and users who are supplying of food
Enabling Relief Coordination
• Challenges:
1. Ambiguity in expression
Anyone know where the nearest
#RedCross is?
I wanna give blood today to help the
victims of hurricane Sandy.
2. Matching intentions
3. Verify
Enabling Relief Coordination
• Challenges:
1. Identifying demand-supply intentions is tricky!
2. Matching intentions is also context sensitive!
•

E.g., different times and geography

Me and @CeceVancePR are coordinating a
clothing/food drive for families affected by Hurricane
Sandy. If you would like to donate, DM us. (DEMAND)
I want to send some clothes for hurricane relief (SUPPLY)

1. Verify
Enabling Relief Coordination
• Challenges:
1. Identifying demand-supply intentions is tricky!
2. Matching intentions is also contextual!
3. Assessing trust during verification
Me and @xyz123 are coordinating a clothing/food
drive for families affected by Hurricane Sandy. If you
would like to donate, DM us. (DEMAND)

Should I trust?
Examples from our analysis during
Oklahoma Tornado
• Machine Learning driven classification system
• 2.1 million tweets crawled in the first 48 hours

• 7% related to donations
– 1.3% monetary requests
– ~500 non-monetary requests
– ~150 resource/service offers

“Humanitarianism in the Network Age”
UN OCHA Policy and Studies Series, 2013

“…humanitarians must adapt to the idea of information

as a basic need in humanitarian response…
…The network age [allows] humanitarian organizations
to…incorporate more information from people

affected by crisis into their decisions and
potentially enable communities to be true
stakeholders.”

ICCM 2013 Ignite Session 1

Notes de l'éditeur

  1. In the year 2000, there was the world’s most lead poison epidemic, which killed about 400 children in seven villages in Zamfara State. An Humanitarian Organization – Doctors without Borders then came to the rescue, but before funds could arrive – that number of children have been lost. Funds were made available by the Central Emergency Response Team of the UN to clean up the villages, while MSF take charge of treatment of the children.
  2. In Nigeria alone, about $6.5 trillion worth of foreign aid has been received between 2000 and 2012, while the government of the country itself, both federal and state, by the end of 2013 would have spent a whooping sum of $500 million [80 trillion Naira] since 2005. So what? The country still rank 153 amongst 170 countries in the recent Human Development Index and 139 in about 160 countries on the Transparency Corruption Index. Where did all the money go?
  3. introduction
  4. Proposition: Tools may not always be what you think.
  5. Your analysis depends upon your data.
  6. Paradigm shift in information systems.
  7. First mile is manual, tabular… It’s pen & paper not smartphones.
  8. This makes geospatial hard.
  9. Walking Papers proved that geo can go to first mile.
  10. We made it easier to use by normal people and over a wide area.
  11. Create a survey or form. Add a map, collect data and see results.
  12. Bridging the cloud-paper divide.
  13. High fidelity insights otherwise unachievable.
  14. And easy integration into ‘normal’ surveys.
  15. Times of crisis different from places of crisis.
  16. Times have incentives for collecting/sharing data, crowdsourcing is easier, bureaucracies matter less. Places of crisis fear is greater, need for institutional support is greater.
  17. It’s about bending technologies to the institutions that are already there… make yourself useful to real-world incentives.
  18. But there are large idiosyncracies in these workflows.
  19. To be useful, you have to bend your technology to the incentives and workflows resident there.
  20. This means LEARN How data flows + Why data flows that way. Find your minimal intervention point.
  21. It’s not just about making white people happy. You have to add real value or it goes away.
  22. How do you drive sustained value for the first mile. Connecting the manual world to the digital one at scale.
  23. With us?
  24. Phrase it not as a project presentation, but as a case study of how mobile technologies can be used for collecting data. Used for a wide range of issues.
  25. Phrase it not as a project presentation, but as a case study of how mobile technologies can be used for collecting data. Used for a wide range of issues.
  26. Phrase it not as a project presentation, but as a case study of how mobile technologies can be used for collecting data. Used for a wide range of issues.
  27. Phrase it not as a project presentation, but as a case study of how mobile technologies can be used for collecting data. Used for a wide range of issues.
