Climate change is an accepted fact and the abundance of resources is highly questionable. Therefore the world is facing a big change. This offers an opportunity to build better cities, improve the quality of life and develop new, thriving, businesses in Finland.
Cities are the platform where the Smart & Clean community will build new operational models and solutions. Smart & Clean actions will permanently make the behaviour of citizens and cities more sustainable. Cities are the places to make significant changes that enable turning climate and resource scarcity crises into possibilities. The major changes ahead will enable a new culture that improves the citizens’ quality of life. New innovations that Finnish businesses can export to the world will also be made. Solutions are made across city and sector boundaries. This will create a home market and export concepts for Finnish companies as well as solutions for city challenges across the globe.
1 Permanent changes
It is essential to achieve permanent changes to the way that cities, citizens and businesses act. Permanent changes and a world class reputation will bring new businesses into the area and create prosperity.
2. Cities as platforms
Changes are made in the cities. They work as the platform for new solutions and concepts. The solutions proven to work in the tests will be widely adopted and will lead to permanent changes. There will be several participants in any particular project or change. This cooperation is a prerequisite for success.
3. New processes and tools
Processes and tools will be updated by doing things. New operational models support the city solutions. They can also be new technologies.
Background
The Finnish Innovation Fund Sitra has evaluated Smart & Clean markets with consulting company Frost&Sullivan. According to the analysis, carbon neutrality will create 6 000 billion Euro markets for smart and green solutions by 2030. This means unlimited markets for Finnish companies. The smart city infrastructure market is going to grow to 1 500 billion by 2020, which is 25 times greater than Finnish exports.
The Smart & Clean community works towards five clear goals. All the work is done in order to reach these goals.
1 The world’s leading circular economy city
Sharing economy, energy efficiency as well as the cooperation of companies and citizens to save resources is part of everyday life. The wise use of resources improves the efficiency and productivity of the cities and companies. The innovations are used in cities around the world, where they improve the citizens’ quality of life.
2 The world’s most sustainable built environment
The Helsinki Metropolitan Region’s residential areas are positive for the environment. They, for example, produce more energy than they consume, and construction and renovations create wellbeing. Solutions are designed to the scale of the residential area, district or city. Solutions developed in the area are successfully exported globally.
3 The world’s most attractive emission-free mobility
The Helsinki Metropolitan Area’s transportation system is attractive, smart, flexible and efficient. Public transport is more appealing than private cars. Finnish service providers are the world’s leaders in mobility services.
4 The world’s most resource wise citizens
Citizens’ and companies’ food waste is minimal, buildings and homes are smart and energy efficient. We use the wisest modes of transport for the environment and ourselves. This is enabled by unique Finnish consumer cleantech solutions.
5 The world’s smartest urban energy
The Helsinki Metropolitan Area’s energy is produced efficiently and carbon-free. It enables the participation of citizens and directs them towards environmentally positive solutions. Smart solutions support the energy conservation of people and companies. Solutions developed in the area are used globally.
The cooperation in the Helsinki Metropolitan Area is unique to the world.
Companies, cities, research organisations and the state are cooperating closely to make the Helsinki Metropolitan Area the best test bed in the world for smart and clean solutions. The cities are committed to boosting Smart & Clean within them and offering businesses a test bed on which to test and design new solutions, concepts and services.
To drive the new collaboration, a five-year (2016-2021) step change project has been initiated: Helsinki Metropolitan Smart & Clean Foundation-
Smart & Clean project partners are the cities: Helsinki, Vantaa, Espoo, Lahti and Kauniainen as well as the Helsinki-Uusimaa Region; Nationwide influencers Sitra, Ministry of Economic Affairs and Employment, Ministry of Transport and Communications, Ministry of the Environment and Tekes – the Finnish Funding Agency for Innovation; businesses: Fortum, St1, Neste, Caverion, YIT, Helen, KONE, Gasum, Vaisala, Siemens, Ramirent; universities and research organisations Aalto University, Helsinki University, Lappeenranta Technical University and VTT Technical Research Center of Finland.
All the parties are committed to the goals of the Foundation: By the year 2021 Helsinki region and Lahti are the world’s best test bed and window for Finnish and international companies to promote their best solutions and services.

Smart & Clean can turn climate change and diminishing resources in to a possibility. The world’s biggest challenges are solved in cities.
