2. INTRODUCTION
Environmental sustainability involves making decisions and taking action that are in the
interests of protecting the natural world with particular emphasis on preserving the
capability of the environment to support human life.
Sustainable procurement therefore mean acquiring work, goods and services for the
present needs without compromising the ability of future generations to meet their own
needs
3. What are responsible business practices in
Procurement?
The practice of conducting business with consideration for

in addition to being a good employer while attempting to make a profit.

4. A workshop on Sustainable Health in Procurement Project (SHiPP) was held in October
2019. The meeting agreed to include SHiPP principles in the procurement strategy, then
under development.

6. Government of the republic of Zambia has gone further to introduce a bill (Public
Procurement Bill of 2020) that mandates e-procurement by all spending agencies and
ministries
The Zambia Pharmaceutical Business Forum (ZPBF) has worked closely with the
Zambia Public Procurement Authority in ensuring that all tenders for supply of product s
and services follow an open tender model and uploaded on the e-government
procurement system to enhance transparency.
ZPBF is working closely with the Zambia Medicines Regulatory Authority (ZAMRA) in
ensuring that all dossier submissions are made electronically

7. The Ministry of Health is Currently scaling up the use of Electronic Government
Procurement (e-GP) System.
This is a web based, collaborative system to facilitate the full lifecycle of a tendering
process for both buyers and suppliers.
This will result in reduced use of paper which will in turn lead to the decrease in the
cutting down of trees and the long term effect this has on the climate.

As per Zambia Public Procurement Authority aspirations,
we hope to continue scaling up the use of e-GP System.
With support from the ZPPA, we want to imbed issues of
sustainability in solicitation documents for goods, services
and works going forward so that only suppliers who meet
certain sustainability criteria will be able to do business
with us

9. Promoting Sustainable local
manufacturing
The Ministry of Commerce Trade & Industry identified the
pharma manufacturing industry as a priority sector in
2018. In 2020 ZPBF was invited to participate in
developing a 5 year strategic plan to develop the industry.
Input to foster sustainable manufacturing was provided
and will form a core component of the strategic plan.
Procurement of locally manufactured products has been
prioritized by all spending agencies and ministries.

SDG12: Achieving economic growth and sustainable development require reduction in ecological footprint by changing production & consumption of goods and resources.
Efficient management of natural resources, & the way we dispose of toxic waste & pollutants, are important targets to achieve SDG12
Encouraging industries, businesses and consumers to recycle & reduce waste is equally important
SDG 12 selected targets: Promote public procurement practices that are sustainable, in accordance with national policies and priorities (GRZ going e-procurement)
Substantially reduce waste generation through prevention, reduction, recycling and reuse
Achieve the sustainable Mgt and efficient use of natural resources
Achieve the environmentally sound Mgt of chemicals and wastes throughout the life cycle & reduce their release to air, water and soil to minimize impacts on human health/environment
Encourage companies to adopt sustainable practices
Responsible business practices requires that:
We use energy in a conservative way to ensure sustainability and a clean, safe and enabling environment
We avoid all forms of corruption in procurement of medicines and related substances
We procure and supply products that are of high quality, safe, effective and environmentally sustainable
We minimize our carbon footprints in the supply and distribution of products
We use energy alternatives that are sustainable
Corruption within the pharmaceutical and healthcare sectors is a matter of life and death. It has a corrosive impact on health, negatively impacting public health budgets, the price of health services and medicines, and ultimately the quality of care dispensed. The vulnerable suffer the most adverse effects.
