AP Script The partners agreed that these challenges would be easier to solve working together than working apart. At the heart of CLIQ is the debate about the Triple and Quadruple Helix in Innovation Ecosystems. The triple helix of innovation incorporates government, education and industry with the notion that connections and collaboration between these three elements produce ideal conditions for innovation. More recently there is attention on a fourth pillar- civil society- and a paradigm shift towards user-driven and open innovation systems. Universities are no longer exclusive generators of knowledge. The rules are changing. CLIQ has reflected upon the role of citizens in innovation policy and practice. Partners have come together to look at different models of innovation across the EU and to explore potential impact and transferability. But back to the story – back in 2008, CLIQ partners quickly realised that the Interreg IVC programme would be a great way of supporting the process of working together to try and solve common problems.....
SK Table of contents slide: Each city, and each participant in CLIQ exchange had different interests and emphases on what they wanted to learn, what they found, what inspired them. CLIQ Toolkit has highlighted some of the examples and some of the partners will now describe in their own words what they found most valuable in CLIQ
AP Aki Mikkeli When I read about Girona City Council's virtual city initiative it made me think about how municipalities can look across their public services to see what could be delivered effectively online in an interactive way to include citizens. This links to our own approach to user-driven city development and my mikkeli forum. It ’s so good to compare our own approaches with those from other EU towns and cities.
AP Laura I went to Detmold and learnt that profiling the region as a CSR model region can provide a platform for business, civil society, education and research to work together
AP George - Crete In Crete we have to consider the challenge of connecting as we are located in a peripheral area - we have found that technology is key to connecting our people with policy makers, researchers and business
AP What really impressed me was the Brighton and the Cadiz "experience" because that has a unique approach on how to include civil society into innovation – For example MakeBrightonRock demonstrated how a co creation methodology could really engage citizens and improve innovation in public services
AP Anna - Cadiz The MakeBrightonRock competition was an inspiration to us in Cadiz - it showed how important social media tools are and demonstrated how powerful competitions are in the creation of new ideas
AP Roger Cremona's Open Innovation Day showed us how important it is to create opportunities to bring different actors of civil society together to talk about innovation. We do this in Manresa in different ways but haven ’t considered holding an Open Innovation Day – it’s a great idea.
AP Annika - Gavle In Leeuwarden we learnt about lots of different ways that various stakeholders support access to finance for innovation. This is a long term challenge and one that has become more difficult with the economic downturn. Leeuwarden ’s work with banks and foundations to improve access to finance at different stages of business start up and growth gave me lots of ideas.
SK Adeline - Pau The visit to Eskilstuna really made me think about the importance of physical space to the open innovation process - here the science park is in a converted factory which had been beautifully redesigned to reinforce the open innovation ethos. In Pau we also cluster research and education around industry but this was a completely new and different approach and I found it really interesting.
SK Andrea Cremona We found the way that Cadiz embeds the concepts of innovation and entrepreneurship into education at an early age interesting. Looking at the early years curriculum helps to reinforce attitude and culture. Cremona ’s first Open Innovation Day was inspired by what I heard in Cadiz.
SK Annika - Gavle Visiting the Aeropolis cluster in Pau made us think more about how clustering research and education resources around large and small companies contributes to the innovative potential of a region. Gavle is home to an award winning GPS cluster (FPX) with a global reputation but it ’s always good to see how others are approaching things.
SK Thorsten - Detmold Visiting Sussex Innovation Centre early on during the CLIQ project and hearing about the New Product Network through their case study helped us consider different ways of encouraging and facilitating innovation in small companies. Opening doors with major buyers is one of the best types of support incubators can give to SMEs
SK Laura - Jyvaskyla I found the Mikkeli case study on user driven city development valuable as it told me about how they have piloted new and innovative methods of engaging users in service development. This is useful to all municipalities and linked well with the work we were doing on engaging citizens in planning issues.

These are simple tips – that describe in a nutshell the conditions which CLIQ exchange has highlighted as creating the optimal conditions for innovation.
