This is a presentation on the Student Police Cadet project, developed for viewing by the Prime Minister of India Dr Manmohan Singh during his visit to Kochi in September 2012

A Youth Development Initiative

2. • A school-based initiative by Kerala Police
• Project trains high school students to evolve as future leaders of a
democratic society by planned programme
• Implemented jointly by the Departments of Home and Education,
and supported by Departments of Transport, Forest, Excise and
Local Self-Government.

3. • Facilitates youth to resist negative tendencies such as substance
abuse, deviant behavior, and anti-establishment violence.
• Strengthens commitment towards their family, the community,
and the environment.

4. WHY STUDENT POLICE CADET PROJECT?
Democracy and Respect for law
In Democracy:
• Law belongs to the people & children inherit it by birth
• A Child must grow up knowing the law exists for his/her safety
and security
• S/he must be proud of the law, and not grow up in fear or
contempt of Law.
• S/he must know that abiding by and enforcing Law is part of
general civic responsibility

5. WHY STUDENT POLICE CADET PROJECT?
SOCIAL EVILS
Contemporary issues affecting communities in general:
• Weakening of family structures and social support mechanisms
• Declining moral standards and value systems
• Widespread and Liberal consumption of alcohol and other
intoxicants
• Decrease in self-confidence and self-esteem in youngsters
…often lead to criminal tendencies and deviant behaviour in
youth and exacerbate social tensions based on caste, class,
religion, gender, ethnicity!

6. WHY STUDENT POLICE CADET PROJECT?
CIVIC SENSE
• Civic Sense is Respect for others’ rights and Responsibility
towards family, community and environment
• Spitting, public dumping of household waste, disregard of rules
and regulations, spoilage and destruction of environment, are
nothing but poor civic sense
• Practice of civic sense a hallmark of civilisation and culture
• Early inculcation will ensure lifelong practice
Children must be trained to practice civic sense and socially
responsible behaviour, ideally in school itself

7. WHY STUDENT POLICE CADET PROJECT?
INDIA’S DEMOGRAPHIC DIVIDEND
• Over 50% of Indian population less than 25 years of age
• Proper training will develop self-confidence, willingness and
capacity for hard work, effectiveness and risk-taking ability
• This developed human resource will propel India into leadership
role on the global stage by 2030

Responsibilities:
• Protect life & property of Citizens
• Safeguard Fundamental rights
• Enforce Rule of Law
• Ensure Equality before Law
Unsatisfactory quality of modern policing a reflection of democratic
values as practiced by community members also..
Youth properly trained today will evolve into ideal Citizen as well as
Policeman of tomorrow!

youth

10. WHY STUDENT POLICE CADET PROJECT?
POLICE AND YOUTH
Effectiveness of modern policing dependent upon :
• Ability of Police to relate constructively to youthful
communities and their changing needs
• Affirming today’s Youth in democratic way of life and
attendant responsibilities

11. OBJECTIVES - I
• To mould a generation of youth who willingly respect and abide by Law,
and who practice civic sense, democratic behavior and selfless service to
society as the natural way of life.
• To facilitate development of good health, physical and mental fitness, self-
control and discipline in youth, thereby enhancing their capacity for hard
work and personal achievement.
• To enable youth to work with police and other enforcement authorities
including Forest, Transport, and Excise in preventing crime, maintaining
law and order, promoting road safety, and improving internal security and
disaster management.

12. OBJECTIVES - II
• To develop social commitment in youth and empowering them against
increasing deviant behavior, thereby also curtailing growth of social evils
such as drug and alcohol abuse, intolerance, vandalism, separatism, and
terrorism in society.
• To enable youth to explore and unleash their inner potential by developing
in them positive attitude, leadership, team skills, innovative thinking and
problem solving ability.
• To increase knowledge and understanding of safe use of Information and
Communications Technology (ICT) among youth, preventing its negative
influence and enabling them to benefit from the vast potential of ICT.

13. OBJECTIVES - III
• The SPC project motivates youth to develop secular outlook, respect
other’s fundamental rights and be willing to perform fundamental duties
as enshrined in the Constitution of India by inculcating qualities of
Patriotism, Open-mindedness, Large-heartedness, Inclusiveness,
Capability and Effectiveness (POLICE)

14. UNIQUENESS OF SPC PROJECT
• An association between the educational and security
frameworks of a state, that trains and encourages youth to
develop respect for law and abiding by law as a way of life.
• Uses existing network, infrastructure and leadership qualities of
Police to supplement physical, mental and educational
development of youth
• Empowers school communities to create safe school
environments and confident youth willing to react against social
evils
• Stimulates parents and community leaders to work with police
in creating safer communities

17. CRITERIA FOR SPC SCHOOL
• Government or Aided school with minimum 500
students
• Active Parent-Teacher Association
• One male teacher and one female teacher as project
officials
• Availability of open ground for physical training
purposes

18. CRITERIA FOR CADET SELECTION
• Minimum of 50% marks in earlier exam
• Minimum level of physical and medical fitness
• Good conduct certificate from Headmaster
• Consent from parent or guardian

19. SCHOOL-LEVEL SPC UNIT
• High School : VIII & IX standard, Higher Secondary Schools : +1
& +2 standard
• Two platoons of 22 students each. In co-ed schools, one platoon
each of boys and girls
• Two-year Training Period for each cadet

• 45 minutes physical training and 45 minutes parade
• One Route March and Cross-country per month

 In association with Dept of Local self- Government & Suchitwa Mission
 To develop by the year 2022, a community that generates and manages waste
responsibly and sustainably with SPCs as catalysts of this social change

 In association with Kerala Legal Services Authority of Kerala High Court
 Train SPCs as brand ambassadors for legal awareness among students
and community members

38. PROJECT ASSESSMENT - SIEMAT STUDY
A statewide assessment of the project by SIEMAT (State Institute
of Educational Management & Training), Kerala has identified
several benefits accruing to schools, students, families and
communities, as a result of the SPC project.

for cadets, but also the entire school community, including parent &
teachers.
• Today’s high school students will be the policeman (and woman)
as well as responsible citizen of tomorrow.

• Endorsement by Dr APJ Abdul Kalam, Sri T K A Nair (Advisor to Hon.
PM), Sri V N Rai (Director, SVPNPA), Sri Hormese Tharakan (Former
Director, RAW), Sri Radha Vinod Raju (Former Head, NIA), Smt
Lathika Saran (former DGP, TN)
• All India Police Science Congress (Dehra Dun, 2011) recommended
that all states implement the SPC scheme.
• States of Rajasthan, Goa and Punjab studying the SPC project for
implementation

43. ENDORSEMENT OF PROJECT - II
• Kerala Legal Services Authority has declared SPCs as ambassadors
for its legal awareness programmes among students, parents, and
society
• Kerala Government has made adequate budgetary provision for
SPC project. Grace marks for successful cadets, and considering
weightage for uniformed services
• Tribal Welfare department has decided to implement SPC project in
all its model residential schools
• Bharat Petroleum Corporation has adopted 15 Schools
implementation for SPC project

44. CAN SPC PROJECT BE ROLLED OUT NATIONWIDE?
• Not limited by geography or language
• Basic principles easily replicated elsewhere, with local variations.
• Project objectives synchronous with National Youth Policy.
Hence, can be implemented by authorities in each and every
part of the country.

45. WHAT ARE THE LIMITATIONS OF SPC?
• Shortage of trained manpower to impart SPC training in all schools
• Unavailability of dedicated officials solely for SPC project
implementation
• Absence of professional training infrastructure devoted to SPC
• Scarcity of adequate fund for further Extension

46. HOW CAN WE STRENGTHEN SPC?
• Dedicated officials attached to each school
• Permanent infrastructure to train project officials and SPCs
• Research studies on project implementation, to improve efficiency
and efficacy of outcomes
• Associate trained and qualified professionals in project
development, implementation, monitoring, and assessment

47. ACTION PLAN FOR SPC PROJECT
• National Task Force to study, evaluate and support nation-wide
rollout of SPC project
• Initiate steps to implement project in all schools, irrespective of
whether Government-run or otherwise, Kendriya Vidyalayas,
Navodaya Vidyalayas, schools under CBSE and ICSE, etc.

48. Thus, the true value of the SPC Project lies in the far-reaching
impact on future India, as the result of proper training imparted
today to high school students……
