1. An introduction to CE
Marking

2. CE marking was introduced to the
construction industry via the
Construction Products Directive
(CPD).
CE marking is designed to produce a
consistent method of declaration of a
product’s properties and
performance, through a harmonised
approach to manufacture, testing and
assessment, using harmonised
European standards.
CE Marking – what is it?

3. CPR = Law
From 1st July 2014 it is mandatory for
all construction products sold in the EU
and covered by a Harmonised
European Standard (hEN) to hold a CE
mark.
This is EU law for all member states.

4. Harmonised European
Standards (hEN)
A harmonised European Standard
is a standard that contains the
criteria for CE marking a product.
Examples of hENs are:
- Damp Proof Courses
- Damp Proof Membranes
- Tanking Membranes
- Vapour Control Layers

5. What does a manufacturer have
to do to obtain a CE Mark?
In order to comply with CE marking
requirements by law a manufacturer must be
able to provide the following:
- Declaration of Performance (DoP)
- Product conformity test results to hEN
criteria
- EC Certificate of Factory Production Control
(FPC)
- CE mark including relevant EN Number
displayed on
product packaging

6. What if no HEN exists?
Certain types of construction product
may not be covered by harmonised
European Standards.
However, CE marking can still be
obtained for these products on a
voluntary basis via a European Technical
Approval (ETA)
3rd party certification exists where the
product adds value to an existing hEN i.e.
BBA certifications for Gas Membranes

7. Key dates
Deadline for CE marking - 1st June
2013.
