PLEASE BE ADVISED that JURISDICTION in the above referenced matters is LACKING; moreover, that
there is NO Court Order from the Town of Utica’s MUNCIPAL Court regarding the Tickets/Citations referenced.
PLEASE BE ADVISED, that it appears that the Town of Utica, Mississippi’s Police Department Officials (as
Chief Timothy Myles) and Town Clerks (as Lisa Morris and Mary Moreland) and the Law Firm Baker Donelson
Bearman Caldwell & Berkowitz PC (“Baker Donelson”) – i.e. Legal Counsel to the United States of America, State of
Mississippi, etc. - are engaging in further FRAUDULENT and CRIMINAL Acts upon the Mississippi Department of
Public Safety/Driver Records Bureau in efforts of getting a Driver’s Licenses suspended! It appears having
KNOWLEDGE that the Municipal Court did NOT take Jurisdiction based upon the RESPONSIVE Court document
filed with the MUNICIPAL Court on 08/24/18, the TOWN of Utica’s DEPUTY Clerk (Mary Moreland) – Moreland is
NOT the COURT Clerk - and TOWN of Utica Police Department’s CHIEF of Police (Timothy Myles), etc.

The following FACTS are crucial/critical in understanding the FRAUD and other CRIMES being carried out:
1.
According to the USPS Postal marking, the above referenced Tickets were mailed on or about 31 JUL
2018.
Resulting in the Utica International Embassy’s Interim Prime Minister Vogel Denise Newsome
(“Newsome”) going to the Court in the Town of Utica, Mississippi to obtain information from Lisa
Morris (“Morris”) regarding the:
(a) Name of the Court
(b) Name of Court Officials
(c) Name of Police Officer
so that she could RESPOND to the Tickets/Citations issued and/or mailed.

Lisa Morris provided Newsome with the following TYPEWRITTEN information:
IMPORTANT TO NOTE: Mary Moreland (“Moreland”) is NOT the COURT Clerk.
Therefore, a reasonable mind may conclude that because she did NOT have access to the Town of
Utica, Mississippi’s MUNICIPAL Court Seal, Moreland elected to use (what appears to be) the
“UTICA CHAMBER OF COMMERCE Town of Utica” Seal/Stamp! EMPHASIS Added!
2. In accordance to the information provided on the back of Tickets/Citations, which states in part, “IF
YOU FAIL TO APPEAR OR RESPOND TO THIS TICKET WITHIN THE TIME NOTED ON THE
FRONT SIDE OF THIS TICKET, A WARRANT MAY BE ISSUED FOR YOUR ARREST,”
on AUGUST 24, 2018, Newsome filed her RESPONSE to the above referenced Tickets/Citations
which is EVIDENCED by the “TOWN OF UTICA COURT CLERK” stamp and EVIDENCE of date
of filing: “FILE COPY 8/24/18.” Said document may be found in the Town of Utica, Mississippi
MUNCIPAL Court’s record IF it has not been destroyed!

On August 25, 2018, an Amendment to the 08/24/18 Court filing was mailed. Out of an
ABUNDANCE of Caution, photocopy of instructions, RETURN Envelope, Postal Receipt, etc. were
retained for our records.
IMPORTANT TO NOTE: The Town of Utica, Mississippi’s MUNCIPAL Court FAILED
to return a “STAMPED” Filed Copy of the August 25, 2018, Court document submitted! Thus,
OBSTRUCTING Justice/Administration of Justice, OBSTRUCTIN Mail, etc.
4. On AUGUST 28, 2018, while at the Town of Utica, Mississippi MUNICIPAL COURT to
file the “CERTIFICATE OF SERVICES” for the 08/24/18 and 08/25/18 Court Pleadings,

and one other Court Pleading (JURISDICTIONAL and TREATY(S) ISSUES):
Newsome and her Mother (Pearl Newsome) were BRUTALLY, VICIOUSLY and SAVAGELY
ATTACKED/ASSAULTED by Town of Utica, Mississippi’s Police Department’s CHIEF TIMOTHY
MYLES (“Myles”) and said Department’s Officers [as MELVIN WILSON, etc.] WHILE Town of
Utica, Mississippi’s MAYOR Kenneth Broome, the Deputy Clerk MARY MORELAND and others
FOLLOWED close behind VIDEOTAPING and/or RECORDING the Crimes being committed
AGAINST Newsome and her Mother!
A reasonable mind may conclude that the CRIMINAL ACTS carried out AGAINST Newsome
and her Mother were in RETALIATION of the Court Pleadings submitted for filing with the Town of
Utica, Mississippi MUNICIPAL Court and the Town of Utica, Mississippi’s POLICE DEPARTMENT
Officials’ INABILITY to rebut the Issues and/or Averments raised in Newsome’s Court Pleadings!
Furthermore, CHIEF of Police Timothy Myles is NAMED as a Party in the action! EMPHASIS
Added!
5. Tickets/Citations were issued
WITHOUT execution by the
Court Clerk Lisa Morris
alleging violations as:
“No Tag”
“No DL”
“No Insurance”

In RETALIATION and INABILITY to defend against the “STRAWMAN” Scams being
EXPOSED – i.e. Slavery practices specifically designed to TARGET Natives, Native Americans and
those LABELED by the WHITE Man as Blacks/Negroes/African-Americans/People-Of-Color –
another CONSPIRACY was launched to create a very HOSTILE and LIFE-THREATENING scene
against the Utica International Embassy’s Interim Prime Minister Vogel Denise Newsome for
purposes of creating DEFENSES to her 08/24/18 Response; moreover, for purpose of creating
FALSE Criminal Charges to get her out of the PUBLIC and/or OFF OF THE STREETS, etc. alleging:
RESISTING ARREST
DISOBEYING L.E.O.
ASSAULT POLICE

In RETALIATION and in keeping with the CONSPIRACIES launched against the Utica
International Embassy and/or its Interim Prime Minister Vogel Denise Newsome, the Town of Utica,
Mississippi Police Department’s CHIEF of Police Timothy Myles went even further in having

Newsome KIDNAPPED and subjecting her and her mother to other Criminal Acts/War Crimes in
EFFORTS of COVERING UP such unlawful/illegal practices which are further evidenced in
“WRITTEN/TYPEWRITTEN DOCUMENTATION” asserting FALSE Criminal Charges:
RESISTING ARREST
DISOBEYING L.E.O.
ASSAULT POLICE
which resulted in a “RANSOM” demand – i.e. masked as a BOND – being requested for purposes of
EXTORTION, BLACKMAIL and other CRIMES!

as well as giving the Court and/or Judge Johnnie McDaniels with the Town of Utica,
Mississippi MUNICIPAL Court the benefit of the doubt and concerns of the
INTEGRITY of said Court being compromised, Newsome provided Judge McDaniels
with a copy of the:

CRIMINAL COURT REFERENCE: OTP-CR-367/18
via U.S. Mail (PRIORITY Mail) which (according to USPS Postal Records) was
DELIVERED the NEXT Day (09/21/18). Judge McDaniels was provided with a date
to respond!

According to PUBLIC Records, there is EVIDENCE to support that in an AUDIT conducted, it has
been REPEATEDLY noted that, “The Town is at RISK OF FRAUD due to LACK of segregation of
duties for proper internal controls” and also notes, “ONE employer currently opens mail…” – i.e.
thus allowing for the Crimes as OBSTRUCTION of Mail, OBSTRUCTION of Justice, etc. A copy

IMPORTANT TO NOTE: It appears that the Town of Utica, Mississippi’s CHIEF of Police
Timothy Myles and the DEPUTY Clerk Mary Moreland, etc. have been into such FRAUDULENT and
Criminal EXTORTION/BLACKMAIL Scams, etc. for quite some time and have become a TEAM and
PROFITTING from such unlawful/illegal practices!

IMPORTANT TO NOTE: NOTICE “HOW” the Court Clerk (Lisa
Morris) mailed out the above referenced Tickets/Citations and NOTES “COURT CLERK” – i.e.
information being sent out by the COURT CLERK! Also, note the SPELLING of name “Vogel Denise
Newsome!”
NOW, note the ENVELOPE of the mailings coming from the CONSPIRACES of the Town of
Utica, Mississippi’s DEPUTY Clerk Mary Moreland and CHIEF OF POLICE Timothy Myles! Pay
attention to the spelling of name “VOGEL D. NEWSON!”
Noting “TOWN OF UTICA” and NOT “Court Clerk!”
Then mailing is done using “UTICA POLICE DEPARTMENT”
Letterhead!
The Records referred to is that of the UTICA POLICE DEPARTMENT
and NOT the Town of Utica, Mississippi’s MUNICIPAL Court!

WHEN instructions clearly states:
“DO NOT SEND ANY MONEY TO THE LAW ENFORCEMENT AGENCY”

11. NOTICE TO VIOLATOR, also advises, “DO NOT SEND ANY MONEY UNTIL YOU HAVE
CONTACTED THE COURT.”
On 09/18/18, the MUNICIPAL Court was contacted in care of Judge Johnnie McDaniels. Judge
McDaniels was CONTACTED via Email and on 09/20/18, a copy of said Email and correspondence
was provided via the United States Postal Service. Remember, according to the AUDIT, “ONE
employer currently opens mail…” Most likely, this “ONE Employer” may be Mary Moreland! LOL!
So INVESTIGATION(S) will be able to determine whether the Court/Judge McDaniels received
correspondence! The EVIDENCE supports that Mary Moreland on 09/25/18, HANDLED the MAIL!

12. IMPORTANT TO NOTE: In the 08/24/18 Municipal Court document filed,
the Town of Utica, Mississippi’s MUNICIPAL Court Clerk (Lisa Morris) was NOTIFIED of the
FEDERAL Crime(s) committed in the mailing of the Tickets/Citations. Therefore, a reasonable
mind may conclude that upon said NOTIFICATION, it appears, Morris has decided NOT to use her
position as the COURT Clerk to aid and abet CHIEF OF Police Timothy Myles and TOWN of Utica
DEPUTY Clerk Mary Moreland in the ONGOING Conspiracies and CRIMES reported!

Thus, this appears to be the reason COURT Clerk Lisa Morris is NOT allowing Chief Timothy Myles
and Deputy Clerk Mary Moreland to MASK their CRIMES through the use of the Town of Utica,
Mississippi MUNICIPAL Court! Again, also note the spelling of name, “VOGEL D. NEWSON” used
by Morel and Chief of Police Timothy Myles!
Then there appears to be a CUT and PASTE going on using a created “TOWN OF UTICA” Letterhead
and NOT that of the MUNICIPAL Court in furtherance of CONSPIRACIES and Crimes of Moreland and
Myles as well as their efforts of EXTORTION and BLACKMAIL of monies from Newsome through the use of
the MAILING SYSTEM of the United States Postal Service! EMPHASIS Added!
IMPORTANT TO NOTE: The
THREAT advising “Your drivers
license has been suspended for
FAILURE TO APPEAR for traffic
citation in the Town Of Utica.”
However, we have NO record from the
Mississippi Department of Public
Safety of such, NEITHER do we have
record EVIDENCE of a Court
ORDER from the Town of Utica,
Mississippi MUNICIPAL Court’s Judge
of such ruling alleged BY the UTICA
POLICE DEPARTMENT!
There is also an assertion that,
“A warrant fee of $25.00 has been
added to your fine…” thus, we are
entitled to see any such WARRANT
alleged to have been PAID for!
Moreover, the SIGNATURE of the
Judge issuing the alleged Warrant!
YES, Deputy Clerk Mary Moreland and
Chief of Police Timothy Myles are
RACKING up/BUILDING up more
and more CRIMES being carried out
by them! LOL!

According to the RECORD of the Town of Utica, Mississippi
MUNICIPAL Court, Newsome filed a RESPONSE in accordance to the “NOTICE TO
VIOLATOR:”
NOTE the “FAIL TO APPEAR” asserted by the TOWN OF UTICA’S Deputy Clerk Mary Moreland and the
DELIBERATE and MALICIOUS failure to NOTIFY of the 08/24/18 Court document filed by Newsome;
moreover, FAILURE to provide the Municipal Court’s ORDER to support these actions!

WHY?
(a) Because pursuant to Rule 12.02 of the UNIFORM RULES OF CIRCUIT
AND COUNTY COURT PRACTICE the Court Order is APPEALABLE! LOL!
(b) There is NO evidence that Newsome was provided with EVIDENCE that the Town of Utica,
Mississippi MUNICIPAL Court took JURISDICTION in a matter in which it LACKED and that
the ruling/decision of the Court was provided!
(c) OBSTRUCTION OF JUSTICE: There is NO evidence to support that the Judge (Johnnie
McDaniels) has KNOWLEDGE of the 08/24/18 Court filing; however, there is EVIDENCE of
Newsome’s response being filed as well as CONSPIRACIES involving Mayor Kenneth Broome,
Deputy Clerk Mary Moreland, Chief of Police Timothy Myles, another Police Official (Melvin
Wilson) and others ROLES in the 08/28/18 KIDNAPPING of Newsome and other War
Crimes/Criminal Acts against Newsome and her Mother (Pearl Newsome) to keep Court
documents from being filed! LOL!
IMPORTANT TO NOTE: During the 09/28/18 KIDNAPPING, Newsome
advised her Mother to take the Court documents (supporting legal/lawful purposes for their
presence) they were there to file in the Municipal Court so that said Court documents were NOT
destroyed by the Town of Utica, Mississippi Officials in efforts of COVERING UP the crimes
being carried out! LOL!
THE FIRST LEG OF THE OBJECT OF CONSPIRACY BEING
ACCOMPLISHED – Obstructing the Administration of Justice/Obstructing
The Filing of Court Documents!

IMPORTANT TO NOTE: On the “NOTICE TO VIOLATOR” it clearly states, “…DO NOT
SEND ANY MONEY TO THE LAW ENFORCEMENT AGENCY WHOSE OFFICER WROTE THE
TICKET.” Furthermore, said monies are NOT paid to the Town of Utica but to the COURT(s)! Nevertheless,
INVESTIGATIONS will yield that the Town of Utica, Mississippi’s Officials have been
running such FRAUDULENT Scams for quite some time and have VICTIMIZED
many Sovereign Citizens/Natives through such WAR Crimes/Criminal Activities!
IMPORTANT TO NOTE: There is record evidence that on September 20, 2018, the Utica
International Embassy’s Interim Prime Minister Vogel Denise Newsome “CONTACTED” the Town of Utica,
Mississippi’s MUNICIPAL Court Judge Johnnie McDaniels via United States Mail – i.e. following up to an
09/18/18 EMAIL and following up through mailing!
Judge McDaniels has been given until
TUESDAY, OCTOBER 2, 2018 to respond.
YES, Court Orders/Rulings are MANDATORILY required for APPEAL purposes
pursuant to Rule 12.02 of the UNIFORM RULES OF CIRCUIT AND COUNTY
COURT PRACTICE! LOL!

IMPORTANT TO NOTE: There is SUFFICIENT Evidence to support that
there is a MUNICIPAL Court in the Town of Utica, Mississippi! Furthermore, that a reasonable
mind may conclude that the Court/Judge Johnnie McDaniels did NOT take Jurisdiction over
the matter; moreover, has REFUSED to provide the Town of Utica, Mississippi with a Court
ORDER as well as has DENIED to provide the Town’s POLICE DEPARTMENT with a Court
Order to support any finding(s) of “GUILTY” as asserted!
Newsome uses alternative methods of communication (as Emails) because of the WELL
ESTABLISHED history to OBSTRUCT MAIL sent via the United States Postal Service, etc. Thus such
EVIDENCE of GOOD FAITH efforts is relevant to support the date, time, etc. and LAWFUL methods
used to NOTIFY the Municipal Court Judge(s) of the Criminal Acts of Court Officials as well as Town
of Utica, Mississippi Officials, etc.

IN CLOSING:
Under Federal Laws, a Driver’s License is NOT required! Thus, the EVIDENCE further supports just
“HOW DESPERATE” the Town of Utica, Mississippi’s Deputy Clerk Mary Moreland, Chief of Police
Timothy Myles and their CO-CONSPIRATORS as the United States of America’s/State of Mississippi’s Lawyers Baker
Donelson Bearman Caldwell & Berkowitz PC and others “HAVE BECOME” that they actually used a
“UTICA CHAMBER OF COMMERCE” Stamp and NOT a Municipal Court Stamp for purposes of engaging in
FRAUDULENT and Criminal Acts to DECEIVE the Mississippi Department of Public Safety!
We are in the process of CHALLENGING under National and/or International Laws such STRAWMAN Scams
– i.e. SLAVERY Conspiracies that specifically TARGET Natives, Native Americans and those who have been labeled
by the WHITE Man as being Blacks/Negroes/African-Americans/People-Of-Color – that have ADVERSELY impacted

Moreland and CHIEF OF POLICE Timothy Myles are so BLATANT in the COMMITTAL of
such War Crimes/Criminal Acts? That is because they are looking to Baker Donelson to AID
and ABET in the COVER UP of the War Crimes/Criminal Acts being carried out! Do NOT
be surprised if it was Baker Donelson’s Lawyer(s) that advised of the CREATION of the
09/25/18 Mississippi Department of Public Safety (“MDOPS”) documents that Mary Moreland
executed, thinking that the Officials at the MDOPS would NOT notice that it is NOT a
MUNICIPAL Court Stamp but a “UTICA CHAMBER OF COMMERCE” Stamp that is used!

Baker Donelson is LEGAL Counsel for the Mississippi Department of Public Safety,

CHIEF OF POLICE Timothy Myles are assured that they will have their CRIMES

We have demanded that the Town of Utica, Mississippi’s MUNICIPAL Court Judge Johnnie McDaniels provide
us with a response by TUESDAY, OCTOBER 2, 2018.
With these additional CRIMES that have come to our attention, we are demanding that Mississippi Department
of Public Safety’s Commissioner Marshall Fisher provide us with a response by TUESDAY, OCTOBER
16, 2018, as to how it intends to handle the Crimes that have been brought to the attention of MDOPS and
Commissioner Fisher, etc.!
