Bella T. Wong Bulletin #19
Superintendent of Schools January 28, 2011
The Superintendent’s Bulletin is posted weekly on Fridays on our website. It provides timely, relevant
information about meetings, professional development opportunities, curriculum and program development,
grant awards, and School Committee news. The bulletin is also the official vehicle for job postings. Please
read the bulletin regularly and use it to inform colleagues of meetings and other school news.
Dear Colleagues,
The School Committee voted an FY12 Operating Budget and an FY12 STTI Budget on January 24. Positive
news from the Governor’s proposed FY12 budget supported the School Committee’s decision to forestall
voting on deeper cuts to the school budget than might have happened. The Governor has proposed an
increase in Chapter 70 funds. These are monies that go directly to the town to support school budgets. The
Governor has also proposed an increase in circuit breaker funding from 40 percent to a 60 percent level. It is
important to remember that there are many months before the Governor’s Budget will become finalized, but it
is indeed good news. However, keeping in mind that there is a sizeable funding gap to close, after much
deliberation, the School Committee did vote additional reductions and increased fees. Many of these votes
were split. This goes to show how there are no good choices, and these were difficult choices for the
Committee to make.
The additional changes voted by the School Committee are as follows.
Expense reductions 24,500
TEC Collaborative
Professional Development
Increase MS athletic fee from $125 to $150 10,375
Increase HS activity fee from $100 to $125 12,434
Increase HS athletic fee from $230 to $250 27,920
Salary adjustments/turnover 583,965
Salary freeze for day substitutes 6,015
Total 665,209
If the Education Job Grant is prorated between the Operating and STTI Budgets, the projected increase for
the Operating Budget is now 1.73 percent, and the gap from the Advisory guideline is $107,137. If the
Education Job Grant is applied 100 percent to the STTI Budget, the gap from the Advisory guideline is
$540,284. This last Wednesday evening, the School Committee presented its budgets to the Advisory
Committee. The budget process will likely remain fluid over the next few months until the Annual Town
Meeting at the end of March. Please do not hesitate to contact me if you have questions along the way.
