Mr. Plaisted is a Chemical/Civil Engineer with over 25 years of engineering
experience ranging from Pulp and Paper, Municipal Water/Wastewater,
Industrial and Environmental sectors and has an extensive background in
sewer collection and water distribution systems, hydraulic modeling,
pumping stations, groundwater, system operations, permitting, Inflow and
Infiltration investigations, project management and client relations. He is

REPRESENTATIVE ACCOMPLISHMENTS
WATER
• Prepared and designs and construction oversight of an industrial stormwater treatment facility upgrade. Designed industrial
water pre-treatment and treatment facilities for the removal of petroleum product (LNAPL), VOC’s and metals for discharge to
both groundwater and surface water..
• Prepared models of industrial water system for major Pulp and Paper facility for water reuse project.
• Developed water system hydraulic models for application in water system planning studies (including population projections,
storage needs, supply needs).
• Designed and permitted water system including the evaluation of supply capacity, need for a new water supply well and treatment
facility. The project included design of modifications to existing wells and treatment facilities, supervision of a 72-hour aquifer test,
site selection and design of a new 0.6 MG elevated tank and design of 7,700 feet of water transmission main and preparation of
construction specifications and a Safe Drinking Water permit.
• Assisted clients in the preparation of PENNVest and H2O grants.
• Prepared Consumer Confidence Reports (CCR) and Act 220 reports.
• Reviewed designs and performed construction management functions for water distribution system, storage and booster
pumping facilities for water systems.
• Prepared a hydraulic model of industrial park water system to size mains, booster stations and determine fire flows.
• Prepared hydraulic model of water system for 2,000 unit residential development to determine main sizing, supply and storage
requirements.
• Performed water system evaluations for permitting of revised chemical treatment for well supplies.
• Served as the primary Project Manager for the lining and covering of a 7 million gallon finished water reservoir, responsibilities
included permitting, design oversight and construction management. Project manager for installation of new SCADA system.
• Served as project manager for the evaluation and purchase recommendations of water systems.
• Lead engineer for the design and construction of a 10,000 foot water main replacement in Route 611.
• Served as the primary Project Manager for design and construction of 2 MGD water booster station and the construction of a 1.0
MG water storage facility. Responsibilities included site selection, review of design and construction management.
• Served as Project Manager and primary design engineer for the design and construction of water supply well field and
groundwater treatment plant. Work performed included review of test well data, design and permitting of transmission mains,
design of booster pumping and treatment facility.
• Developed operating operation protocol for managing withdrawals from different aquifers.
• Served as primary engineer for the drilling and development of a new production well and booster pumping facility.
Responsibilities included well site selection, test drilling, permitting with PADER and DRBC, well pump testing, design review,
presentation at public meeting, and testimony at an Administrative Law hearing and construction management.
• Served as the lead engineer for the design and installation of an air stripper treatment facility for PCE removal, responsibilities
included evaluation of contaminated well, preliminary design, permitting, presentations at public meetings, field inspection and
construction management.

SEWER/WASTEWATER
• Prepared permits (PADEP and NJDEP TWA, NJPDES, Act 537 Planning Modules, GP-5, GP-11, MS4 and Industrial Wastewater
discharge to POTW).
• Evaluated wastewater stream from landfill operation for recommendation for pretreatment requirements prior discharge to client’s
