Joint Personnel Recovery 2011 brings together policy makers and practitioners from around the world to discuss the
critical issues in the community. From overviews of key platform and technology developments, better understanding
of the evolving nature of PR operations, to the current threats being faced. The 5th Annual conference will focus on the
issues essential to maintaining an efficient and effective Personnel Recovery capability. In 2010 we brought together
an audience of more than 100 participants from more than 25 military and industry organizations and 15 nations. Our
delegates are programme managers of operational and future platforms, individuals responsible for defining Joint
Personnel Recovery capability as well as platform and system engineers. We also welcomed significant representation
from leading capability providers and their partners.

PRE -CONFERENCE WORKSHOP: 27TH June 2011, 14:00 – 17:30
Escape from the City
A scenario-based group-led workshop specifically covering the planning and implementation of SERE and JPR in the Urban Environment.
Following the successful workshop of JPR 2010, which sought to further develop understanding and highlight training shortfalls
in both SERE and JPR for this unique environment, we are once again joined by Flight Lieutenant Conrad Allen (Ret’d) Managing
Consultant of Urban-SERE Ltd who will facilitate and steer this progressive and interactive workshop.
Scene setting, through detailed presentations, will be followed by several scenarios, which will be examined both in isolation and
concert. In so doing, it is intended that attendees will be able to fully contribute at the limit of their understanding whilst still being
able to absorb other national, professional and personal concepts, understandings and ideas.
This brainstorming should allow attendees to assimilate a more divergent approach to their current capabilities and doctrine, as well
as breed a future culture of development and progression.
All attendees should expect to fully contribute regardless as to their current status, understanding or role within the SERE and JPR
community.
Workshop facilitated by Flight Lieutenant (Ret’d) Conrad Allen, Managing Consultant, Urban SERE
Conrad Allen enlisted in the RAF straight from school in January 1987 serving initially on an RAF Mountain Rescue Team, during
which time he responded to many aircraft crashes as well as personnel recovery of military and civilian personnel in distress in the
UK. In 1998 he was commissioned into the RAF Regiment and served operationally in Northern Ireland, the Falkland Islands, and
conducted operations in Bosnia as part of EUFOR. His last tour of duty, before retiring, was as a SERE instructor with the Defence
SERE Training Organisation at RAF St. Mawgan where his particular skills were used to conduct a groundbreaking study into evasion
in the urban environment. He has shaped UK policy and become the UK subject matter expert in Urban Evasion and Escape and is
currently engaged with several government agencies in promoting and developing PR in this taxing and dynamic environment.

  • 2. www.jointpersonnelrecovery.com Joint Personnel Recovery 2011 brings together policy makers and practitioners from around the world to discuss the critical issues in the community. From overviews of key platform and technology developments, better understanding of the evolving nature of PR operations, to the current threats being faced. The 5th Annual conference will focus on the issues essential to maintaining an efficient and effective Personnel Recovery capability. In 2010 we brought together an audience of more than 100 participants from more than 25 military and industry organizations and 15 nations. Our delegates are programme managers of operational and future platforms, individuals responsible for defining Joint Personnel Recovery capability as well as platform and system engineers. We also welcomed significant representation from leading capability providers and their partners. PRE -CONFERENCE WORKSHOP: 27TH June 2011, 14:00 – 17:30 Escape from the City A scenario-based group-led workshop specifically covering the planning and implementation of SERE and JPR in the Urban Environment. Following the successful workshop of JPR 2010, which sought to further develop understanding and highlight training shortfalls in both SERE and JPR for this unique environment, we are once again joined by Flight Lieutenant Conrad Allen (Ret’d) Managing Consultant of Urban-SERE Ltd who will facilitate and steer this progressive and interactive workshop. Scene setting, through detailed presentations, will be followed by several scenarios, which will be examined both in isolation and concert. In so doing, it is intended that attendees will be able to fully contribute at the limit of their understanding whilst still being able to absorb other national, professional and personal concepts, understandings and ideas. This brainstorming should allow attendees to assimilate a more divergent approach to their current capabilities and doctrine, as well as breed a future culture of development and progression. All attendees should expect to fully contribute regardless as to their current status, understanding or role within the SERE and JPR community. Workshop facilitated by Flight Lieutenant (Ret’d) Conrad Allen, Managing Consultant, Urban SERE Conrad Allen enlisted in the RAF straight from school in January 1987 serving initially on an RAF Mountain Rescue Team, during which time he responded to many aircraft crashes as well as personnel recovery of military and civilian personnel in distress in the UK. In 1998 he was commissioned into the RAF Regiment and served operationally in Northern Ireland, the Falkland Islands, and conducted operations in Bosnia as part of EUFOR. His last tour of duty, before retiring, was as a SERE instructor with the Defence SERE Training Organisation at RAF St. Mawgan where his particular skills were used to conduct a groundbreaking study into evasion in the urban environment. He has shaped UK policy and become the UK subject matter expert in Urban Evasion and Escape and is currently engaged with several government agencies in promoting and developing PR in this taxing and dynamic environment.
