Introduction
• Distance education began in some European and American universities, which used to send various
educational materials through the mail to the student, and then the matter developed to take place
through cable and television channels. In the early 1990s, the Internet had emerged as a fast alternative
means of communication.
• In August 2020, the United Nations published a report titled (Policy Brief: Education During COVID-19 and
Beyond), the United Nations stated that The COVID-19 pandemic has caused the largest disruption to
education systems in history, affecting nearly 1.6 billion learners in more than 190 countries and all
continents. The closure of schools and other learning places affected 94 percent of the world's students,
and up to 99 percent in low- and lower-middle-income countries.

• Although the school closures initially caused disruption, after time it also sparked many examples of educational
innovation. There are indications that the crisis could have a lasting impact on the path of learning to innovate and
digitize.
• The World Economic Forum argues that the possible changes consist of three aspects:
1. The crisis could accelerate innovation within education.
2. Education partnerships between the public and private sectors could increase in importance.
3. Looking at the digital divide, the digital divide can be exacerbated if the effectiveness of education is directly related
to access to the latest technology.
It is too early to judge whether the online distance learning system is better than the traditional education, or whether
the short term preparation for online learning will lead to poor performance and suggest a return to traditional methods.

pandemic
• At the time of the spread of modern technology and Internet access through multiple devices in recent years, the
popularity of distance learning has risen dramatically. And in the crisis, the Covid-19 pandemic has become mandatory for
all levels of education. Most schools and universities are now equipped with devices ready to deal with electronic
platforms and distance education programs. An example is Microsoft Teams, Google Classroom, Zoom, as well as Saudi
government platforms such as Noor and madrasati, etc.

Distance education and its ability to deliver information
• The student inside the school can learn through traditional study methods provided by the school.
For students who study remotely, they have obtained higher satisfaction through their online
learning because the information reaches all students clearly if the connection and the platform is
working well. For example, a student who is studying remotely at his home can get the
information clear from The teacher without any inconvenience mentioned, and the student can
also review his lessons more than once according to their needs because the lessons are
registered on the platform and the student can then process the courses to suit the learning by
focusing more on his weaker topics while searching for concepts he already has Or they can easily
absorb it. When the course design and learning environment are at their best, distance education
can lead to greater student satisfaction with their educational experience.

• The World Bank is actively working with ministries of education in dozens of countries in support
of their efforts to utilize educational technologies of all sorts to provide remote learning
opportunities for students while schools are closed as a result of the COVID-19 pandemic, and is
in active dialogue with dozens more.
• In support of this work, the World Bank is cataloguing emerging approaches, by country, in an
internal database. In case related information may be useful to others, we are sharing excerpts
from this database here.

Japan applications in distance education
• For example, the Japanese Ministry of Education, Culture, Sports, Science and Technology (MEXT)
has a central website that collects all information related to the COVID19 response, including the
various coping strategies taken by schools. School districts and schools used different coping
strategies. While much of it is based on ICT-based distance learning (for example, online
submission, video conferencing, and group program-based learning), there are also many
initiatives that increase the use of school grounds and facilities in a safe and healthy way.

China applications in distance education
• Another example, The Chinese Ministry of Education launched an initiative entitled "Ensure that
learning is not interrupted when classes are cut". Over the course of two weeks, with all face-to-
face meetings banned, the ministry organized conference calls with school management agencies,
providers of online platforms and training courses, telecommunications service providers and
other stakeholders to plan implementation of the initiative.

To enable this, the Ministry of Education partnered with the Ministry of Industry and Information
Technology in order to:
1. Mobilize all major telecom service providers to boost internet connectivity service for online
education.
2. Upgrade the bandwidth of major online education service platforms.
3. Mobilize society-wide resources for the provision of online courses and resources.
4. Adopt flexible and appropriate methodologies to facilitate learning.
5. Strengthen online security through collaboration with the telecom sector and online platform
service providers.

Austria applications in distance education
• Learning platforms like Moodle and LMS are being used, as well as cloud solutions from companies
such as Microsoft and Google. The content platform Eduthek, developed by the Ministry, offers
learning and exercise material from external providers for kindergarten and pupils of all school levels to
practice at home.
• Based on the experience of the first two weeks of school closures, the Ministry is taking additional
efforts to improve the efficiency of digital learning environment services. Currently the Ministry is
working on a concept with guidelines for distance learning and on a concept for a Distance Learning
Service Portal as a Single Point of Entry for teachers and school manager.

• Many educational programs and platforms have appeared during the Corona pandemic, and there is a list of
applications, basic systems and educational resources below to help parents, teachers, schools and school
administrators aiming at facilitating student learning, providing social care and interaction during school closures.
Most of them are free formatted solutions, and many cater to many languages.
• The most famous companies that appeared in distance education are :
1- Google (Google classroom) is to streamline the process of sharing files between teachers and students.
2- Microsoft (Microsoft teams) is a communication and collaboration platform that combines workplace chat, video
meetings, file storage , and application integration.
3- ClassDojo is connects teachers with students and parents to build classroom communities.
4- Moodle is the most popular Learning Management System in the world. You can start creating an online learning
website.

Difficulties and challenges in distance education
• The educational process is currently facing a real challenge in light of the existence of the Corona
pandemic, which threatens its security and safety, not only intellectual and cognitive, but human
life in the learning community of the teacher, student, administrator and all workers in the field of
education, and thus threatens all humanity.
• On distance learning sites in some countries, we find a large percentage talking about the
importance of addressing the issue of cyberbullying. Educators explain that students are exposed
to bullying, whether inside or outside the school, or they are reached via the Internet and social
networks. In the following slide, I will mention some of the main points of difficulties and
challenges for distance learning.

1- Internet access.
Not all students have internet at home so many students who do not have internet at home turn to
libraries, community centers and fast food restaurants to access the Wi-Fi they need to complete
their assignments.
2- Availability of appropriate devices.
Having the right tools is essential to success in any endeavor but is especially important in distance
learning.
3- Attempts to keep pace with digital development.
Perhaps most of these obstacles exist in other countries with varying degrees of severity, according
to their different technical and information capabilities.

4- Register and enter the education platform.
Many students need help registering or entering the platform on their own, especially in the
elementary level.

Recommendations and suggestions
• Planning for remote learning that respects the needs of all students and staff.
• Implementing remote learning that attends to the diversity of each community to ensure that all
students have access to equitable educational opportunities.
• Practicing consistent communication with students, families, and staff to understand how the
health emergency is impacting.
• Providing transparent access to information for all education stakeholders (families, districts,
students, etc.).
• Local districts should develop alternate methods of assessment for career and technical
education course work, where appropriate, including use of video, electronic submission, etc.
• Dual credit policies should be developed in conjunction with partner institutions.

Introduction • Distance education began in some European and American universities, which used to send various educational materials through the mail to the student, and then the matter developed to take place through cable and television channels. In the early 1990s, the Internet had emerged as a fast alternative means of communication. • In August 2020, the United Nations published a report titled (Policy Brief: Education During COVID-19 and Beyond), the United Nations stated that The COVID-19 pandemic has caused the largest disruption to education systems in history, affecting nearly 1.6 billion learners in more than 190 countries and all continents. The closure of schools and other learning places affected 94 percent of the world's students, and up to 99 percent in low- and lower-middle-income countries. Difficulties and challenges in distance education • The educational process is currently facing a real challenge in light of the existence of the Corona pandemic, which threatens its security and safety, not only intellectual and cognitive, but human life in the learning community of the teacher, student, administrator and all workers in the field of education, and thus threatens all humanity. • On distance learning sites in some countries, we find a large percentage talking about the importance of addressing the issue of cyberbullying. Educators explain that students are exposed to bullying, whether inside or outside the school, or they are reached via the Internet and social networks.
