 The Conclusions:
 The label designs shown to the respondents
were either reasonably or well understood.
However, the public needs to be educated on
the labels to increase its understanding to
encourage consumers to purchase EE
appliances. This is best conducted through an
A&P campaign

The Way Forward
EE Rating and Labeling
To add more types of electrical equipment under
the present voluntary energy efficiency rating
and labeling which can be adopted with the
introduction of future laws/regulations
To continue working together with industry
players in developing EE criteria for more types
of electrical equipment
To add at least another 4 new equipment with its
EE rating and label in 2010
Legislation
• In the process of drafting the new regulations
using the enabling provisions under the existing
Electricity Supply Act 1990 to regulate energy
performance through MEPS and EE labeling
requirements for electrical equipment
• Targets:
– 2010 : preparation and completion of the 1st draft
– 2011: presentation to key stakeholders and to obtain
minister’s approval
– To be decided: Introduction and implementation
Fiscal Incentives
To propose to the government to extend the
fiscal incentives for EE projects and
products beyond 31 December 2010
To propose for the incentives to be enjoyed
for all importers
For air conditioners
 Sales tax about 10%
 Import duty about 5%

Energy Efficiency Standard and labeling in Malaysia 2010

Existing Policies National Energy Policy A simple form of energy policy defined in terms of its objectives  Supply objective is to ensure adequate and secure energy supply at reasonable prices  Utilisation objective is to use energy efficiently and to cut down on wasteful ways of using energy, and  Environmental objective is that in ensuring the achievements of the supply and utilisation objectives, the environment is not degraded adversely Fifth Fuel Policy - RE

New Energy Related Policies The policy to phase out incandescent lamps (2011-2013) - Announced on March 2010 Consultant study is underway to formulate the new Energy Policy To introduce The Renewable Energy Policy and Master Plan In the process of formulating The Energy Efficiency Policy and Master Plan - expected to be completed in 2010  RE and EE Master Plan – for electricity sector only Considering to produce electricity from nuclear by 2021

Capacity Development  Malaysia Industrial Energy Efficiency Improvement Programme (2000-2005)  Energy auditing and demonstrations of EE projects  ESCO development  Standard and labeling  Capacity Development on EE for Energy Commission with DANIDA  Industrial  Buildings  Household  Energy Efficiency/Management Trainings and Courses  Endorsement and monitoring of programmes conducted by private companies , industry associations and public organizations.

Present Laws And Regulations  Existing laws (Electricity Supply Acts 1990 and Electricity Regulations 1994) focusing on supply side (generation, transmission, distribution) and safety  Many elements in demand side management (energy users and electrical equipment ) remain non regulated areas  Introduced and enforce the Efficient Management of Electrical Energy Regulations 2008 – require large energy users to appoint energy manager and submit regular reports

Fiscal Incentives for EE Products and Projects  Import duties and sales tax exemptions for High Efficiency Motors and insulation materials  Sales tax exemptions for energy efficient products produced by local manufacturers  Investment allowances and pioneer status for energy efficiency projects and Certified Buildings Under Malaysian Green Building Index

  • 19. Market Survey On EE Label Design: 2004  The Conclusions:  The label designs shown to the respondents were either reasonably or well understood. However, the public needs to be educated on the labels to increase its understanding to encourage consumers to purchase EE appliances. This is best conducted through an A&P campaign

EE Rating and Labeling To add more types of electrical equipment under the present voluntary energy efficiency rating and labeling which can be adopted with the introduction of future laws/regulations To continue working together with industry players in developing EE criteria for more types of electrical equipment To add at least another 4 new equipment with its EE rating and label in 2010

Legislation • In the process of drafting the new regulations using the enabling provisions under the existing Electricity Supply Act 1990 to regulate energy performance through MEPS and EE labeling requirements for electrical equipment • Targets: – 2010 : preparation and completion of the 1st draft – 2011: presentation to key stakeholders and to obtain minister’s approval – To be decided: Introduction and implementation
  • 27. Fiscal Incentives To propose to the government to extend the fiscal incentives for EE projects and products beyond 31 December 2010 To propose for the incentives to be enjoyed for all importers For air conditioners  Sales tax about 10%  Import duty about 5%
