Secretary of Labor – Mexico City, Mexico
Recently appointed Mexico’s City Secretary of Labor. Governor of the State of
Zacatecas from 2004-2010. She was the fifth woman to serve as governor of
a Mexican state. Former Senator and Federal Deputy; chaired the Immigration
Committee at the International Socialist organization. President of the leftist
Democratic Revolution Party (PRD) in 2000. Member of the Mexican Council on
Foreign Relations (COMEXI).
JOEL HELLMAN
Dean, School of Foreign Service, Georgetown University
As both a scholar and practitioner, Dr. Joel Hellman brings to Georgetown a unique
and valuable perspective from his work on issues of governance, conflict and
the political economy of development around the world. He joins the School of
Foreign Service as Dean following 15 years of service at the World Bank, where
he most recently served as Chief Institutional Economist.
JORGE FAMILIAR
Vice President for Latin America and the Caribbean – World Bank
He is the Vice President of the World Bank for Latin America and the Caribbean
since May 1, 2014. He is the first Latin American to be appointed to that
position in the last 30 years. Eradicating extreme poverty and promoting shared
prosperity through the creation of opportunities for all Latin Americans are at the
core of his vision for the Region.
RICARDO ERNST
Deputy Dean and Professor of Operations – the McDonough School
of Business, Georgetown University
Ricardo Ernst is from Universidad Catolica Andres Bello, MBA from the Instituto de
Estudios Superiores de Administracion, MA and Phd in Operations Management
from the Wharton School, University of Pennsylvania. He has consulted with
several big firms, including General Motors, Michelin, Rockwool, Casa Cuervo,
FEMSA (Coca-Cola), Wal-Mart, Pan American Health Organization (PAHO) and The
World Bank.
LUIS MIGUEL CASTILLA
Ambassador of Peru to the United States
Dr. Castilla was appointed Ambassador of Peru to the United States on 2015.
He had served as Minister of Economy and Finance of Peru from 2011 to
2014. During his tenure, he implemented major reforms to attract foreign direct
investment to Peru, spur economic growth, reduce poverty and foster economic
and social development.
ROBERTA BRZEZINSKI
Managing Principal, CDPQ Washington Growth Markets
Ms. Brzezinski has been involved in private equity investing since 1992. Before
joining CDPQ Washington, she held the position of Chief Investment Officer at
TAU Investment Management, a private equity investment firm whose operations
focus on Asia. She was one of the founding partners of Abris Capital Partners, a
private equity fund manager that invests in the major countries of Central
and Eastern Europe.
THOMAS BANCHOFF
Vice President for Global Engagement
Georgetown University
Thomas Banchoff is vice president for global engagement at Georgetown
University. He also serves as founding director of the Berkley Center for Religion,
Peace, and World Affairs and a professor in the Department of Government and
the School of Foreign Service. Banchoff’s scholarship centers on ethical and
religious issues in world politics. His most recent book is Embryo Politics: Ethics
and Policy in Atlantic Democracies.

EDWARD MONTGOMERY
Dean, McCourt School of Public Policy
Edward Montgomery is Dean of the McCourt School of Public Policy at
Georgetown University. Prior to joining MSPP he served on President Obama’s
Auto Task Force as Executive Director of the White House Council for Auto
Communities and Workers. He also worked in the Clinton administration as
Deputy Secretary of the U.S. Department of Labor. Dean Montgomery has a B.S.
(Honors) in Economics from Pennsylvania State University, and a M.A. and a Ph.D.
in Economics from Harvard University.
DAVID ORTA
Head of the International Arbitration Practice in Washington, D.C.
and Latin America – Quinn Emanuel Urquhart & Sullivan LLP
David Orta represents clients in complex commercial and investment arbitration
and litigation disputes. His vast experience expands to representing governments
and investors in all international arbitral forums like the LCIA, ICC, ICDR and the
World Bank’s International Center for Settlement of Investment Disputes (ICSID).
He has been recognized as a leading specialist in international arbitration by,
among others, Chambers Latin America, Legal 500, Who’s Who Legal: Arbitration.
FRANCISCO PALMIERI
Deputy Assistant Secretary for the Caribbean and Central America
Bureau of Western Hemisphere Affairs, US State Department
Mr Palmieri previously served as the Director of the Bureau of Western
Hemisphere Affairs’ Office of Policy, Planning, and Coordination. He has served
in the Dominican Republic, El Salvador, Honduras, and Venezuela. He led INL’s
Latin American and Caribbean Programs Office, where he was responsible for
the Colombia and Mexico/Merida operations and 19 Narcotics Affairs offices
throughout the Western Hemisphere.
GUSTAVO RIVERA LORET DE MOLA
Special Projects Coordinator – Legorreta-Hernández Foundation
PhD in Government in University of Texas. Studied political science, methodology
and political psychology in Notre Dame, Michigan and Stanford. As Special
Project Coordinator of the Legorreta-Hernández Foundation he is dedicated to
accelerating social development in Mexico, through comprehensive programs
aimed at children and young people in order to break the cycle of poverty.
BARBARA KOTSCHWAR
Senior Investment Policy Specialist – World Bank’s Trade and
Competitiveness Global Practice
Barbara Kotschwar is Senior Investment Policy Specialist in the World Bank’s
Trade and Competitiveness Global Practice and a Professor of Latin American
Studies at Georgetown University. Until October 2015, Barbara was a Research
Fellow at the Peterson Institute for International Economics (PIIE) where her
research focused on trade and investment, regional integration and economic
dynamics of Latin American countries.
JAMES MARTIN
Partner at Latin American Partners (LAP)
Prior to LAP, Mr. Martin joined EMPG’s Latin America Group in 1997, a private
equity fund manager, as a Managing Director where he led the team responsible
for the transportation and environmental services sectors. He also worked on
transactions in the natural resources and energy sectors. Prior to joining EMPG,
he served at the International Finance Corporation (IFC), from 1992 to 1997,
most recently as a Principal Investment Officer heading a team responsible for
global investments in water and environmental infrastructure.
DIANA KAPISZEWSKI
Associate Professor of Government & Academic Director of the
Center for Latin American Studies Georgetown University
Diana Kapiszewski is Associate Professor of Government and Academic Director
of the Center for Latin American Studies at Georgetown University. Her research
interests include comparative public law, Latin American politics, and research
methods. She has published two books on comparative legal institutions, High
Courts and Economic Governance in Argentina and Brazil and Consequential
Courts: Judicial Roles in Global Perspective.
JORGE MUÑOZ
Mayor – Miraflores, Peru
Mayor of Miraflores (2011-2018), studied law in the Pontifical Catholic University
of Peru. He has great experience in local government administration. He served
as Miraflores public manager (1996-1998) and as part of Miraflores City Council
(1999-2010). He was one of the few mayors in Lima to be reelected and recent
polls show he is one of the most popular ones.
MICHAEL SHIFTER
President – Inter-American Dialogue
Michael Shifter is the President of the Inter-American Dialogue. Since 1994,
Shifter has played a major role in shaping the Dialogue’s agenda, commissioning
policy-relevant articles and reports as well as implementing the organization’s
program strategy in relation to the Andean countries. Since 1993, he has also
been adjunct professor at Georgetown University’s School of Foreign Service,
where he teaches Latin American politics.

Carolina Walther-Meade is a member of the firm’s Project Finance and Latin
America Practice Groups. She has extensive experience in cross-border financings
and international project finance and development throughout Latin America. Her

industrial groups.
