Cultural And
Educational Rights
Minority does not only mean religious minority at national
level. In some places, people speaking a particular
language are in majority while different languages are
spoken in minority .
This can be shown using examples of different states in
India
Minorities in different states and our
country
Examples
Telugu speaking people form a
majority on Andhra Pradesh, but
they are a majority language in
Karnataka.
Sikhs constitute a majority in
Punjab, but they are a minority in
the states of Rajasthan, Haryana
and Delhi.
What are cultural and educational rights ?
1. Cultural and educational rights are rights
guaranteed by the constitution to religious
and linguistic groups and other minority
groups in India, to enable them to preserve
their culture, language and script. They have
the right to choose the education they want
to pursue.
Why do we need Cultural and Educational
rights ?
India is a democartic country. Working of democracy
gives power to the majority. It is the culture, language
and religion of minorities that has to be protected. If
not, then they may get neglected under the impact
language, religion and culture of majority.
Hence, we need cultural and educational rights to
ensure that minorities and citizens have the rights to
follow their religion and belief without being
dominated by the majority groups.
Articles under cultural and educational
rights are :
Article 29: Indian constitution guarantees the protection of
interest in minorities.
Article 30: Indian Constitution guarantees the right of
minorities to establish and administer educational
institutions of their choice.
Article 29: Indian constitution guarantees
the protection of interest in minorities.
Any section of citizens with a distinct
language or culture have a right to
conserve it.
Article 30: Indian Constitution guarantees the
right of minorities to establish and administer
educational institutions of their choice.
Admission to any educational institution
maintained by government or receiving
government aid cannot be denied cannot be
denied any citizen on the ground of religion or
language.
All minorities have the right to establish and
administer educational instituitions of their
choice. Here minority does not mean only
religious minority at the national level.
How can we secure Cultural and
Educational Rights in our country ?
To secure cultural and educational rights, one can
establish their educational institutions. These
institutions may have the culture and educational
factors of their own . Through this they can develop
their education and culture of their own.
Everybody is free to have education of their own
culture as well as education of their choice as well.
