3. Introduction…
Indira Gandhi International Airport is the primary
international airport of the National Capital Region of
Delhi, India, situated in West Delhi, 16 km (10 mi)
southwest of New Delhi city centre.
It is the busiest airport in India. With the
commencement of operations at the new Terminal 3.
Delhi's Indira Gandhi International Airport has become
India's and South Asia's largest and one of the most
important aviation hub, with a current capacity of
handling more than 46 million passengers and aimed at
handling more than 100 million passengers by 2030.

In 2010-11, the airport handled 29.94 million
passengers annually, and the planned expansion program
will increase its capacity to handle 100 million passengers
by 2030.
The new Terminal-3 building has had the capacity to
handle an additional 34 million passengers annually since
the start of the 2010 Commonwealth Games.
Terminal- 3 is the world's 6th largest passenger
terminal.

7. IGI Airport is the home of several Indian airlines
including Air India, Air India
Regional, IndiGo, JetLite, SpiceJet, Jet Airways, Kingfisher
Airlines, GoAir use IGI Airport as their secondary hub.
Approximately 80 airlines serve this airport.

airport, they are the following……….

8. TERMINAL 3
Terminal 3, a state-of-the-art and integrated
terminal, is the 24th largest building in the world and
8th largest passenger terminal.
The IGI-Terminal 3 project would come to be known
as one of the largest and most fast paced projects
undertaken by any developer on Indian soil, to be built
in time for the commonwealth games in New Delhi in
2010.
It occupies 502,000 m² (5.4 million sq ft), with a
capacity to handle 34 million passengers annually

This terminal has 168 check-in counters, 78
aerobridges at 48 contact stands, 30 parking bays, 72
immigration counters, 15 X-ray screening areas, for less
waiting times, duty-free shops, and other features.
Over 90% of passengers use this terminal.
This new terminal had been completed in time for
the 2010 Commonwealth Games, which were held in
Delhi, and will be connected to Delhi by an eight-lane
motorway (National Highway 8), and the Delhi Mass
Rapid Transit System.

• The IGI airport has 6 Terminals. Terminal 3 is
meant for the use of International Flights and
some Domestic Carriers. The upper level of T3
is used for departure purpose while the lower
is reserved for arrivals. The domestic flights
operating from this terminal are Air India, Fly
Kingfisher, Jet Airways, Jet Konnect Indian
Airlines, Kingfisher Red, and Jet Lite

The terminal was officially inaugurated on 3 July
2010, and there were nine flights to test the operational
readiness of the new terminal and its ground handling
capabilities.
T3 has India's first automated parking management &
guidance system in a multi level car park, which comprises
7 levels and a capacity of 4300 cars.
The Parking System is designed & installed by M/s FAAC
India Pvt. Ltd. under guidance of Mr. Deepak Kapoor MD
& Mr. Ashfak Alam Product Manager in record time, in
such a way that a person wishing to park can find space
within 5 minutes with the help of an electronic dynamic
signage.

14. CONSTRUCTOR……
Interarch was chosen amongst many international and
Indian-JV bidders from an international bidding
process, to come aboard under lead contractors Larsen &
Tubro and GMR-DIAL, to execute the structural steel
works for the Domestic and International Piers of the
Delhi International Airport IGI –Terminal 3 project as well
as the entire roofing system for the entire terminal
building.
Through its course Interarch designed, manufactured
and constructed over 7500MT of steel in under 8 months
and would design, procure and lay over 1.2 million square
meters of roofing material to cover one of the largest
buildings in Asia.

23. The opposition party.. Say`s that the huge terminal in Delhi can be
justified in one way or the other but it does not make sense. “An airport
terminal should be clean, passenger-friendly and have enough space and
seating arrangements for people. For that, one does not have to
necessarily build a large terminal. Such an expansive terminal building at
Delhi is absolutely not justified.”
T3 is the largest airport terminal in the country and the eighth largest in
the world but its capacity utilization is only 62 passengers per square
meter which Is less than other airport in India . Aviation minister
Praful Patel saying a large terminal will provide for additional shopping
space but large part of terminal is Vacant till now
24. •According to report the government lost at least Rs 1185
crore in the developing of 48.5 acres of land around airport
•Airport sources said the committee members, including
senior BJP leader LK Advani, had queries What security do
we have at T3 IGI Airport. The security check is only after the
immigration / customs desk. Before that there is absolutely
no check. Also now days, even the baggage X-Ray is not
done prior check-in. Believe we all are just waiting for a
disaster to happen, before taking any action
25. The government has been deprived of its legitimate share of
revenue through formation Of joint ventures by DIAL with
private entities. Government owned-airport authority of india
(AAI) had In April 2006 signed a contract for the operation and
management of IGI airport With DIAL wherein revenue share
45.99% was to go to AAI and 54.01 % to DIAL . AAI has 26 %
equity participation In DIAL, with remaining 74 % held by a
private consortium Of GMR group, fraport AG,MAPL,IDF.

Environmental initiatives :-
The airport is widely considered a `green’
project. In 2011, Terminal 3 became the
world's first and also the largest terminal
building to be conferred the prestigious
'Leadership in Energy and Environmental
Design New Construction' (LEED NC) gold
rating.

Water Management :-
• The airport relies on ground water source and municipal
supply for its water requirement. For optimal utilization of
ground water, the airport has installed rainwater
harvesting structures.
• In order to reutilize wastewater, the complex has a sewage
treatment plant (STP), with advanced tertiary treatment
viz. ultra filtration and reverse osmosis technique. The
water treatment equipment ensures zero water discharge.
The entire treated water is utilized for air-conditioning,
toilet flushing, horticulture and construction activities.

Waste Management:-
The airport employs the highest environmental
standards to handle different kinds of waste. All waste
is appropriately recycled wherever possible. In cases
where waste cannot be recycled, it is disposed off in an
environmentally- friendly manner, as per government
regulations.
At the T3 terminal, efforts towards waste management
include capability for segregation of waste at
source, twin bin system for waste management and
maximization of recycling.

Air Quality Control :-
The air quality in and around the airport is
regularly monitored.
DIAL also initiated green house gas inventory
program to track vehicular emissions. It
encourages employees to reduce their carbon
footprint through carpool networks. Dust
screens and water sprinklers are used to prevent
gusts of dust.

Energy management:-
Terminal 3 is an energy-efficient building with
features like natural day lighting, use of CFL
bulbs, use of recycled material
in construction and use of environment-
friendly vehicles. The terminal has a CNG
filling station inside the airport. 1,200 energy
efficient LCDs screens have been put up for
public information systems.
31. WIRED TOGETHER
• IT service provider WIPRO bid and won a
contract to undertake the IT systems for
terminal 3 of the Indira Gandhi International
Airport at New Delhi. Terminal 3 is slated to
be one of the biggest airport terminals in the
world and would be completed by October
2010, in time for the Commonwealth Games.

• A company called Wipro Airport IT Services
Limited was formed as a joint venture (JV)
between Wipro and Delhi International Airport
Pvt. Ltd. (DIAL), where Wipro holds 74 per cent
stake with the rest being held by DIAL. The JV
then entered into a Master Services Agreement
(MSA) to provide airport IT infrastructure and
services at Terminal 3.
• The contract is for a period of 10 years and
extendable on mutually agreed terms.
33. DESIGNER
• Terminal 3, a state-of-the-art and integrated
terminal, is the 24th largest building in the
world
• Designed by HOK working in consultation
with Mott MacDonald the new Terminal 3 is a
two-tier building, with the bottom floor being
the arrivals area, and the top being a
departures area.

40. CHALLENGES
• CLIENT - Larsen & toubro limited
• The project involved a large, internationally-
dispersed project team. In addition to the
joint venture parties, thousands of
participants from more than 70 organizations
were engaged on the project. Forty-five of the
companies were based outside of India, in
locations as far apart as London, Dubai,
Singapore and Sydney.

• For the first few months of the project, the team
used a combination of FTP systems, hard copies
and email to communicate. However, with
thousands of documents and correspondence
items being exchanged, the team was
experiencing bottlenecks and difficulties in
meeting their turnaround targets. Factors such as
file size restrictions on email accounts meant that
drawings sent to external stakeholders were
bouncing back and slowing down the review
cycle. L&T identified that these issues would only
escalate as the project ramped up.
42. SOLUTION
• L&T implemented the Aconex online
collaboration system to control information and
link the project team.
• Companies engaged on the project used Aconex
to manage more than 300,000 documents and
one million mail items – sometimes up to
100,000 items in a single month
• “Aconex is an indispensible element of the
project.”

43. CHALLENGES
• The total external finance requirement for the project
was Rs. 500 crore and included the cost of hardware,
software and implementation. Terminal 3 has catered
to all international flights and all non-low cost carrier
domestic flights to and from Delhi. Information
technology is also a key driver for critical airport
operations. Therefore the project holds significant
importance for both, DIAL and Wipro.
• As a result, IDFC stepped in to provide the external
finance needed for implementing this prestigious
project.
44. IDFC’s ‘one firm’ solution:
• The deal was a challenging one, but the seamless working
between three IDFC verticals – IDFC Capital, IDFC Project
Finance and IDFC Legal – saw the transaction being dealt
with smoothly.
• IDFC was the sole lender of the project. It originated from
IDFC Capital, which stepped in to leverage its strong
relationship with the Wipro Group.
• IDFC Capital, with inputs from IDFC Project Finance and
IDFC Legal then put together a unique financing structure
that met with the expectations of Wipro. Thus, all the three
verticals leveraged on their expertise to successfully
conclude the deal for the Terminal 3 project, which is
currently under implementation, and also won a cross sale
award for IDFC Capital’s debt team.

52. Current status
T3 resembles the face of a ‘Modern and Bold India’,
given the gigantic structure set up at a mammoth investment of
USD3billion
to provide an experience comparable with the best in the world.
T3 is among the worlds’ largest airport terminals; the
largest infrastructure asset in India:
• T3 has a passenger handling capacity of 34m per year, taking DIAL’s
effective handling capacity to 60m passengers per year.
• This compares with passenger traffic of 26m in FY10.
• After a long time in Indian infrastructure, capacity has been created to
address future growth.
• Terminal area stands at 502,000 square meters comprising of nine levels,

55. GMR has entered the elite list of business groups
capable of executing a USD3b project, on time:
Successful execution of T3 has demonstrated the unmatched execution
capabilities of the GMR group.
T3 (capacity of 34m passengers) was built in 37 months.
This compares with
• 60 months for Beijing Olympics airport (45m passengers),
• 60 months for Heathrow T5 (25m passengers), and
• 76 months for Changi (22m passengers).
Thus, T3 construction sets a global benchmark.
There were several execution challenges, including
