2. Terminology: emerging food risks

Emerging risk: “A risk resulting from a newly identified hazard to
which a significant exposure may occur, or from an unexpected new
or increased significant exposure and/or susceptibility to a known

Emerging issue: “An issue that could be a food or feed safety risk
that has very recently been identified and merits further
investigation, and for the information collected is still too limited to
be able to assess whether it meets the requirements of an emerging
risk. Thus, emerging issues are identified at the beginning of the
emerging risks identification process as subjects that merit further
investigation and additional data collection. Emerging issues can
include specific issues (e.g. a specific chemical substance or
pathogen, or a specific susceptible group of the population), as well
as general issues, called drivers (e.g. climate change), that could

Has developed various tools, examples include:
FoodShield: web-based collaboration platform (document
centers, on-line meetings, surveys, news feeds,
calendars, discussion forums)
FIDES: “comprehensive, systematic process for
monitoring potential food threats and identifying adverse
food events”
Focus is on food safety threats and catastrophes
Various data sources are gathered, but skilled user input
is still required

7. FAO [EMPRES]
System: EMPRES Food Safety (Emergency Prevention System),
established in 2009 as an extension of EMPRES (plant+animal health)
EMPRES Food Safety collaborates with INFOSAN
The main aim of EMPRES Food Safety is to prevent and control food
safety risks. Central to this is the early detection, early warning and
rapid response to food safety emergencies at global, regional and
local levels.
A primary objective is to leverage FAO’s comparative advantage
and establish an international programme that enables horizon
scanning to identify emerging food safety hazards, provide guidance
to countries on what to watch out for, how to prevent emerging food
safety risks and facilitate preparedness to react in a timely manner.

9. FSA (UK)
Is working on a new ‘Strategic Surveillance approach’ for
emerging risks
Has started ‘pilot studies’ to demonstrate proof of
concept of the new approach: to commission work from
various stakeholders so the FSA can learn how a wide
selection of data providers/analysts address the two
scenarios given systems, processes and information
already available to them.
Report on these pilot studies is expected soon
