Existing OHS Manager left the business in 2008
             Asked to oversee OHS whilst a replacement was found
      Took on the role of OHS Coordinator in February 2009

  Promoted to OHS Manager in 2011, reporting to GM Operations

Taking on the OHS role officially at Harris Scarfe in 2009 I identified a lack of systematic
processes, policies and procedures surrounding OHS.

As a previous employee of the stores I was well aware of the non existent safety culture.

I began to identify the barriers that had prevented the development of a safety culture.

• Large workforce across multiple regions;
• Young workforce that had low interest in reading policies/procedures;
• Deployment and update of paper based forms and policies difficult;
• Limited team interaction time on site due to ‘shift work’;
• Low interest/understanding in health and safety at work from employees;
• Varying legislation in regard to consultation requirements;
• High ‘turn-over’ rate in some sites of managers;
• Limited OHS coverage within new employee induction;
• Stigma surrounding workers compensation and injury reporting.

The most significant barriers I identified to the effective implementation of any safety
initiative were the:
           - Lack of general awareness around safety; and the
           - Lack of communication & consultation.

These barriers became my point of focus and lead
to the creation of the SafetyFirstHS.info website.

The project started as a personal project. Began developing out of my own interest with
the goal to create a comprehensive HSR resource.

developing it as a ‘marketing’ tool
for health and safety at Harris
Scarfe.

• The Safety First home page is displayed like a ‘dashboard’, it gives a quick overview of Health
  and Safety at Harris Scarfe.

• At the page header is a navigation bar for the entire site. Split into 6 easy sections, with an
  adjacent search bar.

• When designing the safety first website I looked at many resource and information websites
  to determine the best way to display and navigate through content.

• Looking at other websites available providing safety information I found some to be very easy
  to navigate such as the different WorkCover websites and found others to be a little out of
  date and difficult to manoeuvre through such as the SafeWork website.

• The majority of the design time involved in the site went to working out exactly what and
  how information should be displayed. Four key categories were decided upon

• During the next slides I will take everyone on a high level tour of exactly what information the
  site provides.

Home
Key Features of the home page

• Awareness Messages - Featured prominently on the safety first homepage are regular
  awareness messages. Each message helps to reinforce current safety initiatives being
  undertaken throughout the business. The messages are used to draw employees attention to
  new ways of working and uncommonly discussed safety matters.

• Quicklinks – to streamline the reporting of hazards, incidents and committee meetings a
  simple ‘quick links’ box is available on the home page. Clicking on any of these links takes you
  to a simple online form. For the first time in the business near misses are also captured
  through the reporting tools.

• Safety News - Updates, changes, developments – this section is the place to go for all HS
  safety news.

• Industry news – designed to keep managers, hsr’s, committee members and anyone
  generally interested in health and safety up to date with developments around the country.

Injury and
Return to Work

 The impact of a workplace injury can be difficult for many employees to deal
 with, this section is about reminding injured employees that they are not alone
 and support is available to assist their recovery and get them back to work. This
 section provides step by step information about what to do following an
 injury, what is workers compensation, how to put in a claim, what happens once
 a claim has been put in, who are the key players in the process.

First Aid
This section provides newly appointed First Aid Officers with Harris Scarfe specific
information, such as the responsibilities of the position, allowances, training
entitlements and indemnity.

To ensure First Aid Officers have a quick reference guide, the procedures section runs
through the basics of responding to an incident.

Harris Scarfe has developed a ‘Standard National First Aid Kit’ taking into account all
individual state requirements. The Kits section provides information to all stores about
what types of kits are available, it also provides a facility for replenishment. A simple
one page form enables Site Managers and First Aid officers to fill in an order form
which is sent directly to Head Office for fulfilment.                                     14
Laws and Regulations
 All Site Managers have a duty of care to their employees and it is important that
 they can quickly access and reference state legislation to confirm
 questions, support views, etc. The Laws and Regulations section provides Site
 Managers with a high level overview of their relevant states OHS
 Laws, Regulations and Codes of Practice.

 This section provides Site Managers, HSR’s and committee members with quick
 links to the state authorities responsible for maintaining the OHS
 Acts/Regulations.

Initial performance of the website itself was measured through ‘hits’ to the site, who
visits the site, how long they stay and what information they look at.

     +15,000 visits to the site over the last 12 months with +88,000 pages
     viewed

     The safety first website is frequented by users from the United
     States, Europe and Japan with over 3000 pages viewed by US users.

     The resources section is one of the most popular an frequented by
     external persons looking for form templates such as work permits and
     incident forms

demanding and they question everything.

 Generation Y outnumber the baby boomer generation by more than 1.3 million. Gen Y
 have grown up in the age of technology and can’t live without it. Surrounded by the latest
 gadgets, this is a “plugged-in” learning-oriented generation

  • 3. Taking on the OHS role officially at Harris Scarfe in 2009 I identified a lack of systematic processes, policies and procedures surrounding OHS. As a previous employee of the stores I was well aware of the non existent safety culture. I began to identify the barriers that had prevented the development of a safety culture. • Large workforce across multiple regions; • Young workforce that had low interest in reading policies/procedures; • Deployment and update of paper based forms and policies difficult; • Limited team interaction time on site due to ‘shift work’; • Low interest/understanding in health and safety at work from employees; • Varying legislation in regard to consultation requirements; • High ‘turn-over’ rate in some sites of managers; • Limited OHS coverage within new employee induction; • Stigma surrounding workers compensation and injury reporting. 3

The most significant barriers I identified to the effective implementation of any safety initiative were the: - Lack of general awareness around safety; and the - Lack of communication & consultation. These barriers became my point of focus and lead to the creation of the SafetyFirstHS.info website. 4
  • 5. The project started as a personal project. Began developing out of my own interest with the goal to create a comprehensive HSR resource. I Discovered the benefits the project could have on internal communication and began developing it as a ‘marketing’ tool for health and safety at Harris Scarfe. 5

  • 7. • The Safety First home page is displayed like a ‘dashboard’, it gives a quick overview of Health and Safety at Harris Scarfe. • At the page header is a navigation bar for the entire site. Split into 6 easy sections, with an adjacent search bar. • When designing the safety first website I looked at many resource and information websites to determine the best way to display and navigate through content. • Looking at other websites available providing safety information I found some to be very easy to navigate such as the different WorkCover websites and found others to be a little out of date and difficult to manoeuvre through such as the SafeWork website. • The majority of the design time involved in the site went to working out exactly what and how information should be displayed. Four key categories were decided upon • During the next slides I will take everyone on a high level tour of exactly what information the site provides. 7

Each message helps to reinforce current safety initiatives being undertaken throughout the business. The messages are used to draw employees attention to new ways of working and uncommonly discussed safety matters. • Quicklinks – to streamline the reporting of hazards, incidents and committee meetings a simple ‘quick links’ box is available on the home page. Clicking on any of these links takes you to a simple online form. For the first time in the business near misses are also captured through the reporting tools. • Safety News - Updates, changes, developments – this section is the place to go for all HS safety news. • Industry news – designed to keep managers, hsr’s, committee members and anyone generally interested in health and safety up to date with developments around the country. 8

Injury and Return to Work The impact of a workplace injury can be difficult for many employees to deal with, this section is about reminding injured employees that they are not alone and support is available to assist their recovery and get them back to work. This section provides step by step information about what to do following an injury, what is workers compensation, how to put in a claim, what happens once a claim has been put in, who are the key players in the process. 13

First Aid This section provides newly appointed First Aid Officers with Harris Scarfe specific information, such as the responsibilities of the position, allowances, training entitlements and indemnity. To ensure First Aid Officers have a quick reference guide, the procedures section runs through the basics of responding to an incident. Harris Scarfe has developed a ‘Standard National First Aid Kit’ taking into account all individual state requirements. The Kits section provides information to all stores about what types of kits are available, it also provides a facility for replenishment. A simple one page form enables Site Managers and First Aid officers to fill in an order form which is sent directly to Head Office for fulfilment. 14

Laws and Regulations All Site Managers have a duty of care to their employees and it is important that they can quickly access and reference state legislation to confirm questions, support views, etc. The Laws and Regulations section provides Site Managers with a high level overview of their relevant states OHS Laws, Regulations and Codes of Practice. This section provides Site Managers, HSR’s and committee members with quick links to the state authorities responsible for maintaining the OHS Acts/Regulations. 15

Initial performance of the website itself was measured through ‘hits’ to the site, who visits the site, how long they stay and what information they look at. +15,000 visits to the site over the last 12 months with +88,000 pages viewed The safety first website is frequented by users from the United States, Europe and Japan with over 3000 pages viewed by US users.   • 18. There is a new (and huge) generation of workers invading the force, they’re ambitions demanding and they question everything. Roughly 52% of the worlds population is under the age of 30. Generation Y outnumber the baby boomer generation by more than 1.3 million. Gen Y have grown up in the age of technology and can’t live without it. Surrounded by the latest gadgets, this is a “plugged-in” learning-oriented generation 96% of Gen Y have joined a social network. 19

Good morning everyone, thank you for coming along.My name is Andrew McGiffert and I am the OHS Manager for Harris Scarfe Australia.For those of you who are not familiar with Harris Scarfe stores, we operate retail department stores offering national and in house brands at great prices.Today I am going to be talking about an innovative safety communication strategy I have implemented at Harris Scarfe, the barriers encountered and the lessons learned. I am also going to provide some insight and information around safety online and social media. With the hope that I may be able to provide you with some ideas about how to use the digital age to benefit your businesses, clients and safety in general.First a little bit about myself and my own safety journey.Harris Scarfe has been my primary employer since leaving school. I have been with the business for 8 years, the last two as the National OHS Manager. My responsibility includes the management of health and safety across 6 regions, encompassing 45 sites and over 1800 employees.  I began my career at Harris Scarfe in 2003 as a Sales Assistant in the Rundle Mall Store, , working my way through various departments I took on my first national role as the ‘Asset Protection Analyst’. During this time the existing OHS Manager departed the business and I was asked to oversee the function whilst a replacement was found.After 6 months overseeing the role whilst performing my other duties the business was unable to find a suitable replacement and asked if I would consider taking on the role. I had developed a strong interest in OHS and realized the potential of the changes I could make in the area, I agreed to take on the role fulltime. Recently in 2011 I was promoted to the role of the National OHS Manager, reporting to the General Manager of Operations.I have obtained a graduate certificate in OHS Management from Curtin University and have a range of other qualifications in safety and management. I am the youngest of the senior level managers in the business at the age of 25.

During my reviews of safety across the organisation the most significant barriers I discovered that would inhibit the effective implementation of any safety initiaitve were:A lack of general awareness;How information was delivered to employees.This lead to the creation of one of my most significant achievements at Harris Scarfe, the SafetyFirstHS.info website.

Perhaps the most important section of the website for all employees and frequented the most oftenThe Safety and Prevention section is the proactive section of the website that promotes health and safety.Instructions, guidance and working practices are all provided to help prevent employees from becoming injured.
  10. Hazard Management is a vital process within the organisation and at Harris Scarfe includes hazard identification, assessment and control. The process can become complex for those that aren’t exposed to it regularly and the safety first site helps employees understand each of the steps and what they mean.The workplace hazards section provides employees with information about key hazards that have been identified within Harris Scarfe stores. These include standing fatigue, manual handling, noise, temperature.Providing information openly to employees has resulted in workers better understanding their environment and enabling them to recognise exactly what is hazardous to their health. This has assisted the business identifying and resolving issues with facilities at the maintenance stage.General working practices are also provided through the website, and referenced in our new elearning course for new beginners.
  11. Responsibilities, Committees,Representatives, Workplace inspection, Emergency Procedures, Personal Protective Equipment; and Consultation are all covered within the Safety and Prevention section.
  12. One of the barriers identified during the initial design of the website was the stigma in the business associated with WorkCover. Employees were extremely reluctant to pursue a claim for their workplace injuries and ‘wore those injuries’ as a badge of honor.Injuries not reported to the organisation and conditions hidden by employees were having a significant impact on the operations of the business. The safety site and its various reporting tools were designed to help breakdown the stigma of WorkCover and where necessary promote the scheme to those workers who needed its support.It has been shown that if workers do not return to work within 3 months, they have a much lesser change of returning at all, one study has shown that after a year off work due to injury or illness the probability of returning was 25%.The RTW section of the site is designed to assist workers through their return and to keep them engaged and supported.

First aid is of particular interest to many employees, especially those designated as first aid officers;Often questions are raised along the lines of ‘what if I do something wrong?;The first aid section aims to provide all employees with information about first aid procedures, but more specifically provides first aid officers with information about process, indemnity and what to do and say at the scene of an incident.
  14. Everyone knows there are laws and regulations, often I hear employees refer to their ‘health and safety’ rights;However many do not know what those rights actually are and where they come from;The laws and regulations section of the site is a reference point. Throughout inductions and training sessions employees are provided with information about their rites and where they come from, but often this information can be hard to digest;Laws and regulations is designed to provide all employees with the tools they need to further research health and safety legislation that may affect them in their state.This has proved a valuable tool for office based workers whose actions impact the business on a national scale as each state makes their acts and regulations available through different websites in different formats. This section of the site brings all of that information together in an easy to understand index.

Now that we have covered what the site actually is lets have a look at how effective it has been.Initial performance of the site was measured through ‘hits’ to the site.Overall there have been +15,000 visits to the site over the last 12 months with +88,000 page views.Users from other countries have been found frequenting the site with over 3000 pages viewed by US based users. Other counties that have taken interest include Europe and Japan.The goal of the Safety First website project was to increase awareness, this was to be measured primarily through incident reporting. Previously incident reports could only be completed using paper based forms provided by individual site managers, it was anticipated through the project that employees would begin reporting incidents regularly. This then enabled the organization to better understand the state of safety in the network and provide appropriate resources to the highest risks.A significant increase in the lodgement of workers compensation claims was also seen, although this would usually be seen as a negative we saw this as a positive in that injuries were being reported and managed. A key section of the safety website was dedicated to the injury process and explaining the WorkCover scheme, this section was designed to breakdown the stigma that accompanied WorkCover throughout the organization.By being able to better understand the injuries occurring in the stores as a business we were able to manage them better and ensure sustained returns to work were achieved, as a result lost time, wages and direct costs all decreased significantly below the previous year’s numbers, this was a tremendous win for the project and the organisations developing safety culture.To give some perspective, during a three month monitoring period compared to the previous year without the safety system a 19% increase in injury reports was noted, along with the following stats:Claims ↑83%Medical Expenses ↑ 29%Lost Time ↓ 25%Wages ↓25%Direct Costs ↓20%

With a full year of data, and up to this point 6 months of comparable data the organisation has been able to better understand the types of incidents occurring and how to prevent them.Surprisingly the number one injury causation factor during the 2010/2011 financial year was not musculoskeletal as anticipated, and was actually collisions. Many of the collisions related to manual tasks and workers not following appropriate working practices.Data provided through the safety first website has enabled incident types to be better understood, such as slips, trips and falls.
  17. The next step for safety first at Harris Scarfe is to continue to take an innovative approach to engaging its workers, utilising social media as the next step.

So does OHS have a place online?As businesses market themselves better through social media channels to promote their offer they also need to consider utilising social media and the internet to ‘market’ themselves internally.This type of inward marketing can be utilised to develop an open organic safety culture that promotes participation and communication. Businesses with high numbers of high Gen Y workers need to embrace the social trend and engage their workers online.80% of companies are using social media for recruitment, employees recruited online have already been engaged through the web and this communication media should continue to utilised, for Harris Scarfe this has been started through safety first online.

I don’t yet believe Safety has seized its opportunity online, WorkSafe Victoria has made the largest move into the market with a strong twitter and youtube presence.It is said now that users don’t go looking for the news, the news finds them – WorkSafes 1858 followers are a good sign that users want Safety news to find them online. WorkSafe has not marketed their online presence but has already seen great results, their youtube clips have been viewed over 100,000 times and their channel continues to grow.So what does this online marketplace look like and where are the opportunities?
  20. To put things into perspective,It took 38 years for radio users to reach 50 million,13 years for television4 years for the internet3 years for the iPodFacebook added 100 million users in less than 9 months
  21. Wikipedia now has over 17 million articles.Whilst wikipedia is edited and managed by users its reliability has been found to be over 80% accurate. Not high enough to be used as a reference but still a good starting point for information.Many businesses do not even realise there is a page about them on wikipedia as information is uploaded and updated by users. What do those pages say?

The how to category is the fastest growing vertical on YouTube;The average YouTube user visits the site 14 times per month;The average user spends an average of 25 minutes on the site each time they visit;The average user spends 5 hours and 50 minutes per month on the site.YouTubes demographic is broad 18-54.The fastest growing vertical on YouTube are ‘how to videos’.

Twitter is short and simple, it is the SMS of the internet.One of twitters measurements is TPS (tweets per second)When Michael Jackson died on June 25, 2009 there were 456 tweets per secondThe current TPS record is 6,939 tweets per second, set 4 seconds after midnight in Japan on New Years Day.Mobile users have increased 182% over the last year.There are an estimated 225 million users as of March 2011

Blogs are essentially chronological listings of thoughts, opinions and impressions.There are over 200 million of them, so for those who say blogs are dying I can assure you the numbers say otherwise.Blogs are often seen as being more honest and personalised.In one study 56% of businesses reported that their blog helped their company establish a positioning as a though leader within their industry.58% of professionals said they were better known in their industry because of their blog.

When harnessed correctly all of these resources have the potential to become valuable safety tools.As society moves further into the digital age safety also needs to evolve from the common paper based tool box sessions, memo’s sent home with payslips and safety information written up on the chalkboard.Employees should be constantly engaged and online tools provide another means to that end.On the flip side businesses need to also consider the potential damage that this rapidly increasing online trend can cause.What if a workplace incident is captured by an employee on their phone and uploaded for the world to see, what if the video becomes a youtube sensation.Whilst embracing online as a method for consultation and communication, the impacts must also be considered. Now it becomes more important for businesses to have strong social media policies, with many trending towards implementing policies requiring phones to be kept out of working areas and left in lockers during the day.
