Urban Outcome Frameworks 1 & 2: The report was done in collaboration with Ministry of Housing and Urban Affairs. Through the Urban Outcomes Framework 2022, data
across 14 sectors will be streamlined so that there is an increased focus on data collection and disaggregated data can be analysed and used for ranking by domain experts.
India Innovation Index 2021: This is the third edition of the index with the first and second editions being launched in October, 2019 and January, 2021, respectively –

• Urban Outcomes Framework 2022 is an initiative to develop a transparent and comprehensive
database based on cross-city outcomes across sectors such as Demography, Economy, Education,
Energy, Finance, Environment, Governance & ICT, Health, Housing, Mobility, Planning, Safety and
Security, Solid Waste Management, Water and Sanitation.
• The central objective of this recurring exercise is to generate a robust database so that time series
analysis and progress tracking can be conducted in order to achieve aspired social and economic
progress through generating data that will drive evidence-based policymaking.
• The Urban Outcomes Framework 2022 aims to facilitate the process of achieving sustainable
development and socio- economic progress by making data available on the crucial issues pertaining
to development.

The Ease of Living Index presents itself as an evaluation tool that reflects
the ease of living in Indian cities. It seeks to examine the impact of urban
development programs and the quality of life and economic and social
opportunities available to the citizens. It measures the ease of living
across three pillars: Quality of Life, Economic Ability, and Sustainability.
The index is further strengthened by a fourth pillar, the Citizen Perception
Survey, which aims to obtain and incorporate the views of the citizens

CLIMATE SMART CITIES ASSESSMENT FRAMEWORK 3.0
DATA MATURITY ASSESSMENT FRAMEWORK – DMAF 3.0
The objective of this framework is to provide a roadmap for Indian cities in
combating climate change. The ClimateSmart Cities Assessment Framework
3.0 is broadly categorised into 5 themes with 28 indicators. The assessment
framework 3.0 attempts to address both the mitigation and adaptation
measures and the weightage for each theme has also been given in
accordance with its relation to mitigation or adaptation potential.
The Smart Cities Mission launched the DataSmart Cities Strategy in February, 2019 as a
roadmap for harnessing the potential of data to address complex urban challenges across
100 cities. To successfully implement this initiative, the Data Maturity Assessment
Framework (DMAF) was launched. This Framework aims to encourage cities to strengthen
their data ecosystem and facilitate them in assessing their readiness and maturity on data.

Ease of Living 2.0 is a compilation of the outcomes that the services generate, which has a direct impact on the lives of

The Municipal Performance Index examines the sectoral performance of municipalities across a set of five verticals,
which encompass its mandated functionalities.
With this Index, the Ministry has sought to facilitate Smart Cities and other million plus cities by assessing across three

• The Competitiveness Roadmap for India@100 was released by the Economic Advisory Council to
the Prime Minister today in the presence of Dr Bibek Debroy, Chairman, EAC-PM, Amitabh Kant,

• The document is a collaborative endeavour between the EAC-PM, The Institute for
Competitiveness and is developed by Dr Amit Kapoor, Chair, Institute for Competitiveness,
Professor Michael E. Porter, and Dr Christian Ketels of Harvard Business School. It is a part of the
India Competitiveness Initiative and would help develop roadmaps for specific industries and
states of the country.
• The Competitiveness roadmap for India@100 is based on the Competitiveness framework
developed by Professor Michael E. Porter. The Competitiveness approach highlights productivity
as a driver of sustained prosperity. Based on this approach, the India@100 roadmap paves the
way for India to become a high-income country by 2047.
• The event had insights and remarks by Professor Michael E. Porter, Christian Ketels, and Dr Amit
Kapoor, along with Keynotes by Dr Bibek Debroy, Amitabh Kant, and Sanjeev Sanyal, and a panel

The third edition of the India Innovation Index 2021 too is set against
the backdrop of the Covid-19 pandemic, which has disrupted the
global socio-economic landscape. But human resilience and crisis-
driven innovation have kept India and the world afloat in these
difficult times. The third edition solidifies the scope of innovation
analysis in the country by adopting the framework of the Global
Innovation Index (GII) and expanding the number of indicators from
36 to 66 across seven key pillars. Building on the foundation of the

• Karnataka is the most innovative major state in India. Tamil Nadu, Maharashtra,

Pradesh form the remaining top ten major states respectively.
• The top ten major states are majorly concentrated in southern and western
India.

August 13, 2014. It includes case studies of
various cities spread across the globe.
Institute for Competitiveness also contributed
in the report and wrote case studies on three
Indian cities: Ahmedabad, Chandigarh and
Hyderabad.

The report has emphasised on the competitiveness of

Business Perception Survey: India Revival Mission.
The report was done in collaboration with Times
Network with Institute for Competitiveness as the
Knowledge Partner. The survey attempted to
gather the appropriate economic response that
would be required for the recovery of businesses
across the nation.
Institute for Competitiveness maps the vulnerability
of Indian states to COVID-19. The COVID-19
vulnerability index has been designed by including
indicators related to health infrastructure, population

HEALING THE ECONOMY: ERCONOMIC IMPACT OF
INDIAS BATTLE AGAINST COVID 19
The paper discusses the role of containment as a measure to prevent the spread of the
virus. It highlights that, as against the top-down approach, a bottom-up approach was
critical in containing the virus.
Moreover, the Stanford report remarkably notes that robust measures at the ground level,
like contact tracing, mass testing, home quarantine, distribution of essential medical
equipment, revamping healthcare infrastructure, and constant coordination among
stakeholders at the centre, state, and district levels, not only helped contain the spread of
the virus but also in augmenting the health infrastructure.
50. Foundational Literacy and Numeracy in India
The second edition of State of Foundational Literacy and Numeracy specifically highlights language as an
important aspect and how vital it is in acquiring early literacy.
The Index on Foundational Literacy and Numeracy supports in establishing an understanding of the overall
state of Foundational Learning across children aged below ten years in Indian States and Union territories. It
provides 36 different indicators across five key domains: Educational Infrastructure, Access to Education,
Basic Health, Learning outcomes and Governance. The methodology adopted to assign weights in the index is
Principal component analysis (PCA). States were categorised into different tiers based on the level of
development in every state across India to help in developing better analysis. Furthermore, the states have
been classified based on their children population, i.e., the ones aged ten years and below.

• The second edition of the State of Foundational Literacy and Numeracy
highlights the focus on language as a critical foundational skill and its
importance in acquiring early literacy.
• A special section in the report covers insights into states/UTs to assess
children's learning outcomes on the National Achievement Survey (NAS) and
Foundational Learning Study (FLS) 2022.
• State profiles and their performance on Distance from the Frontier are
covered, enabling states/Union Territories to track progress on foundational
learning
51. State of Inequality in India
The State of Inequality in India Report was released by Dr Bibek Debroy, Chairman, Economic Advisory Council to
the Prime Minister (EAC-PM). The report has been written by the Institute for Competitiveness and presents a
holistic analysis of the depth and nature of inequality in India. The report compiles information on inequities across
sectors of health, education, household characteristics and the labour market. As the report presents, inequities in
these sectors make the population more vulnerable and triggers a descent into multidimensional poverty.

• The State of Inequality in India Report was released by Dr Bibek Debroy, Chairman,

• The report was launched during a webinar organised by the EAC-PM and the Institute for
Competitiveness on 18th May, 2022.
• Nutrition profile among children has improved compared to 2015-16 (NFHS 4), like stunting
in children has gone down from 38.4% and wasting from 21%, and 7.7% are severely wasted.
Additionally, 32.1% of children (under five years) were reported to be underweight.
• As per Rural Health Statistics 2019-20, as of March 2020, there are 155404 Sub Centres (SC),
24918 Primary Health Centres (PHC), and 5183 Community Health Centres (CHC) in rural
India.
• In 2019-20, the Gender Parity Index was more than 1 across all levels of education at the all-
India level. The Gender Parity Index (GPI) based on GER reflects the representation of
females in schools in relation to the population of girls in the corresponding age group. A
value of 1 shows a favourable picture, while anything less than 1 shows relative
underrepresentation.
• India’s unemployment rate is 4.8% (2019-20), and the worker population ratio is 46.8%.
• In 2019-20, among different employment categories, the highest percentage was of self-
employed workers (45.78%), followed by regular salaried workers (33.5%) and casual
workers (20.71%). The share of self-employed workers also happens to be the highest in the
lowest income categories.

52. State of Foundational Literacy and Numeracy in India
The report on the State of Foundational Literacy and Numeracy in India highlights the importance of early education
years in the overall development of a child. It further highlights the role of well-planned early interventions like the
National Education Policy (2020) and the NIPUN Bharat guidelines, leading to long-term improved learning outcomes.
The report also looks at the Index on Foundational Literacy and Numeracy which is the first step in this direction,
establishing an understanding of the overall state of Foundational Learning across children aged below ten years in
Indian States and Union territories. The Index includes five pillars comprising of 41 indicators. The five pillars are :
Educational Infrastructure, Access to Education, Basic Health, Leaning Outcomes and Governance. India is committed
to achieve the Sustainable Development Goals 2030. Zero Hunger, Good health and Well being and Access to
Education are the significant goals that have been mapped with the Index on Foundational Literacy and Numeracy.

• The report highlights the importance of the foundational learning of children and also looks
at Index on State of Foundational Literacy and Numeracy
• Kerala with a score of 67.95 and West Bengal with a score of 58.95 are the top-scoring
regions in Small and Large states, respectively. Lakshadweep (52.69) and Mizoram (51.64)
are top-scoring regions in Union Territory and Northeast state category.
• There is a huge gap between scores of Kerala and the rest of the states of India. This vast
variation is observed in the Learning outcomes and Educational Infrastructure, which
necessitates immediate attention for the rest of the country.
• Only 17 states and 4 union territories have scored above the national average of 48.38 on
Index of Foundational Literacy and Numeracy. Some of the poor-performing states in the
overall index rankings emerge from Jharkhand (45.28) and Odisha (45.58), Madhya Pradesh
(38.69), Uttar Pradesh (38.46) and Bihar (36.81).
• The challenge of access to education is a component that requires immediate attention
within the states. The large states like Rajasthan (25.67), Gujarat (22.28) and Bihar (18.23)
notably lags on this front, whereas the north-eastern states show the highest scores due to
their better performance.

53. Investing in Adolescent Development: A Case Study for India
This is a study conducted to highlight the need to invest in Indian adolescents, estimate the
investment gaps in key areas of adolescent development and determine the approximate cost of
filling those gaps. The key areas explored in the study are: secondary education, nutrition, unmet
need for family planning, mental health, and the issue of child marriage. The report showcases
that to ensure the well-being of adolescents in these facets of development, India needs to further
its investment on each front.

54. Index on Quality of Life for Elderly
The Index assesses the well-being of the elderly on the basis of 45 different indicators spread across
four pillars and eight sub-pillars. Financial Well-being, Social Well-being, Health system and Income
security are the four pillars, and Economic Empowerment, Educational Attainment & Employment,
Social Status, Physical Security, Basic Health, Psychological Wellbeing, Social Security, and Enabling
Environment are the sub-pillars.

Competitiveness.
• The report is a first of its kind in establishing a complete understanding of the elderly

• Health System is the best performing pillar, followed by Social Well-being, whereas
Financial Well-being and Income Security exhibit low scores.
• Rajasthan and Himachal Pradesh are top-scoring regions in Aged and Relatively Aged
states, respectively. Chandigarh and Mizoram are the top-scoring regions in Union
Territory and Northeast state category, respectively.
• Key policy recommendations include increasing the retirement age, reskilling the
elderly population, introducing Universal Pension Income for elderly in Aspiration
District Programme (ADP) districts, among others.

55. The purpose of the Child Progress Index is to demonstrate the
effectiveness of focusing on outcomes that impact the state of
India’s children and are largely the responsibility of one union
ministry (Ministry of Women and Child Development - MWCD)

The project aims to create a Child Progress Index (CPI) that will
help in understanding the issues that children are facing district
level in India. (Pilot index being calculated for the state of Uttar

The Child Progress Index draws on the
conceptual antecedents from the work on
Social Progress and focuses on capturing all the
facets of child well-being. The index is a part of

Pradesh, which will be expanded to the entire
country over time at the level of the districts.

strengthened linkages with the labour

• Institute for Competitiveness released the study for “Assessing the
Regional Competitiveness of Indian Bio economy” at the BIRAC
Foundation Day on March 20,2020.

61. Assessment of Indian Biotechnology Landscape: An
International Perspective
The study analyses the Indian Biotechnology
landscape and provides a roadmap for its future. It

industry by using the Diamond Model. This includes
an in-depth understanding of the current Indian
biotechnology ecosystem including the investment
attractiveness capability, the IP regime, and industry-
academia linkages.

62. The project aims at studying how democracies are transforming across the
world. It tests the dependency of voting behaviour on various factors like
social development, caste, religion etc .It further tests the consistency and
viability of an incumbent's successful re-election based on just economic
growth.
The project aims to study countries and unions which includes India, USA,
Brazil and European Union. The findings of the study will be published in the
form of book and filmed in the form of documentary.

‘An assessment of Food Safety and Standards Authority of India (FSSAI)’
