This document discusses building smarter cities through technology. It notes that the world's urban population is growing rapidly, especially in developing countries, putting pressure on governments to improve public services. Smart cities aim to address this by using technology and data to better manage infrastructure and resources. Examples are given of top-down approaches like Songdo, South Korea, and more bottom-up approaches like in Helsinki. A framework is proposed for collaboratively developing smart city solutions, including roadmaps, identifying priorities, co-creating solutions, testing in urban living labs, and creating a network of practitioner cities. The framework is being applied in three Colombian cities.
