The Palestinian National Authority (ANP) has four major sources of revenue, the most
important being the funds from abroad through the assistance mechanisms.
US$) [1].
Although the exact amount of the funds allocated to the Authority by foreign
governments and/or by the international aid agencies is difficult to establish (in part
because of disagreements in the definition and the allocation and in part because of a bad
keeping accounts) all sources agree to suggest that the total amount received these last
ten years has been quite high. To the Gaza Strip Blockade after the recent estimates for
the PASSA ( Palestinian Academic Society for the study of international affairs) of donor
commitments since the establishment of the Authority in 1994 until October 2005
amounted to a total about 6 billion dollars (6 104 851 292 US$) while the amount
actually disbursed during the same period would be approximately 5 billion (4 677 626
670 US$) [1]. The bulk of these funds came from United States (for a total of 778 million
US$ of the European Union (for a total of 1,2 billion US$ of various countries of the
European Union (among which Sweden, the United Kingdom Germany and France are
the most important), Japan (for a total of 151 million US$, of the World Bank (for a total
of 114 million and US$, arab countries (first and foremost Saudi Arabia for a total of 334
