2. E Dirham
The e-Dirham system is an initiative launched by the
UAE’s Ministry of Finance in 2001, to provide an official
electronic payment platform for collection of revenues
and service fees of governmental and semi-
governmental institutions.

In 2011, the second generation e Dirham was launched,
in collaboration with banking partner, the National
Bank of Abu Dhabi (NBAD).
This enhanced the capabilities of the system by
benefiting from NBAD’s pioneering experience in
electronic payment and revenue collection.

5. e-Dirham Cards
two versions
1 . The Fixed Value Card
The Ministry of Finance and Industry has made
available the e-Dirham cards with fixed value for a
number of denominations that can be bought at face
value from a number of banks (e-Dirham Members).

6. 2. The Government Client Card
This card type is intended for frequent users of
governmental services, and can be obtained by
individuals or companies.
The advantage of this card that it is personalized so
that no one else could use this card except for the card
holder which was originally issued to.

7. Goals of e-Dirham
Reduce money exchange and manual (hand) processing of
transactions among government officials at revenue
collection departments
Upgrade the revenue collection system into a modern,
technological and secure system to prevent theft and
forgery
Provide a tracking system starting from collecting the
money through to verifying the transaction automatically

to facilitate transactions for the UAE government

10. Electronic Funds Transfer Point of Sale (EFTPOS)
Payments for purchases and e-Dirham card reloads
can be made through new e-Dirham electronic
collection machines (EFTPOS) that are in line with
latest international networks. These machines will
accept payments through any Visa or MasterCard in
addition to the e-Dirham G2 cards.

11. EIPG: Online Payment & e-Commerce
Payments can be made via the internet with highest
protection and security levels through the e- Dirham
G2 payment gateway. Payments through any Visa or
MasterCard will be accepted in addition to the e-
Dirham G2 cards.

12. Comprehensive Payment System for Prepaid
Cards and Credit Cards
Payment for service fees for e-Dirham G2 subscribed
entities is not limited to e-Dirham G2 cards. The
system will accept payments through any Visa or
MasterCard via Points of Sale Terminals (EFTPOS) and
the Internet (EIPG).

13. Services in the system of e-Dirham
E-Marketing: It is a service marketing, sale and shipment of e-Dirham
cards through banks approved and Emirates Post
E-Services: It is a service of revenue collection by the point of sale of
EPOS
E-Saraf: It is a hardware sale and shipment of e-Dirham cards.
E-Direct: Is a service to transfer money from client bank accounts at
the expense of Government Client Card system, e-Dirham.
E-Debit: Is a service deductions from bank accounts of the client to the
expense of the direct beneficiaries.

14. E-Guarantee: Is a version of bank guarantees by E-Dirham System.
E-Registration: Is a registered security Banking E-Dirham System.
E-Stamp: Is a collection of revenue through smart forms.
E-Attestation: Is a certification of electronic certificates of origin of
the Ministry of Foreign Affairs.
E-IPG: Is a platform that includes an integrated electronic payment by
e-Dirham cards or direct debit to bank accounts or credit cards.

15. Present Status
Today, eDirham is a comprehensive system, offering its
customers convenience and efficiency when it comes to
methods of payment for governmental and non-
governmental services.
e Dirham is especially characterized by its affordable cost,
as compared with other methods of payment. Low, fixed
amounts are charged for services like fee payments and
topping up the eDirham pre-paid card.
