4. PREFACE
This a whole project report of design and technical
development workshop of 3 months containing market survey
,material study, cluster survey, artisans skill development. The
whole workshop involves the complete study & survey of
market of the cluster. Integrated Design & Technical
Development Project on Kolhapuri Chappal was another
initiative through Indian govt handicrafts to uplift our authentic
traditional craft of the zone or Indian state. Organized by
Council of Handicrafts Development Corporations, and
sponsored by the O/o the Development Commissioner
(Handicrafts),Ministry of Textiles, Govt. of India is one step in
this direction Detailed survey of the area established the fact
that the artisans made the prototypes.

6. OBJECTIVES
The basic objectives of the activity for implementation of this
activity for Design and Technology Development under the
Design and Technology Up gradation scheme provides design
and technical development for product development for
exports .The basic objectives are briefly narrated as follows:
To launches design and technology up gradation programme for
the handicraft and to promote export on long term basis to help
the master craft person /artisans/ entrepreneurs creation of
international network of design and product development
expertise.
To Conserve and encourage the survival and sustain of arts and
crafts. Adoption of new product designs in line with more
marketable styles and colors while drawing on women's existing
skills and knowledge of traditional styles.
Design is thus an important element of product development.
On the other hand, the design greatly depends on the
designer's abilities, and so-called standardization is insufficient,
It is therefore necessary to clarify what the requirements are at
the design stage in order to development a product strategically
and efficiently. The methodology for strategic product
development is a systematic activity from planning to
conceptualization stages Of product development that analyzes
the nature of the project, identifies effective design tools and
activities and guides the development of these tools in the
subsequent development stages.

8. The government is making continued effort to provide
equitable growth opportunities for Artisans, promotion of
income generation activities and credit self help groups
(SHG’s) for Artisans. To keep up with the competitions and to
abreast them with the latest of designs, trends, Technology
and marketing skills, the patrons organize Design & Technical
Development Workshops/Integrated Design & Technology
Development Projects under the capable professional
guidance of experts. which are organized by the Govt. along
with the Corporations , throughout the country besides the
other commercial links.
The 3 month program Design & Technical Development
Program on Kolhapuri Chappal, Sanction order No. :
J12012/58/2017-18/DS/WR/SC/1665 dated 15th May
sponsored by the DC Handicrafts, Ministry of Textiles, Govt. of
India, is one such step in this direction. The program was
organized by Council of Handicraft Development Programme is
working for the promotion of the art & culture of the society
and the overall upliftment of the underprivileged.
In this modern arena, life style has been changed completely
and accordingly, there has been a change in color , design and
even Technique/Process. From this point of view and to get a
good export order and marketable product, it was necessary
to have a series of product, which will suit to the
contemporary styles of living. This necessitates designer’s
intervention for finding a new solution to the traditional craft
skills in terms of design, product modification and aesthetics
for which, the program was proposed.
INTRODUCTION
9. ABOUT THE ORGANISATION
Council of Handicrafts Development Corporations (COHANDS)
was established in the year 1983-84 under the aegis of Govt .of
India, Ministry of Textiles, Office of Development Commissioner
(Handicrafts). COHANDS is an apex body of 29 State /Central
Govt. Handicrafts Development Corporations with its well-knit
members throughout the country. COHANDS assists grass-root
level organizations, NGOs, Self. Help Groups and small
entrepreneurs engaged in handicrafts for promotion of
handicrafts.
COHANDS vision is to :
Enhance and adapt skill through design interventions.
Enhance productivity and income through technical
upgradation. Assist sustainable development and responsible
working conditions assist in marketing through domestic and
international channels.
10. MISSION
Ensure the sustainable growth and development process
through collective
decision making and facilitation to bring about of
transformation in the Handicrafts
Sector. To uplift socially and economically, the grass root - level
artisans of Handicrafts
sector. To tail-off the middle man- ship by direct participation
of the people involved in the
Handicrafts Sector. Assist marginalized craftsmen (especially
women craftsperson’s) of rural areas to
become self-supporting and economically sound.
Provide assistance and guidance for achieving better social
environment.
Provide help and assistance in developing sound
environmental regime /
management. Preserves and protects the intellectual rights of
regions / communities.
Provides a forum for organizations and businesses, both
national and international to interact leading to a better
environment for development of crafts. COHANDS , as a
facilitator, provides necessary impetus, thrust and direction to
trade but does not engage itself in trade directly .It makes
concerted efforts to
maintain high quality and cultural heritage and it works as a
catalytic agent for
promotion of handicrafts in the domestic and global markets.
It preserves and
protects the intellectual rights of marginalized
region/communities.
11. AIMS & OBJECTIVES
To provide and arrange facilities for diffusion of knowledge,
exchange of ideas views and information on subjects of
common interest to Handicrafts
To promote, protect and develop common interests of the
various Handicrafts Development Corporation ,member
organisations and handicrafts sector in general
To maintain a technical library and /or reading room
To co- operate with various institutions and organisations in
India and abroad in the collection and exchange of
information pertaining to Handicrafts. To undertake
professional technical management, marketing and such
other consultancy services for the benefit of Handicrafts
To organise common service facilities, courses, seminars,
meetings, tours. To co- operate with other similar bodies,
institutions and associations in India with the
intention of furthering the objectives of the Council and with
his end in view to affiliate groups and bodies and also to get
itself affiliated to any other national or international
body, organisation or association, if considered necessary.
12. To organise, conduct and/ or participate in national and
international exhibitions and regional exhibitions. To seek

13. To establish Import -Export Consortia , organise sub-
contracting exchanges, common or joint marketing agencies
without any commission or profit , sponsor or run personal
training institute for the efficient conduct of the affairs of the
Handicrafts Development Corporations, member
organisations and other organisations in handicrafts sector.
Ancillary Objectives
With a view to promoting the foregoing objects the Council
shall have following ancillary and incidental objectives:
To acquire by way of lease ,sub-lease ,gift ,purchase,
exchange , hire or in any other manner , any movable or
immovable properties and any rights or privileges necessary
or convenient for the purpose of the Society and to construct
, erect, alter, improve and
maintain any building and to manage , develop , sell, let
dispose of , mortgage, or otherwise deal with all or any part
of the assets and rights of the Society with a view to
achieve its objects provided that prior approval of the Central
Government shall be obtained for the acquisition and sale of
immovable property anywhere in India or abroad. Funding
Agencies or from any other source and to conform to the
conditions on which such grants, other payments and
assistance may be received, provided that no benefaction
shall be accepted by the Society, which in its opinion involves
conditions or obligations contrary to its objects.
To establish, equip and maintain data bank, libraries, museum
for housing collection of handloom products, film slides,
photographs, prototypes, workshops, institutes,
organisations and such other facilities as are necessary for
carrying out the subjects of the Council.
14. To establish, maintain, control and manage Branches or Zone
or Regional Chapter of
the Council.
To levy fees or other charges for any services/facilities
provided by the Society to the
Subscribers of various schemes or general public at such
nominal or other rates as
specified by the Executive Committee.
To Prepare, print, publish issue, acquire and circularise
books, papers, periodicals,
bulletins, exhibits, films, slides, video tapes, gazetteers,
circulars and engage in such
other literary undertakings dealing with or having a bearing
on the objects of the
Society.
To create partnership, affiliation and other classes of
Professional or honorary or
technical membership of the Council and carrying such rights
and obligations as may
be decided by the Executive Committee.

Medieval times.

density of 504 inhabitants per square kilometre (1,310/sq
mi). Its population growth rate over the decade 2001-2011
was 9.96%. Kolhapur has a sex ratio of 953 females for every
1000 males.
• The district has three centres of tourism, the Mahalaxmi
temple and karveer peeth jagadguru shankaracharya math
in the city of Kolhapur and Jyotiba temple in Wadi ratnagiri.

19. Footwear protects the feet from thorns, sharp stones, slushy
mud, sunny sand, uneven surfaces to provide a comfort and
luxury for the activities of man (human being) like walking,
running, jumping, climbing etc. The heel size is decided as per
the trend in the market and popular choice. Durability and
ornamentation are some of the aspect, which is looked into
from the time of civilizations of man.
The search for some of the ornamental and durable footwear
led to the city of Kolhapuri located in Maharashtra, India. As
the name itself Kolhapuri Chappal originated from Kolhapur,
which was especially made for the people of this place.
Chappals of hard core for the farmers and fancy chappals for
the office bearers in the courts of the king as per their need
(of work- rough use) were made. For which artisan’s had
tussle with themselves to find the ways in making best and
variety of chappals for the king according the artisan, who
runs chappal business since many generations.
INTRODUCTION TO KOLHAPURI CHAPPALS
Chamar community does the
hereditary occupation of tanning
and leatherwork. Subash Nagar of
KOLHAPURI is one of the main
areas, where about 15-20 artisans
together make the KOLHAPURI
chappals. Chappals are usually flat
with intricate patterns made of
the buffalo/ cowhide as the base
and fine goat leather for the
plaited strips to decorate the
upper portion.
20. TOOLS FOR KOLHAPURI CHAPPALS
Kolhapur, the city located in the southern part of Maharashtra is
very famous for their chappals. They are usually open-toed
chappals stitched with the tail of the buffalo hide and the
thickness of the chappal that makes them durable. Tools usually
used are for the basic operations of slicing, cutting and sewing of
the leather. Different parts of animal hide are used for making
various parts of the chappals. The good quality leather gives the
chappal a longer duration of usage of the chappal. The improved
manufacturing gives a result of better quality production. Also
templates for sole, insole, half-sole, instep bar, toe ring strap, etc.
Tools and Raw Materials used for Making of a chappal are:
• Country Hammer: It is used for thumping the sole and foot-
bed.
• Punches: Punches for punching design and numbers.
• Stamps: Stamps for stamping logo.
• Rappi (Knife): The leathers are cut according to the required
designs by using Rappi.
• Asti (hammer): Metal hammer used for beating the leather.
• Machine: Machine for cutting bubble or hirda.
21. • Sewing Machine: It is used to stitch the braided parts on the
patti’s of the chappal.
• Chandini Punch (Star pogar): It is used to make a design.
• Thodapaekapathi: Thodapaekapathi used to give wave effect
or zigzag type of designs patterns.
• Grinder: Grinder are used for smoothening the leather for
finishing raw materials.
• Palagana (Kargoti stone): Palagana helps to remove the outer
hair of buffalo or cow hide.
• Kurpa (hasiya) and Setall (aari): Thesel are also used as a knife
for cutting leather.
• Rubber Powder: Rubber Powder is used for sticking the
leather.
• Wooden Sponge: The wooden sponge are dipped into the
rubber solution and applied on the leather for pasting.
• Sisal Leaf (Cactus): Sisal Leaves are used to stitch the skin of
the buffalo/cow during bag tanning process.
• Nylon Threads: Nylon Threads are used to stitch the chappal
according to the customers demand.
• Broom: Broom is used to clean the working area where
leather is placed.
• Shoe Cream: It is used for polishing.
• Buffalo Leather: It is
foremost raw material for
making KOLHAPURIi
chappal.
• Seeds (vinchu) Tree: A
particular type of seeds
are kept in between two
layers of sole, to make
sound while walking.
23. These chappal shave always been popular for their strength
and durability and have been named after its birthplace. The
module here tries to capture the entire art of making these
chappals and the manner in which the maker brings out its
famous form.
24. After thinking it thoroughly he set a small shop at roadside
corner & in no time his chappals became the talk of
the town & saudagars from every corner started coming
to him with personal demands to be incorporated in the
design along with their customized foot size. The young
man wonders to himself “Once a neglected no one, now
people from every corner come to buy these chappals
from me” & with that thought he gets back to making
again….”
To make a Kolhapuri Chappal craftsmen use many tools
like Hammers of different sizes, Punches, Rappi (Knife),
Sewing Machine. These chappals are made from
processed leather. Mainly buffalo, goat or bull hides are
used in the manufacturing of these. This leather is
processed and grazed.
PROCEDURE OF MAKING OF KOLHAPURI CHAPPALS
25. The process of making the chappal starts with removing
the hair from the hide. Salt & lime powder is mixed with
water in a big tank & the hides are soaked in it for four
days.
As the skin becomes softer it is stitched with Sisal leaves
into a bag form. Harada(Myrobalan fruits) pieces, Babul
pieces with water are mixed in a wooden bucket called as
Teep for about five days. This mixture is filled in the leather
bag in the upper portion for about 7-8 days and further the
mixture is filled to the lower portion and tied for about 8
days.
26. The craftsmen prepare a surface of babul tree for drying the
leather under the sun for 2-3 days & afterwards they are
kept in storage. Leather is washed again to make it soft &
simple tools are used to make it ever smoother. After
a design & the size are finalized, the craftsmen use a stencil
to mark the shape & size. Layers after layers are stacked
together to prepare a sole, to bind those leather or cotton
threads are used to stitch them together.
After the sole is ready, the craftsmen proceed to make different
types of decorative straps using soft leather stripes & punched
leather pieces. These different types of knots & stitches are one
of the main qualities of a Kholapuri chappal & sometimes local
adhesives are also used to stick different parts. Lastly a shoe
cream, a color mixed with little water is used to get a yellowish
or reddish color.
27. The straps are attached to the base part of the chappal &
for ornamentation purpose different type of threads
and zari are used. Named after the city, Kolhapuri chhapals
have a very strong character, one that is easily identified by
their aesthetics. Local craftsmen also have different names
for these chappals; like Kapsae, Korwnda, Nachemaruie,
Agutapata, ShahuMaharaj, Maherban, LadiesPaper etc.
28. INNAUGRATION INSIGHTS
Mr Basant ji was the guest who is a social worker to uplift
artisans and the Indian Handicrafts. He was invited to
inaugrate with the assistant director Mr Chandrashekhar
Singh and the designer Ms Neeji Bansal.

96. SUCCESS STORY OF THE WORKSHOP
The designs made during the workshop are already live all
around the globe on amazon and flipkart .
It gives me a great pleasure to be a part of their success story
KOLHAPURIi Chappals, renowned heritage product has a long
royal history dated back to 18th century. This heritage
product has marked it present not only in India but also
globally.
But in the last 10 to 20 years the demand for this product
seemed to be decreasing due to various factors like
availability of raw material, technological interventions,
lacking new generations participation, new design
interventions and the daily wages of the artisans.
But in the last 3 to 5 years there came a twist in this
KOLHAPURIi chappal industry when : Adhar Samajik Santha,
NGO: started working with the master craftsman of these
heritage products. They were successful in turning their
minds to work on these heritage products and they showed
faith towards us as we are successful in providing them the
marketing platform.
Actual story started when the Office of Development
Commissioner (DC-H) along with our NGO started helping
these artisans in every small problem of them related to
these products. We have helped them in providing the:
Artisan Card of DC (H) Office and all the facilities that comes
along with this cards.
As we say, Icing on the cake, was the workshop of Integrated
Design and Development of KOLHAPURIi Chappals organized
by DC (H) from 15th May To 14th August 2018.
97. All the facilities were provided by the office including raw
material, footwear designer (Ms. Neeji Bansal) and daily
wages to all the artisans.
In this workshop our Master Artisan (Mr. Dattatray Satpute)
with the help of designer and all other craftsman were
successful in developing 40 new prototypes and few other
allied leather accessories.
Our AD Mr. Chandrashekhar Singh Sir was very helpful in
solving each our constraints that came across while running
this workshop. This prototypes are now launched on online
mega stores like Amazon and Filpkart. Also these products have
been showcased in various exhibition cum sale like
Mahakumbhamela held at Kanerimath KOLHAPURI,
Gandhishilp Bazar held at Goa and exhibition at Ambiente
India at Pragati Maidan, New Delhi.
And last but not the least, the change that this workshop has
created on our artisans mind is very tremendous. Our master
artisan Shri Dattatray Satpute (60 Years) is now very much
enthusiastic in creating the new prototypes and is now
contributing in developing new generation who is willing in this
good cause, which will not only empower the new artisans but
will also give them a good dignified life. In this year 2018, he
has also participated in National Award competition by DC (H).
Our one more artisan Mr. Sarjerao Mane, is now participating
in new exhibition which are held by DC(H) and those making
literate to fellow artisans by conveying them the facilities that
the DC(H) office is offering to the genuine artisans. And now,
here comes are group of lady artisans who are more than
happy as they see that now their future is very bright as they
along with their family will be able to live a successful and a
satisfied life.

101. SOLUTION FOR RAW MATERIAL
•Directly getting the export quality leather produced from the
tanneries.

•Once produced the raw material will be stored at Raw Material
Bank for further distribution.
104. Traditional KOLHAPURIi sole base is used. The
upper is embellished with traditional fabrics like
jari, khan, banjara giving it a traditional look.

107. New Leather Designs- Designs are done according to the
latest design and customer needs. The sole shape is totally
different from KOLHAPURIis. Single colour tone gives an
esthetic look with black chrome used for insole and upper.
111. Exhibition cum Sale of new Prototypes at Gandhi Shilp
Bazaar held at Margao, Goa from 28-10-18 to 06-11-18.
112. Exhibition of new Prototypes at Maha - Kumbhmela held
at Siddhagiri Kanerimath, KOLHAPURI from 23-10-18 to
27-10-18. Master Artisan Mr. Dattatray Satpute exhibited
the new prototypes developed in the workshop.
Mr. Aatish Chavan explaining the new concept developed in
leather chappals with Shri. Mohan Bhagwat (RSS, Chairman) and
Swamiji Kadh Siddheshwar Maharaj, Kanerimath.
113. A detailed survey of the area was made to access the existing
Embroidery /Phulkari craft & Technique, the available
materials, technical inputs, production process and
marketability of product etc. for the development of new
designs, which can easily, marketed.
As we are going to making Embroidery/Phulkari, base line
survey have to be done before starting the design Program
keeping certain things in the mind such as the present
condition of craft and its practitioners, to know the basic
requirement, the problem and its solutions and last but not
the least for the scope & possibilities of the crafts and its
practitioners. How one can get them in the line of current
world of competition. What are their needs and wants,
required facilities, and about their habits.
I started the work by keeping basic aspects of the
development like locating the active area i.e. geographically
where the craft stands, which level of skills craftsperson
have, basic difficulties lies around the area so that it could
easy to reach and rectify the problem. The result reveals
heartening facts. No doubt, they are skilled and deserve
every right to get all the recognition, others enjoying.
The crafts persons practicing the art for the household
needs and for some small business point. There products of
concerned and the designs were of limited stock, as they do
not have exposure to the competition.
DESIGNER’S VIEW
114. The ultimate story is that by giving proper guidance regarding
the designs, ability to judge the trend and requirement of the
market, technical inputs, providing proper marketing network,
refinement of taste and choices to be built up among the
artisans to enable them to put an overall performance on the
craft to ensure end users satisfaction.
The crafts persons at Vill-Akhalgarh ,Distt.-Pathankot
(Punjab)practicing the craft were too organized, technically
sound and easy access to connect internationally & domestic
market itself . The crafts persons were talented and practicing
it as earning from this plays a major part for their bread &
butter. The crafts persons practicing, is just for the sake of their
survival not for their growth and business. There products of
concerned and the designs were limited, as they don’t have
exposure to the outer world of competition. They are the
highly skilled but raw, easily can be mould into any shape of
desire.
It can be underlined as mention below-
•Practiced by females of the family
•They lack innovation
•Lack the Knowledge of trend due to market exposures
•Limited product range and designs
•They do not know the techniques to cure, processing &
finishing
•They don’t have the proper marketing channel & costing
method
115. As a designer, I want to convey the message that to promoting
Indian handicrafts by developing handicrafts artisan cluster
and cells into professionally managed and self-reliant
community enterprises on the principles of affective member
participation and mutual co-operation. The thrust of the
scheme is on a projected need based integrated approach for
craft persons leading their empowerment.
The main objective should be as-
•Make empower artisans by making the active entrepreneurs
cum primary stake holders in the process of development and
bringing them to a visible platform for easy access to domestic
& overseas markets.
• Upgrade artisan’s skill through appropriate design and
technology intervention to enable them to use quality raw
material, tools and equipment to produce value-added items.
•Provided adequate infrastructure support for improved
quality and productivity and to enable artisan’s access to a
larger market segment, both domestic and international.
•Ensure effective collective participation of all members
involved in production and marketing process for optimal
growth in human resource, production, and income.
•Create centers of excellence (based on the philosophy of
collective enterprises) with well integrated linkages
At last, I want to wish the artisans very all the best of luck
for their future.
