3. IASMO POLICY
Makassar city government have prioritize basic
services for poor people through IASMO policy.
It is subsidy program for health care, costs of
education, costs of identity cards and birth
certificates, ambulance services, and legal aid.
Poor accessibility of the program is relatively
better then three years ago. Problems of poor
people who complained by KPRM get a quick
response and resolved by public service
officials. Nevertheless, the quality of services
still low, if compared to other big cities in
Indonesia
4. Institutionalization of DRR Program
The Mayor has support DRR campaign which
initiated by KPRM-SIAGA after Shanghai DRR
Forum 2010. Then, in mid of 2011, the Mayor
establish and alocating budget for the City
Disaster Management Agency (BPBD). This
institution proactively disseminate to various civil
society organizations. This institution is
responsive tackling thypoon cases and landslides
in the past year. But, BPBD still not have a grand
strategy to adaptation of climate change and
urban disaster risk reduction. Programs to be
partial and not oriented towards capacity building
and community involvement in managing the
settlement of the risk of disaster.
5. Community Resilience Concept
The City Planning Official (Bappeda) facilitate
workshop on integrated community upgrading
in 2011. This activity is a manifestation of
commitment of the Mayor to formulating
concept of alternative solutions of slums. As a
pilot, KPRM filed Kampung Pisang with 33
families inhabitant as a model for structuring
the settlement in an integrated manner.
However, the program was hampered. The
private company who claims the land are not
willing to aprove people demands. The Mayor
who acts as mediator failed to reach a
solution.
6. Participation of Grass-root Women
Grass root women's participation in the problems-
solving of poverty and social vulnerability increased
compared to last year. KPRM as people's
organizations has important roles to mobilizing the
poor to reduce their vulnerability. An interesting
example is poor peolple effort who stay in the ex-
kodam settlement sub-district of Manggala.
Infrastructure is very bad, muddy and flooded in the
rainy season. By community mapping, people colected
the money and worked together to improve the roads
and ditches. In early 2012, the road has repaired
(paving) by municipal public works agencies, making it
easier to reach highway and public transportation. In
addition, KPRM develop a savings group and informal
school for children. These groups are a media
communication and learning process.
7. Youth Empowerment
Makassar youth involvement in responding to climate change
increases last year. SIAGA, which is an organization formed
by KPRM in 2010, has held a congress early 2012. This is a
progress in DRR campaigners. Main acitivities of SIAGA
network is mapping, campaigns and solidarity actions for
DRR. With KPRM, the SIAGA network conduct the following
activities:
Mapping the lanscap of Sanggerang natural resource, which
involved 24 women and 9 men the victims of flash floods.
Mediation of house owner demand to get certificate for their land
Mobilizing and organizing fund/aid for victims of thypoon in the
district of Sidrap, cooperation with Community Architect (Arkom)
to social preparation and designing of community centre, septic
tank and crops
Mapping of natural resource and potential disasters of
Lompobattang hill in Gowa regency
Campaigning the right of informal workers in May Day 2012
City conservation to refuse felling trees in the road in the Earth
Day 2012
8. Challenges in the Partnership
Developing infrastructure and public facilities not always improving socio-
economic of the poor. In the city of Makassar, about 70% of urban land has
been occupy by private sector. It has been increased conflict. It makes
Makassar city goverment complicated to resolving land dispute. But,
different things happening in the Kendari city. The municipality still has land
ready to use as for alternative arrangement of the poor settlement.
The most crucial issue is lack of government protection against the poor
who inhabit the slums. About 70% of the 123 slums area claimed by the
landlord / private. Conflicts of land ownership would hurt the poor. Examples
of cases that occurred beginning in May 2012. A total of 300 household of
Buloa sub-district Tallo were forced to receive compensation by the landlord
in cooperation with private sector. In this case, city government and police
officials to nullifying the terror and intimidation by hired men.
Urban spatial planning is very far from the participation of the poor.
Consideration of draft City Planning Policy (Ranperda) is only consultative
between the executive and the legislature.
Disaster management agencies more oriented to natural disaster, but ignore
the risks of social disaster caused by lack of access to land for housing the
poor
9. Mainstreaming DRR
KPRM – SIAGA Alliance
Mainstreaming disaster risk reduction requires
alliances and broad public support. In this case, the
role of KPRM to promote an agenda of community
and the city resilience supported by various
communities. One of the community become allies of
KPRM is youth and student groups who joint in to
SIAGA. This alliance is an association of
environmental activists, humanitarian, youth, street
singers, informal workers, and students. Action
program implemented independently by public funds
and selling creative products such as frames of
newsprint, T-shirts and stickers. The strategy relies on
a direct action campaign to disaster, down to the
streets, and dissemination of information through
social media (facebook siagamakassar).
10. Integrated Village Planning
Cities Resilient (KOTAKU SIAGA) campaign
has reach a few districts/ municipalities,
including district of Pangkep, Pare-pare, and
Kendari in Southeast Sulawesi. Departing from
tgood-practices of SIAGA-KPRM, UPC
launched a City Wide Upgrading project in
Kendari, cooperation with the Ministry of
Social Affairs and the city government by the
end of 2011. In this event, the representatives
of the municipal government of Makassar
(Bappeda, BPBD) be a panelist along
Bappeda Kendari.
11. Lessons Learned
Mapping technique is an effective media
organizing to raise awareness about potential of
poor communities, and in turn increase
participation of grassroots women to solve
everyday and long term problems.
Multi-stakeholder partnership strategy which
based on community organizations proved to be
very effective to expand the circumference of
influence, which in turn have support of public and
government.
Development of urban infrastructure should be
offset by the mechanism of problem-solving of
housing and land. It can be reduce the social
vulnerability of the poor, in turn, strengthen
community resiliencies.
