1. Project title:
„NO BORDERS MANUAL IN ELDERLY CARE TO PROMOTE MOBILITY, INTERNATIONAL LIFELONG LEARNING AND THE
TRANSFER OF COMPETENCES IN EASTERN, CENTRAL AND SOUTH-EASTERN EUROPE (NOBOMA)“
With the Leonardo da Vinci project "VQTS – Vocational Qualification Transfer System" a methodology
has been developed that provides a “common language to describe competences and their
acquisition and a way to relate these competence descriptions to the competences acquired in
national-level training programs”
The NoBoMa project aims at transferring the VQTS (Vocational Qualification Transfer System)model
to the occupational field “elderly care”. This model has been developed as a result of a previous
Leonardo da Vinci project (www.VocationalQualification.net). It will be used for designing a
Competence Matrix and Competence Profiles for this vocational field and, thus, aims to enhance
transparency, comparability and recognition of vocational competences and qualifications for every
step of competence development. Furthermore, the NoBoMa project aims to further develop the
matrix by including future skill needs.
More transparency of qualifications/competences is an essential component in the efforts to adapt
education systems in the EU to the need of the knowledge society as well as the necessity of more
and better employment in the job market “Europe”. In the occupational field “elderly care” a cross-
border comparability-modus that enhances transparency and recognition of skills and qualifications
is lacking so far in the area Austria, Romania, Hungary, Bulgaria, Slovenia and other EU countries.
On the basis of secondary analyses, qualitative and quantitative interviews, which identify
competence descriptions in each partner country, a first outline of Competence Matrix will be
developed. After the As-Is Analysis is completed, future skill needs will be identified for the selected
occupational field to develop an “International Future Competence Matrix of Success”. This “Future
Matrix of Success” indicates which skills and competences elderly care practitioners should ideally
have, in order to be prepared for future challenges in a European labour market.
The five NoBoMa results (Competence Matrix, Competence Profiles, Future Competence Matrix of
Success, Self-Assessment Tool, database) help increase transnational transparency and recognition of
skills and qualifications in the vocational field “elderly care”, to enhance mobility of students and
skilled workers, to improve the career opportunities of elderly caregivers, and to enhance efficiency,
innovation and quality in lifelong learning. Furthermore, the project will contribute to the ECVET
process and help to implement the European Qualification Framework.
The starting date of the project is October 2011 and will last two years – till September 2013.
