1. Dear participant!
The social research institution WISDOM (AT) and six partners from other European (research)
institutions from the EU, are conducting a study called „NoBordersManual in elderly care“
to develop a „common language“ to help the cross-border countries AT, BG, HU, RO and SI to
internationalise, standardise and assess their own vocational education and training systems in the
field „elderly care“ (http://www.adam-europe.eu/prj/8459/project_8459_en.pdf). For this
reason we are developing a Competence Matrix identifying competences and skills of an elderly
caregiver from novice1 (beginner) to expert2. This matrix opens systems up towards a more
flexible approach than can include recognition of prior learning and credit transfer arrangements
in the vocational field „elderly care“.
Definition „competences“
We are focussing on Becker & Spöttl´s concept of competence and on Dreyfus´ model of Skill
Acquisition in our study: Becker and Spöttl3 see competence as an expertise, which becomes
apparent as performance in a person´s actions. The Dreyfus model4 describes the process of
skill acquisition. It focuses on situated skillful behavior and use of knowledge. It takes into
account increments in skilled performance based upon experience as well as education.
According to the Dreyfus model, one passes through several levels of proficiency (process of
progression): novice, advanced beginner, competent, proficient, expert.
This study has been funded with the support of the European Commission. Coordination:
The Austrian social science research institute WISDOM (AT), Univ. Doc. Dr. Karl H. Müller.

Beginner, without specific education, educational level „low vocational education and training.

Expert, educational level „higher education programmes“.
Note: This project intends to develop a Competence Matrix useful for identifying overlapping areas between
vocational education and training (VET) and higher education programmes (HE) and therefore the scope of the
Competence Matrix „Elderly care“ has to be broadened to include at least some steps of competence
development relevant for higher education.
