2. Project Background
 At 2011 APEC Telecommunications and Information
Ministerial Meeting (TELMIN8), a consensus was reached
about that ICT should be applied to medical services and be
adopted by those who has special needs.
 As cloud computing becomes the stage of art in the ICT
development, we addrssed the plan to study the mode of
cloud-based health services and its platform and ancillary
applications at ApecTel 44.
