ABSTRACT: APPLICATION OF GIS TO ENHANCE REVENUE COLLECTION IN KAMPALA CAPITAL CITY – UGANDA. With the devolution reforms, numerous Nations all over the world have delegated revenue and expenditure responsibilities to Local government entities. However, many Local governments in sub-Saharan Africa face the challenge of mobilizing appropriate levels of revenue to enable effective service and infrastructure delivery. To guarantee effective implementation of these statutory functions, Local Government entities; ought to improve their internal revenue collection / mobilization and budgeting techniques. This presentation therefore, gives highlights on how Kampala Capital City Authority – KCCA (Uganda), is using GIS technology as a tool for improving local revenue collection within its jurisdiction. The property rates and business licenses which constitute a substantial part of the total local revenue for the Authority had in the past been under collected but a significant improvement was realized after much dependency of a GIS. The presentation further shows the power of the functionalities of GIS in overall city’s planning mandate; specifically reflecting the potential of an integrated GIS database in providing a more efficient infrastructure and service planning, revenue planning, budgeting, and tracking.

At Esri UK Annual Conference 2014 United Utilities (UU) is one of the UK’s largest water and wastewater companies with seven million people in the North West of England. UU had been working with an old GIS ‘landscape’ implementation, comprising five separate systems. Without an enterprise GIS platform affording ‘one version of the truth’, there were risks to the business of making decisions based on wrong or missing information. UU embarked on the journey of Linear Asset Management (LAM) programme with an aim to create a future-proof GIS platform and take UU right to the front of the utility industry in terms of leading-edge technology and state-of-the-art information management.

Service quality has become increasingly important to a service organization and information technology has become more integral to a firm. The presentation deals with how a state of the art smart grid technology based project was actually implemented in India by the author along with all the facets of advanced Information Technology integration in Utility Operations. Deals with Advanced Billing System, DSM,SCADA, DMS, OMS, GIS, SAP, AMR, ICUCCS, CRM, etc.Therefore, one of the challenges is to manage IT to enhance service quality. Follow up to this presentation one has to also refer to a research.The objective of the research was to understand the relationship between Smart Grid Technology and service quality. Concepts from management information systems, communications and strategy have been integrated in a conceptual model which describes the management of IT to improve service quality. The case study of an electric utility helped in the development of the research model. The survey was customized according to information technologies and services in the electric utility industry. The correlation analysis results show that the variables in the hypotheses are correlated and the result is highly significant. The multiple regression and path analysis of quantitative data has supported the hypotheses of the research study. The results have shown that system quality, information quality and employee IT characteristics influence employee IT performance, which in turn influences the service quality at the organizational level. In 2011-12 the City of Ashland Public Works department invested in televising trouble spots and areas of concern of their sanitary collection system. In two years about 22% of the City’s sanitary lines and manholes were comprehensively inventoried. The City selected a contractor to inventory and televise its sanitary system to comply with NASSCO standards and provide a fully digital inventory dataset that included video, reports, and tabular data of inspections. By leveraging the City’s current GIS inventory of is sanitary infrastructure, the projects were able to be completed on time, in budget, and performed accurately. The results were able to be quantified quickly, evaluated for quality of work and put to use immediately for capital improvement planning, customer relations, operations planning and infrastructure inventory updates. This presentation will cover; Mapbook creation for project management, Database integration into geodatabases, Project reporting for capital improvements, Infrastructure inventory update benefits, Web map application data integrations for operations management and customer relations.

The Citywide Street Centerline Database (CSCL) is the authoritative source for location data used by New York City's public safety agencies (NYPD, FDNY) for 911 call-taking and dispatch. It is an ESRI enterprise geodatabase that is jointly maintained by 2 city agencies- the Department of Information Technology and Telecommunications and the Department of City Planning. Designed more for data maintenance, CSCL is not easily accessible by the day-to-day GIS user. This presentation will show how we have applied FME to create a version of CSCL that is better suited for general GIS tasks and made it available to all city agencies, to the public via NYC Open Data, and to Batman.

GIS systems enable the electronic management of spatial data and facilitate its visualisation; they are specialised forms of information systems that are conceived solely for use with spatial data. Their purpose is the collection, modelling, storage, manipulation, analysis, retrieval and presentation of geodata. During the Smart Cities Project we examined the geobased services that were being used by the project’s six municipal partners. This guide provides a detailed review of the systems that are being used by two of these partners – the City of Edinburgh Council in Scotland, and Kristiansand Kommune in Norway – who had the most advanced geobased infrastructures in the Smart Cities partnership.

The smart city infrastructure is the introductory step for establishing the overall smart city framework and architecture. Very few smart cities are recently established across the world. Some examples are: Dubai, Malta, Kochi (India), Singapore. The aim of the project is to develop the smart infrastructure development framework as a base of the smart city development with the application of Geographic Information System in the effective management of Estate/Township (study area Bata Nagar: Kolkata Riverside Project, under Riverbank Developers Pvt. Ltd (RDPL)) from the point of view of Managing Authority & also from the Consumer Solution. The objectives included capturing and development of Spatial and attribute database about the estate features & infrastructure, and throughout monitoring to serve the consumer. The smart systems designed to facilitate the maintenance and physical activities adopted in the service. On the other hand the smart environment used to attract the users by giving them more control and property resources management. The paper wants to formulate the first step with preparing the database framework & query based analysis for the batanagar riverside project area and highlights its scope for future. The comfortable built environment would increase the building facility availability where it would enhance the productivity for all parties. The smart systems would deploy a better skilled people and it will increase the knowhow of the users. In terms of data exchange, the data communication will be transferred faster due to the systems integration and common communication protocols used along the city/community and premises programmable controllers.
