Following on from the success of the inaugural edition
of the WLA Global Lottery Data Compendium
(GLDC), we are very pleased to be able to present the
second edition of the GLDC to the global regulated
lottery community.
Considerably revised and expanded, this second edition
of the GLDC sees a welcome increase in the number
of members contributing. Some 134 of 149 lotteries, or
90% of the WLA’s regular membership of state-
authorized lotteries, together with 61 of 69 suppliers,
or 88% of the WLA’s associate membership of providers
of goods and services to the lottery industry, have
contributed to this volume. In 2014, the corresponding
rate of return for lottery and supplier members alike was
48%.With the combined membership’s support and
participation, we hope next year to see coverage increas-
ing to 100% of the WLA membership.
Given the near-blanket coverage of this volume,
the GLDC provides the most authoritative and accurate
account of the global lottery industry available today.
All of the information reported in this work has
been sourced directly from WLA Lottery Members and
WLA Associate Members, with every effort having
been taken to ensure the correctness and completeness of
the collated data. Moreover, because of the judicious
choice of data collected – the relevant key performance
indicators are either purely historical or publicly
available, and are quite general in nature – the GLDC
avoids any issues with competition law.The result
is a timely and comprehensive aggregate picture
of the WLA community of state-authorized lotteries,
and the positive roles played in society by this
community, that would not otherwise be available.
WLA member lotteries leverage a common business
model across some 80 countries. Under licenses exclusive
to their respective jurisdictions, state-authorized lotteries
provide entertaining games to the general public in
a regulated environment for the purpose of channeling
gaming desire and raising money for good causes.
In recognition of the ongoing success of this business
model, we are proud to report that the 134 WLA Lottery
Members represented in this volume raised over
USD 77.8 billion in money for good causes in 2014.
Compared to 2013, this represents an increase in
money for good causes of 4.9%.
In their capacity as suppliers to the lottery industry,
WLA Associate Members provide a variety of goods and
services to the lottery sector, to help lotteries with
their noble aim of raising funds for good causes. Beyond
this, the longstanding support of the WLA Contribu-
tors in particular has been a mainstay of the WLA.
We are therefore pleased to acknowledge that the WLA
Contributors – 500.com, IGT, INTRALOT Group,
Jumbo Interactive Limited, Novomatic Lottery
Solutions, Playtech, Pollard Banknote, and Scientific
Games Corporation – enjoyed combined net revenues of
more than USD 10.2 billion and employed more
than 29,000 people worldwide in 2014.
The GLDC was conceived in 2012 as a vehicle for
the dissemination of aggregated, quantitative, and other
statements about state-authorized lotteries and
suppliers, to meet the demand of lotteries, suppliers,
regulators, and other stakeholders for timely,
high-quality information on the state of the global
lottery industry.We thank all the contributors
to the present volume, and hope that it represents a
second successful step in meeting this need.

Executive Summary
For the second consecutive year, the
WLA has collected core Key Perfor-
mance Indicators (KPIs) directly from
the combined WLA membership of
WLA Lottery Members and WLA Asso-
ciate Members. These KPIs have been
collated and aggregated by the WLA to
provide lotteries, suppliers, and other
relevant stakeholders with timely, high-
quality information about the global
lottery industry. A summary of the key
findings of this volume can be found in
Table 1.
Headline results
In 2014,the total economic activity of the
WLA Lottery Members contributing to
this report,1 as measured in sales across
the four game categories of draw-based
games, instant tickets, sports games (pa-
ri-mutuel), sports games (fixed odds),
was USD 273.4 billion.2 For 2013, the
corresponding figure was USD 256.1 bil-
lion. The 2014 figure represents an in-
crease of 6.8% over the analogous figure
for 2013. Adjusting for coverage of the
North American region,3 global sales for
the state-regulated lottery sector in 2014
are conservatively estimated at USD
292.7 billion.
The total money returned to society in
2014 by the WLA Lottery Members con-
tributing to this report, as measured
across the six good cause categories of
education,culture,social activities,sport,
other good causes, and money to trea-
sury, was USD 77.8 billion. This repre-
sents a return to society of 28.4 cents for
every dollar of sales.4 For 2013, the asso-
ciated figure was USD 74.2 billion,repre-
senting a return to society of 29 cents for
every dollar of sales.5 The 2014 figure of
USD 77.8 billion represents an increase
of 4.9% over the corresponding figure
for 2013.
One hundred and thirty-four of 149
WLA Lottery Members, domiciled in 76
countries and territories spanning five
geographic regions,6 contributed to the
present volume. The contributing WLA
Lottery Members, which include all ten
of the world’s largest lotteries by sales
volume,7 represent 90% of the WLA’s
regular membership. On average, the
amount returned to society for the public
good across these 76 countries in 2014
was USD 16.43 per capita.8
Sixty-one of 69 WLA Associate Members
contributed to the present work,9 includ-
ing all eight WLA Contributors.10 This
represents 88% of the associate member-
ship. In 2014, the WLA Contributors
alone had a combined net revenue in ex-
cess of USD 10.2 billion11 and a com-

In 2013, 130 of 134 contributing WLA
Lottery Members reported an overall fig-
ure for total sales, as measured across the
four game categories of draw-based
games, instant tickets, sports games (pa-
ri-mutuel), and sports games (fixed
odds).15 Of the 130 WLA Lottery Mem-
bers reporting an overall figure for total
sales across the four given game catego-
ries, 129 WLA Lottery Members, or 99%,
provided a further breakdown of their
sales qua sales made across the four given
game categories. The total sales for the
129 WLA Lottery Members reporting in
2013 across the four given game catego-
ries amounted to USD 252 billion. Cu-
mulatively, global sales across the four
game categories amounted to USD 256.1
billion in 2013, as previously headlined.
The analysis given in the next three sub-
sections pertains only to the 130 report-
ing WLA Lottery Members in 2014,16 and
the 129 reporting WLA Lottery Members
in 2013.17
Draw-based games
Draw-based or numbers games, which
include brands like Lotto, EuroJackpot,
EuroMillions, Mega Millions, and Pow-
erball, as well as Bingo and Keno, com-
prised the largest game category world-
wide by sales volume in both 2014 and
2013. Offered across all five geographic
regions, draw-based games saw sales of
USD 159.9 billion in 2014. Modulo the
four game categories, draw-based games
accounted for 57.8% of 2014 total sales
of USD 269.2 billion. In 2013, sales of
draw-based games were USD 153.7 bil-
lion. Modulo the four game categories,
this figure accounted for 59.4% of 2013
total sales of USD 252 billion. Year-on-
year, sales of draw-based games grew
by 4%.
Instant games
Instant games, which include “scratch
tickets”, “pull-tab” games, and other pre-
drawn lotteries, comprised the second-
largest game category worldwide by sales
volume. Also offered across all five geo-
graphic regions, sales of instant games
were USD 65.8 billion in 2014. Modulo
the four game categories, instant games
accounted for 24.5% of 2014 total sales.
Sales of instant games in 2013 were USD
63.8 billion. Modulo the four game cat-
egories, sales of instant games accounted
for 25.3% of 2013 total sales.The instant
games category grew in size by 3.1% year-
on-year.
Sports games
(pari-mutuel and fixed odds)
For the purposes of this volume,the term
“sports betting”is understood to have the
widest possible application.18 The two
sports games categories,pari-mutuel and
fixed odds wagering,19 collectively wit-
nessed sales of USD 47.7 billion in 2014.
Modulo the four game categories, this
aggregate figure represents17.7% of 2014
total sales. In 2013, pari-mutuel and fixed
odds sports betting together saw sales of
USD 38.6 billion. Modulo the four game
categories, this aggregate figure repre-
sents 15.3% of 2013 total sales. Cumula-
tively, the sports game category grew in
size by 23.8% year-on-year. Individually,
sports games (fixed odds) saw much
stronger year-on-year growth than sports
games (pari-mutuel), recording sales in-
creases of 34.6% and 10.8% respectively.
All other sales
Collectively, 32 of 130 reporting WLA
Lottery Members in 2014, and 33 of 130
reporting WLA Lottery Members in
2013, reported sales in the“All other sales
(VLTs, etc.)” category. This category in-
cludes sales from electronic gaming
machines such as slot machines, Video
Lottery Terminals (VLTs), and elec-
tronic instant lotteries outside casinos,
as well as all other sundry sales. Sales in

Regional sales
The 134 WLA Lottery Members contrib-
uting to this volume are domiciled in 76
countries and territories spanning the
five geographic regions of Africa, Asia/
The Pacific, Europe/The Middle East,
Latin America, and North America/The
Caribbean. Adjusting for coverage of the
North American region,21 total sales for
the state-regulated lottery sector across
these five regions amounted to USD
292.7 billion, as previously headlined. A
graphical representation of adjusted
global lottery sales by region across the
four game categories of draw-based
games, instant tickets, sports games (pa-
ri-mutuel), and sports games (fixed
odds) is provided in Figure 2.The analy-
sis given in the next five subsections per-
tains only to the previously identified

bers reported other sales in the“All other
sales (VLTs, etc.)” category; sales in this
category totaled USD 6.2 million.
Asia/The Pacific
In 2014, Asia/The Pacific reported total
sales of USD 105.7 billion across the four
game categories of draw-based games,
instant tickets, sports games (pari-mutu-
el), and sports games (fixed odds).This is
equivalent to 39.3% of total sales of USD
269.2 billion. Across the four game cate-
gories, draw-based games accounted for
60.2% of sales; instant games, 6.4% of
sales; and sports games (pari-mutuel and
fixed odds) 33.4% of sales. Three WLA
Lottery Members from Asia/The Pacific
reported other sales in the“All other sales
(VLTs, etc.)” category; sales in this cate-
gory totaled USD 6.2 billion.
Europe/The Middle East
Europe/The Middle East reported total
sales of USD 99.6 billion across the four
game categories of draw-based games,
instant tickets, sports games (pari-mutu-
el), and sports games (fixed odds) in
2014, or 37% of total sales of USD 269.2
billion. Across the four game categories,
draw-based games accounted for 60.6%
of sales; instant games, 28.2% of sales;
and sports games (pari-mutuel and fixed
odds) 11.2% of sales. Seventeen Europe-
an WLA Lottery Members reported oth-
er sales in the “All other sales (VLTs,
etc.)”category, with sales in this category
totaling USD 25.1 billion.
Latin America
In 2014, Latin America reported total
sales of USD 8.7 billion across the four
game categories of draw-based games,
instant tickets, sports games (pari-mutu-
el), and sports games (fixed odds), or
3.2% of total sales of USD 269.2 billion.
Across the four game categories, draw-
based games accounted for 94.5% of
sales; instant games, 1.7% of sales; and
sports games (pari-mutuel and fixed
odds) 3.8% of sales. Four WLA Lottery
Members from Latin America reported
other sales in the “All other sales (VLTs,
etc.)” category amounting to USD 560.2
million.
North America/The Caribbean
North America/The Caribbean reported
total sales of USD 53.9 billion across the
four game categories of draw-based
games, instant tickets, sports games (pa-
ri-mutuel), and sports games (fixed
odds) in 2014, or a fifth (20%) of total
sales of USD 269.2 billion. Across the
four game categories, draw-based games
accounted for 42.1% of sales; instant
games, 57% of sales; and sports games
(pari-mutuel and fixed odds) 0.9% of
sales. Six WLA Lottery Members from
North America/The Caribbean reported
other sales in the “All other sales (VLTs,
etc.)” category totaling USD 6.2 billion.
Global money for good causes
A key characteristic of WLA Lottery
Members is that the majority of each
member’s net revenues must be dedicat-
ed to the public good. In 2014,127 of 134
contributing WLA Lottery Members re-
ported an overall figure for total manda-
tory money paid to society, as measured
across the six good cause categories of
education,culture,social activities,sport,
other good causes, and money to trea-
sury. Modulo these six good cause cate-
gories, total mandatory money paid to
society by this group of 127 WLA Lottery
Members amounted to the headline fig-
ure of USD 77.8 billion in 2014.22 Across
the 72 countries in which the 127 report-
ing WLA Lottery Members are domi-
ciled, this amounted to a return to soci-
ety in 2014 of USD 16.43 per capita on
average. For 2014, 100 of these 127 re-
porting WLA Lottery Members, or 79%,
provided a further breakdown of their
total mandatory payments to society qua
monies returned to society across the
preceding six good cause categories. A
graphical representation of this break-
down is provided in Figure 3.23 Collec-
tively, these 100 WLA Lottery Members
returned USD 51 billion in total manda-
tory money for society.
In 2013, 126 of 134 contributing WLA
Lottery Members reported an overall fig-
ure for total mandatory money paid to
society, as measured across the six good
cause categories of education, culture,
social activities, sport, other good causes,
and money to treasury. Modulo these six
good cause categories, total mandatory
money paid to society by this group of
126 WLA Lottery Members amounted to
the headline figure of USD 74.2 billion in
2014.24 For 2013, 99 of these 126 WLA
Lottery Members, or 79%, provided a
further breakdown of their total manda-
tory payments to society qua monies re-
turned to society across the preceding six
good cause categories. Collectively, these
99 WLA Lottery Members returned USD

ments made to Treasury (state budget)
with no specific earmarking.25 For both

bers reporting for 2013, money to trea-
sury (without knowledge of allocation)
composed the largest category of money
contributed to good causes, constituting
46.7% (USD 23.8 billion) of all monies
returned to society in 2014 and 47%
(USD 23.5 billion) of all monies re-
turned to society in 2013 respectively.
Education
Money returned to society in the form of

good causes.This figure represents 15.4%
of all monies returned to society by the
100 reporting WLA Lottery Members in
2014.The analogous figures for the 99 re-
porting WLA Lottery Members in 2013
were USD 8 billion and 16.1%.
Sport
Money returned to society in the form of
payments made in support of sport con-
stituted 7.3% (USD 3.7 billion) of the
USD 51 billion in total money returned
to society in 2014. For 2013, USD 3.3 bil-
lion (6.7%) of the total money returned
to society of USD 49.9 billion was in sup-
port of good causes for sport.
Social activities
Money returned to society in the form of
payments made in support of social ac-
tivities constituted 4.8% (USD 2.5 bil-
lion) of all monies returned to society in

bers were 2.2% and USD 1.1 billion re-
spectively.
Global employment
Direct full-time employment by the 134
contributing WLA Lottery Members was
in excess of 79,197 for 2014.26 Extrapolat-
ing from this figure, indirect employ-
ment in sectors typically associated with
the selling of lottery products accounted
for more than 1,187,955 full-time jobs
worldwide.27 As previously stated, direct
employment by the WLA Contributors
in 2014 worldwide was more than 29,000.
Direct full-time employment figures for
the WLA Associate Members as a whole
are not available.

Preface
The Global Lottery Data Compendium
(GLDC) is a yearbook for the dissemi
nation of aggregated, quantitative, and
other statements about both state-autho-
rized lotteries and suppliers. It is ad-
dressed to lotteries, suppliers, regulators,
and other stakeholders alike.
Based on data collected by the WLA in
the spring and summer of 2015 (March–
September 2015) from the WLA mem-
bership,1 the GLDC presents key de
scriptive statistics about WLA Lottery
Members and WLA Associate Members
for the years 2014 and 2013. Generally
speaking, WLA Lottery Members are
state-authorized lotteries and WLA As-
sociate Members are lottery industry
suppliers.2 The GLDC thus showcases
the activities of state-authorized lotter-
ies and lottery industry suppliers world-
wide.
Objectives
Underpinning the GLDC is the belief
that showcasing the activities of state-
authorized lotteries and lottery industry
suppliers worldwide may: (i) contribute
to greater understanding on the part of
the general public of lotteries and their
contributions to the public good; and (ii)
enable stakeholders and other interested
parties to make aggregated statements
about the current state of the lottery in-
dustry worldwide, and permit bench-
marking by lotteries. More particularly,
the GLDC was conceived as a means to:
– Provide WLA Lottery Members and
external stakeholders with timely
and accurate information about the
state of the lottery industry globally
via Key Performance Indicators
(KPIs) such as sales volume
and money returned to society in
support of good causes.3
– Publicize and market the role of
lotteries globally by using KPIs to
emphasize the importance of
lotteries in society as institutions
collecting money for good
causes, and helping to protect
thereby the special monopoly
granted to state lotteries in their
respective jurisdictions.
– Provide lottery industry suppliers
with a vehicle for marketing
themselves to member lottery
organizations through advertising,
via vendor-oriented KPIs, of the
services and products they offer.
– Provide external stakeholders and
WLA Lottery Members with timely
and accurate information about
the lottery industry globally,
that moreover may be used on the
one hand as a framework for
benchmarking their performance
against global lottery best practice,
and as a barometer for trends in
the industry as a whole on the other.
– Build, over time, a pool of histori-
cal data that can be used to analyze
long-term global trends in the
lottery industry.4
Scope
The scope of this report is limited to or-
ganizations that are either WLA Lottery
Members or WLA Associate Members.
This latter group includes the WLA Con-
tributors.
WLA Lottery Members
WLA Lottery Members are organiza-
tions licensed or authorized to conduct
lotteries and/or sports betting opera-
tions in a jurisdiction domiciled in a
state recognized by the United Nations.
Sales of games of chance and/or skill
must account for the majority of the or-
ganization’s total annual gross revenues,
and the majority of the organization’s
net revenues must be dedicated to the
public good.The organization’s business
practices must conform to the aims and
objectives of the WLA and the organi
zation must subscribe to the WLA Code
of Conduct5 as approved by the WLA
membership.6
WLA Associate Members
WLA Associate Members are suppliers
or prospective suppliers of goods or
services to the lottery or sports betting
industry, whose business practices con-
form to the aims and objectives of the
WLA. Current WLA Associate Members
include suppliers of online and off-line
systems, terminals, printers, video lot-
tery terminals, special papers, vending
machines, dispensers and drawing ma-
chines, telecommunication organiza-
tions, ticket printers, game designers,
marketing and advertising specialists,
and consultants.
WLA Contributors
The WLA Contributors are an exclusive
subset of the WLA Associate Members.
Open to leading suppliers of the lottery
industry, the WLA Contributors’ Pro-
gram offers standardized privileges to
those that chose to participate.There are

Methodology
Production of the GLDC as a whole
comprised a number of project phases,
including (but not limited to): require-
ments analysis; project design; data col-
lection; data consolidation; and report-
ing. Of these various phases, the most
important were the data collection and
data consolidation phases.
Data collection
The WLA gathered the data for the sec-
ond edition of the GLDC in the spring
and summer of 2015 (March–September
2015). In general, all the data reported in
this volume has been sourced directly
from WLA Lottery Members and WLA
Associate Members. That is, only pri-
mary sources have been used in the
preparation of this volume.8
In soliciting the data from the WLA
membership, the WLA requested exactly
the same metrics as were requested in
2014 for the inaugural edition of the
GLDC. Two independent sets of data
were thus collected: a select range of
KPIs for WLA Lottery Members and a
separate, select range of KPIs for WLA
Associate Members. Both sets of data
were collected by means of a question-
naire, with every WLA Lottery Member
or WLA Associate Member being ap-

good causes, and so forth), plus
a range of non-traditional KPIs not
collected elsewhere, which yet
bring something new and valuable
to the wider WLA membership.
For instance, the WLA has collected
a KPI from the WLA Lottery
Members concerning age restrictions
on games, and whether they are
imposed by law, by the WLA Lottery
Member, or both.12
Data consolidation
Following collection of the data through
the annual data collection exercise, the
data was subject to rigorous quality con-
trol by the WLA at its Basel business of-
fice. The data was then collated, stan-
dardized, aggregated, and tabulated by
the WLA, and subject to descriptive sta-
tistical analysis. The resulting collection
of standardized, aggregated, and tabu-
lated data forms the basis for the pres-
ent report.
With respect to quality control, every ef-
fort has been taken to ensure the com-
pleteness and correctness of the data col-
lected. Wherever queries have existed,
WLA Lottery Members and WLA Asso-
ciate Members have been contacted in
dividually for clarification. Discrepan-
cies, incidentals, one-off events, and
similar irregularities are comprehen
sively documented through a series of
explanatory footnotes and other annota-
tions spread throughout this volume.13
Many corrections in particular have been
made to FY 2013 data that was originally
published in last year’s edition and which
is yet reproduced in this year’s edition
of the GLDC.
With regards to standardization efforts,
all local currency units are denoted using
ISO 4217:2015 active and historical al-
phabetic currency codes.14 All aggregated
monetary figures are calculated in USD
and EUR using the World Bank official
exchange rates (local currency unit per
USD, period average) for 2014, as noted
below.15 All non-aggregated monetary
figures are calculated in USD and EUR
using the World Bank official exchange
rates (local currency unit per USD, pe-
riod average) for 2014 and 2013, as ap-
propriate. For simplicity, no discounting
of monetary figures has occurred to ac-
count for the time value of money for the
period 2013–2014.
Outcomes
The totality of the consolidated and ag-
gregated data collected by the WLA in
the spring and summer of 2015 (March–
September 2015) composes the second
edition of the GLDC. Providing near-
blanket coverage of the WLA member-
ship, the 2015 edition of the GLDC pro-
vides what is probably the most authori-
tative and accurate account of the global
lottery industry available today. Offering
summaries of aggregated data in the
form of headline results, individual en-
tries on the WLA Lottery Members and
WLA Associate Members contributing
to this volume, and a range of other an-
cillary information documented in the
form of annexes, it is the most detailed
and up to date repository of informa-
tion on WLA Lottery Members and
WLA Associate Members available from
any source.
Headline results
As previously headlined in the execu-
tive summary, the 2015 edition of the
GLDC provides data for 2014 and 2013
on 134 WLA Lottery Members and 61
WLA Associate Members, including all
eight WLA Contributors. The contrib
uting WLA Lottery Members, which in-
clude all ten of the world’s largest lot-
teries, are domiciled in 76 countries and
territories spanning five geographic re-
gions. The overall response rate for the
second edition of the GLDC was 90%
for WLA Lottery Members and 88%
for WLA Associate Members. In 2014,
WLA Lottery Members had sales of
USD 273.4 billion and returned USD

ELISE report published by the Euro-
pean State Lotteries and Toto Associa-

Looking forward
The WLA is pleased to announce that it
intends to publish the third edition of the
GLDC in 2016. For the third edition of
the GLDC, the WLA will begin collect-
ing data from WLA Associate Members
in March, and in April for WLA Lottery
Members.The 2016 edition of the GLDC
should appear in the last quarter of next
year.
Looking forward, a key goal remains to
increase the participation rates of both
WLA Lottery Members and WLA Asso-
ciate Members in the GLDC, until such
time as the WLA is in the position where
it collects and publishes data from100%
of the membership on a regular basis.
Beyond this, the WLA is also looking to
expand the range of KPIs collected, to
better meet the collective needs of the
WLA membership and external stake-
holders alike. KPIs that the WLA may
consider collecting in future include, for
example, the proportion of sales effected
through online sales channels such as the
Internet or mobile, for each of the five
product sale categories of draw-based
games, instant games, sports games (pa-
ri-mutuel), sports games (fixed odds),
and all other sales (VLTs, etc.). Future
developments abiding, the aim of the
GLDC remains the same: to provide
a high quality vehicle annually that
comprehensively meets the demands of
stakeholders for accurate, in-depth, and
timely data on the state of the global
lottery industry.

he Loterie Nationale Sénégalaise
(LO.NA.SE) was created on De
cember 30,1966 as a private insti
tution. Eight years later, it had trans
formed into a mixed-ownership entity
where the state held 74% of the capital.
However, aware of the importance of
LO.NA.SE, the state bought the remain
ing privately-owned shares in 1977. Since
then, the State of Senegal has been the
only shareholder of LO.NA.SE, to which
it concedes the monopoly of lottery
games, bets, and games of chance across
the country.

PMU in a Black African country, and has

LO.NA.SE has been certified to the fol
lowing standards: ISO 9001version 2008,
WLA RGF level 2, and ISO 27001. It was
audited with zero non-conformities for
the WLA-SCS in 2012.

Act 94 was passed into law to start a lot

he National Lottery Authority
(NLA) of Liberia is an autono

Executive Branch of the Government of
Liberia with the following functions:
to regulate all games of chance such as
raffle draws, casinos, and slot machines,
as well as schemes, arrangements, sys

launched in 1994 with the ap
proval of the China State Coun
cil.The game portfolios of China Sports
Lottery include instant games, lotto
games, and sports betting games. Over
the years, it has been gradually intro
duced to the market and has established
complete systems for supervision, issu
ance, and sales. During the course of the
past 20 years, the public welfare fund
collected by China Sports Lottery has
played an important role in promoting
the development of society as well as
sports undertakings in China. By the end
of 2014, the number of points of sale
reached 140,000 with total sales reaching
CNY 878.1 billion, raising CNY 248.4
billion for the public welfare fund.
